The attention of the DAHOs of all districts in the state is invited to
the subject & references cited and informed that the Second Phase of
Brucellosis Vaccination programme under NADCP in the FY 2023-24 is
scheduled from 10.11.2023 to 30-11-2023 for which the vaccine,
logistics are already positioned at divisional level. The targets for Phase II
Brucella Control Programme are as below.

ANNEXURE
BCP III rd ROUND (2023-24) – PHASE II - GUIDELINES
(Scheduled from 10-11-2023 to 30-11-2023)
The following guidelines are herewith communicated for efective
implementation of Brucella vaccination programme in the districts.
OBJECTIVES OF THE PROGRAMME: The overall aim of the
National Animal Disease Control Programme for Brucellosis (NADCP) is
to control Brucellosis by 2025 with vaccination and its eventual
eradication by 2030 by Vaccinating the 100% Bovine female calves (4-8
months) population of bovines once in a life time.
Major activities of the programme :
• Identification of target animals by ear-tagging, registration and
uploading the data in the animal health module of Bharat Pashudhan
Application ( Care should be taken, so that the vaccinated calf
details must be entered after entry of calf details in NAIP only, NAIP
entry date should be 4 months prior to vaccination date)

• Uploading the vaccination data in the Bharat Pashudhan

• Maintaining record of vaccination through Animal Health cards.

• Post vaccination Sero monitoring of animal population.

• Recording/Regulation of animal movement through temporary


quarantine/ check- posts

• Regular monitoring by Departmental Ofcers.

• Evaluation through Telephonic Survey/CALL CENTRE to measure the


impact of the programme.

Guidelines:
• Prepare Village wise action plan along with the vaccination teams
before start of the program.

• One needle shall be used for one animal one syringe for 5 calves
may be used. Logistics supplied during previous round should be
utilized for this purpose.

• Vaccinate 100% bovine female calves (4-8 months) through S/C


route with 2ml dose once in a life time.

• Deworming of calves is mandatory before vaccination.

• Ensure cold chain (2-8o C) is maintained throughout the programme.


During the vaccination campaign, it should be ensured that vaccine
bottles are continuously kept in vaccine carriers so that cold- chain is

maintained.

• Vaccination program shall start by 6.30 AM on the scheduled dates.

• Empty vaccine vials shall be handed over to concerned AVH Ads.

• Vaccinators shall take care to avoid spillage of vaccine during filling


up the syringe.

• Wastage of vaccine should be minimized and it should not be more


than 2-3% under any circumstances.

• Vaccinators shall ensure that vaccine bottles once opened


(punctured) should be used on the same day itself to avoid
deterioration of potency / quality of vaccine.

• Before opening the vaccine bottle it shall be ensured that availability


of sufcient number of animals for vaccination to ensure maximum
utilization of vaccine. Un-necessary discard of vaccine should be
discouraged.

• Brucella vaccination shall be conducted as per the 20 th Quinquennial


livestock census.

• Vaccinator shall hand over the vaccination card, duly signed by the
Veterinary Ofcer, to every animal owner after vaccinating the
particular animal.

• All vaccinators/Team members shall register in Bharat Application


app.

• All vaccinations shall be entered in Bharat Application application.

• False reporting of vaccination should be avoided. If any false


reporting is resorted to, disciplinary action will be initiated.

PRECAUTIONS:
• The dose of vaccine used shall be as per the manufacturer’s
instructions which are at present 2 ml for each calf.

• Route — subcutaneous (Care must be taken not to rupture bigger


blood vessels that may cause emboli in the blood stream).

• Brucella vaccine shall be stored under temperature between 2°C and


8°C .

• The vaccine shall neither be frozen nor be exposed to temperature


higher than 8°C.

• The teams should carry emergency / supportive medicines with


them (to meet emergencies if any).

• Usage of vaccine before the expiry date should be ensured.

• Proper sterilization procedure & proper cold chain precautionary


measures have to be maintained while conducting Brucella
Vaccinations.

• While collection of serum sample, use only disposable needles and


proper sterilization of the site of collection & maintain proper cold
chain from collection to the storage of the samples.

• Reconstitute the freez dried vaccine with given 10 ml diluent and


vaccinate (5) calves, Dose: 2 ml, Route: Sub cutaneously.

• Use diluents provided with the vaccine for re constitution.

Functions of the District Monitoring Unit:-


District monitoring unit shall be constituted with the following members.
1. Collector and District Magistrate - Chairman

2. District Animal Husbandry Ofcer - Member / Convener


3. Divisional Deputy Directors - Members

4. Deputy / Assistant Directors, I/c ADDLs - Member

• The DMUs shall monitor and co-ordinate with field level staf and
ensure implementation of all the above activities in their respective
Districts.

• The DMU shall be the main executive unit in the entire


implementation of the programme in the District. DMU shall be
responsible in ensuring the required vaccines and all logistics
required for vaccination including man-power for carrying out
vaccination, cold chain cabinets and vaccine carriers are in place
well before the start of the vaccination programme.
• DMU shall ensure execution of vaccination in the entire district as
per schedule and prescribed procedures, collection of sera samples
for sero-monitoring, animal identification and documentation.

• The DMU shall be responsible for surveillance within the district


during the entire project period and shall investigate any suspected
outbreaks of Brucellosis and arrange for sending specimen for
laboratory confirmation.

• DMU shall be responsible for training of staf engaged in vaccination


programme well before the start of the programme and should
prepare calendar of operation with the help of District Animal
Husbandry ofcer and Block Ofcers.

• DMU shall ensure mass education / awareness campaign on


Brucellosis amongst the livestock farmers giving emphasis on
economic impact of the disease and benefits likely to accrue due to
preventive vaccination of their animals and timely reporting of the
disease in case of its suspicion/occurrence. All forms of print and

electronic media to be considered while disseminating the


information.

• DMU shall ensure working of the cold room / cabinets required for
storage and cold chain maintenance of the vaccine at district head
quarter.

• In case of failure of electricity, generators shall be made available to


maintain the cold chain.

• At the time of supply of vaccine by suppliers at district level,


maintenance of cold chain for vaccine shall be ensured and
temperature monitor card and Vaccine Vial Monitors(VVMs) should
also be inspected.

• DMU shall supervise vaccination programme and provide all


necessary required infrastructure facilities like aprons, disposable
syringes, needles, biological waste deposit bags, transportation
arrangement, vaccine containers etc. Logistics supplied during
previous round should be utilized for this purpose.

• DMU shall maintain the bufer stock of vaccines as per the


requirement to ensure prompt delivery.

• DMU shall compile epidemiological information and data of


vaccination programme and various reports and submit to SMU as
per the schedule.

• DMU shall co-ordinate with the respective Disease Investigation


Laboratories to collect post-vaccination sera samples for
seromonitoring by ICAR/ICAR-DFMD laboratories, etc.

• For proper identification of vaccinated animals, DMU shall have ear-


tags, tagging machines, etc. readily available before start of
vaccination. DMU shall ensure that vaccinated animals are
necessarily ear-tagged and registered in the INAPH animal health
module database.

• DMU shall ensure training of technicians involved in the process of


ear-tagging, entry of details required and uploading in the data in
the Bharat Pashudhan server. Simultaneous recording details of
vaccinated animals in animal health cards may also be ensured.

• DMU shall be responsible for ‘Master’ creation as well as vaccination


camp creation at district level in the animal health module of Bharat
Pashudhan App.

• DMU shall liaise with other agencies, Co-operative department,


Panchayati Raj Institutions, women Self-Help groups and Youth
organizations for efective implementation of the programme.

• DMU shall supervise proper disposal of bio-medical waste generated


during vaccination programme

• Conduct surprise visits in the field as per the action plan.

Responsibilities Divisional DDs:


• The Divisional DDs shall be the main executive unit in the entire
implementation of the programme in the Division. DDs shall be
responsible in ensuring the required vaccines and all logistics
required for vaccination including man-power for carrying out
vaccination, cold chain cabinets and vaccine carriers are in place
well before the start of the vaccination programme.

• Divisional DDs shall supervise 100% Brucella vaccination with


tagging of all eligible female valves in their jurisdiction. If any OBRs
reported in those concerned areas, due to insufcient coverage of
vaccination, action will be taken accordingly.

• All the Divisional Deputy Directors should coordinate with field staf,
in motivation of vaccinators, and deploy sufcient man power for
vaccination.

• Shall ensure availability of adequate vaccine stock as per eligible


animal population and ensure maintenance of cold chain & shall also
have knowledge of vaccine vial monitors (VVM) and how the same
are to be interpreted. This information should also be given to the
vaccinator.

• Shall ensure all pre-requisite of the vaccination programme like


trained manpower, vaccine carriers, syringes, needles, biological
waste deposit bags, personnel protective equipment (apron, hand
glove, plain protecting glass), ear- tags, ear-tagging machines,
transport of vaccine, etc., before starting actual vaccination in the
block.

• Conduct surprise visits in the field as per the action plan.

• Divisional DDs shall supervise proper disposal of bio-medical waste


generated during vaccination programme.

• Divisional DDs shall co-ordinate with the respective Disease


Investigation Laboratories to collect post-vaccination sera samples
for seromonitoring by ICAR/ICAR-DFMD laboratories, etc.

• At the time of supply of vaccine divisional level, maintenance of cold


chain for vaccine shall be ensured and temperature monitor card
and Vaccine Vial Monitors(VVMs) should also be inspected

• Divisional DDs shall ensure mass education / awareness campaign

• Divisional DDs shall ensure execution of vaccination in the entire


district as per schedule and prescribed procedures, collection of sera
samples for sero-monitoring, animal identification and
documentation.

Responsibilities of Block Monitoring Unit/Assistant Director


(AH) I/c AVH’s:
• Responsible for monitoring of vaccination program in their AVH
jurisdiction.

• Supervision and coordination of VAS’s and Vaccinators regarding


vaccine supply, Cold chain maintenance and other logistics in their
jurisdiction.

• Responsible for data purity in Bharat Pashudhan applications. Many


vaccinators are entering the invalid mobile numbers (i.e., wrong
mobile numbers, 9 digit mobile numbers, mobile numbers starting
with 9 and 9 zeros, multiple farmers with one mobile number and
same mobile number for vaccinator and farmer) which is hampering
the evaluation through telephonic survey. Vaccination details with
such false mobile numbers will be treated as “not vaccinated” and
total number of such vaccinations will not considered for
achievement of target.

• Responsible for online data entry of physical vaccinations done on


real time Basis.

• Shall ensure that separate disposable needle is used for vaccination


of each animal.

• Shall ensure that technicians involved in ear-tagging are aware of


the procedure and enter relevant details required as per the animal
health module of Bharat Pashudhan App.

• Shall ensure that animal health cards with recorded details of


vaccinated animals are issued to animal owners. Each animal shall
be issued a Vaccination card and shall ensure that these cards have
been handed over to the animal owner.

• Shall help in collecting post- vaccinated sera samples for laboratory


analysis in coordination with concerned ADDL.

• Shall provide publicity material at local level such as leafets,


pamphlets, posters etc., to village panchayat, cattle market
authorities etc.

• Shall take support of Block Development Ofcer, local leaders and


key person(s) in the area, women self-help groups, youth
organizations, etc., for efective implementation of the programme.

• Ensure that all the vaccinators including AHAs, Gopalamitras and

Paravets may be imparted one day practical training on vaccinations


and online uploading of the data in Bharat Pashudhan App.

Responsibilities of Veterinary Assistant Surgeon:


• The Ofcer in-charge of Veterinary Institutes with his team shall
vaccinate all eligible animals as per programme norms.

• VAS, i/c. Concerned VD is the Team leader.

• Concerned Veterinary Assistant Surgeons I/c Veterinary Dispensary


shall prepare village wise micro action plan for completion of
Brucella vaccination program within 15 days basing on coverage of
100% bovine female calves (4-8 months age) population coverage.

• Instruct the AHAs to conduct door to door Survey in advance to


ascertain the actual population available and one to one motivation.

• Ensure that all the vaccinators including newly recruited AHAs,


Gopalamitras and Paravets registered in Bharat Pashudhan App.
• Guide the field staf to vaccinate the animal at proper site and
through proper route ( S/C care must be taken not to vaccinate the
rump region of animal)

• Guide the field staf/vaccinator to correct the data i.e., mobile


numbers of farmers and any instance of invalid numbers in Bharat
Pashudhan App will be viewed seriously.

• Empty vaccine vials should be handed over to concerned AVH ADs.

• The farmers shall be kept informed well in advance about the


Brucella Vaccination Programme in their respective villages without
giving scope for any criticism.
Sero-Monitoring:
• No Sero-surveillance/pre vaccination sample collection is required for
Brucella vaccination

• NIVEDI, Bengaluru has issued sero-monitoring plan for Brucellosis


Control Programme Second Round for which 145 villages are
selected for collection of 1794 post vaccination serum samples, No
need to collect Pre-vaccination samples.

• The district nodal ofcers shall ensure to follow the SOPs


communicated by GOI for collection of post vaccinations sera
samples, Animal identification and documentation.

• Ofcers nominated for each district shall take up surprise visits and
submit their detailed report to the Head Ofce about the
implementation of the programme.

• Concerned Assistant Directors I/c. AVH, VAS shall monitor the


vaccination programme personally in the villages where post sera

samples are collected for sero conversion studies. Any laxity shall be
viewed seriously.

• Hence all the departmental staf are requested to scrupulously follow


the BCP guidelines both in 100% vaccination coverage & collection
of post vaccination sera samples.

• Sero-monitoring plan is enclosed herewith

The Deputy Director (AH) /Assistant Director (AH), Animal Disease


Diagnostic Laboratory of the concerned district will be the Coordinating
Ofcer for this Programme and he / she will coordinate post vaccination
Sera sample collection for sero monitoring studies.

The Joint Director (AH), VBRI, Vijayawada shall monitor entire


vaccination programme through surprise visits to all 26 districts of State .
Hence, the District Animal Husbandry Ofcers are requested to
follow the above guidelines / precautions including Government of India
guidelines scrupulously for efective implementation of Brucella
Vaccination Programme under NADCP and submit District consolidated
report after completion of vaccination Programme (Both Hard & soft copy),
along with photographs, press clippings & success stories without fail.
