Under the 1987 Constitution, the Filipino people propel to constitutional status with the right
to accessible and quality basic education for all citizens in a learning environment that promotes
their overall well-being and holistic development (physical, moral, spiritual, and intellectual).

DepEd Order no.031, s. of 2022 or The Child Rights Policy: Adopting The Rights-Based
Education Framework in Philippine Basic Education spells out that by creating a positive and
rights-upholding school climate and culture where learners are respected and their safety an d
well-being are promoted, learners' experience of basic education becomes more holistic and
nurturing, and educators can more effectively support teaching and learning for all learners. This
kind of school and learning center nurtures happy, well-rounded, and smart learners.

Moreover, it is also supported by DepEd’s mission statement: Students learn in a child-


friendly, gender-sensitive, safe, and motivating environment. Teachers facilitate learning and
constantly nurture every learner. Administrators and staff, as stewards of the institution, ensure
an enabling and supportive environment for effective learning to happen. Family, community and
other stakeholders are actively engaged and share responsibility for developing life-long learners.

Quality learning outcomes are generated by quality teachers, who are assisted by effective
school leaders. It was the purpose of the study therefore to assess the present school climate and
culture which may serve as a basis for school policy-making and program planning. The
researchers find this study very important as it may awaken satisfied teachers to conduct periodic
self-assessments for the improvement of their teaching performance

This study aims to examine the effects of school culture on the learners learning climate and
outcomes. In line with this purpose, the study seeks to answer the following questions:
