The ancient Chinese and Egyptians gambled. Greeks and Romans loved games
of chance. Julius Caesar sealed the deal for the biggest risk of his life when he
crossed the Rubicon and pronounced, “The die is cast.” Even on this side of the
pond, gambling has a long history. Native Americans have passed down tribal
traditions that sanction betting, and forefathers of the United States funded the
nation’s birth with lotteries. Today’s culture accepts gambling too. Whether in
casino resort areas or in your house while watching sports with your friends,
gambling has become a legitimate form of entertainment.
Introduction
The gaming industry in the Philippines is blooming at a very fast phase. Okada
Manila, City of Dreams Manila, Solaire Resort and Casino, Nayon Landing and
Resorts World Manila are the giants of the entertainment city that made the
Philippines rise to the ranks of the world’s casino industry. We cannot deny the
facts that these projects gave a vast number of jobs and opportunities for the
Filipinos, raised PAGCOR’s revenue that generated funds for our nation, and
boosted the country’s tourism and hospitality industry by a very perceivable
amount.
As the Philippines continues to position itself as a prime tourist destination in
Asia, some of the major cities in the country are opening doors to world-class
development. In 2017, Pampanga and Cebu became the newest integrated resort
destinations in the country after PAGCOR granted provisional licenses to
Donggwang Clark Corporation (DCC), Udenna Development Corporation
(UDC), Millennium PanAsia Hotel and Resort, Inc. (MPHRI) and Universal
Hotels and Resorts, Inc. (UHRI) to operate integrated resorts and give the
country’s tourism industry a vibrant boost.
According to Engr. Alstin Kyle Tio – (the officer in charge for SRP
Management Office), John Gokongwei, a Cebuano, and the 2nd richest man in
the Philippines, entered a joint venture agreement with the Cebu city to erect an
P18 billion integrated resort and casino in South Road Properties, Cebu. From
the initial plan of P18 billion, John Gokongwei further increased his investment
to P25 billion which made the project to be the most ambitious to date in South
Road Properties.

Engr. Alstin Kyle Tio also mentioned that this project has a sentimental value
and very personal for John Gokongwei. He did everything he can just to make
this project happen and start sooner. There are numerous people from the local
government who keeps opposing and quarrels this proposal but he won against
them all. The Gokongwei-owned Universal Hotels and Resorts Inc. (UHRI), has
submitted to the local government an unsolicited proposal to develop the 9-
hectare Kawit property in the South Road Properties (SRP) into an integrated
resort and casino facility. Gokongwei, chairman of JG Summit Holdings Inc.,
visited the site in December 2017. They started the demolition in March 2019
for the two of the existing buildings in the site.

The main goal of the study is to provide an integrated resort and casino facility
in Kawit Island, Cebu that will further increase the value of land in the South
Road Properties Cebu. From the SRP’s current range of P120,000 – P150,000
per square meter, former Cebu city mayor Tommy Osmeña’s targeted market
value will range from P200,000 – P300,000 per square meter and will be soon
competing with the very successful Entertainment City or Aseana City located
in Metro Manila that currently ranges from P370,000 – P500,000 per square
meter. The project will also become the beacon of South Road Properties
together with City de Mare, Cebu Ocean Park, and SM Seaside Cebu. This will
generate thousands of jobs, promote tourism and hospitality in Cebu, and allow
easier public transportation.
The population of Cebu City as of August 1, 2015 was 922,611 based on the
2015 Census of Population. The 2015 population of Cebu City is higher by
56,440 compared with the population of 866,171 in 2010, and by 203,790
compared with the population of 718, 821 in 2000. The population of Cebu City
increased by 1.76 percent annually, on average, during the period 2010 to 2015.
By comparison, the rate at which the region’s population grew during the period
2000 to 2010 was higher at 1.88 percent. Compared with the past, the city’s
population growth rate is on declining trend.

Structurally, most of the employed workers in Cebu City are now engaged in
service activities. Census data in 2015 showed that 71.63 percent of the city’s
employed labor force was found in trade and other related service activities such
as banking, real estate, and insurance, community and personal services and
others. Some 25.09 percent were employed in industry while only 3.08 percent
were engaged in agriculture and related activities

Cebu City is located on the central eastern part of Cebu province, an island at
the center of the Visayas in Southern Philippines. It is bounded by Mandaue
City, Danao City and Compostela in the North, Talisay in the South, Mactan
Site Context Channel on the East and municipality of Balamban and the City of Toledo on
the West. Cebu City is accessible from all places by air and sea transport. It only
takes an hour or less by plane from Cebu to reach Manila & just a few hours
more to reach most of the cities in the Asia Pacific region.

The mean annual temperature of the Philippines is about 27.0°C. There is no


significant variation between the mean temperatures recorded at the various
stations lying at elevations close to sea level. The temperatures all ranges
between 25.5°C and 28°C. The average for the Visayas is 27.3°C and 27.4°C
for Cebu City. Temperature changes relative to elevation. Generally, the higher
the elevation, the lower the temperature. As a general rule, the temperature
drops by 0.6°C for every additional rise of 100 meters.

The average annual precipitation of the Philippines is about 2530mm, while it


amounts to about 2390mm in the Visayas. For Cebu city’s lowland and upland
areas, the values are 1600 and 1800 mm respectively. Therefore, the mean
annual precipitation of Cebu City is rather low, both in the national and the
Visayan context. This is certainly a consequence of the well-shielded location
of the island of Cebu, which lies at the central part of the Visayas.
The city has an average relative humidity of 75 percent. Relative humidity refers
to the amount of water vapor in the air, expressed as a percentage of the
maximum amount that the air could hold at a given temperature. The moisture
or water vapor content of the air is referred to as humidity.

The topography of Cebu City is rugged and mountainous with elevation


reaching up to 900 meters above mean sea level. Flat lands are found only along
the shorelines that extend a few kilometers inland. Cebu City’s flat land
occupies about 23 square kilometers; representing eight (8%) percent of its total
land area but it contains over 40 barangays and about two thirds of its
population. Any land surface with steeply inclined slopes under climatic
condition where rainfall exceeds the water absorption capacity of the soil would
suffer from soil erosion. This applies to Cebu City, a larger part of which is
subjected to severe erosion. This includes the critical watershed areas that are
mostly above 50 percent in slope.

Cebu City is made up of structurally complex sedimentary and volcanic rocks


that have undergone various degrees of metamorphism. There are seven rock
formations or geological units in the city. Sedimentary rocks constitute 60
percent of the city that include the Cebu Coal Measure, Malubog Formation,
Barili Limestone, Carcar Limestone and the Recent Alluvium. Soil in Cebu City
is generally classified into five (5) types. Baguio Type, Mantalongon Type,
Faraon Type, Mandaue Type, and Lugo Type. The parent material of the soil
primarily determines its type and its distribution. However, elevation to a certain
extent is also related to soil distribution.

The City’s Road network is part of the Integrated Inter-regional Multi-Modal


Transportation Network System of Central Visayas Region. This system calls
for road-bridges-Roll-on roll-off (RORO) and seaport ferry services. Major
roads that serve as trunk line or arterial that link with the inter-provincial and
inter-regional road transportation network (with RORO facilities). The Cebu
Bus Rapid Transit System is a planned mass transit system for Cebu City located
within the greater Cebu Metropolitan Area. It is expected to become the first
operational bus rapid transit project in the Philippines. -The route comprises 11
km of segregated busways from Bulacao in southern Cebu City to Ayala Mall
along Cebu South Road, N. Bacalsco Ave, Osmeña Boulevard and N. Escario
St, and a further 6 km of bus priority at junctions will allow BRT buses to reach
Talamban along Gov. M. Cuenco Ave. This will link the following key
destinations; Central Business District, Capitol Site, Ayala Mall and Cebu IT
Park. A spur to the 300-hectare Cebu South Road Properties (SRP) is also
planned as developers Filinvest seek to integrate BRT provision into their
development plans, then it will be connected to the Mactan–Cebu International
Airport (MCIA).

Cebu City has historically been a favored destination of tourists being the
primary center of trade and commerce, recreation, convention, education,
health, government service, and historical-cultural-religious festivities.
Attributing to these are the proximity, good peace and order situation, and the
existence of facilities to service its guests. Cebu City also serves as jump-off
point to tourist, who would like to visit the Visayas Regions.

As stated in the Five-Year National Development Plan of the Philippines,


Tourism is given high priority for development as a strategy to increase dollar
earnings of the country, attract foreign investment to generate employment,
advance countryside development, and promote goodwill with other nations.
Cebu is identified as one of the top-five priority areas in the Philippines
earmarked for tourism enhancement. Although there are several large
established tourist destinations in the country like Metro Manila, Davao City,
Zamboanga City, Baguio City, Tacloban City, Legazpi City among others, Cebu
City still occupies the second leading position in terms of capacity and quality
of accommodations, accessibility to urban amenities, and adequate human
resource to support tourist services next to Metro Manila. However, much is
still to be done to achieve the vision desired for the sector. In the last decade,
total number of tourists that visited Cebu increased from 1,118,117 in 2010 to
3,320,949 in 2015 growing by 9.80 annually. Domestic tourist is more in
number accounting 59.31%. In terms of growth, foreign tourist multiplied faster
increasing by 16.77 percent in the last decade.

The site known as Kawit Island (now Kawit Point) is located at the South Road
Properties (SRP), Cebu City - A Special Economic Zone (SEZ) mixed-use area
which houses high-end developments and aims to attract foreign direct
investments. This is the main reason why the site - Kawit Island, makes the
perfect location for the Proposed Integrated Resort and Casino that will provide
world-class entertainment in the City.

The Cebu South Road Properties (SRP) is a 300-hectare island-type reclamation


area located on the southern area of Cebu City, near Barangays Mambaling,
Inayawan, and Pasil. It is the entire reclamation project offshore of Cebu City
bounded entirely by water by the Mactan Channel to the east and the 70-meter
channel separating it from mainland Cebu City. The only access to it is the
viaduct of the Cebu South Coastal Road, the bridge at the south connecting
Cebu City and Talisay, and the bridge connecting the SRP to Cebu City through
F. Vestil Street. It is also the 10th largest artificial island in the world SRP was
designed not attached to Cebu Island but to Kawit Island. Technically speaking,
it’s a reclaimed area off Kawit Island rather than off Cebu Island. And it’s still
separated from the city. This up-and-coming world-class estate was created
through a Y12 billion overseas development assistance package extended by the
Japan Bank for International Cooperation, the largest loan amount that the bank
ever extended to a local government unit in the Philippines.

The Philippine Economic Zone Authority which promotes world-class and


environment-friendly economic zones for foreign investment has granted the
SRP Special Economic Zone status. The property was initially conceptualized
to host export-oriented light industries. Its evolution into a mixed-use area is a
result of thoughtful consideration of economic realities, tipping the balance
towards social relevance. By its metamorphosis into a mixed-use area, the SRP
has broadened locators’ investment options and opened more doors for end-
users to enjoy the benefits its superb location offers. The SRP is the City of
Cebu’s creative means of propelling more economic activity, creating more jobs
and elevating the quality of life for its residents and those of its neighboring
towns and cities.

The said site was located at the South Road Properties under a Special Economic
Zone granted by the Philippine Economic Zone Authority. It is classified as a
mixed-use area and was leased under a contract of 50 years to John Gokongwei
who willingly invested 25 billion pesos on a joint venture agreement with the
City of Cebu to develop an integrated resort and casino.

Kawit Point is composed of three (3) lots named LAND MR-07-000005 with
an area of 39,854 sq.m, LOT 1-E with an area of 52,266 sq.m, and LOT 1-F-1
with an area of 5,648 sq.m. The total land area of Kawit point is 97,768 square
meters.
Based on the Registry of Deeds, the following is the technical description of the

Physical Analysis of the Site

• Strategically located at the center of South Road Properties and has


direct view to the Bohol strait and outstanding features of South Road
Properties and can also view the Mactan reef from the site. It is
accessible through land by the 40-meter-wide Cebu South Coastal Road
(CSCR) or through sea by the Bohol strait.
• A natural formed island unlike its location - the South Road Properties
which is an artificial island created thru the Cebu south reclamation
project. Therefore, the site has a solid foundation and the engineers will
be exerting less effort and resources in designing the structural
foundation of the project.
• The site has Mandaue silt loam that covers 7 hectares or 69% (68,437
sq.m.) and sandy loam soil that covers 3 hectares or 31% (29,330 sq.m.)
of the total land area and is classified as alienable and disposable land.
Far from any known fault lines and trench lines.
• Relatively flat with 0-2% slope category which is very ideal for the
project to lessen the efforts in grading the site. The site was used as the
“origin” level for the south reclamation project.
• Elevation as of 2017 is 7.25 meters above mean sea level and 5.15
meters above hightide sea level and classified as a lowland. The site has
low susceptibility to floods and landslides.
• Average annual precipitation of about 1600mm and 1800mm
respectively with an average relative humidity of 75 percent. It has a
mean annual temperature of 28.4°C.

Sun Path and Prevailing Winds Analysis

• The sun rises from the east of the site usually during 5:00am (GMT+8)
and sun sets from the west of the site usually during 6:00pm (GMT+8).
The sun is at its peak in the site usually during during 12:00nn (GMT+8)
• The Northeastern part of the site will be windy during October to April
while the Southwestern part of the site will be windy during May to
September.

View Analysis

From the northern part of the site, you can view the SM Seaside Cebu and its
very notable 150-meter-tall Seaside Tower. You can also view the Bohol strait.

From the eastern part of the site, you can view the Bohol strait and Mactan reef.

From the southern part of the site, you can view the Il Corso and the Bohol
strait.
From the western part of the site, you can view the Cebu South Coastal Road,
City de Mare and soon to rise developments by Filinvest.

Noise Analysis

• Most of the noise are coming from the western part of the site because
of the cars that passes by the Cebu South Coastal Road. The noise is
mostly car speed noises and very low chance of car horning because
there are no heavy traffics on the road.
