ABSTRACT

Technology made a remarkable influence on every element of human

existence. Technology promotes human thinking, find, and develop talents, and

invent new methods to make life pleasant and much simpler. In order to take

advantage of the rapid technology advancement as well as the fact that the

government is signaling its own change via the usage of these technologies, the

researchers proposed the Development of E-KAAGAPAY for the Barangay of

Daniw Victoria, Laguna. The proposed system enhances the procedures that are

involved in the acquisition of goods and services. This study aimed to develop a

web-based system that would help and enhances the senior citizen management

of the Barangay Daniw Victoria Laguna in senior management processes:

monitoring senior with pension and without pension, managing data, checking

attendance, and the schedule management. The Waterfall methodology was

used to assist the development of the system in a timely and well-organized

method. In the testing phase of the study, the three (3) system testers who test

the system were found to be very satisfied in all the system’s functionality and

got a “passed” frequency with 100% rate.

CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

In today’s society, modern technology is rapidly evolving and it has made

significant contributions to the continued success of all sectors in the industry.

Nowadays, most government agencies and organizations rely more on

technology to make their work faster and more efficient. According to Imus [1], an

information system is a formal set of processes that, works from a collection of

data structured depending on the company’s needs. It gathers, processes and

distributes the information necessary for the company’s operations and its

corresponding management and control activities, thereby supporting, at least in

part, the decision-making processes necessary for the company to perform its

business functions in line with its strategy.

Based on the study of Joe Weller [2], Management Information System

provides an efficient and effective way to record and manage information that is

needed in the organization due to the vast number of citizens and manual

method of record-keeping, the records of Senior Citizen members became

inadequate over time. Every barangay, big or small, faces difficulties in managing

citizen information which resulted to a slew of issues, including excessive

paperwork, data loss, trouble tracing of members' information, and the inability to

retrieve records. The E-Kaagapay was created to address the issues that arise to

1
CARD-MRI Development Institute, Inc.
A member of CARD-MRI
Department of Information and Communications Technology
Bachelor of Science in Information Systems

minimize if not avoid the difficulties when using the manual method. Moreover,

the system is tailored to the institution’s needs to ensure that activities run

smoothly and efficiently. The citizen must personally submit their information to

the appropriate authorities. This adds to the paperwork, making it difficult to keep

track of notices in the records. By using this system, the citizen data will be

automated, resulting in less paperwork and easier record management.

E-Kaagapay is the framework that will supplant the manual process for

monitoring and analyzing records of the senior citizen through the use of

technology. The framework will be the repository of the records of the senior

citizens in the Barangay level. By utilizing the framework, human intervention will

be diminished resulting to a more accurate and reliable data.

Background of the Study

By 2020, there will be an estimated 5.2 million elderly Filipinos or about

6.4% of the population. As researchers, we think that having a large population

will be hard to handle in every place. One of the duties of every barangay was to

keep those senior citizens in terms of their existence, personal information,

medical information, and pension status. And in doing this task, Brgy Daniw,

Victoria, Laguna had been running paperwork to manage senior citizens, which

takes a lot of time. Also, considering that being a senior citizen means a lack of

energy to do a lot of things, it will be hard for them to cooperate at a barangay

just to register as a senior citizen.

According to the Secretary of Barangay Daniw Victoria Laguna, the

Barangay uses two (2) different printed papers in managing the senior citizen

data filed by the residents, one (1) for senior citizen who have pension, two (2)

for senior citizen who don’t have pension. This fact alone signifies that managing

senior citizen within the Barangay is relatively hard because of the lack of a

single compilation of these data. Aside from this, adding new senior citizen

member regarding the senior who have pension and without pension is totally

takes time.

The E-Kaagapay aims to provide a system that allows the administrator to

process senior citizen records electronically. Because the project is designed

from the administrative perspective, the administrator has complete access to the

database for maintenance. Only the administrator can view, add, update, and

move to archived any information encoded in the system.

Software Description

The E-Kaagapay is a program that contain features that store and

manages information for senior citizens. The system provides an advanced way

of managing senior citizens in a designated place, which is Brgy. Daniw, Victoria,

Laguna. One of our features that we mainly focused is the inclusion of QR code.

This enables new ways to interact using your QR codes, along with user

monitoring and proactive responses to events. QR code is a type of barcode that

can be read by a digital device which stores information. All the information is

stored in a database and is only accessible by the authorized users.

The proposed system will have two (2) modules with specific features and

functionalities that are discussed below accordingly.

Significance of the study

This study will be undertaken to find out about the Senior Citizens

Information System and collect their records. This will make it possible to

eliminate the need for paperwork when entering data about older citizens or

performing other manual tasks.

This study aims to benefit the following:

Admin. The secretary will benefit from this system since it will be easier for them

to keep track of all senior citizen records, and the system will work with them to

compile and generate reports promptly.

Senior Citizens. Our system is centered on their age because they are the ones

who will gain the most from having their documents processed in the comfort of

their own homes. They won't have to go to the office to register as senior citizens

since our system will speed up the process, and they'll still be protected from the

virus because they won't have to go out and socialize. The system will ensure

that their information is accurate and secure.

Researchers. The success of the project will help improve their knowledge and

skills as program developers. And they can also make their system about the

Senior Citizens Management System.

Future Researchers. The study will serve as their guide in establishing their

version of the system. Because they have prior experience, they can be of great

assistance in this situation.

Scope and Limitation

The specifics listed below illustrate the scope and limitations of creating

the system that this study has suggested.

Scope of the Study

The research was limited to the development of E-Kaagapay in Barangay

Daniw Victoria, Laguna. The development was expected to take one (1) year,

beginning in February 2022 and ending in February 2023. Following the

development of the system, thirty (30) respondents were given survey

questionnaires with seventeen (20) question statements that determined the

performance of the developed system. The respondent was chosen using the

convenience sampling technique.

To access the system, a username and password are required. Only the

IT administrator can register, update, and archive an account on the system.

On the other hand, the system only gives the administrator access to all

senior citizen-related processes, such as pension status, medical concerns,

weekly meetings, and attendance records. Additionally, only the admin can

manage attendance through the scanning of QR codes by admin accounts.

Furthermore, only the administrator has access to the scanner for

handling attendance, though the administrator has less control because

attendance records are updated by scanning QR codes.

11
CARD-MRI Development Institute, Inc.
A member of CARD-MRI
Department of Information and Communications Technology
Bachelor of Science in Information Systems

Lastly, the system only allows a user to view and track whenever there are

incoming events or meetings by looking at a calendar that can be viewed by our

system.

Limitations of the Study

Aside from time constraints, the proposed system has limitations in

accordance with the scope of the study. The system will only be available in

Barangay Daniw Victoria, Laguna, and will not be available in any other

barangay. All expected users of the system should be working within the

barangay, implying that the system is only available to barangay Daniw

personnel. Furthermore, the system will only manage senior citizen records and

will no longer cover other transactions or services provided by the barangay,

such as non-senior citizen management and others. Furthermore, the system

could only be accessed if a WiFi or data connection is available (preferably with

medium or strong bandwidth). However, only the given account will have access

to the system's accessible features and functions. Furthermore, users can only

view the system's front page, which includes calendars that they can track

whenever new events are posted.

Although users with smartphones can access the system via a web

browser because it is a web-based system, it is not guaranteed that they will be

able to experience the full potential of the system.

CHAPTER II

REVIEW OF RELATED LITERATURE

This chapter contains a variety of foreign and local literature and studies

that are useful in the development of this study. The literature and studies

reviewed in this chapter include ideas, concepts, conclusions, and various

system development related to the study or development of a web- based senior

citizen management system that will serve as a guide for the researchers as they

develop this project.

Silver linings for the elderly in the Philippines: Policies and programs for

senior citizens

The Philippines is identified as one of the countries with an ageing

population, as the proportion of persons aged 60 and above is at 7.4 percent in

2015 and is projected to increase to 15.9 percent by 2045. Senior citizens tend to

have higher prevalence of various medical diseases and comorbidities.

Moreover, they are less economically active compared to younger age groups.

Thus, this projected increase in the number of senior citizens entails greater

support needed in terms of health care and income security for the elderly. In

response to this, the government has been enacting various legislations and

implementing various social protection programs for senior citizens. Among the

following are the mandatory coverage of senior citizens to PhilHealth, and

retirement benefits and pension through SSS and GSIS for senior citizens

Bachelor of Science in Information Systems

previously involved in the formal economy, or through the social pension program

for indigent senior citizens [5].

Internet of Things based Indoor Senior Citizen Monitoring and Alerting

System

An Indoor Senior Citizen Monitoring and Alerting System with IoT Sensors

should he implemented as it helps facilitate the monitoring process of senior

citizens, especially in the rapidly ageing era where most senior citizens live alone

in their houses. With increasing maturity in Internet of Things (IoT) technologies

and cloud computing, IoT hardware is easier to be obtained, and cloud services

are expanding into edge computing, reducing the development cost of IoT

systems. Besides that, with the arising of 5G technology, network bandwidth is

significantly increased, allowing more IoT devices to be connected in an area.

Therefore, this research attempts to solve the human- based monitoring issue of

senior citizen monitoring with the use of IoT technologies [6].

According to Liu Qian to gain the maximum benefits from your company’s

information system, you have to exploit all its capacities. Information systems

gain their importance by processing the data from company inputs to generate

information that is useful for managing your operations. To increase the

information system’s effectiveness, you can either add more data to make the

information more accurate or use the information in new ways [7].

Indoor Monitoring System for Senior Citizens with Alzheimer’s or Mental

Illnesses

The main objective of the system presented here is to monitor the elderly

or with problems within institutions through the acquisition and treatment of data

and information related to their location and health status, in a discrete and non-

intrusive way, through information and communication. So, that both the

institution and the family members can monitor in real time the status of the users

they have under their responsibility. Considering that the systems focused on the

monitoring and data management of people are in great evolution, that pervasive

and ubiquitous computing is present in our daily life, with the present work we

hope to contribute positively to the improvement of the quality of life of the users

of the social solidarity institutions, especially in the senior population, with special

attention to people suffering from psychological pathologies such as Alzheimer's

and other types of dementia.

The system utilizes low-cost communication and data processing facilities

that couple heart rate sensors among others, allowing the system operator to

access user information at any time. Being a low-cost system, social solidarity

institution can easily implement your custom solution for new social responses.

The emergence and expansion of smart cities is also an excellent example of the

use of the Internet of Things, the use of Artificial Intelligence, in which ubiquitous

computing systems are collecting and generating huge quantities of data that

require no only the storage location, immediate processing helping citizens to

17

Bachelor of Science in Information Systems

take advantage of this processing. An example of this is the use of real-time

processed data, decision support systems, stock management in a large

warehouse or a store, without the need to account for the units manually. This

article explores an area of application very relevant to society, considering the

potentialities underlying the equipment and devices that we currently have

available in the market, low cost but with enormous potential. The advent of loT,

directly related to the use of these miniaturized devices in the field of ubiquitous

and pervasive computing, has enormous potential in monitoring and monitoring

people with some form of dementia or disability. Using the system, users can

move freely through the interior spaces of the IPSS without feeling conditioned in

their freedom and privacy. If for any reason you suffer any type of accident, fall or

alteration of vital signs, there will be a distress mechanism that will be

immediately triggered. Relatives of users may receive information on the

collected data if they so wish, as the data will be recorded in the system. System

support software is already under development, and the first beta is expected to

be available in early 2020 and will only be available at the institutions with which

we will protocol the full system installation for testing performed in real context of

application. In this way, we will gather feedback from users and any users'

families, with a view to improving the system, fixing bugs and errors that may

occur. In order to ensure all ethical and data protection principles, the National

Data Protection Commission will be notified of the system's objectives and the

way of operating authorization will be requested for the collection of anonymous

Current HISs for OPs is characterized by fragmentation, multiple sources,

and inaccessibility. Barriers to achieving appropriate HISs for OPs include the

inability to update HISs in hospitals and health centers and a lack of

standardization by age group and disease classification. Thus, we recommend a

1-person, 1-record electronic medical record system for OPs and the

disaggregation and analysis across demographic and socioeconomic parameters

to inform policies and programs that address the complex needs of OPs. CGA as

a required routine procedure for all OPs and its integration with the existing HISs

in the country are also recommended [9].

120 seniors participated in the survey as users, and five IT professionals

evaluated it. A survey tool created by researchers was used to assess the system

product's performance and usefulness. The investigation's findings indicate that

the system product's degree of usability and performance were both regarded as

being extremely good.

evaluation conducted on the Social Pension (SocPen) program of the

Department of Social Welfare and Development (DSWD). The evaluation is

based on a review of DSWD policy and administrative documents, previous

studies on the SocPen, and an analysis of interviews of program implementers

and select senior citizens. The interviews were conducted from June to

November 2021 in four research locales (National Capital Region [NCR] and

Regions IV-A, VIII, and X). The 58 senior citizens interviewed for this study

include (a) SocPen beneficiaries, (b) pensioners who had been delisted, (c)

waitlisted applicants, (d) senior citizens whose applications had been rejected,

and (e) those that did not intentionally avail of SocPen. Majority of seniors

interviewed were females aged 70 years old, on average. Most have no income

and are only receiving partial and irregular support from their children. Majority of

seniors interviewed did not finish high school. Over half of them were widows or

widowers. Meanwhile, the 36 program implementers interviewed were composed

of secretary from the DSWD central office and field offices, daycare workers,

barangay health workers, and social workers. More than half (54%) of them had

been in SocPen for only 5 years and less, while the rest had been with SocPen

longer than 5 years. At least 4 have been with the program for over 10 years (i.e.,

since program inception). Because of the pandemic, only online and telephone

interviews, instead of face-to-face focus group discussions, were conducted for

the two groups [10].

Polycentric governance and the provision of free healthcare services at

public hospitals in the Philippines

Using originally collected survey data of public hospitals in two regions of

the Philippines, we quantitatively demonstrate that the vertical interactions

between hospitals and implementing agencies at local levels as well as

monitoring and prompt disbursement of the costs by the implementation agency

matter when seeking to enhance the delivery of free health care at public

hospitals in the Philippines. We further qualitatively explore why horizontal and

vertical interactions are made possible by comparing three public hospitals. To

explain the various degrees of implementation, we analyze the effects of face-to-

face horizontal and vertical interactions between public hospitals and other policy

actors by employing sequential explanatory mixed methods. In 2011, the

Philippine government implemented a policy requiring all national or

decentralized public hospitals to implement a free healthcare policy known as the

no balance billing (NBB) policy. The goal was to attain universal health care, to

protect poor people from the high cost of hospitalization. The NBB policy

provides free-hospitalization at public hospitals to all poor people, senior citizens

and household helpers registered under the country's social health insurance

programmed. However, in 2017, only 73% of the total number of patients

nationwide who were qualified to receive free health care actually received free

hospitalization, while the rest were asked to pay. Thus, although the Philippine

government adopted the NBB pol icy, the degree to which public hospitals under

21

regional governments are complying with the new rules varies not only across

regions but also among hospitals owned by the same local government unit.

Although these studies are informative, most of them are in-depth case studies of

free healthcare policies. In addition, with the exception of a few. studies,

conventional studies do not employ the polycentric governance theory to

examine the delivery of free health care [11].

Senior citizens during COVID-19 crisis in the Philippines: Enabling laws,

current issues, and shared efforts

While the COVID-19 crisis has affected people of all walks, there is an

unheard side of the vulnerable aged group across the globe. This article

discusses the condition of senior citizens in the Philippines during the COVID-19

crisis. The review showed that various enabling laws through the constitution,

republic acts, and executive orders, have been enacted to secure the welfare of

senior citizens. However, the current crisis has revealed ageism issues such as

deprivation of income sources, inaccessibility to essential needs, inadequate

physical space, and spoken negative perceptions. Shared efforts have been

focused to improve social pension payout, guidelines for mobility, different

approaches of remote access to goods and services, and meaningful internet

connectivity within the context of the senior citizens. This paper suggests the

need to translate the laws into effective programs, discuss related ageism issues

with sensitivity, and consider evidence of successful international efforts to further

improve the condition of the senior citizens in the country [12].

Effectiveness of peer counseling, social engagement, and combination

interventions in improving depressive symptoms of community-dwelling

Filipino senior citizens

This study assessed the effectiveness of 3-month duration interventions

with peer counseling, social engagement, and combination vs. control in

improving depressive symptoms of community- dwelling Filipino senior citizens.

Based on existing literature, peer counseling and social engagement were found

to be effective in alleviating depressive symptoms and improving the quality of

life of community-dwelling senior citizens. Peer counseling contributes to a

positive social context that is necessary for recovering from mental disorders.

Peer-client relationships have the unique and distinct quality from that of

professional-client relationships. The unique benefits of peer relationships

include empowerment, social network expansion, self-determination, and

reduction of stigma. Clients in peer counseling programs showed improvement in

mental health symptoms, greater satisfaction with health services, and feelings of

greater autonomy. Social engagement, on the other hand, shows that

involvement in activities was beneficial for a healthy lifestyle and successful

aging. The project ENGAGE (Embracing and Nurturing Global Ageing) is

community-based action research conducted in the City of Muntinlupa from 2017

to 2018. The project had three phases. In phase 1, we investigated the factors

associated with depressive symptoms among community dwelling Filipino senior

citizens. In phase 2, we trained senior volunteers for leadership and peer

counseling. In phase 3, we conducted community-based interventions to alleviate

depressive symptoms among senior citizens. In this paper, we report on the

results of Phase 3 of the study. Muntinlupa is the southernmost city in the

National Capital Region. The city had nine barangay and was classified as a

highly urbanized city with a poverty incidence of 1.9% in 2012. In the Philippines,

barangay is known as the smallest political unit, and it refers to a village or a

community consisting of at least 2,000 inhabitants. The City of Muntinlupa also

had one of the highest records of senior citizens, which account for 5.63% of its

population. Poor mental health is getting more common in low- and middle-

income countries than in high-income countries due to lack of available

resources and access to health services. In these countries, there is a large

treatment gap for mental health care, with the majority of people with mental

disorders receiving no or inadequate care. Depression, for instance, is one of the

most common mental disorders, and it affects physical health, social activities,

and quality of life of senior citizens. Despite being a commonly studied mental

disorder, very little is known about depression interventions conducted in low-

resource settings. The World Health Organization distinguishes the deep

meaning of the term “oth based on the approach of community medical service,

which is the state of complete physical, mental and social well-being and not

merely the absence of disease or infirmity in the community. The patient’s

interest is the major concern in monitoring his physical health and well-being. As

results which also giving additional attention in creating the plan, conducting

delivery and evaluation of social, health and medical services, in addition, aiming

for the improvement of the health and well-being becomes the big spot in service

delivery [13].

Bridging the gap: Exploring elderly citizens' perceptions of digital

exclusion

Digital exclusion of elderly citizens is a main contributor for poor uptake of

public eservice. The situation is alarming since elderly citizens are a major target

for many upcoming services provided by governments, particularly care services.

Playing an important role in a sustainable society, governments should always

strive towards increased efficiency and effectively in order so that public funds

are better used. However, sustainable development of public e- services is

useless if the intended receivers of such services are excluded from, or do will

not use them. In order to address this problematic situation, we need to know

more about elderly citizens’ perceptions of why they are digitally excluded. We

add to existing research by providing a large sample of empirical data explaining

elderly citizens’ own perceptions about why they are digitally excluded.

Furthermore, we present how these perceptions can be categorized and also

how they relate in between. Such findings may serve as a basis on how to deal

with these problems in order to enhance digital inclusion of elderly citizens, which

in the long run may enhance their uptake of public e-service [14].

Automated Records Management System

The automated records management system is the arm that will hold the

business in its goal of a paperless office environment. From the acronym itself,

the ARMS is a management process that will protect information and data to

ensure that all the records and the files in the system database of the business

organization are protected and easily accessed by users in the framework. In the

shortest definition of the automated records management system, it is simply that

process that is employed by the organization in the maintenance of records and

files from the very moment that they arrive at the business or were created by the

enterprise up to the period when they will be deemed ready for eradication and

deletion from the archived or active databases. The records handled by the

automated records management system may come in tangible forms that will be

translated to digital formats with the use of the latest technologies in the market

[15].

Smartphone usage on senior citizen

According to the Authors, Jeanny Indra Rifani, Mutyara Whening

Aniendya, and Nadiratin Jamilah (2020). The impact of the digital era is the gap

between active smartphone users and those who are not particular. Then IT is

not fully felt by the senior citizen. This study aims to determine the ability of the

senior citizen in the use of smartphones. The results of the study will be used as

a reference for teaching IT to four senior citizen people. As a result, two senior

citizen people want to be taught to use smartphones intensive and privately. In

contrast to the research previously outlined briefly, the research we conducted

took a simpler sample by taking data by conducting random interviews in the

elderly. The target of our respondents comes from different social levels,

education levels and employment status in Indonesian society, especially in

Malang City. Smartphones have advantages such as functions to take photos,

play songs, record sound and access geographic information and the global

positioning system (GPS) [16].

Synthesis

The related studies and literatures that the researchers assembled are

gathered from different articles and proposal from online research about. The

data gathered by the researchers is altogether identified with the proposed study

and made to assist to better understand and support the study.

Based on the study synthesized, this is relevant to our research to develop

a web-based system for E-Kaagapay. The system's goal is to organize service in

communities through barangay secretaries to monitor senior citizens whether or

not they have a pension. Many people use cell phones with web connections with

their contact screens. All in all, cell phones can be ordered as small PCs with

many capabilities and high versatility. There are numerous reasons why people

use cell phones, but teens are more focused on online entertainment,

demonstrating that this goal is unquestionably distinct in comparison to the older.

Children and adults are the only ones who benefit from innovation education.

with the goal of developing dynamic cell phone clients who can work their

elements appropriately from middle school to adulthood. Despite the fact that the

senior citizen requires information about the endless use of instruments as a

result of mechanical advancements, A successful technique for showing the

activity of cell phones in the elderly is up close and personal, in private, with

concentrated direction. So, using cell phones or any gadgets might help in the

future to be easy and friendly to use since many people currently use them. We

need to consider having a fast innovation so they will adopt it.

All of the studies that have been discussed are related to and significant

for the study of the researchers. It has been of significant use to them since it has

provided them with additional suggestions for improving both their study and their

system. The research conducted on elucidates both the relevance and the

purpose of having a record management that is connected to the section of the

system that is responsible for the accounts of the users. Furthermore, the

research acquired several functions and characteristics that contributed to the

enhancement of the system that was developed.

RESEARCH METHODOLOGY

In this chapter, various elements and methods are used by the

researchers in order to accomplish the research objectives of the study. This

chapter discusses the method of research used, the research design, population

of the study, sampling design, data collection instruments, statistical treatment,

project design, and validation of questionnaire.

Research Design

In this study, descriptive and developmental research design was used by

the researchers. During the preliminary investigation, the researchers used the

descriptive research design for data collection in the Barangay of Daniw Victoria

Laguna through observation and interview. The descriptive research used to test

the hypothesis as well as providing answers the questions of the subject by

describing the details of the situations being researched. In order to provide

reliable data, this method has a unique evaluation process.

30

Department of Information and Communications Technology
Bachelor of Science in Information Systems

Furthermore, the developmental research design was adopted to fulfill the

research goal of designing and developing a system. Also, the researchers used

this to examine the system development and descriptive development described

as the systematic process in creating, developing, and assessing that must meet

the criteria of the system effectiveness.

The team met to discuss what needs to be done with the system and the

data needs to build the system. The team assigned each of them the tasks to

make the system work properly and to better document. Team will discuss what

data we need and what products we need. To accomplish the system, the team

discussed briefly to organize and distribute all task to each member and perform

those tasks with a given amount of time.

Documentation and Data Gathering Procedure

The primary data used and presented in this study came from the

proponents' interview with the client about the existing platform used by

Barangay Daniw Victoria Laguna to manage senior citizen information.

Furthermore, secondary sources such as journal articles, theses, dissertations,

and others were used to gather additional information.

The proponents used the convenience sampling technique to distribute

survey questionnaires to respondents to determine the level of user experience

and system satisfaction. After retrieving the questionnaires, the data was

analyzed and interpreted using the computed weighted mean of the scores.

Software Life Cycle Methodology

The waterfall model is a linear, sequential approach to the software

development lifecycle (SDLC) that is popular in software engineering and product

development.

The waterfall model uses a logical progression of SDLC steps for a

project, similar to the direction water flows over the edge of a cliff. It sets distinct

endpoints or goals for each phase of development. Those endpoints or goals

can't be revisited after their completion.

According to Dr. Winston W. Royce at the Lockheed Software Technology

Center introduced the concept in a paper published in 1970 on his experience

developing software for satellites. However, Royce didn't use the term waterfall;

instead, he referred to the downstream value of documentation.

The waterfall model continues to be used in industrial design applications.

It's often cited as the first software development methodology. The model is also

used more generally as a high-level project management methodology for

complicated, multifaceted projects.

35
CARD-MRI Development Institute, Inc.
A member of CARD-MRI
Department of Information and Communications Technology
Bachelor of Science in Information Systems

And for this study, the proponents planned on utilizing Waterfall

methodology as the System Development Life Cycle as the proponents needed

to communicate to the client for feedbacks during the development and to ensure

that there will no longer be potential errors upon the implementation or the

deployment of the system.

Figure 2: Timeline of the Activities

and still needs to be completed by the proponents to ensure that this proposed

project is completed.

This Software Development Life Cycle (SDLC) includes the following

stages or phases:

Planning and Requirement Analysis Phase

This phase involves the initial planning and identification of system

requirements. The project's proponents and client collaborate to map out the

initial or minimum system requirements to determine whether the project is

feasible.

During this phase, the study's proponents held a group meeting and

discussed the first set of tasks they needed to complete for the study, which

included setting up a meeting with the target client, Barangay Daniw Victoria

Laguna, where the system requirements were defined and discussed. In addition,

the proponents had researched the senior management process on the internet.

During this phase, the researchers also began documenting Chapter I through

Chapter III.

37
CARD-MRI Development Institute, Inc.
A member of CARD-MRI
Department of Information and Communications Technology
Bachelor of Science in Information Systems

Development or Iteration Stage

Several phases were completed during this stage, with continuous

planning and meetings taking place throughout each phase to discuss further the

requirements that were predefined during the client interview and plan how these

requirements will be met, as well as the identification of additional system

requirements. The supporters had also split into two (2) groups and started

developing system prototypes, which included designing and databasing as

indicated on each development stage phase. Testing and client feedback were

also collected at the end of each phase to ensure that all requirements were met.

Phases 1 and 2 of the development stage are included in this stage.

Finalization of Coding/Release

And if there are only minor revisions and no unexpected changes to the

requirements, development will move on to coding/release finalization.

The final coding is completed at this stage. Once the coding is completed

and tested to collect final feedback and ensure that it is error-free, the final

documentation will be considered. Before handing over the system to the client,

proper instruction on how to operate the system will be provided.

During this phase, the proponents worked on finalizing the system's

coding as well as the documentation. Following that, the team reviewed the

system and documentation in preparation for the system's approval. Once the

system has been approved by the necessary people, the team will prepare to

hand over the system to the client.

System’s Flowcharts

Flowcharts are also known as flow diagram that serve as graphical

representations of processes that depicts the sequential steps that are required

to create output. It uses symbols to represent various functions and shows the

interconnection of the functions through lines and arrows. Flowcharts can be

either used to represent an overview of the whole system or can be used to

represent one component process. Thus, helping project teams to understand

each process and the relationship between steps.

Data flow diagram (DFD) is used to map out the flow of data or information

for any process or system. Just like flowcharts, it uses symbols such as shapes,

arrows, and short text labels to show data inputs, outputs, storage points and

routes between each destination

The context diagram is called Level 0 or Level 1 and it is used to

determine the context and limits of the system to be modelled, such as what is

Chapter V

Summary, Conclusion, and Recommendation

This chapter presents the summary, conclusion, and recommendation of

the study for the future researchers and software system enhancements.

Summary

The study entitled “The Development of E- Kaagapay for Barangay Daniw

Victoria Laguna” was conducted to meet its general objective, which was to

develop a system, test and asses the user acceptability of the web- based senior

citizen management for the Senior and Barangay staff in order to enhance the

management processes effectively and efficiently. The system enables the users

to monitor the meeting schedule while the admin handles the pension status,

attendance, and member list.

Through preliminary investigations, reviewing related literatures and

technology gap analysis, and brainstorming, the researchers were able to collect

primary data. All of this was required to determine the issues with their current

processes.

To assess the performance and functionality of the developed system, the

researchers created a questionnaire in order to test its functionality. The testing

demonstrates that all of the system's features perform properly.

During the system evaluation, the researchers constructed and produced

a questionnaire that utilized a 5-point Likert scale answer to measure the level of

user satisfaction. The questionnaires were validated and disseminated in order to

measure the system's Functionality, Usability, Reliability, Performance and

Security. The researchers performed face-to-face and online examination to

determine the level of satisfaction of the study's respondents.

The data obtained from the 30 respondents were analyzed and

interpreted. The interpreted data resulted in a response scale which was

measured from each evaluation criteria and the result was “Highly Agree”, which

means that the users were satisfied in using the developed system.

Conclusions

Based on the feedback of the system testing and survey results, the study

showed that the developed system was fully functional and proven effective for

the intended users in which they are also satisfied by utilizing it.

Therefore, the researchers conclude the following:

1. After conducting data collection through in-depth online researching,

interviews and consultations with the Barangay of Daniw Victoria Laguna,

the researchers concluded that the current processes of managing senior

citizen must be improved in terms of efficiency, security and reliability, and

developed system can be a better alternative.

Victoria Laguna will be beneficial for the said Barangay in addressing the

difficulties they are experiencing on the manual process that they are

currently utilizing.

3. After conducting surveys from the IT, Non- IT, and normal users the

researchers concluded that the developed system is acceptable to be a

solution to the issue that the client’s currently encountered.

Recommendations

For future researchers, the researchers listed some recommendations to

improve the developed system:

1. It is recommended that future researchers may improve both admin and

users’ interface.

2. It is recommended that future researchers may add a chat box feature that

can help the users for any concerns and/or inquiries.
