DIRECTIVE NO 933 /2022

AMENDMENT DIRECTIVE TO CONTROL COVID-19 PANDEMIC

Whereas, it has become necessary to revise Directive 882/2022 that provide the prohibited
activities and duties imposed to prevent and mitigate the impact of COVID-19 Considering the
current situation of the pandemic;

NOW, THEREFORE, this Directive is issued by the Ethiopian Public Health Institute in
accordance with Article 72 (2) of the Food and Medicine Administration Proclamation No.
1112/2019, Article 55(3) of the Food, Medicine, and Healthcare Administration and Control
Proclamation No. 661/2009, and Article 98 of the Council of Ministers Regulation on Food,
Medicine, and Healthcare Administration and Control No. 299/2013.

1. Short Title

This Directive may be cited as the “Amendment Directive issued for the Prevention of
COVID-19 Pandemic No 933/2022”.

2. Definition

In this Directive, unless the context requires otherwise:

1. “COVID-19” means the communicable disease designated as such by the World Health
Organization.

2. “Meeting” means the gathering of four or more persons who do not belong to a single
family, in one place for the purpose of collectively carrying out any activity, discussion,
or any similar purposes and includes social events such as weddings, graduations and
similar activities as the case may be.

3. “COVID-19 symptoms” means any symptoms manifested by a person with COVID-19


including fever, headache, cough, loss of taste and smell, throat pain, and similar
other symptoms;

4. “Congregate setting residents” means Sections of the community which are prone to
COVID-19 and other infectious transmissible diseases because of living in high risk
areas like prisons, internally displaced people sites, refugee camps, and elderly homes.
5. “Institution” means any governmental or non-governmental organization and
governmental, non-governmental or privately owned service rendering firms.
6. Any expression in the masculine gender includes the feminine.
3. Scope of application

The Directive shall be applicable to all efforts to be done in Ethiopia to prevent and
control the COVID-19 pandemic.

4. Prohibited Activities and duties imposed

1. It is prohibited for any person who knows he is infected with coronavirus to enter the
country, mix with the general public or meet with people in any situation that may allow
the virus to spread;

2. Any person showing COVID-19 symptoms has the duty to appropriately wear face
mask, get self-test or test at health facility and follow and implement General COVID-
19 preventive measures if tests positive.

3. Any COVID-19 positive person shall isolate himself either at home or health facility
according to the severity of the illness until declared recovered by a health professional.

4. In any health facility the employee and the customer thereon must wear a face mask
when in the institution and when they are providing services.

5. Service providers, such as health facilities, banks, hotels, transport providers, law
enforcement agencies and the like that are vulnerable to COVD -19 transmissions due to
their front line nature to communicate face to face with customers shall encourage that
their employees are fully vaccinated against COVID-19.

6. Congregate setting Institutions shall ensure their staffs are fully vaccinated against
COVID-19.

7. Health facilities where the death occurred have a duty to clean with disinfectants the
materials used for the deceased, return the materials to the family, and perform activities
provided in manual prepared at the national level.

5. Miscellaneous Provisions

1. Every person and institutions shall have the duty to cooperate for the implementation of
this Directive.
2. Any institutions shall advocate and facilitate for the vaccination of their staffs and
implement this Directive in its institution.
3. In an effort to prevent the spread of the disease, it is recommended in any institution,
where transportation services are provided and when meetings are held for an employee
and customer thereof, transport service provider and participant and organizer of a
meeting to wear a face mask and open the door and window to ensure adequate air
circulation.
6. Inapplicable directives

A Directive on Prohibited Activities and Imposed Duties for the Prevention and
Control of COVID-19 Pandemic No. 882/2022 is hereby repealed

7. Effective date of the Directive

This directive shall come into effect on the day the Ministry of Justice Registered and
uploaded it on its website.
