NUMBER 4

INSTRUCTOR DUTY PAY

1. PURPOSE: This Circular prescribes the rules and regulations governing payment
of Instructor Duty Pay to Officers and Enlisted Personnel of the AFP.

2. AUTHORITY: Para 7, AFP Special Provisions. Personal Services Itemization


Document of the GAA, FY 1989.

3. DEFINITIONS: As used in this Circular, the following term shall mean and be
interpreted as hereunder indicated:

a. Instructor Duty - Duty assignment of an Officer or enlisted personnel of the


AFP requiring such personnel to teach, convey or communicate knowledge or supervise
training activities or conduct researches or perform duties as training aid in one or more
military and/or general subjects in any AFP school or training unit, as classified and
enumerated in this circular, where said officer or enlisted personnel is assigned or detailed.

b. Accredited AFP Schools and Training Units - These are the AFP schools and
training units accredited by the AFP Education and Training Board and duly authorized by
the Chief of Staff, AFP to grant IDP to Officers and Enlisted Personnel of the AFP who are
assigned/detailed thereat to perform instructor duty therein.

The following are the accredited AFP Schools and Training Units:

(1) Major AFP Schools - these shall include the following:

AFP Command and General Staff College PC Training Command


Philippine Military Academy 100th Training Wing
AFP Training Command Naval Training Command
Training Command, Philippine Army

(2) Other AFP Schools and Training Units - Those not covered in sub para b1,
above and are accredited to grant IDP as herein provided.

c. Instructor Duty Pay (IDP) - A form of incentive allowance authorized for


military personnel on instructor duty in any accredited AFP School and Training Unit.

d. Actual Teaching Activities - Classroom or field instructions whereby a


military instructor shows or demonstrates to students how to do something; gives them
lessons; provides them with knowledge, insights or understanding on a particular subject or
supervises them in learning to do something in a specific field of interest.

e. Training Management Activities - Supervision of classroom or field activities.


This includes training management by school commandants, instructors, deans or
academic/training group heads, school directors and course directors.

f. Activities Supportive to Teaching - Activities which are directly held in the


conveyance of knowledge or skill to students. These are as follows:

(1) Helping the instructor in the preparation of teaching materials/or teaching


aides.

(2) Helping the instructor as part of the demonstration team in classroom or


field instructions by performing duties as training aide.

(3) Assisting the instructor in supervising the students in laboratory works.

(4) Gathering data for the instructor’s lessons or research.

4. INSTRUCTOR’S QUALIFICATION:

The minimum qualifications required of an AFP personnel for assignment as


instructor shall be as follows:

a. For an Officer in the AFP Command and General Staff College.

(1) Must be a graduate of the Command and General Staff Course at


the AFPCGSC or of a similar course at a foreign Command and General Staff College and
should have graduated within the upper half of his class.

(2) Must be at least a Lieutenant Colonel/Commander (PN)

b. For a military officer in the Philippine Military Academy.

(1) Academic Group

Must be at least a baccalaureate degree holder with specialization


major or minor or a high academic qualification on the subject he shall teach.

(2) Tactics Group

Must be an officer who has specialized on the subject he shall


teach.

c. For enlisted personnel in the Philippine Military Academy:

Must be a specialist in the subject he is teaching, supervising or helping


to teach.

d. For a Military Officer and Enlisted Personnel in all other AFP Schools.

Must be a graduate of the course or must have specialized on the


particular subject he shall teach and should have graduated within the upper half of his class.

2. NUMBER OF PERSONNEL AUTHORIZED TO RECEIVE IDP:

Consistent with the Troop Ceiling, the teaching and supervising staff
organization and the number of students, the DCS E/T, J8 in consultation with DCS PER, J1
shall prescribe the number of personnel authorized to receive IDP in all accredited schools.
This shall be incorporated in the GHQ directive specified in para 75.

In consonance with the limits imposed in para 5, Commanders of respective


accredited AFP Training Schools/Units in GHQ and AFPWSSUs are authorized to issue
orders designating qualified personnel on instructor duty status and to terminate such status.
Major Service Commanders are likewise authorized to issue such orders for the other AFP
Schools and Training Units under their jurisdiction, or delegate such authority to the
commanders of the training schools.

6. POLICIES AND PROCEDURES ON PAYMENT OF INSTRUCTOR DUTY


PAY:

a. There shall be an accreditation system whereby specific AFP Schools and


Training Units must be evaluated and accredited by the AFP Education and Training Board
and duly approved by the Chief of Staff, AFP before their personnel would be authorized to
receive IDP.

b. The AFP Education and Training Board shall review semi-annually or


whenever necessary, the classification and listing of accredited AFP Schools and Training
Units and recommend to the Chief of Staff, AFP exclusion of inactive or deactivated

school/training units and the inclusion of activated ones. This will be covered in an
appropriate GHQ directive prepared under the cognizance of J8.

c. The rates of IDP shall be categorized as follows:

(1) All military personnel who are assigned with the major AFP Schools and
are performing activities as defined in para 3d and 3e above shall be entitled to an IDP
equivalent to twenty five (25) percent of their base pay, provided, that they satisfy the
aggregate minimum monthly instructional load of forty eight (48) hours, to be computed as
follows: one (1) hour of actual classroom, instructions equivalent to one instructional hour
and one and a half (1.5) hours of research work or two and half (2.5) hours of supervisory
activities shall be considered as one instructional hour.

(2) All military personnel who are assigned with Major AFP Schools and are
performing activities supportive to classroom or field teaching as specified in para 3f above
shall be entitled to an IDP equivalent to ten (10) percent of their base pay.

(3) All military personnel who are on Instructor Duty in other AFP schools
and training units accredited to grant IDP shall be entitled to an IDP equivalent to ten (10)
percent of their base pay.

d. Instructor duty pay shall be payable to military personnel of AFP schools


and training units effective upon the date of entry into instructor duty pursuant to orders
issued by competent authority.

e. All personnel on instructor duty pay shall receive either the IDP or any of
incentive pays; flying pay, hazardous duty pay, sea duty pay or combat pay, whichever is
higher.

f. Payment of instructor duty pay shall be made on payroll or individual voucher


and shall be payable every month. The following certification signed by the
Head/Superintendent of the school concerned shall accompany the payroll or voucher at the
time of payment:

THIS IS TO CERTIFY that during the period (month) for


which Instructor Duty Pay is claimed in this payroll/voucher, the following personnel
_________________ were on instructor duty and that they satisfied and served the required
teaching load or performed supportive teaching activities as hereunder indicated.

g. Funds for this purpose shall be chargeable against Major Services and GHQ
and AFPWSSUs yearly appropriations.

7. EFFECTIVITY: This Circular takes effect 1 January 1990.

8. RESCISSION: Circular No. 10, this Headquarters dated 19 December 1984 is


hereby rescinded.
