EXECUTIVE SUMMARY

The adoption of cloud computing has become widespread in Malaysian workplaces due to its numerous advantages
over traditional computing. Cloud computing reduces total cost of ownership, enables easier access to applications
and data, improves administration of data infrastructure, and benefits the environment by providing a greener and
more cost-effective desktop structure.

This project charter proposes the development of a new data centre with a high-security data system to support
the creation of a big data lab. The lab will be used to support Environmental, Social, and Governance (ESG)
considerations and drive innovation in infrastructure development by using data to inform decision-making. The
organisation has experienced rapid growth over the last few years and forecasts that growth will continue, requiring
a larger facility to accommodate the clients' needs. The objective of this project is to design, build, and make
operational the new data centre with minimal interruption to the services provided to clients and internal users.

The success of the project will be measured by the completion of the project within the timeline and budget, the
satisfaction of stakeholders, and the achievement of the project objectives. The project exit criteria will be defined
to ensure that all project deliverables are completed, and the data centre is ready for operation. The risks associated
with the project have been identified, and mitigation strategies have been proposed to minimise their impact on
the project timeline and budget.

The project will facilitate the development of a new data centre to support the Cyberjaya 4 Data Centre operation,
consolidating user data from several storage islands into one physical and logical unit, which will give the IT
infrastructure the scalability, performance, fault tolerance, and manageability required to meet current and future
needs. The directive for this initiative was provided by the IT Planning and the City Advisory Committee and was
approved by the Steering Committee and the City Council on 19th April 2023.

Overall, the development of a new data centre with a high-security data system will enable the organisation to
improve its ESG performance and drive innovation in infrastructure development, while reducing the total cost of
ownership, enabling easier access to applications and data, and benefiting the environment by providing a greener
and more cost-effective desktop structure.

PROJECT PURPOSE

The project aims to develop a high-security data centre by establishing a big data lab that will support companies
in evaluating their ESG performance. The data centre will leverage big data analytics to provide insights into key
sustainability metrics and support innovation and infrastructure development. The site of the data centre is located
at Cyberjaya, Malaysia. The site will fulfil all the site selection criteria that is required by the Malaysia Government.
The design and build of the Cyberjaya 9 Data Centre will be implemented by ABC Data Centres Holdings.

Business Objectives

● To establish a high-security data centre to support the big data lab that will aid companies in evaluating
their ESG performance.
● To provide insights into key sustainability metrics, such as carbon emissions, water usage, and waste
management for companies to identify areas for improvement and track progress toward sustainability
goals.
● To support innovation and infrastructure development for decision-making and drive innovation.
● To establish a competitive advantage by providing a platform that enables companies to improve their ESG
performance and foster sustainability.

Business Benefits

● Improved ESG performance: The big data lab will provide companies with insights into key sustainability
metrics, enabling them to identify areas for improvement and track progress toward sustainability goals,
thereby improving their ESG performance.
● Support innovation and infrastructure development: By leveraging data analytics, the data centre will
support innovation and infrastructure development, enabling companies to make informed decisions and
drive innovation.
● Competitive advantage: The big data lab will provide companies with a platform to improve their ESG
performance, which will help establish a competitive advantage in the marketplace.

After the new data centre gets commissioned, all current virtual machines (VMs) and related data stores will be
installed to the new centralised data centre. ABC Data Centres Holdings is contractually obligated to provide
continuous service to the clients.

PROJECT DESCRIPTION

The Cyberjaya 9 Data Centre project is expected to start with the planning and design phase by outlining a project
plan that includes a high level budget and an approximate timeline and lead to contractor selection, site selection
and facility requirement estimates. As mentioned in the purpose section, Cyberjaya 9 Data Centre is expected to
accommodate requests from clients that cannot be done in other data centres because they are full. Currently,
there are 28 data centres in Malaysia and 16 of them are from Cyberjaya. Cyberjaya is Malaysia's premier IT hub.
Natural disaster risks including earthquakes and tsunamis in the area are extremely low and there is a stable public
infrastructure.

Key Success Factor

The critical key success factor to ensure success of Cyberjaya 9 Data Centre facility should be considered. There are
five key success factors which are:
● Local planning regulations: Familiarity with rules and regulations which govern data centre development
is crucial to avoid problems arising down the line. For data centre development, the entities we will liaise
with are the Malaysian Communications and Multimedia Commission (MCMC) and the Ministry of Science,
Technology, and Innovation (MOSTI).
● Power availability: The cost of power required to support the machinery and cooling of the data centre is
a significant factor in determining the cost of development. Due to the considerable energy requirements,
operating a facility for industrial purposes is quite expensive. Also, new facility development requires
digging up roads to feed cables to the building and finding alternative sources of energy.
● Connectivity options: For data centres to reach their full potential as connection and networking hubs,
quick and dependable internet services are important. Most of the data centres are located in Cyberjaya.
Therefore, connectivity is very easy to find there because Cyberjaya is a place where many data centres are
developed and has a solid network access.
● Environmental sustainability: Data centres are equipped with servers thus the heat dissipated from the
hardware is very high and the use of coolers such as airconditioners is very necessary. Power consumption,
heat recovery, and minimising geotechnical risk all come into play on the development of data centres.
Therefore, the construction of this data centre needs continuous compliance and monitoring according to
the Environmental Department (JAS).

● Committed team members and steering committee: Hiring experienced project manager leading projects
especially in data centre development, equipped with high competence and capabilities team members are
important to ensure the project is handled successfully.

Project Requirements

● Fundamental components: Hardware and software used in IT operations and data management. These
include network, storage and cloud infrastructure including computing resources.

● Network Infrastructure: Comprises the hardware that supports data transmission within a network.
Components required are mostly hardware including switches and routers. Data may be transferred over
physical wires, radio waves, or free space through the air. Network infrastructure also includes support for
data storage, authentication services, and many other items.
● Storage Infrastructure: Dedicates to storage, as well as storage area networks, or SANs. The storage
infrastructure for a data centre may include several RAID disks configured in a mirrored array for increased
performance and fault tolerance. There must also be an efficient way to manage all of the data available,
such as a database management system.
● Cloud Infrastructure: Focuses on hosting and delivering applications and services. The cloud infrastructure
offers different types of service, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS),
and Software as a Service (SaaS). The cloud infrastructure must deliver required computing resources and
services cost-effectively to customers that have varying requirements.
● Computing Resources: Includes servers and other hardware like network devices and compute nodes.
Increased functionality and availability may be provided through clustering techniques, which allow
multiple computers to work together to provide increased performance and reliability.

Preliminary Scope Statement


The scope for the data centre build will include all planning, design, selection, and decisions for building a new data
centre including;
● Project Documents: Include planning, budgeting and communication.
● Quality Control and Assurance: Assign members of the quality control and assurance Team.
● Contractor and Vendor Selection: Initiate, review and evaluate requests for proposals.

● Site Preparation: Design and develop floor and layout.


● Facility Requirements: Facility requirements for power, cooling, standby power such as genset and UPS
and fire-fighting system.
● Server Requirements: Determine capacity, tire level and other server requirements. Procure and install
hardware such as servers and racks.
● Facility Commissioning: Commission a fully operational data centre that meets and exceeds expectations.
● Closing Project: Preparation for project closing report.

Assumption and Constraints


Assumptions for this project:
● Adequate levels of resources: The resources allocated from all impacted service areas represented by IT
Team members.
● Design and implementation: A vendor will design and implement a private cloud computing environment
for the data centre.
● Available budget: There is a gap in the funding available and funding needed. A supplemental budget
decision package or other funding vehicle is required to secure necessary funding.
● Internet and fibre optic network: The internet and fibre optic network will be extended to the data centre
to facilitate the development.

SUMMARY MILESTONES SCHEDULE

There are two principal aspects to a data centre: the facility and the IT infrastructure that resides within the facility.
These aspects or milestones can coexist and work together.

The facility is the physical building used for the data centre. In order to have a properly designed facility, it is
necessary to take into consideration a sufficient amount of floor space, adequate power, satisfactory cooling
technologies, adequate levels of security, and an effective building management system.

The IT infrastructure represents the vast array of IT gear deployed within the facility. Typical IT infrastructure
includes the components of servers, storage, networking, cables and racks, backup power, and management
platforms.

The draft schedule includes high-level activities and the approximate timeline as below. Before moving on to the
next milestone, all the designs and system must be tested and presented to obtain approval from the project
manager and the board members. The estimated overall duration is about 11 months.

The ceiling investment that ABC Data Centres Holdings will incur for the implementation of this project is RM
35,500,000 and has been planned in the AMP2023 budget. The funding for this investment was planned to be from
external financiers with an assumption of 80% in funding. The cost of financing (6% per annum) has been included
in the AMP2023 plan and its subsequent 4 years cash flow projection. However, obtaining a successful financier
may take some time, hence any financing obtained will be on reimbursement basis. Meantime, in the absence of
external financing, the investment will be managed using internal funds.

PROJECT APPROVAL REQUIREMENT


For a project to reach a successful completion, a competent personnel shall be hired to authorise and sign-off the project’s
closeout. Once signed-off by the authorised person, the project is deemed approved and is successful as long as it has met all
of the agreed upon requirements. The success will be determined by the Project Sponsor, who will also authorise the
completion of the project.

Project Stakeholders and Responsibilities


Project stakeholders are all of the people who have a vested interest in the project,yet are not involved in the
day-to-day operations of the project. The following personnel are subject matter experts that can be contacted

PROJECT MANAGER
The Project Manager (PM) for the Data Centre project is Raja Baldi Shah, who will be responsible for overseeing
the project's planning, execution, and monitoring. The PM will have the authority to make decisions related to
personnel, project expenditures, and scheduling, subject to the constraints and approvals specified in the project
charter. The PM will report to the project sponsor, Azizul bin Hassan, and will be responsible for managing the
project team, monitoring progress, managing risks, and ensuring the project delivers the agreed-upon scope, on
time, and within budget.

The PM's responsibilities include but are not limited to:


1. Developing and managing the project plan, including timelines, milestones, and budgets.
2. Identifying and managing risks and issues related to the project, including developing risk mitigation and
contingency plans.
3. Establishing communication channels and reporting mechanisms to keep stakeholders informed of project
status.
4. Leading the project team, including hiring, training, and managing team members as needed.
5. Ensuring compliance with all relevant policies, procedures, and regulations.
6. Ensuring the project delivers on the agreed-upon scope, quality, time, and budget.
7. Coordinating with internal and external stakeholders to ensure project success.
8. Conducting periodic project reviews and preparing status reports for project stakeholders.

The PM will have full responsibility and authority for managing the project team and project-related expenditures,
subject to the constraints and approvals specified in the project charter. The PM will also have the authority to

make decisions related to the project schedule and resource allocation, subject to the approval of the project
sponsor.

PROJECT EXIT CRITERIA

The project exit criteria for the data centre build project are as follows:

1. Completion of construction: The data centre must be fully constructed according to the project plan and
all relevant building codes and regulations.
2. Installation and testing of infrastructure: All required infrastructure, including power and cooling systems,
needs to be installed and fully tested to ensure they are functioning properly.
3. Successful data migration: All data from the existing data centre must be successfully migrated to the new
data centre without any loss or corruption.
4. Staff training: All relevant staff must be trained on the use of the new data centre and its infrastructure to
ensure they are able to operate and maintain it effectively.
5. Security certification: The data centre must be certified to meet relevant security standards, such as ISO
27001, to ensure the protection of sensitive data.
6. Handover to operations: The new data centre must be handed over to operations for ongoing management
and maintenance.

These exit criteria ensure that the project is completed on time and to the required standards, and that the new
data centre is ready for ongoing use and maintenance by the operations team.

The expert judgement will be selected among the personnel that are able to share their extensive industry and
domain knowledge with various organisations, in big data technology, big data analytics, process, and
methodologies, leveraging their real-world experience, industry best practises, and technology best practises,
enabling the company to succeed in big data projects.
