OBJECTIVES:
Upon the completion of this lesson the participant
will be able to:

 To identify the Purpose of locks and hold tags according to NG specifications.


 Provide tagging and locking procedure to be implemented before issuing Electrical Work
Permit. :
 To safeguard persons and property from hazards arising from the installation, operation
or maintenance and restoration of electrical power for transmission network and
associated equipment.
 identify Floor planning and color coding
 Identify the safety precautions when working on Height and Excavation Works

LOCKS

The placement of a lockout device and hold tag


on any isolated / earthed equipment in
accordance with an established procedure:

ensures that the isolating device and the


equipment being controlled cannot be operated
until the lockout device is removed.

there are Two types of locks are to be used in


the NATIONAL GRID.

OPERATION LOCK (OL)

• A golden color padlock having a master key

• prevent unauthorized entry to SEC distribution facilities.

• restrict operation of the SEC equipment to authorized personnel only.

• have master keys which will be issued to authorized SEC personnel by


competent authority.

SAFETY LOCKS

• Different color padlock having an individual key differing from


normal system locks. Each different color code is dedicated to
a specific section and used to lock means of isolation, earthing
or other safety devices

LOCK OUT FOR SAFETY BOXES

• A Special lock out for safety red color boxes are fixed in the
control room, have been designed and introduced to keep all
safety padlocks and keys used at site by NWO, maintenance and
contractor crews.

LOCKOUT/TAG OUT

• Network Operator from Network Operations Division is


responsible for Isolation and earthing of the equipment

1. Application and removal of the safety padlocks and hold


tags.
2. Placing the operational safety padlock keys inside the
lockout safety box.
3. Confirm to RCC that the equipment is ready for
energization.

• Safety Document Receiver from Grid Maintenance or


Contractor is responsible for:

• Apply his standard colored safety padlock in one of the


hasps/holes.
• When completed his work, he shall remove his safety keys
from the hasps/holes.

LOCKOUT/TAG OUT SYSTEM PROCEDURES
The NWO shall isolate, earth the required equipment and
apply the red color safety padlock including the hold tag at
the earthing points.

LOCKOUT/TAG OUT SYSTEM PROCEDURES

The NWO shall keep the operational safety padlock keys


inside the lock out safety red color box, close the box by
standard operational key and apply the safety multi-lock
hasps to enable other maintenance/contractor to fix their
safety locks.

The NWO shall apply the caution notices in the isolated
equipment, the danger notices in the live equipment and
surround the isolated equipment by Warning Tape. Or Safety
Barriers can be used for outdoor switchyards.

Each maintenance / contractor safety document receiver
shall apply his standard colored safety padlock in one of
the holes in the multi-lock hasps or in the holes in the
main box fixed at both sides of the substations.

When each document receiver completes his work he
shall close his safety document and remove his safety
padlock key from the multi-lock hasps/holes.

The NWO shall confirm that all other safety padlocks has
been removed and the multi-lock hasps / holes in the
main box are free.

LOCKOUT/TAG OUT SYSTEM PROCEDURES

The NWO shall collect the keys from the safety box, and
normalize the isolated equipment by removing operational
safety padlocks from its earthing points.

The NWO shall declare to RCC that the equipment is now


free and ready for eneigization.

1.Name of worker applying the lock
2.Date of lock out
3.Reason for lock out

The correct placement of Hold Tags for the job is:

EXCEPTION TO APPLICATION OF LOCKOUT AND HOLD TAG

 Applying Hold Tags only Where locks cannot be applied


 Positively disabling the source/s of potentials by means
of removing fuses, links and or disconnecting the
cables from power source/s, and the rule of applying
grounds are strictly followed.

 Access of unauthorized worker is prevented by use


of other means of mechanical locking devices such as
Safety Lock on the enclosure of the equipment.

TRY OUT

(Procedure For Verifying De-energized Condition, Zero Potential)

- After locks and the Hold Tag have been applied by


the switchman on all disconnecting means,
determine if all electric energy sources have been
disconnected and the equipment is held inoperative.

5.12 PROCEDURE FOR RESTORING ELECTRIC SERVICE

Verify Circuits and Equipment Are in Condition to


Energize, all appropriate tests and visual inspections shall
be conducted to verify that all grounds have been
removed.

 Verify Employees are Clear of Lines


and Equipment, and warned that it
is no longer safe to work on the
affected lines.

 Each lock and Hold Tag shall be


removed from each electric
disconnecting means by the
authorized competent
worker/receiver and switchman,
who applied the devices.

5.12 PROCEDURE FOR RESTORING ELECTRIC SERVICE

 an employee responsible for operating the machine shall


be notified by the switchman/competent worker/receiver
when lines and equipment are ready to be energized.

LOTO cutting / removing
when Authorized Employee is Unavailable

 Authorized Employees applying a LOTO, Shall never transfer their key to


anyone else

 If SEC employee applied a Lockout Tagout but unavailable to remove it,

The Supervisor must make every reasonable effort to contact the


Authorized Employee..

If the Authorized Employee is unavailable, a committee of two authorized persons


(Issuer and Receiver) who are familiar with the equipment and related SEC
Supervisor shall determine that the Removal is safe.

 A Lock Removal, Appendix- 1 shall be filled in and to be signed by both committee


members and SEC supervisor.

Finally, completing all G.1. 5.3.2.1 to 5.3.2.3, Issuer shall Cut / Remove Lockout
Tagout.
