Introduction
Water, water management and landfill are two of many important things that human should consider
either in the village, towns and city. Water is a necessity for both humans, plants, and animal. Plant use
water for several functions within the plant tissues. It is very important for photosynthesis, where plant
use energy from the sun to make their own food. In the photosynthesis process, plant use carbon dioxide
from air and hydrogen from the water absorb from the root to sustain themselves. Animal and human
beings used water to drink and other necessity for humans. Better landfill system on the other hand is
necessary in the village, towns and city to keep the environment free from rubbish as well as to avoid
leachate and the objectionable odor come from the two main gasses known as ammonia and hydrogen
sulfide which are the most adored gas that may affects human health conditions. Proper landfill reduces
environmental and air pollution. This paper will be focusing on the biggest water treatment plants project
and the landfill that was installed in Fiji. The water treatment plant of Fiji was installed at the upstream of
the Rewa river and the landfill is at Naboro along the Queens Road.
The Republic of Fiji was made up of two main islands know as Viti levu and Vanua levu. Fiji is located
in the Melanesia in the south Pacific Ocean, and about 2000 km northeast of New Zealand north island
and is closer to Vanuatu, Tonga, and Tuvalu [].
Site analysis
Project justification & history
The installations of the biggest water treatment plant and the landfill in Suva areas was due to the
development purposes and the resolutions to the problems that had been encountered. People lived around
Suva and Nausori corridor have been facing the water problem such as low water pressure and sometimes
water cut for almost a week at some place. Several villages located inland used river as a source of
drinking water and other necessity, while few villages were settling a bit far from the river thus making it
difficult for them to collect water to meet their needs. Due to these reasons, the government and the other
donor partners were willing to funded the project to provide the safe water and sewage services to the
urban population in Suva and Nausori corridor and this will also contribute to the development of the
country. The Naboro landfill on the other hand was constructed due to the need of proper dumping site to
manage the waste to keep the city and residential area free from environmental and air pollution.
Rewa river water supply project was commence on the 5 th of September 2019 and was expected to finish
at 2021. The estimated duration of the project is three years. However, due to the effects of covid19
affects the progression of the project which leads to the extension of the project and was expected to be
done at the end of year 2023. According to the student’s observation, the project was still in the
construction phase and would not be able to complete as they expected since it was not even reached the
half way of the project. As for Naboro landfill, the project was implemented way back in the month of
October, 2005 (Prasad, 2007). The landfill at Naboro is already completed and the field was in used at the
moment. The daily construction at the site is to compress or compacts different type of waste brought to
the site to minimize the waste size in order for the area to sustain the amount of waste dumped for the
period of 70 years since it was started.
Before carry out any projects or any forms of commercial activities in a particular place, it is necessary to
consider the rightful owner/landowners around the area to avoid argument between the tribes. Fiji island
has three type of land tenure system known as the Freehold land, Native land, and the state land (Chand &
Tisdellm, 2022). The land where the treatment plant was installed near Viria village is both the freehold
land, Native land, and the state land. The bigger portion of the property is a freehold land. The land was
claimed by three people but only one has the legal document and is willing to sale the property to the
government for the purpose of the project (ADB, 2016). The project was run by the Asian company with
the help of the native employers. Rewa river water supply project was funded by the Asian development
bank loan, green climate fund, European investment bank loan, and the Fiji government. The project was
managed by an expatriate with the help of a local project manager that deals with the progress of the
project as well as the female environmentalist.
The site at Naboro landfill on the contrary is the state land which is owned by the Fiji government. Since
the government own the property, there is no external agreement regarding the site. The government hired
the HG leach ltd to improve the landfill system that could last for many years before needing site
relocation. Naboro landfill was well planed and organized by the two manager, Erick and Josh. The
incoming truck usually weigh the waste before dumping it. In a year, 10000 tones of waste were dump on
the site and was compacted to reduce the waste size in order for it to sustain the waste for several years in
the future.
