1. This has the reference to Division Memorandum No.388, s.2023 titled "2023 GAD-
Compliant Division Science & Technology Fair ( Elementary 7 Secondary )".
2. Item No.1 now reads as follows:
This Office announces the conduct of the 2023 GAD-Compliant Division Science &
Technology Fair ( Elementary & Secondary- j with the theme: "RebuHding Resilient
Communities: Embracing Science and Technology for a Sustainable Future" on
October 23, 2023, Monday (8:00 am to 5:00 pin) at Buanoy National NHS, Balamban
District 2, Balamban, Cebu.

3. The deadline for the submission of entries in soft copies to separate Google Drives
for Tuklas, Siyensikula, and DigiTuro will be on October 18, 2023 (5:00 pin) subject to
prescreering except "Sibol" to be announced online. Those non-qualifiers will be given
certificates and they may attend as observers.

4. Participants of the DSTF` 2023 are the F`irst Place Winners in the different event
categories at the district/municipal level, together with their coaches for the student
category and the teacher contestant for the teacher category.

5. Each delegation shall take charge of the fonowing:

5.1 Participants' Safety and Well-being;
5. 2 Parents' Permit of Student-Participants;
5.3 Delegation's meals and snacks and contest materials;
5.4 Sleeping Paraphernalia (for those whom arrive the day before); and
5. 5 List of participants/ contestants with proper endorsement.

6. 2023 DSTF Winners and Awards

6.1 Each category will have five (5) awards based on the ranking: 1st, 2nd, 3rd, 4th,
and 5th`
6.2 Each rank will be given a certificate of recognition and medals.
6.3 Overall winners will be given certificates of recognition and trophies for ranks
|st,2nd, and Sid.

Committees, and Updated DSTF 2023 Guidelines and Regional Memorandum No. 756,s.
2023, dated October 10, 2023, for the guidelines of Siyensikula, Digituro, and the point
system for your guidance and reference.

8. There shall be an urgent face-to-face meeting/briefing of all the chairpersons of the

working committees on Wednesday-October 18, 2023 at 8:00 a.in. in the CID section
division office.

9. Teaching personriel performing their respective duties and responsibilities that fall
on Sunday -October 22, 2023, shall be entitled to service credits tantamount to the services
rendered duing the non-working days, per DepEd Order No. 53, s. 2023 ( Updated
Guidelines on Grant of vacation Service Credits to Teachers), while non-teaching personnel
can avail of Compensatory Time Off (CITO) under the provision of CSC 7 DBM Joint Circular
No. 2, s. 2004 ( Non-Monetary Remuneration for Overtine Services Rendered).

10. There will be no registration fee. However, traveling, meals, snacks, per diem and
other incidental expenses of leamers and teacher contestants and coaches and school
heads of the district winners shall be chargeable against local school MOOE/PTA/SEE
Funds, subject to their ayaflability and the usual accounting and auditing rules and
regulations.

11. The honoraria of Judges, lunch, and snacks of the Program Management Team
(PMT), Technical Working Groups (TWG) and panel of judges, trophies, medals and
certificates, decorations, tarpaulins, and other DTSF 2023 materials and supplies shall be
chargeable against Division GAD Funds while traveling, per diem, and other related
expenses incuITed try the Division office personnel shall be chargeable against Division
MOOE Funds subject to the usual accounting and COA rules and regulations.

12. It is emphasized that participants are to adhere to strict compliance with the
provision of DECS Order No. 09, s.2005, titled "Instituting Measures to increase Engaged
Time-on-Task or No Disruption of Classes Policy" and all other ezristing DepEd Policies
and Regulations and Ensuring Compliance Therewith".

13. This Memorandum serves as Authority to Travel.

14. Immediate dissemination of and compliance with this Memorandum is directed.

TUKLAS/ SIBOL AND INNOVATIONS HXP0 GUIDELINES

( based on NSTF Handbook and DepEd-R07 Regional Memo 756 s.2023)

1. SIP CONTEST-TUKLAS/ SIBOL

TUKLAS

1, The competition is open to Grades 9-12 learners of both public and private high schools in the Philippines who
have not reached the age of 20 on or before May 1 of the current school year.
2. Learners may work individually or`in teams with 2-3 members from the same school. Each learner is only allowed
to submit one (1) research project in one {1} of the four {4} research categories: Life Science, Physical Science,
Roboti.cs and Intelligent Machines, and Mathematics and Computational Sciences. The proj.ect should include no
more than 12 months of cont].nuous research and should not include research activities performed before
January of the previous school year. (e.g., For school year 2023-2024 with the target opening of classes on
August 2023 and lsEF on May 2024, research projects may be accomplished within 1-12 month/s starting from
January 2023 to January 2024)
3. Categories: Life science ( Individual and Team)
Physical Science ( Individual and Team)
Robotics and Intelligence Machine (Individual and Team)
Mathematics and Computatl.onal science (Individual and Team

4. Each district can only endorse 1 entry for each of the SIP categories. An endorsement letter signed by the PSDS and
District Science Coc}rdinator shall be submitted to the division office together with the research manuscripts.

SIBOL

1. This is a full research project or SIP contest for elementary pupils open to public and private schools.
The team must have a minimum of 2 and a maximum of 3 pupils with 1 coach only. The team could be
in the same grade level or combination of grade levels in key stage 2.
2. Only 1 team Shall be endorsed by the district for division level screening.
3. The team can choose from any of the SIP categories: Life, Physical, RIM or Computational science.
4. All technical guidelines are the same jn the SIP contest in the secondary level based on NSTF handbook.
