Talwandi Sabo Power Limited (TSPL) was incorporated as an SPV by Punjab State Power
Corporation Ltd (PSPCL) with the purpose of constructing a 1980 (3x660) MW thermal power
plant at Village Banawali, Mansa-Talwandi Sabo Road, District Mansa, Punjab, India. Sterlite
Energy Limited (a Vedanta group company) was selected as the developer of the Coal Handling &
Ash handling Plant based on the Tariff Based International Competitive Bidding Process (Case-2)
‘on BOO basis for supply of 100% power to Punjab State Power Corporation Ltd (PSPCL) for 25
years as per the guidelines of Government of India. Power Purchase Agreement and other
elated agreements were signed between TSPL and PSPCL on September 1, 2008, and the
‘ownership of Talwandi Sabo Power Limited was transferred to Sterlite Energy Limited (SEL) on
that date.
The salient features of the power plant are as below:

The scope of work to be performed by Vendor shall be the following, but
not limited to-

Testing of the Switchyard, Generator, GT, UT,
relays as per the list attached,
A) Preventive Maintenance:
1. Reviewing of the protection scheme before carry out the control, protection &
functional trail of the relay.
2. Record all the protection setting before carry out the testing.
3. Disconnect / bypass the appropriate links for testing of the protection relay,(Note
down before any disconnect & Signed off by EIC.
4. Clean the terminal blocks of relay.
5. Check the tightness of control wirings.
6. Check the tightness of CT secondary wirings of the relay.
7. Check the contro! MCB status, conditions by physically.
8. Check physically weathers any flashover, damage of the relay VO card and
internal pins. If found any abnormal, take recommended action for that.
9. Check the relay body earth points and ensure the earth wire is connected to the

10. Check insulation strength and level of control cables, if found any abnormal or
damage replace it with new one
14. Check the brightness of Indication LED's and LCD display of the relay.
12. Check Funetion and operating keys of relay.
13. Check the WATCH DOG contact as regular.
14, Check the working condition of control fuses (By checking continuity)
15.Check the control cables ferrules and visibility (Letters) of the ferrules, if any
cable removes for testing,
16. Check the communication cables, ports tightness and healthiness.
17. Check the communication in FRONT as well as REAR side with proper
operating tool
18. Test all enabled and recommended protections with recommended settings.
19. Finally ensure all the protections & settings are should normalize.
20.Check the LEDs naming strip, if damage means replace it by new one.
21. System Healthiness to be checked.
22. Test results to be signoff by EIC on daily basis.
23. If anything found faulty, same thing to be replaced. (Spares will be provided)
24. All activities to be carried out under Supervision of KPS Engineer.
Fault rectification & identification training to be given.

C) Documentation:
Archive of all uploaded SW files/Background/supporting software files to customer in CD
and Verification of Commissioning report or Generate new commissioning report if not already
available

eneral Terms:
The Contractor should arrange service expert from OEM who will visit the site for
protection relay functional & protection checking.
Contractor should arrange service expert from OEM who will visit site for protection relay
testing during unit overhauling three times in a year (Considering one time for each unit)
& will carry out all the routine jobs as per the best of the engineering practices, so as to.
keep the system in trouble free operating conditions round the clock.
Submission of the Routine, preventive, breakdown maintenance & trouble-shooting
report for each visit of the contractor as per the format agreed mutually between KPS.
and Vendor immediately after award of order.
