INTRODUCTION

Indian Railway has launched a massive station redevelopment


programme. The programme envisages creation of state-of-the-art
modern iconic stations integrating both sides of the city with
spacious roof plazas where amenities like food court, waiting
lounge space area etc will be provided. The redeveloped stations
will also include multimodal integration, energy efficient green
buildings, facilities for ‘Divyangjans’ amongst others.

A number of instructions for various issues related to station


development have been issued in recent past and a need has been
felt to provide the most frequently used ones at one place for easy
reference. Keywords have also been given in the index for easy
search ability but this must be used with caution and the intent and
extent of the original letter must be examined before drawing a
conclusion. The compendium is an ongoing exercise and feedback
of the Zonal Railways for further improvement in content,
references and user experience is most welcome.

4. Scope of Work:

To meet the above objectives, following broad scope of work is envisaged for
stations selected under the Amrit Bharat Station scheme in order to achieve the instructions
issued vide letter no. 2021/Stn. Dev.- I/08/18 dated 04.05.2022 and 03.10.2022:

4.1 All improvement plans shall be made with help of architects/traffic planners
and/or user experience consultants as decided by DRMs. The Master Plans should
have elementary details of the most appropriate location of Roof Plaza to be
created in future.
4.2 The scheme envisages cost efficient improvement to facades, provision of wide,
well lit aesthetically pleasing entrance porches.
4.3 Existing building usage shall be reviewed and space should be released in favour
of passengers near the station entrances and the Railway offices should be
suitably relocated.
4.4 The scheme aims to" relocate redundant/old buildings in a cost efficient manner so
that space is released for higher priority passenger related activities and future
development may be carried out smoothly. Creation of new buildings should
generally be avoided other than those required for relocation of old structures or
relocation of structures to improve circulation or provision of structures to
improve the size of waiting halls. Decision in this regard shall be taken by DRM
considering all relevant factors.
4.5 Attempts shall be made to club different grades/types of waiting halls and provide
good cafeteria/retail facilities as far as possible. Suitable low level partitions may
be done in waiting halls if required.
4.6 Provision for minimum two stalls for One Station One Product shall be made.
4.7 Space shall also be created for Executive Lounges and places for small business
meetings.
4.8 At least one aesthetically designed hoarding(signage) on each side of the
circulating area at a prominent location shall be erected for display of important
information etc. The size of such hoarding shall not be less than 10mx20m.
4.9 Station approaches should be improved to ensure smooth access by widening of
roads, removal of unwanted structures, properly designed signages, dedicated
pedestrian pathways, well planned parking areas, improved lighting etc.
Necessary liaison should be established with local authorities for necessary
improvements to be carried out by local authorities in their areas.
4.10 Elements of landscaping, green patches and local art and culture should be used
to create a pleasant experience for the station users. This should be done with the
help of,suitable professionals.
4.11 Second Entry Station Building and circulating area shall be improved as per the
needs of the station. Wherever second entry building is n9t being provided
presently, space for circulating area will be well planned and a liaison shall be
established with the local bodies so that approach roads for second entry are kept
in the city's Master Plan and development around the station is suitably controlled.
4.12 High level platforms(760-840 mm) shall be provided at all categories of stations.
Length of the platforms shall generally be 600m.
4.13 Length, location and phasing of Platform shelters shall be decided by DRM based
on usage of the station. Generally,16m long bays at not more than 100 m centre
to centre distance may be taken as a reference.
4.14 Ballastless tracks(BLT) should be provided on platform lines and lines with train
maintenance facilities. Proposals and execution of works should be planned in

suitable phases. Due care should be taken that provision of BLT on platform lines
which are also mainlines should not lead to reduction of speed potential or cause
imposition of any speed restriction in future.
4.15 Drainage of platform areas is of utmost importance. Special emphasis shall be
given to achieve self cleansing of drains as far as possible. Suitable cross drains,
sump and pump arrangement may be provided where natural slopes are not
adequate. Drains may be covered with aesthetically designed theft resistant
covers.
4.16 Cables should be laid in aesthetically designed duct or cable trays and should have
provision for future cables as well.
4.17 The Master Plan shall mark the space for Parcel handling spurs, storage and
handling facilities etc. Works should also be proposed and executed in suitable
phases.
4.18 Provisions may be made such that the station provides free WiFi access to its
users following all guidelines issued by DoT. The Master Plan should have suitable
spaces earmarked for SG tower/pole mounts.
4.19 Material finishes of elements, such as flooring, walls, structures, furniture,
sanitary fittings, etc. within the public areas of the station where surfaces either
come in direct physical contact of passengers or are visible to them should be
highly durable (preferably washable), generally dustproof and need low
maintenance.
4.20 The furniture available on Waiting halls, Platforms, Retiring Rooms, Offices shall
be reviewed and intervention planned for more comfortable and durable furniture
suitable to the Railway Stations of that area. In a phased manner, it shall be
planned to eliminate multi-design furniture. Released furniture etc. may be
suitably utilized on other stations/locations if deemed fit.
4.21 All signages/display boards including train indication boards and coach guidance
systems/boards should be positioned for intuitive way finding, should have good
visibility and be aesthetically pleasing. Public announcement system should be
designed with the help of suitable professionals to ensure quality.
4.22 Escalators may be provided at NSG/1-4 and SG/1-2 category stations irrespective
of footfall. Mode of procurement(works/stores) may be decided by DRMs. Planning
for approval of GADs should be done well in advance to speed up the work of
installation of escalator/lift and optimize the overall time schedule of
commissioning.
4.23 Amenities for Divyangjan at stations shall be as per guidelines issued by Railway
Board from time to time.
4.24 Ceremonial flags may be provided at appropriate space in the station.
4.25 At least two station name boards should be LED based with good visibility for the
passengers of trains passing through the station.
4.26 Circulating area boundary wall normally should not block the view of the station
from outside. Access may be controlled by iron/steel grill fencing.
4.27 Sufficient number of toilets shall be provided at all categories of stations with
separate provisions for women and Divyangjan. Location of toilets should be
appropriate to station usage, easily visible and accessible.
4.28 Gradual shift to sustainable and environmental friendly solutions as per availability
of funds and condition of existing assets.
4.29 Illumination levels specified vide Railway Board's letter no. 2008/Elect(G)/172/1
dated 08.03.2019 for the then Al and A category stations shall be applicable for

station through fa~ade lighting, the Railways can decide on their own type of
fa~ade lighting based upon the layout of a particular station.

4.30 CCTV surveillance system along with panic button at various location in the
stations to be provided in consultation with security branch.
4.31 Any other item as considered necessary by DRM/GM.

5. Scale of amenities: Scale of amenities and facilities to be provided shall be


finalized based on the broad guiding principles given above, footfall at the station,
stakeholder consultations including users, different departments and local authorities and
with approval of DRM . A format for stakeholder consultations is attached as Annexure-II.
Detailed instructions from Railway Board . regarding signages shall follow. The present
Scheme shall also evolve with future instructions issued by Railway Board from time to
time.

6. Selection of station: It may be done based on suggestion of a committee


comprising Sr DEN/Co, Sr DCM and Sr DFM with the approval of DRM, and as per the
instructions given by Railway Board from time to time.

Zonal Railways and Rail Land Development Authority (RLDA) have invited a number of
tenders for selection of Authority Engineer for providing Project Management Services (PMS)
for station development projects during last four months. It has come to notice that in some
cases the bidders have offered the same team for different station PMS tenders. Having same
full time key personnel for different projects constitutes conflict with requirement of
availability of the key personnel as per the model document for PMS services issued vide ref. 1
above. It is essential that availability of key personnel is examined in more details during
evaluation of tenders.

2.0 For stations where PMS tenders have not been awarded so far, each responsive and
eligible bidder may be asked to certify that no such PMS tender for Indian Railway projects has
been awarded to him which could cause a conflict regarding availability of key personnels for
the tender under consideration. It should be further certified by him that if any such conflict
comes to the notice of the bidder it shall immediately be brought to the notice of the tender
inviting authority. The tender inviting authority should take suitable action in terms of tender
conditions for such conflict coming to its notice. Any incorrect/false declarations should be
dealt as per terms of the tender documents.

3.0 The contract handling authorities should be cautious of availability of personnel and in
case of non-availability of the same, swift action in terms of contract conditions for contractor's
default should be taken.

4.0 For stations where bidding has not started yet, the tender documents may be suitably
modified to take care of such issues.

good progress of works and avoid later date conflicts.
4. The EPC agreement also envisages the Authority Engineer to advise to the contractor
regarding certain works requiring prior sanction of Commissioner of Railway Safety
(CRS). In view of Railway Board's letter No. 2022/Trans cell/Civil/CRS dated 21.06.2022
and 2022/CE-I/ACS-11/IRWM dated 30.09.2022, the works of subways, FOBs including
roof plaza, ROBs etc shall require sanction of Principal Chief Engineer (PCE).
Accordingly, the approval of relevant authorities shall be obtained as per the laid down
process. For all such works, the relevant design criteria shall also be got approved from
the design office of PCE at an appropriate stage and the General Arrangement Drawings
shall be approved by the SAG officer handling the contract.
5. Other than items requiring specific approval of Authority as per the EPC/PMS contracts,
approval of drawings/designs/documents or test checks of bills is not envisaged by the
Authority in cases where a PMS agency is nominated as Authority Engineer. Wherever a
Railway engineer is nominated as the Authority Engineer, the existing instructions for
drawing/design approval and test checks shall be applicable.
6. Whether the nominated AE is a PMS agency or a railway engineer, the JAG/SG officer
handling the EPC/PMS contracts shall carryout regular inspections of sites and contract
related drawings/designs/documents and submit monthly reports to CE/CPM handling the
contract. Such reports should be comprehensive and inter alia detail the inspections
carried out by them, quality of works at the site, progress of the works against contractual
milestones, compliance of contractual obligations by the EPC/PMS contractors, any other
important item coming to their notice etc. The CE/CPM handling the contracts shall also
carryout his own inspections and submit similar report every two months to his controlling
officer. Zonal Railways may modify the instructions in this para with approval of
PCE/CAO(C).
7. The Zonal Railways are also required to evolve quarterly audit system (departmental
and/or third party) for engineering, procurement and construction related items apart from
compliances ensured above. The audits/inspections shall be within the Authority's right to
inspect/audit the site/works/documents/progress as per the EPC/PMS contracts and
should be so implemented that the execution of EPC/PMS contracts is not adversely

affected. The audit team should also refer a few randomly selected designs for check by
design office of PCE/CAO(C}/third party.
8. It should be ensured that the communications to the EPC/PMS contractors by Zonal
Railways are routed through the concerned JAG/SG officer or above handling the
contract except cases involving emergencies like safety of trains/passengers etc.

Para-417 and also decided to amend Item No. 'd' of Para-417 of Indian Railway
Works Manual, 2000 as Advance Correction Slip No. 11, shown as under:-

Foot Over Bridge (FOB) is an elevated structure ofany span and width over/across
the railway track/road, primarily used for pedestrian movement and is not directly
used by 'motor vehicles as defined in Motor Vehicle Act, 1988.

Item No. 'd' of Para-417:- The design for the foot-over-bridge should provide for
covering which should preferably be provided at the initial stage itself. The number
of floors envisaged and their usage should be clearly mentioned in the General
Arrangement Drawings of the FOB. The structural design should cater to the
intended usage ofthe FOB.

Comprehensive instructions for Major Upgradation of Railways stations have been


issued vide ref.1) above and setting up of Gati Shakti Units (GSU) in Divisions vide
ref. 2) above. Following instructions in connection with execution of station
development works are h~reby issued in continuation to above referred letters.

2. Approval of .Plans:

2.1. Approval of Station Development Concept Plans/Master Plans, will be


initiated by Chief Project Manager/Gati Shakti (CPM/GS) at Divisional level
and Chief Engineer/Station Development (CE/SD) at Zonal Headquarter (HQ)
level.

2.2. For the approval of Concept/Master Plan at Dlvlsional level,


presentation wlll be done by CPM/GS for Divisional Railway Manager (DRM)
and Branch Officers (BOs). Minutes of discussions, with the approval of DRM,
will be issued by CPM/GS. This will convey approval of Concept/Master Plan
approval at Divisional level.

2.2.1. Floor Plans shall be circulated among BOs by CPM/GS for taking inputs
from concerned Branch Officers in writing. If no inputs are received within
15 days or the Inputs received are agreeable to CPM/GS, the Floor Plans
shall be approved . by CPM/GS. In case there are differences of opinions,
the decision of DRM shall be final. BOs will be informed of the final
deci.sion taken. Floor Plans shall be approved by Division and HQ approval
will not be required.

2.3. After approval of Concept Plan/Master Plan at Division level, CE/Sp will
make a presentation to General Manager (GM) and Principal Head of
Departments (PHODs) and issue the minutes of presentation, with the
approval of GM, conveying such approval. Signatures of individual
PHODs/HODs wlll not be required.

3. Role of Divisions:

3 .1.
DRMs shall hold weekly meetings to review the progress of
station
develo pmen t works executed by any agency (Dlvlsion/Construc
tion/RLDA),
make all efforts to keep the progress of works as per sched
ule and shall
report the progress of stations in the MCDO submitted to Gener
al Manager.
3.2. For station development works executed by any unit (Divisi
on,
Construction or RLDA), DRMs may exercise the existing financ
ial delegation
for utility shifting or other enabling works llke providing right
of way by
constructing temporary accommodation or temporary
hiring of
accommodation for the staff to be relocated etc. The expenditure
for such
works may be charged to the sanctioned estimates of station
works. development

3.3. DRMs shall have full powers for granting traffic blocks for
station
development works executed by any agency (Division/Construction/RL
DA).
3.4. Traffic/power · blocks, signalling disconnections, caution order
required for station development works being executed by etc
CPM/GS,
Construction Organisation or RLDA shall be assisted by the concer
ned officers
and supeivisors of the Division.

3.5. During the construction phase, in cas.e there are disputes betwee
n the
parties regarding handing over and taking over of assets In conne
ction with
station development works, the matter should be referred to the
ORM. The
DRM, after considering the concerns of both sides, shall issues
written
instructions after which the responslblllty for further operat
ion and
maintenance shall Ile with the party so nominated by the ORM. Such
decision
should be communicated as expeditiously as possible but not later
than 10
days from the reference being made to the DRM.

3.6. Separate Instructions shall be Issued for the post commissioning


stage
of tt)e redeveloped station I.e. post completion operation and _maint
enance of
the station through facility management agencies. Till such instruc
tions are
issued, existing practice of operation and maintenance by the Divisio
n shall
be followed.

4. Each Zonal Railway shall have a CE/SD who shall be the nodal
officer "for station
development and customer amenities works at the Zonal HQ. CE/SD
will report to
PCE or CPD/SD wherever CPD/SD Is posted. CE/SD shall be suppo
rted by one Dy
CE or XEN who l!l turn wlll be supported by office staff and/or SSEs.
The CE/SDs
and the supporting staff should normally not be shifted for three
years to ensure
sustained focus and desired outcomes.

• New techno-economlc feaslblllty studies for station development works should, as
• far as possible, not be assigned to construction organization. Existing consultancy
tenders assigned to Construction Organisation should be finalised by Construction
Organisation and the consultancies may be novated to GS units of the Divisions
on case to case basis as decided by GM. Existing EPC contracts/tenders for
station development presently assigned to Construction Organisation shall
generally continue with Construction organisation.

1. Railway Board vide above referred letter had issued IRUSSOR-2021.

2. Board (MI and MF) have now decided to adopt CPWD Delhi Schedules of Rates
(DSR-2021) (DSR-Vol. I, DSR-Vol. II, DSR-Horticulture & Landscaping-2020),
Analysis of Rates for DSR (AOR-Vol. I, AOR-Vol. II)-2021 & CPWD Specification
(Vol. I, Vol. II) for execution of all civil engineering works related to Building work,
Road works and Horticulture works etc. (except Formation works, Bridge works and
P. Way works).

3. Board (MI and MF) have also decided to execute Bridges works, Formation works and
P.Way works with 'Indian Railways Unified Standard Schedule of Rates (IRUSSOR-
2021)'. Accordingly, Railway Board vide letter No. 2020/CE-I/USSOR/W&M/l,
dated 05.07.2022 has issued IRUSSOR-2021. Indian Railway Unified Standard
Specification-2021 (IRUSS-2021) has also been finalized and uploaded on
CE-Directorate web page.

4. CPWD DSR is published from CPWD Headquarters at New Delhi and applicable all over
India with suitable factor called 'Building Cost Index'. The 'Building Cost Index' is
worked out as per Annexure-IV of 'PLINTH AREA RATES-2021 based on concurrent
rates of the geographical area for various components. IREPS has the provision of
Five Numbers of 'BCI' for each zone.

5. As per prevalent system of CPWD, 'Building Cost Index' is derived by all Zonal heads
of CPWD (Chief Engineer or ADG) for different places under their jurisdiction.

6. The CPWD DSR- (Vol. I, Vol. II, Horticulture & Landscaping) has been uploaded on
Civil Engineering Directorate webpage of Ministry of Railways and link is also available
in IREPS system.

7. The head of Civil Engineering Department of the organization shall adopt the Building
Cost Index of respective zone of CPWD or work out the same duly updating the rates in

IRUSSOR-2010, IRUSSOR-2019 or CPWD-2019 from 15.11.2022 onward. Board has
also decided that in future, any updation by CPWD in DSR, Analysis of Rates &
Specification, will be automatically adopted by IR through !REPS without any further
approval. While finalizing the tender and preparation of DPR, LARs of successfully

far as possible, not be assigned to construction organization. Existing consultancy
tenders assigned to Construction Organisation should be finalised by Construction
Organisation and the consultancies may be novated to GS units of the Divisions
on case to case basis as decided by GM. Existing EPC contracts/tenders for
station development presently assigned to Construction Organisation shall
generally continue with Construction organisation.

Ref: 10h Extraordinary meeting of Track Standards Committee held on 22t
June 2021
The item 'Construction of Washable Aprons at busy yards' was deliberated as
Item No. 1368 in the 10th Extraordinary meeting of Track Standards Committee
(TSC) held on 22nd June 2021 through video conference. Railway Board vide letter
dated 18.08.2021 has approved the recommendations of 10th Extraordinary
meeting of TSC on the above item, which are reproduced as under:-

cOMMITTEE'S RECOMMENDATIONS:
Committee recommended that for major and important stations where it is
not practicable to maintain the track to required standards, construction of
washable aprons with proper design may be taken up on case to case basis.

RAILWAY BOARD'S ORDERS:


1) Yard lines in stations should normally be provided with ballasted track.

2) Yard lines where it is not practicable to maintain the track to required


standards, construction of ballastless track with proper design may be
proposed with specific approval of PCE, for consideration by Board on case
to case basis.

In view of above, all Zonal railways are requested to take necessary action as per
Railway Board's orders

PARA I 109:- Material Modification:-

Material Modification in a work or a scheme as sanctioned are an exception which should not be
ordinarily resorted to. However, where it becomes necessary it should be permitted or
undertaken only with the prior approval of the authority as per prevailing delegation of powers.

PARA 1110:-

Following will not constitute Material Modification:-

a. Modifications that arise due to issue of policy by Board for change in specification or
standards of
i. Construction
ii. Interlocking
iii. Electrification
iv. Traction
v. SOD requirement
b. Minor Modification during execution of the work required during sanctioned yard work for
completing the work.
c. Modifications resulting out of statutory/ regulatory requirements
d. Modifications to bring in economy in construction and timely delivery of project.
e. Any work essentially required for completing the project.

PARA 1111:-

Following will be considered as Material Modification:-

Any work which is independent work per se, as a new service, but is essentially required to be
done with existing work will be treated as Material Modification to the existing work provided it
is in direct link with the existing work. The sanction of same will be as per delegation of powers
issued by Board from time to time.

Note: As a general rule any additional scope of work should be got sanctioned separately and
should not be taken up as Material Modification of an existing work.

PARA lll2z-
Any modification other than a Material Modification in the scheme or project sanctioned by
Zonal Railway/ Railway Board or a higher authority may be sanctioned by the competent
authority provided that the amount of additional expenditure if any necessitated by such
modification does not cause an excess beyond his powers of sanction.

DPRs may be sent to Railway Board for sanction of works.
The above referred format is only for the submissi ons being made to
the Railway Board for sanction of itemized works under the umbrella
works. The DPR's being uploaded as part of tenders shall be customized as

Please refer to the Northern Railway's letter as mentioned in (ii) above thereby
forwarding a draft MOU to be signed among Northern Railway, National Highway Logistic
Management Limited (NHLML) and RLDA. The subject matter has been examined in
Railway Board and following has been decided by the competent authority: -

1. Kashi Railway Station, its circul ating area, road approaches and Rail cum Road
Bridge across river Ganga along with its connectivity with Railway Station may be
developed by Northern Railway at its own cost.

1. Commercial development may be explored by Northern Railway/ RLDA at a later
stage.
iii. Other Road network and Inter State Bus Terminus (ISBT) may be developed by
National Highway Logistic Management Limited (NHLML) and/or by State
Government separately at their own cost. Suitable proposal , if any , in this regard
may be submitted to Railway Board for approval.

Sub: Setting up of Gati Shakti Uaits in Divleions.

The Railway Board had approved setting up of Gati Shakti Units


(GSUs) in Khurda Road, Bilaspur, Delhi, Bengahrru and Agra divisions to
fast track the construction works required to remove bottlenecks in
operations and improve mobility that would lead to increased cargo
loading.
This decision was communicated vide Railway Board,s letter
No. 17lW-l/Genl./Board Meetings dated 16.05.2 O22 and. Og.06.2022. tt
was also decided that GSUs will be set up in all other divisions of Indian
Railways in a phased manner.

In view of the above and Hon'ble pM,s vision of Gati Shakti for
creation of infraqtructure in the country, it has been decided to start
GSUs in all the remaining divisions of IR.- The organizational structure of
the GSUs will be as follows.

1.0 Organization of the divisional Gati Shattl Unlts:

1.1 GSU in the division shall be headed by a CpM/Gati Shakti (cS)


under the administrative control of DRM. post of CpM/cS wili
be open to all cadres (except IRPF,S). CPM/GS will be selected
based on his capabilities (knowledge & skills) and experience.
GM will post suitable officers including CPM/GS in the GSUs of
the divisions.

1.2 If divisions are having more than two ADRMs, the post of one
ADRM will be re-designated as CpM/Gati Shakti of that division.

1.3 In case there are two or less ADRMs in the division, CpM/GS
will be posted by making suitable adjustment in the cadre in
accordance with the post codes mentioned in Annexure .A, (at
present) .to. fast track the execution of infrastructure works.
However, in future, these post codes may be changed, if required
by the GM.

1.4 Establishment expenditure of the Gati Shakti units including

that of CPMi GS shall be charged to the projects.

1.5 SGiJAG/SS/JS officers of Engineering, S&T, Electrical and


Finance will be posted for major infrastructure development
works such as station re-development, major yard remodeling,
coal connectivity, port connectivity, traffic facilities works and
ROB/RUB works. The post codes of these disciplines are
mentioned in Annexure 'A'. GMs may however augment the
GSUs by providing additional officers and staff, and provide
further delegation of power based on regular reviews of progress
of GSUs.

1.6 GM's in consultation with PCOM may decide about the traffic
officer to be associated with CPM/GS. In case, a need is felt to
augment the traffic establishment of the division, separate
JA6/SG officers may be posted under the administrative control
of CPM/GS.

Dy.COM/Planning/HQ may be co-opted in NPG of the division
for deciding the feasibility of the project. DRM will approve the
feasibility study based on the recommendations of the division,s
NPG.

1.1 l GMs are empowered to sanction works for the preparation of


DPRs for such projects that are found feasible. Approval of the
GM will be obtained by the division/Gati Shakti Unit for
preparation of DPRs. DPRs will be prepared by Division's Gati
Shakti Unit.

The DPRs duly approved by GM a_long with the Finance


Concurrence of the division,s Gati Shakti Unit shall be
submitted to Gati Shakti Directorate of Railway Board. Finance
concurrence of the Head euarter will not be required.

2.o rechnlcal, Administratlve and Financial powers of GSU' of the


Divisioas:

2.1 CPM/Gati Shakti will have technica_I, administrative and


Iinancial powers analogous to the officers of construction
organization for the projects executed by the division.

2.2 DRMs will exercise the powers of cAo/construction for works


of Gati Shakti Unit in the division.

2.3 Gati shakti units shall be facilitated to utilize the existing


clerical, technical, drawing & design stalf of the division for da|
to day works. DRMs will ensure this aspect.

2.4 P_roposal requiring sanction of Railway Board will be sent


directly to the GSU of Railway Board with concurrence of the
associate finance of the GSU of the division, and with the
administrative approval of the GM.

2.5 For design assistance from industry, design checking, testing of


materials, site tests and surveys, the CpM/GS sfraU n'ave
powers of SAG oflicer of the construction unit.

Existing divisional units dealing with ESps, SWRs, SIps, and


LOPs shall also assist the GSU. Further assistance, if required,
may be arranged through outsourcing.

3.0 Field Supervlsioa and Drecutlon of works:

3.1 Gati Shakti Unit of division can use pSSA (project Supervisors
Services Agencies) and pMS as per the need of thl pro.leci.

3.2 Gati Shakti unit of Division can hire retired railway supervisors
below the age of 65 years with the approval of DRMs *ithin th.

overall provisions in the estimates of the projects being executed
by the GSUs.

4.0 Gati Shakti Unit will monitor approvals of all Plans, L-Sections,
ESPs, SIPs, LOPs, GADs, Yard plans, Blocks and PNIs/NIs of all the
works executed by the GSU.

5.0 Officers/Sr. Supervisors in GSU may be permitted to travel by air in


connection with Gati Shakti works, outside the Zonal Railways with
the approval of DRM without finance concurrence.

6.0 Vehicles for field officers and supervisors shall be provided within the
overall provisions in the estimate, to facilitate faster execution and
supervision of works.

7.0 In case of shortage of accommodations in division/sub-division,


leased accommodation nearest to the place of the works may be
provided to officers and supervisors as per railway's extent rules with
the approval of DRM.

House retention is also allowed at previous place of posting upto one


year or scholastic year whichever is earlier'

the divisional Gati Shakti Units in respective zones'

4. Plan Head 16: Traffic Facilities
5. Plan Head 29: Road Safety and level crossing.
6. Plan Head 30: Road Under Bridge (RUB) and Road Over Bridge (ROB)'
7. Plan Head33: Signal and Telecommunication such as EI, RRI including
in private siding.
8. Plan Head 36: Provision of Escalator and lifts.
9. Plan Head 42: Work shop including production unit work.
10.A11 siding works and deposit work.
I l.Electrification of sidings, workshops & small left over RE patches'
12.A11coal connectivity projects/port connectivity works under different
Plan Head (confined within the divisional boundary).

Note: GM may however decide the executing agency of the works based
on urgency, need and peculiarity of the individual project for faster

Sub: Clarification in Standard Request for Proposal (RFP) document for


development/Redevelopment of Railway Stations-reg.

In terms of Board's letter of even number dated 22.1 1.2021, the documents for
Request for Proposal (RFP) and Standard Engineering, Procurement and Construction (EPC)
Agreement for Development/Redevelopment of Railway Stations were issued.

2. One of the Zonal Railways has asked for a clarification in reference to Clause No.
2.2.2.1,Subclause 2) of Standard RFP for Development/Redevelopment of Railway
Stations on EPC mode (Vol.-1 - Instruction to Bidders) whether the "Eligible
Projects" should satisfy any one or both of the sub criteria viz. (i) Passenger
terminals; (ii) Social and Commercial infrastructure.

It is apparent from the above document and clarified here also that any project meeting
the requirement of Passenger terminals or Social and Commercial infrastructure as per
the above referred RFP Document issued by Railway Board on 22.11.2021 will be
considered as "Eligible Project" subject to other provisions of the RFP document.

for Development/Redevelopment of Railway Stations were issued with the approval of Board
(MI. MF and CRB&CEO).

Board (MI, MF and CRB& CEO) has now decided to authorise zonal railways to make
minor modifications in the documents of RFP and EPC Agreement for
development/redevelopment of railway stations including modifications in financial and
technical eligibility criteria, with concurrence of associate finance and approval of General

Manager.
3. This disposes of the NWR's letter No. NWR/HQ/S&C444283903 dated 23.05.2022.

The proposal for delegation/enhancement of powers to CAO/C of All Indian


Railways on certain items for execution of projects was under consideration
of Board. In order to fast pace the completion of the projects to reap the
intended benefits and to empower the Construction Organization to take
expeditious decisions, it has been decided by Board (MF) to issue the
enhanced powers to the CAO/C of all Indian Railways as per the enclosed
annexure.

2. These powers have to be exercised by CAO/C personally and are not to


be further delegated to the subordinate officers.

3. While exercising these powers, concurrence of the associate finance


would be required unless stated otherwise specifically.

4. In cases where the powers of


CAO/C delegated through this letter has
exceeded the powers already delegated to the General Managers, GMs will
automatically be authorized to exercise the same enhanced powers as

unchanged.

1. The power given in 5(F) (i) is to be used for last mile connectivity of projects.
2. Finance concurrence is necessary except for delegation under col. 5(i) for which certification by accepting Authority that the work is of urgent nature
and directly related to safe running of trains in his jurisdiction is required to be recorded.
3. The powers should be exercised sparingly. The circumstances under which quotations have to be called should be spelt out.
4. The powers are also subject to the availability of provision in sanctioned estimate or preparation/ sanction to the detailed estimates wherever
necessary.
S. The work should not be split up for the purpose of bringing it within the ambit of this dispensation
6. The reasonableness of rates should be gone into objectively and in detail by the accepting authority.

caling of tenders. The register shall be sent to associate finance while seeking their concurrence.
12. Notice period of at least 7 days from the date of NIQ (Notice inviting Quotation) shall be maintained. In case of emergency, the period can be reduced
with approval of the authority acoepting quotation

Railway Board vide letter of even number dated 08.02.2021 had fixed the rate of interest
as l0o/o on 'Advances to Contractors' in terms of Para 1264 of Indian Railways Code for
Engineering Department for tenders to be opened in the Financial Year 2021-22.

2. Board (MI & MF) have decided that the rate of interest shall be RBI Bank Rate + 57o

As per Rule 171 of General Financial Rules (GFRs) 2017, Performance


Security is to be obtained fiom the successful bidder anarded lle contrac.t for an
arnount of fire b ten percant of the value of the cmtract to ensure due perfomance
of lhe contrad. Similar provbions also exist in ttr Manual for Proanrenrent of Works
2019 and Manual for Procurement of Consultancy & other Services 2017 issued by
this Oepartment.

Net Zero Energy Buildings for Indian Railways

Vision:

Minimize the environmental impact of new buildings and make the


infrastructure carbon neutral in the long run through Net-Zero Energy
Buildings (NZEB1)

This vision will be achieved by designing, constructing and operating globally


benchmarked green buildings, which are efficient in terms of energy use, water use,
and waste minimization, while maintaining a comfortable and healthy environment for
the occupants. The buildings will integrate renewable energy systems as a part of the
design strategy so as to achieve the NZEB status.

To be carbon neutral, the renewable energy produced over time will offset not just
the total operational energy but all the other emissions as well. These include the
embodied energy of the building as well as all other ongoing uses of energy like fuel,
gas, coal, etc.

Performance Specifications:

The following performance specifications are required to be met for all the new
buildings being proposed.

1. Green building Certification:


a. All buildings to be rated at thehighest possible level for both design
and operations - The green building ratings could be USGBC LEED
Platinum or GRIHA 5-Star or IGBC Super Platinum
b. New building design and construction certification must be achieved
within 3 months of completion of each building, and compliance needs
to be maintained for the tenure of the contract.
c. Within3 years of operation, highest level ofgreen building certification
for existing building operation and maintenance must be achieved.
USGBC LEED Platinum or IGBC Platinum level certification for

Net Zero Energy Buildings (NZEB )
NZEBs are buildings that, through renewable means, produce as much energy as they consume, when
accounted for annually. They embody the highest level of energy efficiency and climate responsive design
by first reducing energy demand, then meeting the residual demand through renewable means. The
architectural design of such buildings follows the logical sequence of achieving NZEB status - focusing on
building form and orientation for load reduction, resource efficiency, energy efficiency, and low-energy
comfort systems before strategizing to meet the residual load through renewable means.

existing buildings (EB) to be achieved and maintained for the tenure of
the contract.
2. Net-Zero Energy:
a. Renewable energy2 produced onsite should be at least equal to the
total energy used by the building annually. The buildings will be grid-
connected; consuming grid power when required, and feeding excess
power to the grid when the renewable energy system is producing
extra.
b. The renewable energy systems can be installed anywhere on site,
including building rooftops, ground mounted, and other locations
within the project boundary.
c. In cases where on-site renewable energy is not sufficient or feasible,
off-site 3renewable energy should be installed so as to achieve NZEB
for the building.
3. Net-Zero Run-off
a. Demonstrate rainwater storage and harvesting as per local ground
water authority recommendations, so as to ensure 100% rainwater
management for the project boundary considering typical rainfall.
4. Net-Zero Waste
a. Provide facilities and infrastructure for waste management as given
below
i. No waste sent to landfill
ii. All organic waste processed on site
iii. Toxic and Hazardous waste to be sent for safe disposal
iv. Electronic waste to be sent to e-waste recyclers
v. All others (plastic, paper, metals etc.) sent for recycling offsite
vi. All sewage treated onsite and treated water to be reused
b. During construction ensure 100% of the waste is reused or recycled
and is not sent to landfills
c. Maintain Net-Zero waste status as proposed during the contract
period
