II. BACKGROUND AND RATIONALE:

The Municipal Disability Affairs Office facilitated the organization in

each barangay in order to come up with livelihood projects, managed by
them or their representatives. The projects are either government funded
or privately funded. Some were given to an Organization as recommended
by the MDAO based on the level of the need. An example of this is the
wheel chair repair services funded by DOLE. These PWDs were oriented
with Simple Bookkeeping to teach them how to manage the financial
aspect of the business. Its operations are being monitored by the MDAO
staff to ensure the sustainability of income.

At present, there are project proposals of the different PWD

organizations lodged at the Office of the Municipal Agriculture. Most
projects proposed for funding is the livestock raising. Based on data
gathered, backyard livestock raising is common to every household and
this is the easiest way for PWDs to venture on.

In this considerations, that prior to approval of funding of the

proposals, it is deemed necessary that the proponents be oriented and
capacitated with project management in order to ensure the profitability
and sustainability of the projects. Thus, there is a need for a system which
will ensure close collaboration between the grant of credit and its
collection.
