The greater part of ITU publications are available in electronic

its annexed Lists of ITU-R Recommendations and Reports and ITU-T Recom­
mendations contain all the titles currently for sale. These can be ordered online
or by using the order form, which you will find in this Catalogue. ITU publishes
in English, Arabic, Chinese, Spanish, French and Russian (please note that not
all titles are available in all six languages). This Catalogue also contains useful

of sale, as well as a snapshot of what is ITU and information on whom to

General conditions of sales


Prices
The prices quoted in the ITU Catalogue of Publications, as well as in Publication Notices and the
Lists of ITU-T and ITU R Recommendations (distributed free of charge and visible on the ITU website
at the following address: www.itu.int/publications), are in Swiss francs (CHF) and are subject to
change without notice.
Discounts of 15% are granted to Member States and Sector Members participating in the work of
ITU. A discount of 80% of the catalogue price on all ITU publications is granted to Administrations
of the Least Developed Countries (LDCs), as well as to libraries of educational institutions (for online
subscriptions and CD-ROM/DVD-ROM publications only).
Catalogue prices of electronic publications (on CD-ROM, DVD-ROM and online) are given for single
users. For corporations and institutions, multi-user licences are granted taking into account the
number of authorized users. Please refer to the corresponding Publication Notices on the Web. For
a higher number of authorized users, the price multiplier is available on request. Please note that
the minimum price for a publication bought from the Electronic Bookshop is twenty Swiss francs
(CHF 20.–) and that there is no discount when using this service.

Methods of payment
All publications ordered from ITU must be paid for in advance. Payments can be made:
a) by credit card: American Express, Eurocard/Mastercard, Visa;
b) by bank transfer to the UBS SA, Geneva, Account ITU Geneva,
No. CH 96 0024 0240 C876 5565 0, SWIFT UBSWCHZH80A – Clearing No. 240;
c) by cheque made payable to ITU;
d) by international postal order;
e) to the ITU postal cheque account: ITU Geneva, No. 12-50-3 (from within Switzerland);
f) by UNESCO coupon.
Payments normally should be made in Swiss francs (CHF). Payments may also be made in other
currencies freely convertible into CHF, provided that, when converted by the bank, the price of the
service in CHF is covered. ITU does not accept letters of credit.
For faster order processing, we invite you to either pre-pay by credit card or take advantage of a new service by opening an ITU deposit account.

Forms of dispatch
The catalogue price includes the cost of dispatch by non-registered economy-class mail or the means
of carriage most advantageous to ITU. Dispatch can be requested in other forms: i.e. airmail, DHL,
Federal Express, TNT, UPS or diplomatic pouch. If one of these alternative methods is chosen,
the dispatch cost will be added to the quote. As from 1 February 2003, the costs of shipping via
registered mail have been added to the economy-class costs. You may, if you wish, refuse these
conditions but, in this case, ITU will not be held responsible for the replacement of any undelivered
orders dispatched by mail that has not been registered. Customs duties and other taxes or dues
levied on imported goods are not borne by ITU. ITU accepts no responsibility for delay, loss or
damage in shipment. Any claim must be made as quickly as possible, and at the latest within six
months of dispatch of the publication(s).

Return of publications
Where a publication found to be faulty is returned to ITU, the latter’s responsibility shall be limited
to replacement of the publication and payment of the costs arising from such replacement. Any
publication returned to ITU as unwanted must reach it within one (1) month from the date of its
dispatch to the customer, subject to ITU’s prior agreement. A minimum charge of fifty Swiss francs
(CHF 50.–) will normally be invoiced to the customer by ITU for return of the publication to stock.
No exchange or refund is available for purchases made directly at the ITU Bookshop.
In the case of electronic publications (CD-ROM, DVD-ROM and online), these general conditions shall
apply, subject to the specific derogation provisions contained in the Licence Agreements. The placing
of an order implies full acceptance of these general conditions of sale.
None of the provisions of these general conditions of sale shall be interpreted as constituting a
derogation or renunciation of the privileges, immunities and facilities enjoyed by ITU in accordance

developments, such as high-speed digital telephony, cable television, wireless

services are becoming increasingly blurred. These trends are compelling regulators to
re-examine many of the fundamental policies and institutional structures whose goals
are to guide telecommunications industry evolution for the benefit of society. The

The ITU New Initiatives Programme: Promoting Broadband

As local and national governments prepare for the challenges of the information
society, there is increasing interest in broadband deployment statistics showing which
countries are leading, and which are falling behind. Although most existing users are
residential consumers, broadband access is being touted as a way for governments to
attract investment, ensure future economic prosperity and provide enhanced social
welfare. But among developing countries, there is a fear that the huge investments
necessary to establish widescale broadband access will open up a new digital divide.
This publication - the eleventh in the New Initiatives series - summarizes the main
discussion points and conclusions of a workshop on promoting broadband, held in
April 2003, while the accompanying CD-ROM contains case studies, background
materials, useful broadband links, and extensive analyses of different aspects of the
topic. The workshop was organized by the ITU Strategy and Policy Unit, and examined
the different strategies that have been followed by different world economies, at local
and national levels, for promoting the deployment and use of broadband networks.

The BR International Frequency Information Circular (BR IFIC) Terrestrial Services is a
consolidated regulatory publication issued once every two weeks by the
Radiocommunication Bureau, pursuant to the Radio Regulations (Nos. 20.1 to 20.6
and No. 20.15) and various Regional Agreements. It contains information on the
frequency assignments/allotments submitted by Administrations to the
Radiocommunication Bureau for recording in the Master International Frequency
Register and in the various regional or worldwide Plans/Agreements.The information
published corresponds to the recorded assignments/allotments as well as the
notifications still being processed.The DVD-ROM format gives users the possibility of
consulting the BR IFIC directly from the DVD-ROM, without installing the data (some

The Space Radiocommunications Stations on CD-ROM is a service publication issued
in electronic format by the Radiocommunication Bureau (BR) pursuant to the pertinent
provisions of Article 20 of the Radio Regulations (2004 Edition). It contains

As from September 2006, ITU will be publishing the Space Radiocommunications
Stations (SRS) exclusively on DVD-ROM. The contents, cycle and price of this product
will remain unchanged. The information it contains is growing constantly in size and
soon will no longer fit onto two CD-ROMs.
Your benefits: The new format will give you improved access to the software and
data. Both will fit onto just one DVD-ROM. The instructions booklet will remain
multilingual but will now contain ITU’s six official languages (Arabic, Chinese, English,

2.4 ITU-R Recommendations

The ITU-R Recommendations constitute a set of international technical standards developed by
the Radiocomunication Sector (formerly CCIR) of the ITU. They are the result of studies
undertaken by Radiocommunication Study Groups on:
- the use of a vast range of wireless services, including popular new mobile communication
technologies:
- the management of the radio-frequency spectrum and satellite orbits;
- the efficient use of the radio-frequency spectrum by all radiocommunication services;
- terrestrial and satellite radiocommunication broadcasting;
- radiowave propagation;
- systems and networks for the fixed-satellite service, for the fixed service and the mobile service;
- space operation, Earth exploration-satellite, meteorological-satellite and radio astronomy
services.

The ITU-R Recommendations are approved by ITU Member States. Their implementation is not
mandatory; however, as they are developed by experts from administrations, operators, the
industry and other organizations dealing with radiocommunication matters from all over the
world, they enjoy a high reputation and are implemented worldwide.

They are divided into Series according to the subjects they cover, as follows:

ITU-R Handbook is a text which provides a statement of the current knowledge, the present
position of studies, or of good operating or technical practice, in certain aspects of
radiocommunications, which should be addressed to a radio engineer, system planner or
operating official who plans, designs or uses radio services or systems, paying particular attention
to the requirements of developing countries. It should be self-contained, require no familiarity
with other ITU Radiocommunication texts or procedures, but should not duplicate the scope and

3.2 ITU-T Recommendations
The ITU-T Recommendations are high-quality standards on technical, operating and tariff
questions. Although non-binding, they are widely used because they guarantee the
interconnectivity and interoperability of networks and enable telecommunication services to be
provided worldwide. At present, more than 3000 ITU-T Recommendations on some 70,000 pages
are in force.
ITU-T Recommendations are made available individually throughout the four-year study cycle, as
soon as they are prepared in ITU-T Study Groups and approved by ITU-T Members. The
announcement of each new or revised ITU-T Recommendation is made through the ITU News
magazine, the Notifications, and the List of ITU-T Recommendations. There exist three
complementary formats of the ITU-T Recommendations available for sale: the paper version,
individually downloadable electronic format and DVD-ROM.
Customers who wish to receive further details and information related to the availability and price
of these Recommendations should refer to the List of ITU-T Recommendations which contains a
comprehensive description of all the series as well as the ordering facilities. This List is available in
English, French and Spanish on request from the ITU Sales Service. It is also available online via
Internet at www.itu.int/publications. The second table is a list of the different software, test
sequences and data published by ITU-T, and intended to test different communication equipment.
Each software programme forms generally an integral part of a Recommendation and is published
as an enclosure to it. Details about price and article number can be found in the Recommendation
list. Some of these are not included in ITU-T Recommendations on DVD-ROM. For more

ITU-T Recommendations

ITU-T Recommendations developed by the ITU Telecommunication Standardization
Sector (formerly CCITT) constitute the basis for international telecommunication
standards. They are based on studies on technical, operating and tariff questions and
serve to standardize telecommunications on a world-wide basis. This product is
available in three separate versions: English, French and Spanish, with new editions
published each March, June, September and December. Alternatively, subscriptions
covering any four consecutive editions may be purchased at any time. Each new
edition replaces the previous one.
The ITU-T Recommendations on DVD-ROM make it possible to keep in touch with the
fast-moving and complex world of telecommunication standards. They are an essential
reference for public and private telecommunication operating agencies,
manufacturers, government agencies, scientific or industrial organizations,
international organizations, consultants, technical colleges and universities, etc.
This DVD-ROM contains the current ITU-T Recommendations in Adobe AcrobatTM
Portable Document Format (PDF) and in MS Word format. This DVD-ROM does not
include certain software programmes associated with the Recommendations, which

The ITU Operational Bulletin was first published by the ITU more than 35 years ago and continues
today to provide all administrations, operators and service providers with a favoured medium for
the exchange of essential information on changes in international telecommunications networks
and services. The Bulletin is available on the ITU website, along with other publications of
importance, to keep administrations, operators and service providers up-to-date in the fast
changing telecommunication environment. In addition to changes and innovations in
telecommunication networks, the Bulletin also contains information on maritime services and
various lists of codes, numbers or indicators that are allocated by ITU/TSB to countries and
service providers. Lists referring to a number of ITU-T Recommendations are also issued

responsibility of the Telecommunication Standardization Bureau (TSB). Published on

international telecommunication services made available to users, including

Cost-based pricing, in particular calculation of interconnection rates, has been one of
the most high-profile challenges facing both operators and regulators. Negotiating
tariffs or rates is a delicate matter, whether it is for a new operator entering a
liberalized market or a regulator wishing to set affordable tariffs for national calls
without compromising competitiveness among operators. Now, ITU’s Market,
Economics and Finance Unit has released COSITU, a practical tool which automates
the calculation of costs, taxes, tariffs and rates. This powerful tool will permit network
operators, service providers, regulators and policy-makers in developing countries to
efficiently calculate costs, taxes related to trade in international traffic (accounting,
settlement and termination rates), interconnection rates between local operators and
tariffs for national and international telephone services, both fixed and mobile. COSITU

The Arab Book contains guidelines and recommendations for governments of the Arab
region embarking on reform of their telecommunication sector. It was elaborated with
the active participation of experts from the region's administrations. This second
edition acknowledges the important changes that have affected the sector since 1996,
year of the publication of the first edition. Since that date, following Jordan's example,
eight other countries in the region have established a regulatory authority independent
from the incumbent operator. Five of these countries have, in addition, introduced
competition in an important segment of their telecommunication market.
In addition to the themes presented in the previous edition, the reader will find a
summary of the experience of Egypt, Jordan, Mauritania, Morocco and Sudan in the
area of sector reform, and a new chapter devoted to recent development of the
Internet.

Providers in Developing Countries
2004 - Free of charge
This online database, developed by ITU at the request of ITU-D Sector Members,
contains details of telecommunication operators and service providers, both public
and private, in developing countries, together with more specific information on
various companies. It is an essential tool for operators and service providers wishing
to announce their presence, to highlight their development projects, to identify
potential partners (financiers, equipment manufacturers, software developers,
operators, etc.) and to address market opportunities. In addition, it gives firms wishing
to participate in telecommunication development in developing countries the
possibility of targeting and profiling operators and service providers more accurately,
while at the same time opening up attractive prospects in areas of collaboration.
This system, which is available on the ITU website
(http://www.itu.int/ITU-D/OPERITU/), allows search by region/country or by selecting
predefined criteria. It is updated on a regular basis.

A lot has been said about the digital divide that exists between the developed and the
least developed countries (LDCs). Yet so little is being said about the opportunities
that exist in the ICT Sector in the LDCs. This report takes a very close look at this
group of countries and advances the argument that ICTs can play a catalytic role in
getting these countries out of their current poverty trap. In that respect, a win-win
outcome for both the investor and the countries is not in question.
