1 INTRODUCTION AND WELCOME

Dear Student

We trust that your examination preparation is taking a smooth turn. This tutorial letter is a follow up
to Tutorial Letter 101 and it designed to assist you with matters regarding examination preparation.
In addition it provides you with feedback for the first assignment and second assignment. If you
recall the first assignments was an MCQ assignment in which you had to answer twenty five
questions while the second assignment was an essay-type assignment. Please read this tutorial
letter carefully and use it as guidance when preparing for upcoming October/November
examination also use it to pin point your strengths and weaknesses in the assignments that you
completed although this feedback is more general whereas the feedback you received in your
essay-type assignments was more specific.

This tutorial letter also provides feedback from the discussion classes. We trust that you had a
fruitful experience on myUnisa and we encourage that you continue to visit myUnisa, after reading

The difference between assignment 01 and assignment 02 is that for the first assignment you had
to choose the correct option whereas for the second assignment you were required to provide in-
depth essay-type answers. You were given four topics and you had to choose only one from the
four topics provided.

As also reflected in Tutorial Letter 101 for COM3704, you were expected to make use of a rubric
as reflected for each assignment question and thus, the second assignment has been assessed
by using the rubric provided in each assignment topic.

This section provides feedback to assignment 02.

ASSIGNMENT TOPIC ONE

QUESTION 1

Ms Sindane comments in the following way:

The role of new media in the socialisation of individuals and groups.

In question one you were expected to write an essay of 2000 words in length that critically
discusses the challenges facing women in the Information Communication Technology (ICT)
sector. The essay was supposed to include a definition of Information Communication Technology
for (5) Marks, a discussion that critically outlines the challenges facing in the ICT sector for (25)
marks. You were also supposed to include in the discussion the ways in which ICTs can be used
in the development of women for (20) marks.

Please note that your discussion was supposed to be written in essay format meaning that an
introduction, a body and a conclusion was expected. You could have then included in the body of
your assignment the above mentioned criteria by the use of subheadings. For example you should
have introduced your topic and all that is discussed in your assignment in the introduction. In the
body of the assignment you should have discussed the expected criteria in the subheadings in the
following way:

1. A definition of Information Communication Technology.

In order to define Information Communication Technology (ICT) you were expected to refer to
other academic sources apart from the prescribed book however had you relied only on the
prescribed book this was also acceptable. Therefore you would have been awarded marks for the
definition of ICT had you mentioned that Information Communication Technology (ICT) have been
revealed as key potential factors for economic growth, social development and cohesion.

You could have also mentioned that ICT are aimed to harness knowledge for development by
providing an enabling environment for the production of ideas and innovation through the use of
technology. In addition you could have mentioned that they are important because in the context
of a global knowledge economy fuelled by the fast pace if technological innovation, it is important
for developing countries to lay good foundations for building their capacity to acquire and create
knowledge and technology in order to take advantage of the opportunities offered by globalisation
and, at the same time, to address emerging global challenges. Please refer to page 73 of your
prescribed book for further reading.

2. The challenges facing women in the ICT sector.

Some of the challenges facing women in the ICT sector include lack of role models for women in
the ICT sector, and the masculine culture of the ICT sector where there is still a gender bias in this
sector. Salary inequality also contributes to the challenges that women face in the ICT sector –
men are better paid than women. The lack of ability to choose ICT as a career also contributes, as
does the work-family conflict as the family is demanding of time and thus some women find it
difficult to fit in working hours with family time. Cultural issues also contribute as they play a big
role in the career paths of women. Where there Is discrimination women tend to shun such
sectors. Tokenism also plays a role – many women experience more pressure to perform because
of the mere fact that they are women. In addition, perception and stereotypes also play a role in
ICT, for example the perception that ICT is a career for men.

However in order to obtain the full (25) marks you were expected to refer to other academic
sources apart from the prescribed book which discusses the challenges faced by women in the
ICT sector. Your discussion could have also included examples. For further reading please refer to
page 85 of your prescribed book.

3. The ways in which ICTs can be used in the development of women.

ICTs can help to uplift women and thus women can benefit from using ICTs, although this is only
possible if ICTs can be accessed. Gone are the days of being bare foot and pregnant in the
kitchen. Women have established initiative to educate themselves in using ICTs to be independent
and empower themselves. ICTs have been introduced in the rural areas to help women to improve
their lives. However, ICT development and the attempt to teach women ICT skills has made some
women’s lives in rural areas more difficult instead of empowering them. This is because these
women are used to the routine of the lifestyle and attempting to use ICTs is a burden rather than a
blessing. There are various reasons why people shy away from ICT: some lack the skills to use
ICT: and others fear the technology and prefer the comfort zone of their traditional way.

You could have also included various examples of perhaps non-governmental organisations which
assist in the development of women through ICTs. For further reading please refer to page 83 of
your prescribed book.

 Referring to the rubric in Tutorial Letter 101 would have assisted you to present your essay
as expected in academic writing. Altogether the content of your assignment contribute 50%
towards the final mark of the assignment while the other 50% is from the technical
presentation in order to come to a total of 100.

ASSIGNMENT TOPIC TWO

QUESTION 2

Ms Sindane comments in the following way:

Electronic governance and Policy.

In this question you were expected to provide a broad definition of electronic government (e-
government) and to discuss the different uses of e-government in your country. To support your
argument you were expected to provide examples of e-government projects in the country that you
have selected and the website address/es of the main government departments or agencies
managing of implementing e-government in that country. This was more an empirical exercise
than a theoretical one however you could have addressed the required criteria in the following
way:

1. Define e-government.

E-government comprises all processes of information processing, communication and transaction


that pertain to the tasks of the government (the political and public administration) and that are
realised by particular application. Similarly, e-government is the use of Information and
Communication Technology (ICT) in government and is supposed to bring about an efficient
interaction and service delivery to the citizens of the country. One if the main important goals of e-
government officials and the rest of the members of civil society who are meant to receive these
services. However if ICT users from government fail to use ICT efficiently to reach the members of
society who require these services, whether the reasons may be, the social and other services will
fail to reach those in society who are in need of the services.

E-government clearly has the potential to become an institution that helps to ensure reasoned
reflection about political issues and active participation in deliberative democracy by citizens and
by members of government. Though the Internet presents innovative new methods for conveying
government information to citizens, it also presents innovative new methods for conveying
government information to citizens it also presents new and serious potential impediments to
deliberative democracy, such as group polarisation about political issues by online social groups,
especially where a small group of people have access to the Internet and participate in
government communication online while a large group of societal members have no access to the
Internet and therefore are unable to participate in political online debates and discussions.

It would have also been beneficial had your definition of e-government included additional sources
apart from the prescribed booked.

2. The ways in which governments use electronic government.

As mentioned in the above, this is a more empirical question than a theoretical one which means
you could have chosen any example in order to address it. However had you relied on the
prescribed book for an example your argument could have centred around the following:

The ability of e-government website either to foster democratic dialogue by presenting multiple
viewpoints or to enable polarisation on political issues by promoting specific issues and views
demonstrates a key question about the conceptual foundations of e-government. A practical
example of deliberative democracy through new media and the Internet in South Africa, where
citizens can give voice to their opinions about the South African President, Jacob Zuma and his
government is the South African Presidential Hotline which can be accessed either by phoning
17737 of going to http://www.thepresidency.gov.za. Members of the public are freed to ask the
President questions about serious concerns they have at work and at home, concerning
legislation, implementation of that legislation and issues pertaining to government services
delivery. Some of the issues that members of the public usually ask President Zuma are about the
Constitution, the Bill of Rights, the policy of affirmative action, public service delivery failures and
shortcomings, exploitation of workers by private companies through cheap labour and temporary
work, and proposed legislation and how it will affect the individual in future, such as the draft
Public Service Broadcasting Bill of 2009.

3. The general flow and integration of ideas.

Marks here were allocated based on your ability to put forward coherent academic writing. Hence
you were tested on coherence and a sound argument. Should you have followed all the guidelines
provided for you in Tutorial Letter 101 such as the rubric and provided an argument in your
discussion and had you not only relied on the prescribed book to do this then you were awarded te
full (15) marks for this section.

 Referring to the rubric in Tutorial Letter 101 would have assisted you to present your essay
as expected in academic writing. Altogether the content of your assignment contribute 50%
towards the final mark of the assignment while the other 50% was from the technical
presentation in order to come to a total of 100.

ASSIGNMENT TOPIC THREE:

QUESTION 3

Ms Sindane comments in the following way:

Electronic governance and democracy


This was an empirical question based on e-government where you had to visit a national
governmental website in order to address it.

By analysing the website page, you were supposed to determine the main issues that the
government is communicating to the people who view the website. For example the government
could be discussing topical issues that are related to the economic, social and political well-being
of the nation. Therefore you were expected to describe the words, pictures, announcements and
the policies that were on the website and try to decipher why the government has put these
policies on the website and discuss who these announcements and policies are aimed at. In order
to do this you were supposed to consider government and citizen communication and how this is
communicated as well as government and business communication and how this is
communicated. For a thorough discussion in this section you were awarded (10) marks. In addition
for (8) marks you were supposed to consider the issues that the citizens write about on the
website and what they say in relation to the government on the website.

However for (7) marks you were expected to discuss whether the website facilitates for e-
democracy and then support this. This was a more theoretical question which means you should
have chosen at least two models of e-democracy from the prescribed book and discussed how
your chosen national government facilitates for or does not facilitate for these types of democracy.
The different models of e-democracy that you could have chosen from are legalist democracy,
competitive democracy, plebiscitary democracy, pluralist democracy or participatory democracy.
For further reading on the models of e-democracy please refer to page 118 to 122 of your
prescribed book.

The last part of this question which totalled to (25) marks was also an empirical question which
you were expected to visit any regional governmental website of your choice such as the African
Union (AU) and name one policy identified on the website and discuss how the policy is defined
and specify the year in which it was developed for (4) marks. In addition, for six marks you were
expected to identify any goals or objective of the named regional ICT policy and for the remainder
of the (15) marks you were expected to name and discuss the government social and political
intervention projects pursued based on the policy which you have identified.

 Referring to the rubric in Tutorial Letter 101 would have assisted you to present your essay
as expected in academic writing. Altogether the content of your assignment contribute 50%
towards the final mark of the assignment while the other 50% was from the technical
presentation in order to come to a total of 100.

ASSIGNMENT TOPIC FOUR

QUESTION 4

Ms Sindane comments in the following way:

Cyber space and cyber crime

In question five you were expected to critically discuss online addiction as a negative
consequence of the advancement in new media technologies. In your essay you were expected to
define Internet Addiction disorder and outline and discuss various types of Internet addiction. The
examples that you were expected to discuss are cybersexual addiction, cyber relationship
addiction, Internet gaming addiction, computer addiction, information addiction or Internet surfing
addiction and online gaming. You were also expected to discuss the symptoms of Internet
addiction and illustrate how Internet addiction can be prevented and treated.

1. Define internet addiction disorder.

When defining internet addiction disorder it would have been beneficial to refer to academic
sources apart from the prescribed book. However you should have mentioned that Internet
disorder is a term used to describe excessive and problematic use of the Internet. For further
reading please refer to page 194 of your prescribed book.

2. Discuss five types of Internet addiction.

Cybersexual addition is an Internet addiction with a focus on the abuse of adult websites for
cybersex and cyberporn. Cyber-relationship addiction involves conducting excessive online
friendships or relationships through social media. Internet gaming addition includes online
gambling as well as online shopping. Online gambling involves money and the use of the Internet.
Internet surfing addition is termed as a compulsive disorder. Computer addition is similar to online
gambling but different from it because there is no Internet connection in computer addition. For
further reading please refer to page 195 to 198 of your prescribed book.

3. Symptoms of Internet addiction.

The symptoms of Internet addiction are outline on page 199 of your prescribed book. They include
preoccupation of the Internet, loss of control, unexplained sadness or moodiness when online,
distraction, dishonesty in Internet use, loss of boundaries, creation of virtual intimate relationships
with other Internet users. You were expected to discuss these symptoms in full detail there please
refer to page 199 to 200 for further reading.

4. Prevention and treatment of Internet addiction.

The best prevention of Internet addiction is for the user to refrain from participating in whatever
might develop into an addiction. Please read further on the prevention and treatment of Internet
disorder by referring to page 200 of your prescribed book.

 Referring to the rubric in Tutorial Letter 101 would have assisted you to present your essay
as expected in academic writing. Altogether the content of your assignment contribute 50%
towards the final mark of the assignment while the other 50% was from the technical
presentation in order to come to a total of 100.

6 IMPORTANT INFORMATION REGARDING THE EXAMINATION


6.1 Examination paper

The examination mark contributes 80% toward the final examination mark. The other 20% is made
up of your assignment marks. Both Assignment 1 and Assignment 2 (of each semester) count
10% towards your final mark. It is therefore important that you submit both assignments, as you
will lose out on 20% of your final mark if you do not submit them. Completing the assignments also
helps you to understand the study material better in preparation for the examination.

Your final examination mark will be calculated in the following way:

Assignment 1 (10%) + Assignment 2 (10%) + Examination mark (80%) = 100%

The duration of your examination is two hours.

The examination paper consists of various questions drawn from the entire prescribed book and
the study guide.

During the examination, please follow the instructions properly and number all questions correctly.
For essay-type questions, do not write very short answers but provide enough details and
information about the topic which is asked as adequately as it is discussed in the prescribed book
and the study guide. The marks of each question also indicate how much of a detailed answer you
should provide for a question, but more important, is to note that the content of each topic
determines how in-depth you should explain the issue or topic asked.

6.2 Important topics for the examination

The examination will consist of both short and essay type questions. However unlike the
second assignment, you do not have to provide a technical presentation to the
examination. This means write neatly but do not provide a list of sources in the
examination and thus, you do not have to include academic references in the examination.
Below are the guidelines to important topics that you can focus on when preparing for the
examination.

You should be able to:

Explain the theoretical frameworks for technology benefits.

Discuss the streaming of content.

State the ways in which podcasting is used to generate content.

Define and discuss teleworking.

Critically discuss the challenges facing women and ICT.

Define and discuss digital migration.

Critically discuss and explain cyber security.

REMEMBER:
The above are only a few guidelines; everything in the prescribed book is examinable.
