DTD 17-09-2018
April 10, 2018
Main global certification standards and process
Scope
• ISO 12944 (certification standard)
Requirements for new and maintenance paint systems for corrosion protection of
steel structures for onshore structures covering atmospheric and (onshore)
immersion environments

• ISO 20340 (certification standard)

Requirements for new protective paint systems for offshore and related structures
covering atmospheric, splash zone and (offshore) immersion environments

• NORSOK M501 (certification process)

Requirements for the selection of coating materials for protective coatings to be
applied during the construction and installation of offshore installations and
associated facilities. It covers atmospheric, splash zone and (offshore) immersion
environments but also includes Tank Linings, PFP and subsea systems (unlike ISO
20340)

Definitions of the categories Im1 to Im4

Category Environment Examples of environments and structures

Im1 Fresh water River installations, hydro-electric power plants

Im2 Sea or brackish Immersed structures without cathodic protection (e.g. harbor areas
water with structures like sluice gates, locks, jetties; offshore structures)
Im3 Soil Buried tanks, steel piles, steel pipes

Im4 Sea or brackish Immersed structures with cathodic protection (e.g. harbor areas
water with structures like sluice gates, locks, jetties; offshore structures)

Note:
For corrosivity category Im1 and Im3, cathodic protection can be used with a paint system that has been tested accordingly.

8 Certification standards
ISO 12944-5: Protective paint systems
Main changes as of April 2018
Normatives have been introduced on minimum number of coats (MNOC) and
minimum total DFT of the coating system
• The previous version was informative, enabling to test systems with lower DFTs
and lower number of coats
• Now, in the new version minimum DFTs and MNOCs are specified
• Examples have been added for hot dip galvanized and thermal sprayed
metallic coatings

15 Certification standards
NEW: ISO 12944-9 for Offshore
Main features and changes compared to ISO 20340
• ISO 12944-9 fully replaced ISO 20340

• Deals with atmospheric corrosivity category CX,

splash and tidal zones CX + Im4 and immersion category Im4
(previously named C5-M, C5-M + Im2 and Im2 in ISO 20340)

• Includes a full paragraph about the “Relationship between artificial ageing and
natural exposure”, emphasizing that artificial ageing test results should be used
with caution and that the selection of a paint system should preferably be
based on experience

• Minimum pull-off test values (before ageing) have been increased from 3 to 5
MPa for systems with Zn(R) primers, and from 4 to 5 MPa for systems with
other primers

• The MNOC and min. NDFT remain unchanged from ISO 20340 but it should be
noted that these can differ from and are not shown in the Tables in ISO 12944-5

16 Certification standards
NEW: ISO 12944-9 for Offshore
Main features and changes compared to ISO 20340
• Qualification tests and times remain the same, i.e. ageing resistance,
cathodic disbonding and sea water immersion depending on the zone

The life expectancy of systems tested to ISO 12944-9 is in the High Category
corresponding to 15 – 25 years to first major maintenance.

Question

What is the status of systems that comply with ISO12944:1998?

Do these systems need to be retested?

Product tested and certified to ISO 12944:1998 will have appropriate certificate with
1998 referenced. It will not be necessary to re-test these products to ISO 12944:2017
unless the detailed differences such as Minimum Dry Film Thickness and Number of
Coats that are now Normative in ISO 12944:2017 are not met with the tested system.

It will be a discussion point with the user as to whether they are happy to continue to
use their present coating system or require one that is in line with the new ISO
12944:2017 revision.

Of course just because there is a new standard doesn’t mean that the presently used
system stops working in practice. However, if the client insists on a coating system
meeting the new ISO 12944:2017 then they may find that they will require a higher
DFT and more coats to be in line with the standard.

18 Certification standards
Question

What is the status of existing certificates for compliance with ISO 12944?
Are these still valid despite the possibility that the systems may not meet the
new normative rules on DFT and MNOC?

This is similar to the previous question.

Existing certificates will state compliance with ISO 12944:1998 and should be referred
to as such. Products that have been tested under the previous version of the standard
may still meet most or even all the performance requirements as in the new 2017
revision, however it may be possible that they may not meet the new specified
minimum DFTs or MNOCs.
For this reason, it would not be correct to state that these products meet all the
requirements of ISO 12944:2017, unless proved otherwise through documentation.

Norsok M-501
NORSOK M-501
Summary of the norm
• NORSOK deals with offshore environment only

• Will be reviewed as well as it refers to ISO 20340 for the test requirements
when systems need pre-qualification

• The NORSOK M-501 requires to meet additional systems and assessment

requirements (For example mandatory Zinc Rich epoxy primer for system 1 or
minimum DFT 2 x 500 µm without this primer)

• Deals with paint systems for the whole offshore structure

Question

How do new the new categories compare with the Norsok M501?
Can test results to one standard be used as a basis for justification to claim
compliance to the other ?

Coating systems with Norsok System 1 approval, which have passed cyclic testing to
25 cycles, may be considered as meeting the cyclic accelerated weathering
performance test requirements of the ISO 12944 C5 Very High, which requires cyclic
testing of 16 cycles (2688 hours).
However, it should be noted that the Norsok M501 standard does not stipulate the
same requirements as ISO 12944:2017 with regard to the minimum number of coats
or dry film thickness.
