CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Nowadays, many changes have taken place. But in recent years, it seems that we

cannot overcome the problem of poverty when it comes to financial needs, which was

further intensified by the crisis caused by the pandemic that the whole world experienced

due to the rapid spread of COVID-19. According to a Labor Force Survey (LFS) reported by

the Philippine Statistics Authority (PSA), it shows that there were 3.5 million unemployed

Filipinos, estimated with the rate at 7.4% in the year 2021. Because of this, the poverty that

Filipinos experienced worsened. What characterizes most poor people is not only their small

income or having a limited source of money. But compared to other people, they have a

smaller percentage of the ability to provide for their daily needs. Financial poverty greatly

influences the needs of students in their education.

Poverty can be more determined by how an individual shows their way of living to a

community. Many people say that no one can refuse the importance of money as our life

revolves around it. It was written in the Bible, "For the love of money is a root of all kinds of

evil,” this means that some have been so eager to have it that they have wandered away
2

from the faith and have broken their hearts with many sorrows. According to research, it is

undeniable that in the modern generation, people cannot study without having problems

with financial needs.

A common complaint students make on their social media accounts is their

difficulties in tasks in each subject, but the different expenses in daily school attendance

such as projects required by those materials that students can do nothing but spend to be

able to get the standard score. In addition, their usual entry costs such as food and fares of

transportation are one of their most pressing problems. It only means that money

contributes greatly to students’ education because it meets many aspects.

Education is indeed the key to each success that is what students want to achieve

their dreams. But at this time, it is difficult for them to study and do well in their

performances at their school since they can’t support their financial needs.

There are many factors why a family experiences poverty in financial needs that is

why these greatly affect their children, especially in their studies. According to the

Department of Education (DepEd), even though education is an important part of departure

from poverty, most of these students are behind not being able to support their academic

performances due to the socio-economic problems that they experience.

3

The purpose of this study is to know the possible perspectives of students on the

importance of having enough sources for their needs so they can catch up to the

requirements of their subjects. Also, to know the possible effects of a lack of financial need

on their academic performances. This study focuses on chosen students from Tagaytay City

Science National High School – Integrated Senior High School.

Statement of the Problem

The main purpose of this study is to determine the perception and impact of lack of

financial need on a student's education. Specifically, it sought to answer the following

questions:

1. What are the difficulties that students face caused by a lack of financial resources for their

studies, specifically in the following areas:

a. School Activities

b. Transportation

c. Food
4

2. What are the effects of lack of financial need on students' learning, specifically in the

following areas:

a. School Activities

b. Transportation

c. Food

3. How does a lack of financial need affect students' studies, specifically in the following

areas:

a. School Activities

b. Transportation

c. Food

Scope and Delimitation

This study emphasizes the perception and impact of financial need on student

education particularly in grades 11 and 12 learners of Tagaytay City Science National High

School - Integrated Senior High School. The scope includes their experiences and their views

of the said problem of the study including some of the possible outcomes which particularly

affect them and their education.

5

The main focus of this study is to determine and examine the perception and impact

of lack of financial need on the education of students. The research will be conducted in the

year 2022-2023.

Significance of the Study

This study will provide information about poverty in many aspects like

transportation, food, school projects and determine the perception and impact of lack of

financial needs of a student in education. The findings of the study will greatly benefit the

following:

1. Students - This study will help the students to gain knowledge about the effects of

lack of financial needs in their education. They would be able to create a plan on how

to manage/handle their money properly by budgeting. It also serves as their guide to

become a wise spender.

2. Parents - This research will help the parents to understand that the lack of financial

needs of their children has a big impact on their education. They would also

determine how much allowance they should allocate to their child that will meet

their child's financial needs.

6

3. Teachers - Through this research, they will be enlightened and have a deeper

understanding on what problems their students face in everyday lives. This

information given is to inform the teachers that some of their students can’t afford

the materials needed for their subjects. Therefore, it will lead them to adjust the

materials and projects that they give to their students.

4. Government - This research will help the government to be aware and seek solutions

for this problem. This research will also help the government to come up with a plan

to create a program for students who experience a lack of financial needs.

5. Future Researchers - This can be a reference for their research in the future, they can

also give insights about this study and make a way to improve the topic about the

perception and impact of lack of financial needs of a student in education.

7

9

CHAPTER 2

REVIEW OF RELATED LITERATURE

Education is one of the necessities for building a successful life in the future, but not

everyone has the same ability to study without being concerned about something. One of

the primary reasons students do not have better access to education is their financial

situation. Transportation costs, school projects or activities, and even meals are all issues

related to the financial crisis. Many students are concerned about these issues because they

cannot afford them, and their mental health suffers as a result of the stress.

Foreign Literature

A statement of financial need is a letter that describes your financial situation and

justifies why you require financial aid. There are many schools that require you to submit a

statement when you apply for scholarships. Moreover, poverty has a significant and early

impact on a child's academic achievement, young children who grow up in poverty face

difficulties with their cognitive and literary abilities and often start school behind their peers
10

from higher-income backgrounds, both academically and socioeconomically (Taylor, K.,

2019.). William Parrett and Kathleen Budge state that health and well-being, restricted

literacy and language development, access to material resources, and amount of mobility

are all poverty-related factors which impact students' capacity to study. (W.P. and K., 2016.)

Many students find it difficult to attend school because of financial problems. These

problems can be caused by low wages, large families, and lack of financial literacy. This

results in reckless spending, which leads to debt, which can cause stress and other mental

health problems (Run Savuth, 2022). According to the American Psychological Association,

more than one-third of college students struggle to find secure housing and enough food to

eat. A study revealed that 36% of university students lack access to food and live in unstable

housing. According to Robin McDaniel College Students should take the time to assess their

financial situation before they reach an excess in debt. To avoid unnecessary expenses,

follow a budget and try cost-saving ideas such as watching movies, cooking meals, and

buying clothes from discount stores.

According to an essay entitled "Financial Problems on Students", financial problems

make students stressed because they expect that the money from their scholarships will be

able to meet their financial needs each semester without expecting much from their
11

families. But the rising cost of tuition, books, and other requirements has led them to

depend more on their parents every month. This only shows the difficulties students

experience with financial needs. In addition, NAASP reports that students from low-income

families face far more challenges than their peers .They have fewer resources at home to

complete homework, study, or participate in activities that prepare them for success in

school. Many impoverished families do not have access to computers, high-speed internet

(only three-fourths of households have access to high-speed broadband), or other materials

that can help a student outside of school. Poor students frequently lack resources that they

need for their assignments that will help them succeed in school. Many households

currently have access to internet, but many poor families lack access to computers, internet,

and other resources that is needed outside of the classroom. (NASSP, 2018)

According to Megalokonomou, a PhD Candidate from the University of Warwick,

college students are changing their majors in response to tighter budget constraints. Higher

education may provide the best defense against financial crises. The American Psychological

Association defines SES as income, education, financial security, and self-perception. Status

impacts lifestyle. Poverty is unhealthy. SES predicts health. SES includes behavioural and

social sciences research, practice, teaching, and advocacy. According to an essay entitled
12

"Financial Problems on Students", financial problems make students stressed because they

expect that the money from their scholarships will be able to meet their financial needs

each semester without expecting much from their families. But the rising cost of tuition,

books, and other requirements has led them to depend more on their parents every month.

This only shows the difficulties students experience with comes of financial needs.

According to the Hechinger Report, high transportation costs have a detrimental

effect on students' academic performance and their choice to move from full-time to

part-time studies in order to work. If students graduate, it will take longer than expected and

according to Accredited Schools Online cities are doing transportation right, and students

who choose to attend institutions in those places can take advantage of accessible,

cost-effective public transportation. However, public transportation is generally substandard

in many locations. For students, getting to school is difficult as a result. One of the barriers

to student's education is the lack of transportation that makes them unable to go to the

places that they need to, such as school. It also makes the students have many absences,

especially those who live far from their schools (Medium, 2016).

According to the Swiss Journal of Economics and Statistics reports higher financial

responsibility. Skills matter, thus college graduates earn more. Technology and complex
13

financial products are changing financial markets. Finances influence everyone. Student

loans, mortgages, credit cards, mutual funds, and annuities.Financial literacy and the need

for financial education:evidence and implications (2019, January 24). According to

Katharine N. Widener, College students are depicted as irresponsible when we point at their

money management while they are still unfamiliar with budgeting. From family affairs to

university cost as factors in the problem where education cost is expected to increase on

average of 5.6% over ten years.

According to the staff reporter of Mail & Guardian, higher education institutions

need to comprehend the consequences of the poverty-related conditions that students live

in while pursuing a degree or diploma, as well as how these situations affect their academic

performance. Some studies stated that financial problems can cause a lack of awareness

that causes low academic performance. So it is suggested to have a study about financial

understanding in the first semester. So that they can understand the correct and proper

management of their own finances and avoid stress (Kang, A., 2022).

Despite previous research indicating an elevated risk and potentially high rates of

food insecurity among students, the frequency of food insecurity among college students

has gotten little attention in academic literature. Furthermore, when considering student
14

food security, the combined impacts of resources and financial and food management

abilities were not included (Gaines, A., Robb, C. A., Knol, L. L., & Sickler, S. ,2014). According

to CNBC, from a recently released survey from education experts of AAC&U, 74% of

respondents said the most notable challenge faced by their school is financial constraints

including tuition, food, place, activities, and increasing cost of $8,700, on average which

leaves students concerned over financial stability.

Everyone faces financial challenges from time to time, but this is especially true for

persons from low-income or disadvantaged households. Financial factors have a significant

impact on pupils' academic success. Financial troubles are a severe issue that must be

handled since they lead to a variety of problems, including health concerns and academic

performance (Norazlan, N., Yusuf, S., and F. Al-Majdhoub, 2020). According to Asri, Abu

Bakar, Laili, and Saad (2017), while students do not have to pay monthly debt instalments

like other households, their status as students requires them to pay their education costs,

rent, and other essentials, for which they received financial support from loans,

scholarships, or their families.

15

LOCAL LITERATURE

According to the "Financial Problem of Student", the financial problem of the student

causes stress to the students because they expect that their scholarship will meet their

financial needs every semester. Other students still receive financial support from their

parents but it is still not enough. Due to the increase in tuition, books and other academic

expenses.

Even before COVID-19 came and caused problems for many families in the

Philippines, financial status was one of the top factors that increased the growing education

issues in the country. As a result, more children, youth, and adults can’t get a leg up and are

left behind because of unfair access to learning (ChildHope Philippines, 2021). According to

inquirer.net, UNESCO stated that stratification among education systems still remains, from

the costs of education which most students endure, It is also debated that education should

be free and the government must be responsible for the said issues. In addition, Rappler

stated that parents are concerned about the cost of returning to in-person schooling. Sua-an

believes the government should help other low-income families like theirs. Despite being a

member of the 4Ps, her family still struggles to meet their basic needs. Financial stability has
16

become a serious issue in Southeast Asian countries when it comes to productivity and

creativity (Curan, 2013).

Governor Benjamin Diokno told inquirer.net in July that Filipino households struggle

financially. Overspending and not saving for emergencies could impair families' health,

harmony, and happiness. Self-control requires delaying gratification (P. D. Inquirer.,

2014). Many families struggle to cope with the economic effects of the pandemic which

leads to the need for financial education becoming more crucial than ever. Aside from this is

the rising need for digital tools (Manila Standard, 2020).

According to PSA, choose five recent high school graduates. Due to the hefty tuition

costs and other costs, two of them will not continue their study. The main hurdle for the

other three to clear is money issues, but they may still be able to enroll in college. Our

nation's extremely low college graduation rate, which has been between 18 and 20 percent

for the past ten years for both public and private higher education institutions, is mostly the

result of financial issues. According to Inquirer.Net, Unesco revealed that of the several

nations questioned for the report, the Philippines had the highest rate of families borrowing

money for their children's education. The cost of schooling is disproportionately harder on

households in the poorest nations. Sua-an is undoubtedly not the only parent considering
17

the fees associated with returning to in-person instruction. Wilma Urbano, 45, of Lipa City,

Batangas, who lives 18 kilometers away in Ibaan, is likewise concerned about how her family

of six will manage the cost of sending their kids to traditional classrooms.

According to Philstar Global, for many parents, the question of how much school

allowance they should give their children is a lingering one. Students in college receive an

average of P150 to P250 per day (excluding transportation money). Even though you might

not be having financial issues right now as a first-year college student, the majority of

students eventually do. You'll have a lot of extra costs, including tuition and fees,

transportation, school supplies and daily expenses. These expenses might have an impact on

your academic success. "Successful students understand their finances" (Stewart, I., &

Maisonville, A., n.d. 2019.). According to Sua-an "transportation costs and commodity prices

have increased, P20 is only good for one way; I'm not sure what they can get for P50."

According to edukasyon.ph, Philippine public schools don't charge tuition fees, but

from the school supplies, and other education necessities can be a factor for students to

drop out of school where the main problem in relation to the said concerns are the child's

education performance. Moreover, bukas.ph. stated that education matters since high

school credentials help careers. Book, uniform, per diem, and special project funds.
18

Budgeting takes time with a large expenditure list. We briefly explain why Philippine school

expenditures are rising. This helps your family finance education. According to the True

Volunteer Foundation "Kids with really poor parents are so desperate to get to school that

they're willing to travel great distances." The first issue is simply getting to school; some

children simply cannot afford to make those trips. There are no freebies in education; you

must pay for your books, paper, and pens. Some students who cannot afford food attend

classes on an empty stomach or choose junk food as an alternative. Their parents are

unable to provide nutritious meals for their children due to a lack of resources about

healthy and affordable meal preparations (Rodriguez, F., 2014).

When such circumstances arise, people tend to abandon their studies and focus

solely on daily survival. It no longer matters what degree you have as long as you can

overcome poverty (Salma, 2016). According to figures from the Department of Education

and the National Statistical Coordination Board in the Philippines, 1 in 6 Filipino kids will not

attend school. Further, only 7 out of 10 kids will complete elementary school. Of those 7

kids, only 4 will complete high school, and of those 4, 1 will proceed onto university because

of poverty. In addition, according to Inquirer Net, the Department of Education and the

National Statistical Coordination Board in the Philippines announce that the Philippines has
19

been suffering from "learning poverty" due to distance schooling, with 90 percent of

children with age 10 unable to read. The DepEd on WB reported that 90% of kids suffer from

learning poverty because of their state in life. It is being resolved as they give a free

education to children who lack financial income.

SYNTHESIS

The support for the financial needs of every student is very necessary. It is crucial for

their academic performance, even for their decision-making related to their future. The

problems in finance greatly affect the students. These cause stress and struggles for their

school performances. The common financial problems of students include the food

expenses, transportation, and tuition fees that, if not provided, may diminish their ability to

perform well academically.

This study helps to investigate the perception and impact of lack of financial needs of

students. It also determines the challenges and difficulties of students who experience a lack

of financial needs in their education. This study is important because it can help the students

to be aware about the causes and effects of lack of financial needs in education, and create

possible solutions to overcome it.

20

CHAPTER 3

METHODOLOGY

Research Design

This study follows a qualitative and phenomenological research design, in which the

researchers will provide explanations and meanings of various experiences from the target

respondents of this study. The researchers will use this research design since they will gather

information from their respondents, wherein the respondents focus on giving meaning to

their experiences as they lack financial needs for their education and how they survive the

challenge of it to their academic performances.

Research Locale

The chosen place of the researchers was in the school of Tagaytay City Science

National High School-Integrated Senior High School. This is the place chosen by the

researchers because all of their respondents are from this school and their response will

matter to contribute to the study.

21

Respondent of the Study

The respondents for this study are the Grade 11 Senior High School students at

Tagaytay City Science National High School - Integrated Senior High School who are facing

financial challenges in their education. The participants are individuals who struggle to meet

their financial responsibilities, including expenses for food, transportation, and

school-related needs. The researcher followed the approach of Greg (2006) in determining

the number of respondents required for qualitative research, which suggested that 6 to 12

respondents would be sufficient. In line with this, the researchers chose seven (7)

participants as they believed this number would provide relevant data for their qualitative

study. The researchers employed purposive sampling in participant selection, resulting in a

sample composed of students who didn't meet financial assistance for their education. This

method was chosen because purposive sampling is valuable for gathering primary data,

specifically by targeting individuals who lack financial need. Consequently, only students

experiencing a lack of financial need were included as respondents in this study.

Research Instrument

The study will collect data using interviews as the main data collection method. This

research instrument intends to evaluate the impact of financial demands on students'

22

education, provide information on the issues students encounter, and explore potential

solutions to this issue. This study attempts to contribute to a better understanding of the

implications of limited resources on students' educational experiences by investigating the

relationship between financial needs and educational outcomes. It also seeks to emphasize

the significance of giving enough financial support to students in order to enhance academic

success and long-term social and economic growth.

The research instrument will employ a qualitative method to gather comprehensive

data. The researchers will use a structured interview method. The study will use this method

to investigate the financial demands of students, their impact on academic performance,

and the various challenges and coping mechanisms used by students to overcome financial

constraints. The researchers chose this type of interview because the questions are carefully

designed in advance and are asked to all participants in the same order. The interviewer

follows a predetermined set of questions and does not deviate from it. Using this kind of

approach ensured consistency across interviews, allowing for more reliable and efficient

data.
23

Data Gathering Procedure

This research study includes five procedures:

(1) Creating questions that are going to be used by the researchers in conducting

semi-structured interviews. These questions will be related to the problems of the study that

they want to be answered through the responses of their participants.

(2) Preparing the letters to be signed by the teachers, coordinators, and the principal.

These letters will be used as permission to the participants to prove that the researchers are

allowed to conduct interviews.

(3) Approaching the participants and conducting interviews. Before asking, the

researchers will explain their study and promise to the participants that their identities will

remain confidential throughout the study. In addition to this, the researchers will use a camera

for documentation and a voice recorder to record the answers of the participants.

(4) Transcribing the responses of participants. By listening to the audio recordings, the

researchers will transcribe what their participants said.

24

Lastly, (5) Evaluating the gathered data. The researchers will check the connection of the

answers to their study. Then, they will draw a conclusion and give recommendations about the

topic to help the readers understand the perception and impact of lack of financial need in

student education.
