PART 1:

The Master of the calypso vessel is having breakfast in the mess room, when the 4-
year-old Huari cadet enters and the captain begins to talk to him about how an inspection is
carried out, because it is the first time that the cadet will pass a port state inspection, and the
inspection will be the next week.

Cadet: Good morning Captain.

Master: Good morning Cadet Huari, please come here and take sit.

Cadet: Thank you Captain, the chief mate told me that the next week we are going to have the
Port State Control inspection and you want to talk with me about it.

Master: Yes, that’s it, how much do you know about the inspection?

Cadet: As far as I know, when a vessel arrives to the port and have inspection, the PSCO get on
board and reviews all equipment of navigation and safety, and Statutory and Mandatory
documents, and If the inspector find deficiencies the vessel could be detain in the port.

Master: Yes, is something like this, but there are a lot of work behind a inspection, we need to
be prepared to pass the inspection well, Do you know what is a port state inspection pocket
checklist?

Cadet: I don´t know Captain, but I think that is like a list of things that the Port State Control
Officer reviews.

Master: Yes, is correct I have one for you, here you have.

Cadet: Thank you sir.

Master: In this pocket checklist you can find resumed all equipment, documents and other
things that the PSCO will review, in this list there are eight important points in general:

- The master responsibilities


- The bridge area
- Live saving appliances
- Accommodation
- Deck area
- Working spaces
- Engine room

In each one you can find the most important things respect these topic. At the end you´ll find
some questions, are about the criteria that the PSCO has normally.

Cadet: Thank you sir, now I have more information about it, but I have a question respect the
crew, what documents do you need to have of them for the inspection?

Master: Well, the inspector only reviews the certifications of competences and things as
seaman´s book and others like these.

Cadet: I understand you, Thank you captain, I´m going to read it to be prepared for the
inspection.
PART 2:

The most common deficiencies in an inspection are fire safety, safety of navigation and
lifesaving appliances, in this case the inspector will find three deficiencies in the vessel, so he
have to order the detention of the vessel in the port.

PART A: THE INSPECTOR GET ON BOARD

Master: Good Afternoon Sir, Welcome aboard, I´m Italo Huari and I´m the Master of the
Calypso Vessel.

Inspector: Good afternoon Master, I´m Leonardo Aquije and I would be the person in charge of
do the inspection of your vessel as representant of the Port State control.

Master: Yes Sir, we were waiting you.

Inspector: Well, we are going to start the inspection, I want to explain my inspection plan a bit.
First you and I will go to your office, so that I can review the certificates of the ship, after that I
will go with the chief mate and you to check the bridge equipment and also to inspect the deck
areas and spaces work and accommodation, after finishing all that, I will ask you and the chief
engineer to come with me so that I can review everything that has to do with the equipment
and the engine room.

Master: Okay inspector, I'll notify the officers so they can be present when they have to
accompany us. Please accompany me to my office it’s this way.

PART B: THE INSPECTION

Inspector: Well Master, How I explained you, I ´m going to review the documents of the vessel
and the crew, I need your Minimum Safe Manning Document, Record of rest hours, ISM, ISPS,
and your SOPEP and all the documentation respect at STCW of your crew.

Master: Ok, Sir, here I have the documentation, here you got it.

Inspector: Ok, Master

Inspector: Master come here, I’ve founded a irregularities in your Record of rest hours, I
Recommend you that organize better you crew and their works for they can avoid the fatigue.

Master: You´re right Sir, I’ll organize better the rest hours.

Inspector: Ok, respect at other documents all is correct, now we go to the bridge, I need the
Chief mate to be present. Please notify him.

Master: Ok, Sir. I going to call him.

In the Bridge

Chief Mate: Good afternoon Sir I´m the chief mate.


Inspector: Good afternoon Chief, I explained to the master, that I´ll review your nautical
publications, Lights, sound signals, your magnetic compass, echosounder, GMDSS and your
EPIRB. I´ve found a irregularity in the documents, so if I find 2 more errors, irregularities or fails
in the inspection, I´ll have to detain your vessel, So I wait that isn´t pass.

Chief Mate: Yes sir, I understand you. I´ve reviewed all the bridge and I didn´t find any fail, so
there should be no problem.

Inspector: Well. Begin with the inspection

Can you give me your nautical publications and your charts.

Chief mate: Yes, here you got it.

Inspector: I want to prove the fire detectors, because I consider very important, could you do
any prove?

Chief mate: Yes Sir, I´ll prove the system

The chief mate proves any alarm and the alarm doesn´t activate

Inspector: Is the second fail chief, what is the problem of that?

Chief mate: I think that is the intern connection with the system only in this alarm, because all
the rest function normally

Inspector: Well, is something that you should to correct.

Chief mate: Yes Sir, I will to talk with the electrician to resolve it.

Inspector: Ok, I´m going to check all deck area with the captain. Resolve it chief.

In the deck

Inspector: Well captain, I’ve found 2 errors until now, one alarm in the bridge isn´t functioning,
I´m waiting really don´t find more errors although one of its is medium dangerous.
