PLAN AND IMPLEMENTATION IN PLACE TO SUPPORT QUALITY ASSURANCE

The University Strategic Plan 2020-2024 is a response to varied assessment and


evaluative processes: Quacquarelli-Symonds Stars, International Organization for
Standardization or ISO, the Accrediting Agency of Chartered Colleges and
Universities in the Philippines or AACCUP, Civil Service Commission’s Program to
Institutionalize Meritocracy And Excellence In Human Resource Management
(PRIME-HRM) and the ASEAN University Network-Quality Assurance (AUN-QA)
among them. The following is lifted from the SDP 2020-2024.

a. ISO: International Organization for Standardization, particularly ISO 9001:2015,


on quality management systems.

b. ISA: Institutional Sustainability Assessment by the Commission on Higher


Education, an internal quality assurance tool for Philippine Higher Education
Institutions.

c. CSC-PRIME HR: that covers (a) recruitment, selection and placement (b)
learning and development (c) performance management (d) rewards and
recognition which are all concerns of organization, management and
administration, particularly the human resource component of the university;

d. QS Stars: Quacquarelli Symonds Starts that is an international navigation tool


for potential clients of universities targeting the following areas: (a) research (b)
teaching (c) employability (d) facilities (c) internationalization (d) innovation (e)
engagement (f) culture (g) access (g) specialist target.

e. AUN-QA: ASEAN University Network – Quality Assurance System of which the


Cagayan State University is already an associate member (full membership being
reserved to the founding universities) and that evaluates universities according to
ASEAN standards, in accordance with the criteria consequent to ASEAN
Integration and the demands of Mutual Recognition Agreements (MRAs).


The Academic Affairs Framework incorporates promotion of quality and relevant
tertiary education.

To this end, the University Quality Assurance Office prepared the Quality
Assurance Plan for Cagayan State University (2018-2021 and 2021-2024). These
plans enunciate QA endeavors on self-assessment, external evaluation,
continuous improvement, quality enhancement, and sharing of best practices.
Thus, the University leads the programs in pursuit of these quality education and
services.

As a result of this quality assurance endeavors, the university was able to acquire
Certifications from local accrediting bodies and international certifying
organizations.
ISO 9001:2015 Certification
Through the undertaking of ISO certification, the University
Quality Management System Manual (QMS) was
approved and made in place.

Moreover, series of activities were conducted to ensure


that the QMS is mutually understood and practiced
materializing quality assurance in all services of the
university and the campus. Significantly, different units in
the Campus are able to establish, practice and document
systematic procedures.

The requirements outlined by the Philippine National Standard (PNS) are intended
to increase customer satisfaction by instilling confidence in the products and
services offered by an organization. Adhering to the same will enable the
university to concentrate on quality, improved processes, shared concept of
quality system, and effective and efficient operations when providing services.
CSU Carig is one of the four campuses in the university determined to be
subjected to the ISO 9001:2015 together with Andrews, Aparri, and Sanchez Mira.
As the university gears towards a Quality Management System (QMS) for
instruction, research, extension, production, support to operations, and
administration, the ISO 9001:2015 initiative is a proof of the university's commitment
to offer better services to its stakeholders.
The following presents the 2023 Calendar for ISO related activities:
CSU Carig Campus has successfully undergone an ISO Surveillance Audit on
October 24, 2023.
This achievement demonstrates the university's commitment to sustaining and
developing its quality management system in an ever-changing academic setting.
The Surveillance Audit conducted by Ms. Liza G. Rosal, examined various aspects of
the campus’ quality management system, processes, and documentation which
entails issues and concerns addressing risks and opportunities for the Campus, and
the Design and Development of Operations particularly for the College of Public
Administration and the College of Natural Sciences and Mathematics.

As essential for maintaining ISO certification, the said audit further ensures the
campus continually aligns with practices that are bound to internationally
recognized standards.

In response to changing- demands, ISO standards will serve as a guiding framework


for the campus, ensuring that it remains at the forefront of quality education and
service delivery.

e. AUN-QA: ASEAN University Network – Quality Assurance

Cagayan State University has been accepted as


an Associate Member of ASEAN University
Network (AUN) in 2019, being one of the few in
the Philippines and first in the Region.

The Bachelor of Science in Civil Engineering and


the Bachelor of Science in Electrical Engineering
of the College of Engineering and Architecture
were successfully subjected to the Assessment
conducted on June 20-24, 2022.

The Campus SAR Team, headed by the College


Dean Audy Quebral and his Department
Chairpersons – Engr. Jowell Talosig (BSCE) and
Engr. Alene Patricio (BSEE) successfully prepared and submitted its Self-
Assessment Report, with all its attachments, last May 2022 and was reviewed by
AUN-QA Assessors from Thailand, Indonesia, Vietnam, and Singapore.

After acceptance, the Campus SAR Team rigorously prepared for the visit where
students, alumni, employers, and the academic and support staff were
interviewed regarding the programs.

Prior to submission, the SAR was reviewed by the Campus AUN-QA Team led by
CEO Arthur G. Ibanez, and the University AUN-QA Team led by President Urdujah
G. Alvarado.

During the closing session, the Assessors highlighted the program's strengths,
including its curriculum, and areas for improvement, like the conduct of
benchmarking exercises. Assessment results are expected to be released two
months after the remote visit.

The remote visit was made possible also through the help of the Campus ZMT
Team led by the Campus MIS.

During the awarding ceremony, AUN-QA Executive Director Choltis Dhiratithi


personally congratulated CSU for successfully participating in the 270th AUN-QA
Program Assessment to continuously improve the quality of higher education for
the future benefit of the young talents in the Philippines and the region.
The Commission on Higher Education even commended Cagayan State University for
successful AUN-QA Assessment. recognition of its unwavering dedication to
international standards. The University received the Outstanding Internationalization
Initiatives in the Regions Award together with 18 other big and prestigious Philippine
universities. Cagayan State University is the only university in Region 2 and one of the
2 among the 114 SUCs in the Philippines that received the AUN QA Certification
Award.

Cagayan State University continuously submits its programs to higher level
accreditation by the AACCUP
Philippine Quality Award
8 CSU Designated officials and faculty members successfully participated and
graduated in the Philippine Quality Award Assessors Preparatory Course (PQA-APC) last
October & November 2022.
The CSU Carig Team also underwent the Application Development Course last
May 8-12, 2023.
