Delegation of The Republic of Iraq(UNESCO)

Position paper on the return of African Artifacts to Africa from Europe, the Protection of
Cultural Heritage Sites and Artificial Intelligence and the Future of Education.

The topics before The United Nations Educational, Scientific and Cultural Organization
(UNESCO) are Protection of Cultural Heritage Sites, Fight for the return of African artifacts
in Europe and Artificial Intelligence and the Future of Education. The Republic of Iraq is
interested in discussing these issues at the forthcoming meeting of the Committee because
we believe they are important global issues.

Protection of Cultural Heritage Sites


As stated by UNESCO “Culture, being on the front lines of conflicts, is too often a victim of
hostilities. The destruction of heritage fuels violence, hatred and vengeance among people
and weakens the very foundations of peace, hindering reconciliation when the dust of war
settles.” From this the problem with the destruction of cultural heritage sites is put into
perspective and it is very important that we as a globe do all we can to protect cultural
heritage sites. Though some attempts have been made to prevent the destruction of
cultural heritage sites , it is important that more is done to address and ultimately solve this
problem.

From the dates of April 10th and 12th, 2003, the Iraq Museum was thoroughly looted. Display
cases were broken, galleries were emptied, and a disarray of objects shocked the world. The
Iraq National Library and Archives and the Iraq Modern Art Museum along with numerous
recorded and unrecorded archeological sites were also looted. Thousands of were looted
from a range of sites like Adab, Umm al-Aqarib, Isin, Larsa, Nippur, Zabalam, Shuruppak, and
Umm al-Hafriyat.

In an attempt to combat this problem the set a new precedent for cultural heritage
protection. According to the Convention for the Elimination of Racial Discrimination, the
court determined that violations of cultural heritage can reasonably constitute racial
discrimination (CERD), On the pledge of preservation of heritage for future generations, the
Convention for the Protection of Cultural Property in the Event of Armed Conflict and both
its Protocols that being the1954 and 1999, have been under the scope of UNESCO. Opening
the path for the emersion of numerous international tools in the area of culture, the 1954
Hague Convention is a necessary international instrument for the prevention of conflict,
post-conflict recovery and building the defences of peace.
