The first part is insert into the assembly. Solidworks always fixes the first inserted part (see the “(f)” close to the
Flange part name). Next, insert a second instance of part “Flange”. On “Assembly” tab, select “Insert Components”
Once again select the “Flange” on “Open documents”, and move the mouse on the graphics area. A second instance

Since both selected surfaces are cylindrical, the “Concentric” option on “Standard Mates” is the default one. Switch

Try to move up and down each one of the flanges. Notice that a warning message is displayed for the first flange

The second flage now has two degrees of freedom (d.o.f.), can move up/down and rotate about the vertical axis.
Move both parts a little apart, to select the next facing mate surfaces. Select both planar faces on each flanges. The
default “Coincident” is automatically selected. Click “Ok”. Now the flange just can rotate about the vertical axis
(means 1 d.o.f.)
Next we need to align one of the “Bolt Holes” to fully constraint both flanges. Click one cylindrical hole on each
flange.
