Lesson CONCEPT AND NATURE OF STAFFING

For an organization to be successful, it needs people that can easily


respond to change. People with right skills, knowledge and competence to fill
the organizational structure design are needed.

Good day learner!


Previously, you learned about
planning and the different structures in the
organizations. Today’s module will help you
understand the concept and the nature of
choosing or selecting employees.

Below are the things that you will learn


from this module:
● understand the nature and significance of
staffing; and
● identify the function of staffing in a business organization.

You will find the following words in this module:

Staffing –is an integral part of human resource management. It facilitates


procurement and placement of the right person on the right job.

Staffing policy – is concerned with selecting employees who have skills


required to perform particular job.

Ethnocentric staffing policy – uses parent-country nationals to fill all the


key management position in an international business.

Polycentric staffing policy – uses host-country nationals to manage


foreign subsidiaries and parent-country nationals for the key positions at
corporate headquarters.

Geocentric staffing policy – seeks the best people for key jobs throughout
the organization regardless of their nationality.

Pervasive activity – an activity that is existing in the entire department of


the organization.

Cultural Myopia – a firm’s failure to adapt to the host-country due to


cultural differences that requires different approach in the management of
the business.

What is staffing?

People are organization’s most important resources, because people either


create or weaken an organization’s image of its products and services. So it is
therefore important that the right staff be selected to ensure success in the business.

As the term staffing relates to recruitment, selection, development, training


and compensation of the managerial personnel, it may be noted that staffing function
is an integral part of human resource management. So as managers they have to
keep on regular watch on the number and composition of their employees. There
will be times that employee may be leaving, retiring or gets promoted or transferred
that vacancies should be filled up.

What is its
nature?
Nature of Staffing
⮚ Staffing is an important managerial function.

⮚ Staffing is a pervasive activity.

⮚ Staffing is a continuous activity.

⮚ The basis of staffing function is efficient management of personnel.

⮚ Staffing helps in placing right men at the right job.

⮚ Staffing is performed by all managers.

The following are ways by which


organization manned his company, through
staffing policy. Staffing policy is concerned
with selecting employees who have the skills
required to perform particular jobs. Staffing
policy can be a tool for developing and
promoting 6a corporate culture.
STAFFING POLICY

a. Ethnocentric staffing policy – a staffing policy that fills all key


management positions in an international business with parent-
country nationals. This policy is congruent with an international
strategy. A drawback is that ethnocentric staffing can result in
cultural myopia.

b. Polycentric staffing policy – uses host country nationals to


manage foreign subsidiaries and parent-country nationals for the key
positions at corporate headquarters. This approach can minimize
the dangers of cultural myopia, but it can create gap between home
and host-country operations. The policy is best suited to a multi-
domestic strategy.

c. Geocentric staffing policy - seeks the best people for key jobs

After identifying the job vacancy in the


company, now what? Staffing strategies mean putting
together a combination of workers – both internal and
external – that is strategically designed to meet the
needs of the business and the realities of the labor
market. It involves reviewing all jobs within an
organization to determine how best to organize your
people and resources to meet your needs in any
business environment.

Staffing Strategies are as follows:

a. Multiple cut-offs – all assessments are given to all applicants and scored on
a pass-fail basis.

b. Multiple-hurdles – all applicants must pass each assessment hurdle


consecutively in order to continue in the process

c. Banding – Everyone who scores within a certain range of scores is


considered to have performed equivalently and assigned the same grade.

d. Hiring the first minimally qualified applicant.

e. Hiring the applicant from top-down ranking.

Why is staffing
significant?
Staffing is not only significant to managers or head of
the organization but it is also beneficial to employees or
workers in the company.

Importance of Staffing:
1. Maximum and efficient utilization of resources.

2. Reduces cost of production.

3. For job satisfaction.

4. For meeting present and future needs of employees.

5. For maintaining co-ordination among the employees.
