INFORMATION ON CONSIGNMENT SERVICES FOR ELECTRICAL AND ELECTRONICS


PRODUCTS

1.0 INTRODUCTION

SIRIM QAS International Sdn. Bhd., through our Consignment Laboratory of the Electrical
and Electronics 2 Section offers batch certification for imported electrical and electronics
products which is regulated by Energy Commission through its Consignment Services. This
service provides third party certification of products and is based on the ISO certification
system no.7, where a batch of product is sample tested and a control labels are issued to
the batch.

Approval is given to consignments which have been approved for importing into Malaysia by
Energy Commission under sub regulation 97(1) of the Electricity Regulations 1994 and
satisfactorily gone through the process defined in process Flow (EEST2/DOC/CONS/01-2).
Upon approval, SIRIM Labels will be issued to the applicant and these labels shall be affixed
to each unit of products under the consignment.

The certification is based on a Malaysian Standard, IEC Standard or British Standard as


defined in Energy Commission’s Information Booklet. It ensures all imported products
placed in the Malaysian market comply with the standard and regulatory requirements.

2.0 ADVANTAGES OF CERTIFICATION

Consignment Services provides the following advantages:

 It is an independent assurance that the imported product is meeting standard and


regulatory requirements.
 Purchasers or consumers need not carry out further tests, as the products are already
certified to be in compliance with the standards.
 Certified products provide the user an assurance for safety and reliability.
 Certified products enjoy the benefits of protection against competition from
substandard products and misrepresentation.
 SIRIM Labels affixed on the products provides an excellent marketing tool that could
enhance consumers’ confidence on the products

3.0 SCOPE OF PRODUCT

All regulated electrical equipment approved by the Energy Commission in accordance


with regulation 97(1) of the Electricity Regulations 1994.

4.0 APPLICATION PROCEDURE

4.1 Online Application System Registration

All application shall be made through an Online Application for Consignment Services for
Electrical and Electronic Products system (e-CEE).

All importers and consultants who wish to apply for Consignment Services on behalf of
the importer shall register their company with SIRIM QAS International to create an
account and to obtain user identification and password to access the e-CEE system.

4.1.1 The Importer

Only Importers registered at Energy Commission are allowed to register a new account
for e-CEE. The steps on how to do the registration is given in the Client User Manual.

The importer shall appoint a Management Representative who will be responsible for the
application.

The Management Representative shall register their company in e-CEE system and the
Management Representative shall automatically become the Administrator of the
company account. The Management Representative shall manage the users and be
responsible to their activities.

The Management Representative shall sign the Letter of Undertaking by the Importer on
behalf of the company upon registration to indicate that the importer agrees to abide by
the terms and conditions set forth.

The Importer may appoint Consultant to submit application on behalf of the Importer by
submitting Letter of Appointment of Consultant to SIRIM QAS International.

4.1.2 The Consultant

The Consultant shall apply for account registration by submitting Application for
Registration of Consultant form to SIRIM QAS International.

The Consultant shall sign Letter of Undertaking by Consultant upon registration to


indicate that the Consultant has agreed to abide by the Terms and Conditions set forth.

4.2 Application Process

Consignment Services process flow is summarized as per [EEST2/DOC/CONS/01-2]. In


principle, the application shall be made for every model on every consignment.

Application shall be addressed to any of the following contacts:

Steps on how to submit online application is given in Client User Manual (DOC/CONS/01-
4). The following documents shall be submitted during application.

i) Copy of type test report;


ii) Copy of Invoice, packing list, bill of lading; and
iii) Copy of approved K1-form by Royal Malaysian Custom Department

4.3 Application fee

All fees for Consignment Services shall be paid in full and in advance. Schedule of fee is
provided in attached document EEST2/DOC/CONS/01-3.

5.0 CRITERIA FOR APPROVAL

The following criteria are used by SIRIM QAS International Sdn. Bhd. in assessing the
product for approval:

i) The product must have full type test report issued by testing laboratory recognized
by Energy Commission.
ii) The product has been approved for importing into Malaysia by Energy Commission
under sub regulation 97(1) of the Electricity Regulations 1994.
iii) Each consignment has been declared and approved by Royal Malaysian Custom
Department
iv) The product must comply with the requirements of the relevant standard(s) and its
full type test report.
v) The applicant must demonstrate the capability to comply with the specified terms
and conditions of the Consignment Services.

6.0 NOTIFICATIONS OF CHANGES

The importer is responsible for notifying SIRIM QAS International Sdn. Bhd. on changes
to the following:
i) company name;
ii) address and contact information;
iii) company ownership;
iv) nominated representative and alternate;

7.0 SUSPENSION

The applicant may be put under suspension in the following cases:


i) Misuse of SIRIM Labels;
ii) Use of fake labels;
iii) Improper use of the SIRIM Label, e.g. misleading prints or advertisement is not solved
by suitable retractions and appropriate remedial measures by the applicant
iv) Product fails market surveillance test;
v) Contravention to the Terms and Condition, or the applicable product standard(s);
vi) Fails to comply with the due settlement of financial obligation from previous
application.

8.0 COMPLAINTS

Complaints against certified products or services provided by SIRIM QAS International may
be directed to the Senior Manager of QOSHE of SIRIM QAS International.

9.0 APPEALS AND DISPUTES

SIRIM QAS International has a procedure on appeals and disputes, which may be made
available upon request.

10.0 LABELLING

10.1 Objective and rationale

Labelling of regulated electrical equipment will enable consumers to differentiate between


the approved and non-approved regulated electrical equipment. It also serves as a
deterrent and a means to check for non-approved regulated electrical equipment in the
market.

10.2 Where to affix SIRIM label

The SIRIM label shall be affixed on the regulated electrical equipment itself with legible
manner. The SIRIM label cannot be affixed on the packaging.
