Lala Lajpat Rai University of Veterinary and Animal
Sciences (LUVAS) is well known for academic excellence
owing to its infrastructure; dynamic competent faculty; well-
equipped laboratories; and multispecialty utility services in
the field of veterinary sciences, animal husbandry and dairy
sector. LUVAS is dedicated to serving different stakeholders
including animal/poultry owners and farmers and providing
veterinary services through Veterinary Clinical Complex, Disease Investigation
(DI) Laboratories and College Central Laboratory situated in the main campus as
well as Haryana Pashu Vigyan Kendras (HPVKs) and DI laboratories situated
across Haryana. The academic session 2023-2024 of the University is going to start
at a very optimistic and progressive note.
With two constituent colleges viz., College of Veterinary Sciences and
College of Dairy Science & Technology offering undergraduate, M.V.Sc. and Ph.D.
degrees and two diploma courses namely Veterinary Livestock Development
Diploma (VLDD) & Diploma in Veterinary Laboratory Technology (DVLT). Four
private colleges/institutes offering undergraduate (B.V.Sc. & A.H.) degree and
sixteen private institutes offering Veterinary Livestock Development Diploma
(VLDD) located at various places across Haryana state are affiliated with LUVAS.
The colleges/institutes offering diploma courses are under the control of Institute of
Para Veterinary Sciences. LUVAS is producing world class professionals; diploma
holders, graduates and postgraduates (Master’s and Ph. D.) to serve the veterinary,
animal husbandry and dairy sectors at regional, national and global levels.
The College of Veterinary Sciences has a glorious past, formidable present
and a promising future for development of veterinary education and research. The
college has been playing a crucial role in the development of livestock sector as an
instrument of rural development through its multifarious activities since 1948 and it
is celebrating its platinum jubilee this year. The broader mandate of the college is to
protect animal health and increase production through creative higher education and
research in veterinary sciences. The College has 18 departments with well qualified
faculty and modern laboratory infrastructure suitable for practical training of
veterinary professionals. Veterinary Clinical Complex of the college is equipped
with modern multispecialty infrastructure for diagnosis and treatment of infectious
and non-infectious diseases of livestock and poultry.
College of Dairy Science and Technology was established in 2014 to
strengthen the dairy production and processing sector in the state of Haryana. With
its 5 Departments, the primary mission of college is to develop highly professional
dairy specialists through value based education, research and training in dairy
technology for meeting technological and societal needs.
Institute of Para Veterinary Sciences (IPVS) has been established in
February, 2014 with the purpose of producing Para-Veterinarians to assist the
Registered Veterinary Practitioners. The Para-Veterinarians provide minor
veterinary services and assist the Veterinarians for health care and management of
livestock and thus contribute towards the development of Veterinary Animal
Husbandry and Dairy sector. They also play an important role in veterinary
extension services and are considered an integral part of veterinary service delivery
system. The demand of Para-Veterinarians has increased with the opening of new
Veterinary Hospitals, Veterinary Poly Clinics, Diagnostic Laboratories, Dairy
Plants, Livestock Farms and Milk Processing units in Government as well as
Private sector.
The university's alumni are well-established in India and internationally,
serving the sector in various positions and excelling in their own exceptional
enterprises, with high stature recognitions in academics, research, and other fields.
Many of them have attained top positions of administrative services and serving the
country at various levels.
The university's academic reputation has always attracted qualified
individuals from all around India and internationally. I hope that the new academic
session 2023-24 will also attract the best talent from all over India, and that students
will excel in academics, sports, and extra-curricular activities, transforming them
into competent professionals to assist the animal husbandry and dairy sectors in

IMPORTANT INSTRUCTIONS
1. The application form for UG and PG programmes will be available only on the
university website www.luvas.edu.in
2. The candidates seeking admission to UG programmes shall have to apply online
only. The duly completed application form should be submitted online on or
before the last date.
3. The candidates seeking admission to B.V.Sc.&A.H. programme shall have to fill
his/her choices of colleges at the time of form filling. Once the Choice is locked no
further chance will be given for filling of choice(s) or making any change in the
already filled choice(s). Therefore, the candidates are advised to fill/lock the
choices of colleges carefully.
4. The candidates seeking admission to PG programmes have to submit their duly
completed application form through speed post/registered post or by hand in
the office of Dean, Post Graduate Studies, Lala Lajpat Rai University of Veterinary
and Animal Sciences, Hisar-125004 on or before the last date. The University will
not be responsible for the postal delay.
5. Read the prospectus carefully before filling up the Application Form.
6. No column of application form should be left blank.
7. Parivar Pehchan Patra (PPP) ID of the candidate of Haryana Residence is
mandatory before applying for admission at the University. The basic details of the
candidate i.e. name, father’s name, category etc. in the application form will
automatically be fetched from the PPP ID. If, the details fetched from PPP ID are
edited by the candidates, then the candidates are required to get their PPP ID
updated with correct details. The candidates have to submit the updated PPP ID
at the earliest.
8. All entries, especially category for reservation benefits etc., should be properly
filled in. Once the application form is submitted, any change in category is
not permissible.
9. Online application form should be registered by the candidate with his/her mobile
OTP. Therefore, candidate will use his/her own mobile number only.
10. BCA/BCB candidates must upload/enclose category certificate (Annexure-VI)
along-with latest Income Certificate (Annexure-VII) issued on or after 01.04.2023
by the competent authority. Similarly, EWS candidates must upload latest income
and assets certificate issued on or after 01.04.2023 and the same is to be
produced in original at the time of counselling/document checking, otherwise
their candidature for admission will not be considered in the respective category
and they will be debarred for subsequent online counsellings. However, such
candidates may participate in mop-up counselling by paying difference of
application form fee, if any.
11. Once admitted, the candidate will not be allowed to shift from NRI category to
General Category seat. Fees waiver is not applicable to NRI applicants of
either gender.
12. At the time of document checking, the candidates must bring all the original
documents, two sets of self-attested photocopies of original documents and two
2.0"×2.0" size coloured photographs as uploaded /pasted on the application form.
CHAPTER-I
INTERPRETATION OF RULES AND REGULATIONS
In the event of any inconsistency in the rules framed for admission policy or in
the event of any clarification with respect to the rules, the matter shall be referred to
the competent authority and the interpretation of the rules/guidelines as mentioned in
the prospectus shall be final. The Vice-Chancellor is competent to eliminate any
inconsistency and decide as to which provision shall take precedence over the others.
REMEDIES
If an applicant has any grievance or is of the opinion that in his/her case, the
rules framed for admission have not been followed, he/she may submit an application
outlining clearly the grievance/deviation in his/her opinion to the Vice-Chancellor. The
Vice-Chancellor shall consider the application in the light of relevant rules and the
decision of the Vice-Chancellor in the matter shall be final. All grievances/disputes
even if not covered under guidelines/rules mentioned in the prospectus will be resolved
by the competent authority.
DISCLAIMER
The statements made in this prospectus and all other information contained
herein are believed to be correct. However, the competent authority reserves the right to
make additions and alterations in the regulations, conditions governing admissions,
the code of conduct of students, requirements for the degree, fees and any other
information or statement/rule contained in this prospectus at any time without notice.
The competent authority may reduce or enhance the number of seats for reasons to be
recorded in writing. No responsibility shall be accepted by the University for any
hardship or expenses incurred by the candidates or any other person for such changes,
additions, omissions or errors, no matter how these were caused.
JURISDICTION
Jurisdiction for all disputes will be at Hisar.
CHAPTER-II
INTRODUCTION
MEANING AND SCOPE OF THE PROSPECTUS
It is a brief compilation of information and not an exhaustive detail of all the
regulations made by the competent authority in this regard. The provisions of the
prospectus are in the shape of guidelines which are available to the applicants seeking
admission and do not in any manner limit the power of any competent authority in
making additional regulations regarding the admission of the candidates in the
university from time to time.
Admissions are made in accordance with the admission rules/guidelines. Since
it is not possible to mention detailed procedure and guidelines in the prospectus,
admission rules are to be read with the instructions issued/to be issued from time to
time with the approval of the Academic Council/competent authority.
COMPETENT AUTHORITY
The original jurisdiction to make regulations regarding the admission of the
students is vested in the Academic Council of Lala Lajpat Rai University of Veterinary
and Animal Sciences, Hisar. The provisions as reproduced in the prospectus or the
guidelines as provided in this prospectus shall not make precedence over the power of
the Academic Council as provided in Section 15 and the power of the Vice-Chancellor
as contained in Section 21 and any of the provisions of Haryana Legislative Act No. 7 of
2010 and the subsequent Statutes framed by the university from time to time.
The provisions or guidelines provided in the prospectus are not final and are
subject to modifications made by the competent authority under the Act & Statutes
and if superseded by such decision by the competent authority, the latter will prevail
and the information given in the prospectus shall stand modified to that extent
automatically.
THE UNIVERSITY
The university was established by Haryana Government (Haryana Legislative Act
No. 7 of 2010) on 7th April, 2010. The university has been catering to the needs of
Haryana pertaining to livestock health and production since 1st December, 2010. The
university has the following objectives:
a) to impart education in different branches of Veterinary, animal sciences, fishery
sciences and allied sciences as it may determine from time to time;
b) to further advancement in learning and research in Veterinary, animal sciences,
fishery sciences and other allied sciences and to undertake extension of such
specialized knowledge to the needy people;
c) to undertake study in marketing strategies of live-stock and live-stock products,
conservation of live-stock breeds and wild animals;
d) to liaison and establish vital linkage with the concerned Departments of Animal
Husbandry, Fisheries and Dairy Development of the State Government and
Union Government, National and International Research Institutes specialized in
the field of Veterinary, animal sciences, fishery sciences and allied sciences with
a view to keep abreast of the latest technology;
e) to raise level of Veterinary study to international standards; and
f) such other objects, as the Board may determine, from time to time.
e-books and e-journals of international and national repute online. It has 600 hard
bound and digital form of Masters’ and Doctoral theses of different departments of the
University which has also been uploaded on krishikosh. It has 42 computers with
internet which can accommodate around 80 persons at a time with LCD projection
facility.
This university is also sharing the library and information services of CCSHAU,
Hisar. The students and teachers can buy books from the Bookshop at discounts
ranging from 10 to 35% against a market discount structure of 10-15%. Photocopying
service is provided at nominal rates. Video conferencing facility, multimedia library,
internet lab, a number of e-journals etc. are the other facilities available in the library.
DIRECTORATE OF STUDENTS’ WELFARE
The Directorate is responsible for the welfare of students and helps in their
counselling and placement and cultural and sports activities. Presently, Lala Lajpat Rai
University of Veterinary and Animal Sciences, Hisar, with its own hostels, is sharing
the students' welfare facilities of CCS HAU, Hisar.
i) GIRI CENTRE FOR SPORTS ACTIVITIES
The Giri Centre for students’ sports activities is an outstanding feature being
shared by the university. It has two indoor badminton courts, two indoor squash
courts, hobby rooms and two multipurpose indoor gymnasia. A synthetic track of
international standard has also been provided in the athletic stadium.
ii) HOSTEL FACILITIES
Accommodation is provided in hostels where all the facilities such as gas
connection, furniture, TV with cable connection, leading newspapers and magazines
and solar water heating system are provided. All the hostels have EPABX phone
facilities as well as incoming calls facilities. Two hostel wardens look after the
management of each hostel. Every hostel has been provided with water coolers having
water purification system for safe drinking water. The hostel mess is being run on co-
operative basis.
iii) CO-CURRICULAR ACTIVITIES
The Directorate of Students’ Welfare is responsible for promotion of all the co-
curricular activities such as sports, NCC, mountaineering, graphic arts, literary, music,
dance, drama etc.
iv) STUDENTS’ COUNSELLING AND PLACEMENT CELL
The counselling and placement cell of the university provides information to the
students on job opportunities, competitive examinations, scholarships/fellowships etc.
It also conducts trainings/coaching classes for the entrance examinations, personality
development and explores the job avenues in the public and private sectors.
MEDICAL FACILITIES
There is a well-equipped hospital in the campus. The hospital has physicians,
gynaecologist, surgeon and dentist. Medical aid is provided round the clock to the
students, staff and other trainees.
CHAPTER-III
RULES AND REGULATIONS GOVERNING
B.TECH. (Dairy Technology) ADMISSIONS
1. ELIGIBILITY AND APPLICATION FORM
1.1 The candidates under all categories must have passed 10+2 examination
and obtained a minimum of 50% marks (except SC category) in aggregate of
English, Physics, Chemistry and Mathematics as main subjects from a
“recognized*/ approved Board of School Education having equivalence by
Council of Boards of School Education (COBSE), New Delhi/CBSE/ICSE
and also by Board of School Education Haryana, Bhiwani”. As per Chief
Secretary to Govt. of Haryana letter no. 22/129/ 2013-1GSIII dated
16.07.2014, the SC category candidates will be allowed a relaxation
up to 5% of the requirement for General Category i.e. the SC
candidates securing a minimum of 47.5% marks in aggregate of the
four subjects mentioned above will be eligible to apply for admission.
1.2 The candidates must have attained the age of 17 years as on 31st
December, 2023. Candidates attaining 17 years on 1st January, 2024 or
later will not be eligible. The upper age limit for candidates of all categories
(except SC and BC) is 25 years as on 31st December, 2023. This upper age
limit shall be relaxed by a period of 5 years for the candidates of SC and BC
categories of Haryana State.
1.3 The list of Boards/Universities, un-recognized/un-approved/not found
equivalent by Board of School Education, Haryana /CBSE/ICSE and
Council of Boards of School Education, New Delhi is given at Annexure-I.
Later on, if any other Board is not found equivalent for 10th and/or 10+2,
the certificate issued by such a board will be invalid and the candidates
possessing such certificates will not be eligible for the admission.
Inadvertently, if any such candidate is admitted, his/her admission shall be
cancelled at any time by the Registrar besides taking disciplinary action as
per rules.
1.4 In case the result of the qualifying examination has been declared publicly
but the certificate has not been issued by the concerned Board/University,
such candidates shall have to produce a certificate (Annexure-XII) from the
Head of the Institute last attended.
1.5 The coloured 2.0" × 2.0" size photograph (taken on or after 01-04-2023)
to be uploaded on the application form should depict the name of candidate
and date of taking photo and it should be without cap and dark glasses. If
the 2.0"×2.0" size photograph is old or with cap or dark glasses or
disfigured, the application form shall be rejected. The focus needs to be on
the face (80% face coverage, ears clearly visible, on white background).
Spectacles are allowed only if being used regularly.
(*) Recognized board refers to the board which is a member of Council of Boards of School
Education, New Delhi and is created by an Act of State Legislature or Parliament.

2. JEE (Main)-2023
2.1 All candidates (except NRI & Foreign Nationals) seeking admission to
B.Tech. (DT) programme of CoDST, LUVAS, Hisar must appear in the JEE
(Main)-2023 to be conducted by National Testing Agency (NTA).
2.2 Applicants who have appeared 10+2 or equivalent examination with
required subjects (even if result is yet to be declared) may also apply,
however, such candidates will be considered for admission on the basis of
merit of JEE (Main)-2023 provided they fulfill the eligibility conditions as
given under Rule 1 of this Chapter and production of all original
documents at the time of document checking.
2.3 Same marks in the JEE (Main)-2023 or otherwise:
In case of two or more candidates scoring same marks in the JEE (Main)-2023,
the merit would be decided on the basis of All India Ranking given in the JEE
(Main)-2023 score card.
3. COUNSELLING-CUM-ADMISSION
General Rules:
3.1 The competent authority reserves the right to reject any application form
for reasons to be recorded in writing.
3.2 The allocation of seats will be through online counselling and the details
will be available on university website (www.luvas.edu.in).
3.3 The admissions to all the seats of B.Tech. (Dairy Technology) programme
will be made as per the Merit list to be prepared on the basis of marks
obtained by the candidates in the JEE (Main)-2023 conducted by NTA.
Those candidates who scored zero or negative marks in the JEE (Main)-
2023 conducted by NTA are not eligible to participate in counselling for
B.Tech. (Dairy Technology) programme.
3.4 During the counselling the roster system as indicated in letter no.
22/10/2013-1GSIII dated 15.07.2014 of Govt. of Haryana and
instructions received from time to time from Govt. of Haryana will be
followed.
3.5 The candidates of reserved categories who are able to find place in the
general merit will be considered to have been admitted against the general
category seats. Seats lying vacant for any reserved category due to any
reason and non-availability of eligible candidates in the 1st counselling will
be filled up in the 2nd counselling from amongst the candidates of
respective category. If the seats still remain vacant due to non-availability
of eligible candidates these will be filled up on the basis of combined merit
list.
3.6 Seats remaining vacant due to any reason after the first counselling or
fallen vacant subsequently due to any reason shall be filled in the 2nd
counselling.
3.7 The candidate, before reporting to the Admission Committee, should see
the latest position of the number of seats available on the university
website. The candidate should then present himself/herself before the
Admission Committee.
3.8 The eligible candidates, as per the merit list in the respective category,
shall report for document checking and other admission formalities as per
the schedule to be uploaded on the university website, in the Auditorium
of College of Veterinary Sciences, LUVAS, Hisar, failing which they
will have no claim for admission. No separate letter in this
connection shall be issued.
3.9 The candidates shall have to pay fees and other charges on the day of
checking of documents, otherwise the seat will be declared vacant.
However, the candidate(s) may participate in mop-up (physical)
counselling(s); if any.
3.10 The candidates are required to bring all the original documents, two
recently taken photos and two sets of self-attested photocopies of
documents etc. as per rule 3.13 of this Chapter, at the time of
document checking, failing which they shall be refused admission.
The original documents of the admitted candidates shall be retained by
the Registrar's office and temporarily provided to the candidate on a
written request for a week or up to one day before the subsequent
counselling, whichever is earlier and if not returned back by the date
committed, admission of that candidate shall stand automatically
cancelled and the seat will be declared vacant. These documents will be
returned to the candidates after the completion of verification process.
The Admission Committee for CoDST, LUVAS, Hisar will be as under: -

3. One Professor to be nominated by the Vice-Chancellor Member
3.11 The candidates shall get themselves medically examined from the Senior
Medical Officer at the University Hospital, CCS HAU, Hisar. If found
medically fit, deposit medical fitness certificate along-with the required fee
on the same day in the o/o Dean, CoDST. The candidates found to be
medically unfit will not be admitted. The admission of those candidates,
who fail to complete any of the admission formalities (as mentioned in
3.11), shall stand cancelled and on the request of the candidate, the fee
paid shall be refunded as per rules.
3.12 The completion of admission process involves the followings:
i) Checking and submission of all the original documents along with
self-attested photocopies, in person, as indicated under the rule 3.13
at the time of document checking.
ii) Medical Examination.
iii) Deposition of fees and other charges.
iv) Registration on the due date and time.
3.13 Original and two sets of self-attested photocopies of the following
documents are required to be deposited with the Admission Committee at
the time of document checking and failure to produce any of the
original documents may make the candidate ineligible for the
admission:
i) Matric Certificate with Date of Birth and father's/mother's name and 10+2
certificate from Board of School Education, Haryana/CBSE/ICSE/ any
Families category. However, the applicant will have to fulfill all other eligibility
conditions applicable for general category seats (Endst. No. Reg./A-
1/2021/1643-1678 dated 22.05.2021).
5. Rules and regulations for admission of Foreign Nationals (other than NRI)
i) Admission of foreigners shall be decided on the basis of documents
received through the Competent Authority.
ii) The candidates from foreign countries will be admitted against the
additional seats without appearing in the JEE (Main)-2023, subject
to approval by the competent authority. Their admission will be
regulated by the Indian Council of Agricultural Research, New Delhi
or Government of India or Government of Haryana. They will be
admitted only if they have valid student visa. They must be
declared medically fit after examination by the Doctor authorized
by the Indian Embassy in the country from where they wish to seek
admission. They should have full medical insurance before their
admission in the University for whole duration of their study in the
University.
iii) The candidate must have studied in English medium or should
submit documentary evidence of proficiency in English language.
Note: i) Bank collection charges of Rs.800/- will be charged extra if the
bank draft is not payable at any branch of a Scheduled Bank at
Hisar.
ii) Other charges as applicable shall be charged in Indian currency.
6. A candidate aggrieved by any decision of the Admission Committee/Registrar
may appeal within three days to the Vice-Chancellor, who will examine the
application with reference to the rules and regulations. Decision of the Vice-
Chancellor, in the matter, shall be final.
Note: 1. Short duration has been provided for appeal as a time bound schedule is to
be followed to complete the admissions.
2. Admission to B.Tech. (Dairy Technology) programme of the University will be
made by the Registrar. The Registrar shall accordingly register the students
after payment of the prescribed fees and other charges. If it is found, at any
time, that a candidate has obtained admission to this programme by
misrepresentation/concealment of facts or that candidate has availed some
benefit which was not due to him/her or if a candidate has been admitted
due to an error, the Registrar may cancel his/her admission to this
programme.
3. Admission remains provisional. Documents submitted by the candidates
shall be checked/ got verified /re-verified from the concerned
Board/University at any time during course of the study. If, at any stage, any
certificate is found fake or not equivalent by Board of School Education,
Haryana/CBSE/ICSE/ any other Board considered approved / equivalent as
member of COBSE, New Delhi, admission will be cancelled and legal action
may be initiated.

*As per notification issued vide no. Leg.15/2020 dated 15.05.2020 issued by
Law and Legislative Department Govt. of Haryana, fifty percent of the 20%
seats reserved for Scheduled Castes for admission in any Government
educational institution shall be set aside for candidates belonging to deprived
Scheduled Castes (as per Annexure-IV).
Where a seat set aside for candidate from deprived Scheduled Castes for
admission in Government educational institutions is not filled up in any
academic year due to non-availability of candidate of deprived Scheduled
Castes possessing the requisite qualifications, the same shall be made
available to candidate of Scheduled Castes.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking category certificate (Annexure-
VI) along-with latest Income Certificate (Annexure-VII) issued on or after
01.04.2023 by the competent authority.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per
Annexure-IV, shall have to submit, at the time of document checking
Deprived Scheduled Castes Certificate (Annexure-V) issued by the
competent authority.
(iii) Candidates claiming reservation under Economically Weaker Sections (As
per Govt. of Haryana letter no. 22/12/2019-IGS-III dated 25th February,
2019) shall have to submit the latest Income and Asset Certificate issued
by the competent authority on or after 01.04.2023 at the time of
document checking as per Annexure-VIII.
(iv) If reserved category seats still remain vacant due to any reason, the same
will be filled up by the reserve category candidates during mop-up
(physical) counselling, if any.
(v) In case, the candidates are not available in one particular block of BC, the
seats shall be filled up from the candidates of other block of BC during
mop-up (physical) counselling.
(vi) In the event of the quota reserved for persons with disability remaining
unutilized due to non-availability of suitable handicapped candidates, it
may be offered preferably to the Ex-servicemen and their wards and the
dependents of freedom fighters in that order to the extent of 1% each to
these categories.
(vii) In case the seat(s) remain(s) vacant in J&K Residents/Kashmiri Migrants/
non migrant Kashmiri Pandits/Kashmiri Hindu Families Categories due
to non-availability of eligible candidate, one seat will be filled up by the
wards of regular employees of LUVAS (preferably by the ward of deceased
employee who dies in-service) during mop-up (physical) counselling.
(viii) In case the seat(s) still remain(s) vacant in J&K Residents/Kashmiri
Migrants/non migrant Kashmiri Pandits/Kashmiri Hindu Families/ICAR
Categories due to non-availability of eligible candidate(s), the same will be
converted to the State Quota seat(s) as per roster/reservation policy and
will be filled up during mop-up (physical) counselling.
(ix) Seat reserved for any category in State quota still remains vacant that
shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list in mop-up (physical) counselling.
4. Criteria for admission against the seats reserved for Ex-servicemen:
The seats under this category will be filled up, irrespective of the merit in
the entrance test, on the basis of following priorities approved by the Govt. of
Haryana:
The Govt. of Haryana, General Administration Department, General
Services-III Branch vide its no. 22/10/2013-1GSIII dated 10th August, 2017 has
decided to adopt the contents of letter no. 6(1)/2017-D(Res-II) dated 19.05.2017
circulated by Govt. of India, Ministry of Defence, Department of Ex-Serviceman
Welfare D(Res-II) intimating that the following priorities for reservations or
preferences to the wards of Armed Forces personnel shall be applied by
States/UTs/Central/State Universities/ Autonomous Institutions for admission
in medical/professional/non-professional courses:-
Priority-I : Widows/Wards of Defence personnel killed in action.
Priority-II : Wards of disabled in action and boarded out from service.
Priority-III : Widows/Wards of Defence personnel who died while in
service with death attributable to military service.
Priority-IV : Wards of disabled in service and boarded out with disability
attributable to military service.
Priority-V : Wards of Ex-servicemen who are in receipt of Gallantry
Awards:

Priority-VI : Wards of Ex-servicemen
"Applicant having permanent disability of not less than 40%, provided the
applicant is otherwise fit for a dairy technologist duty". Such applicant will have to
bring a certificate (Annexure-IX) from the Chief Medical Officer of the District to which
the candidate belongs.
Such candidates will also have to appear before the medical board of LUVAS for
determining the percentage of disability and for assessment whether they are fit to
carry out the duties of a dairy plant despite being handicapped. The finding of the
university board shall be final, superseding the certificate already submitted by the
applicant.
A candidate shall not be allowed admission to B.Tech. (Dairy Technology)
programme if he/she suffers any of the disabilities in physical fitness as listed below:
i) Disability of total body including disability of chest/spine more than 50%,
ii) Disability of lower limb of more than 50%,
iii) Disability of upper limb,
iv) Visually handicapped candidates and those with hearing disability,
v) Candidate with progressive diseases like Myopathies etc.,
vi) Disabilities which otherwise would interfere in the performance of the duties of a
dairy technologist.
However, the eligible SC category students will pay the security and
remaining charges at the time of admission. The students fulfilling the
conditions prescribed by the State Government for Post Matric Scholarship
(PMS) are required to submit the following documents at the time of admission in
B.Tech. programme:

CHAPTER-IV
RULES AND REGULATIONS GOVERNING
B.V.Sc.&A.H. ADMISSIONS
1. ELIGIBILITY AND APPLICATION FORM
1.1 The candidates under all categories must have passed 10+2 examination
and obtained a minimum of 50% marks (except those in SC category) in
aggregate of English, Physics, Chemistry and Biology/Biotechnology as
main subjects from a “recognized*/ approved Board of School Education
having equivalence by Council of Boards of School Education (COBSE), New
Delhi/CBSE/ICSE and also by Board of School Education Haryana,
Bhiwani”. As per Chief Secretary to Govt. of Haryana letter no.
22/129/2013-1GSIII dated 16.07.2014, the SC category candidates
will be allowed a relaxation up to 5% of the requirement for General
Category i.e. the SC candidates securing a minimum of 47.5% marks
in aggregate of the four subjects mentioned above will be eligible to
apply for admission. No such relaxation will be applicable for management
quota seats of Affiliated Private Colleges, except for Haryana domiciled
candidates.
1.2 The candidates must have attained the age of 17 years as on 31st
December, 2023. Candidates attaining 17 years on 1st January 2024 or
later will not be eligible. The upper age limit for candidates of all categories
(except SC and BC) is 25 years as on 31st December, 2023. This upper age
limit shall be relaxed by a period of 5 years for the candidates of SC and BC
categories of Haryana State. No such relaxation in the upper age limit will
be applicable for management quota seats of Affiliated Private Colleges,
except for Haryana domiciled candidates.
1.3 The list of Boards/Universities, un-recognized/un-approved/not found
equivalent by Board of School Education, Haryana /CBSE/ICSE and Council
of Boards of School Education, New Delhi, is given at Annexure-I. Later on, if
any other Board is not found equivalent for 10th and/or 10+2, the certificate
issued by such a board will be invalid and the candidates possessing such
certificates will not be eligible for the admission. Inadvertently, if any such
candidate is admitted, his/her admission shall be cancelled at any time by
the Registrar besides disciplinary action as per rules.
1.4 In case result of the qualifying examination has been declared publicly but
the certificate has not been issued by the concerned Board/University,
such candidates shall have to produce a certificate (Annexure-XII) from the
Head of the Institute last attended.
1.5 The last date for submission of online duly filled application form for all the
seats of COVS, Hisar and affiliated private colleges on the portal has been
mentioned in the beginning of this prospectus.
(*) Recognized board refers to the board which is a member of Council of Boards of School
Education, New Delhi and is created by an Act of State Legislature or Parliament.
1.6 The coloured 2.0" × 2.0" size photograph (taken on or after 01-04-2023) to
be uploaded on the application form should depict the name of candidate and
date of taking photo and it should be without cap and dark glasses (Annexure-
XXV). If the photograph is old or with cap or dark glasses or disfigured, the
application form shall be rejected. The photograph should be as per NTA
[NEET- (UG)-2023] specifications (with white background and should cover
80% of face with ears clearly visible). Spectacles are allowed only if being used
regularly.
1.7 For NRI candidates, the last date of submission of online application form
has been mentioned in the beginning of this prospectus. They are also
required to upload scanned copies of all the relevant documents required
for the admission. The documents may be sent to the Registrar through
email at the email address: admissions@luvas.edu.in.
2. NEET (UG)-2023
2.1 All candidates (except NRI & Foreign Nationals) seeking admission to
B.V.Sc. & A.H. programme of COVS, Hisar as well as affiliated private
colleges must appear in the NEET (UG)-2023 conducted by National
Testing Agency (NTA).
2.2 Applicants who have appeared in 10+2 or equivalent examination with
required subjects (even if result is yet to be declared) may also apply,
however, such candidates will be considered for admission on the basis of
merit of NEET (UG)-2023 provided they fulfill the eligibility conditions as
given under Rule 1 of this Chapter and production of all original
documents at the time of document checking.
2.3 Same marks in the NEET (UG)-2023 or otherwise:
In case of two or more candidates scoring same marks in the NEET (UG)-2023,
the merit would be decided on the basis of All India Ranking given in the NEET
(UG)-2023 score card.
3. COUNSELLING-CUM-ADMISSION
General Rules:
3.1 The competent authority reserves the right to reject any application form
for reasons to be recorded in writing.
3.2 The counselling scheme and schedule will be displayed on University
website in due course of time and the same will be binding upon the
candidates. The candidates are advised to keep visiting University website
for latest updates.
3.3 The admissions to all the seats (except NRI and Foreign Nationals) of
B.V.Sc. & A.H. programme at College of Veterinary Sciences (COVS), Hisar
as well as affiliated private colleges will be made as per the Merit list to be
prepared on the basis of marks obtained by the candidates in the NEET
(UG)-2023 conducted by NTA. Those candidates who scored zero or
negative marks in the NEET (UG)-2023 are not eligible to participate in
counseling for B.V.Sc. & A.H. programme. All the state quota seats of
B.V.Sc. & A.H. programme at COVS, Hisar as well as at affiliated
private colleges are only for Haryana resident candidates, while for
admission to the management quota seats of affiliated private colleges, the
candidates from all over India including Haryana will be eligible, subject
to fulfillment of eligibility conditions.
3.4 All the state quota seats of COVS, LUVAS as well as of affiliated private
colleges will be filled up by roster system as indicated in letter no.
22/10/2013-1GSIII dated 15.07.2014 of Govt. of Haryana and
instructions received from time to time.
3.5 Admission to Management Quota Seats of affiliated private colleges will be
made on the basis of All India Merit List of NEET (UG)-2023 for which the
candidates from all over the country including Haryana will be eligible.
3.6 Admission to seats reserved for Kashmiri Migrants/non migrant Kashmiri
Pandits/Kashmiri Hindu Families and J&K Residents at COVS, LUVAS,
Hisar will be made on the basis of Merit List of NEET (UG)-2023.
3.7 The candidates, who have been allotted seats as per the NEET (UG)-2023
merit list in the respective category, are to report for document checking
and other admission formalities as per the schedule to be uploaded on the
university website, in the Auditorium of College of Veterinary Sciences,
LUVAS, Hisar, failing which they will have no claim for admission. No
separate letter in this connection shall be issued. The candidates shall
have to pay fees and other charges there and then, otherwise the seat will
be declared vacant. If any candidate after completion of admission
formalities does not deposit the required fee, his/her candidature
will be cancelled and he/she will not be eligible for subsequent
online counselling(s). Also if any candidate remains absent at the
time of document verification, fee deposition and medical
examination, he/she will not be considered in the subsequent online
counselling(s) even if he / she is higher in merit. Further, if a
candidate refuses to accept admission on his/her turn, he shall lose
his/her right of admission. He / she will not be considered for
admission on the subsequent online counselling even if he / she is
higher in merit. However, such candidates may participate in the
Mop-up counselling, if any. However, a candidate who has taken
admission in LUVAS or any of the affiliated private colleges will not
be allowed to participate in Mop-Up Counselling.
3.8 The candidates are required to produce all the original documents, two
recently taken photos and two sets of self-attested photocopies of
documents etc. as per rule 3.11 of this Chapter, at the time of document
checking, failing which they shall be refused admission. The candidates
who intend to seek admission in LUVAS and have deposited their original
documents in other institute for admission, are required to bring original
fee receipt and written statement of that institute that his/her original
documents are retained with the institute. Also such candidates have to
bring two sets of photocopies of original documents and other essentials
with them. The original documents of the admitted candidates shall be
retained by Registrar's office and temporarily provided to the candidate on
a written request for a week or up to one day before the subsequent
counselling, whichever is earlier and if not returned back by the date
committed, admission of that candidate shall stand automatically
cancelled and seat will be declared vacant. These documents will be
returned to the candidates after the completion of verification process.
The Admission Committee for COVS, LUVAS, Hisar will be as under:-

3. One Professor to be nominated by the Vice-Chancellor Member
3.9 The candidates shall get themselves medically examined from Senior
Medical Officer at the University Hospital, CCS HAU, Hisar. If found
medically fit, the candidates are required to deposit the medical fitness
certificate along-with the required fee on the same day in the o/o Dean,
COVS. The candidates found to be medically unfit will not be admitted.
The admission of those candidates, who fail to complete any of the
admission formalities (as mentioned under 3.10) shall stand cancelled
and on the request of the candidate, the fees paid shall be refunded as per
rules.
3.10 The completion of admission process involves the followings:
i) Checking and submission of all the original documents along with
self-attested photocopies, in person, as indicated under the rule 3.11
at the time of document checking.
ii) Medical fitness certificate
iii) Deposition of fees and other charges.
3.11 Original and two sets of self-attested photocopies of the following
documents are required to be deposited in person with the Admission
Committee at the time of document checking and failure to produce any
of the original documents shall make the candidate ineligible for the
admission.
i) Matric Certificate with Date of Birth and father’s/mother’s name and
10+2 certificate from Board of School Education, Haryana/
CBSE/ICSE/any other Board considered approved/equivalent as member
by COBSE, New Delhi. If any certificate is found fake or not equivalent by
any of the above Boards, admission will be cancelled and legal action
initiated. In case result has been declared publicly but the certificate of
qualifying examination has not been issued by the concerned
Board/University, such candidates shall have to produce a certificate
(Annexure-XII) from the Head of the institute last attended.
ii) Admit Card issued by the concerned Education Board for 10+2 final
examinations.
iii) Score Card depicting marks obtained in NEET (UG)-2023 examination.
iv) Haryana Resident Certificate (Annexure-II), if required.
v) Character Certificate from the institute last attended.
vi) The applicants who have passed the qualifying examination earlier and if
there is a gap of more than one year from the date of declaration of result
of the previous examination (other than the pursuit of studies in an
institution/college) shall give a self-undertaking regarding their non-
enrolment in any institution (Annexure-XIII). Similarly, the applicants
who have passed the qualifying examination as private candidates will
also have to submit undertaking in this regard.
vii) Relevant certificate if the benefit of reserved category is being claimed
(Annexure-III/V/VI/VII/VIII/IX/X/XI as the case may be). The candidates
claiming reservation under BCA/BCB categories are required to submit
category certificate (Annexure-VI) along-with latest Income Certificate
(Annexure-VII) issued on or after 01.04.2023 by the competent authority.
Similarly, the EWS category candidates are required to submit the latest
income and asset certificate issued by the competent authority on or after
01.04.2023 in the format prescribed in Annexure-VIII.
v) The University Admission Fee and College Development Fund (CDF) may
be paid in US Dollars or equivalent Indian Currency from the bank
account of NRI maintained in India. All other types of fees, hostel dues
and other charges shall remain the same as applicable to the Indian/
Haryana residents.
vi) The candidates seeking admission on the basis of NRI status are required
to produce duly attested and verified photocopies of NRI/citizenship
certificate, eligibility document and passport or any other valid document.
vii) The admission under NRI category for the above programme is primarily for
the candidates having ancestral background in Haryana provided they fulfill
other conditions. However, in the event of vacant seats after admitting them,
NRI candidates who have already applied from other Indian states will be
considered.
6. Admission for the wards of regular employees of LUVAS
One seat is earmarked for the wards of regular employees of LUVAS
(preferably to the ward of deceased employee who dies in-service) against
the seat, if remains vacant under NRI/J&K Residents/Kashmiri
Migrants/Non-Migrant Kashmiri Pandits/Kashmiri Hindu Families
category. However, the applicant will have to fulfill all other eligibility
conditions applicable for general category seats (Endst. No. Reg./A-
1/2021/1643-1678 dated 22.05.2021).
7. Rules and regulations for admission of Foreign Nationals (other than NRI)
i) Admission of foreigners shall be decided on the basis of documents
received through the Competent Authority.
ii) The candidates from foreign countries will be admitted against the
additional seats without appearing in the NEET (UG)-2023, subject to
approval by the Veterinary Council of India. Their admission will be
regulated by the Indian Council of Agricultural Research, New Delhi or
Government of India or Government of Haryana. They will be admitted
only if they have valid student visa. They must be declared medically fit
on examination by a Doctor authorized by the Indian Embassy in the
country from where they wish to seek admission. They should have full
medical insurance before their admission in the University for whole
duration of their study in the University.
iii) The candidate must have studied in English medium or should submit
documentary evidence of proficiency in English language.
Note: i) Bank collection charges of Rs.800/- will be charged extra if the bank
draft is not payable at any branch of a Scheduled Bank at Hisar.
ii) Other charges as applicable shall be charged in Indian currency.

that a candidate has obtained admission to this programme by
misrepresentation/concealment of facts or that candidate has availed some
benefit which was not due to him/her or if a candidate has been admitted

3. Admission remains provisional. Documents submitted by the candidates
shall be checked/got verified/re-verified from the concerned Board/
University at any time during course of the study. If, at any stage, any
certificate is found fake or not equivalent by Board of School Education,
Haryana/CBSE/ICSE/any other Board considered approved/ equivalent as
member of COBSE, New Delhi, admission will be cancelled and legal action
initiated.

** For ESM/FF candidates (one seat from Gen. Category, one Seat from SC
category & one seat from BCB category) and these seats have been reserved
as per roster rule.
Three percent (3%) horizontal reservation is provided to Ex-servicemen
(ESM) and their dependents in the first instance or dependents of Freedom Fighters
(FF) by providing reservation within reservation of 1% of General category, 1% out
of Scheduled Castes and 1% from Backward Classes categories for admissions to
the various educational institutions of the Government and Government aided
institutes located in Haryana. As far as block allocation in Block A and Block B of
Backward Class categories is concerned, year wise rotational system will be
adopted. For example, if Block A of Backward Classes is given seat in the Academic
year 2022, the other block i.e. Block B of Backward classes will be given seat in the
next academic year i.e. 2023, if becomes due and so on (Vide letter
No.22/10/2013-1GSIII Chandigarh, dated 28.02.2013 issued by the Government
of Haryana). For this purpose, a roster has been maintained with effect from the
academic year 2011-12. Fraction of each year shall be carried forward till total
comes to one, then one seat shall be indicated in the Prospectus and admission on
this seat will be made on the basis of inter-se merit of ESM and FF candidates.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking category certificate (Annexure-VI)
along-with latest Income Certificate (Annexure-VII) issued on or after
01.04.2023 by the competent authority. The children of person(s) having
gross annual income of upto 6 lakh rupees shall get the benefit of
reservation in admission. The sections of the Backward Classes earnings
above 6 lakh rupees per annum shall be considered as creamy layer.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per
Annexure-IV, shall have to submit, at the time of document checking,
Deprived Scheduled Caste Certificate (Annexure-V) issued by the competent
authority.
(iii) Candidates claiming reservation under Economically Weaker Sections (As

remaining charges at the time of admission. The students fulfilling the
conditions prescribed by the State Government for Post Matric Scholarship
(PMS) are required to submit the following documents at the time of admission in
B.V.Sc.&A.H. programme:
i. Haryana Domicile Certificate
ii. Latest Income Certificate upto 2.5 Lakhs per annum.
iii. Aadhar Card
iv. SC certificate
v. Undertaking (Annexure-XXXI) regarding deposition of fee/funds as
mentioned above within 15 days of getting post matric scholarship in
their account.
DETAILS OF FEE STRUCTURE FOR NRI STUDENTS
REFUND POLICY
* As per notification issued vide no. Leg.15/2020 dated 15.05.2020 issued by Law
and Legislative Department Govt. of Haryana, fifty percent of the 20% seats
reserved for Scheduled Castes for admission in any Government educational
institution shall be set aside for candidates belonging to deprived Scheduled
Castes (as per Annexure –IV).
Where a seat set aside for candidate from deprived Scheduled Castes for
admission in Government educational institutions is not filled up in any academic
year due to non-availability of candidate of deprived Scheduled Castes possessing
the requisite qualifications, the same shall be made available to candidate of
Scheduled Castes.
Three percent (3%) horizontal reservation is provided to Ex-servicemen/
Freedom Fighters and their dependents by providing reservation within
reservation of 1% of General category, 1% out of Scheduled Castes and 1% from
Backward Classes categories for admissions to the various educational
institutions of the Government and Government aided institutes located in
Haryana. As far as block allocation in Block A and Block B of Backward Class
categories is concerned, year wise rotational system will be adopted. For
example, if Block A of Backward Classes is given seat in the Academic year
2022, the other block i.e. Block B of Backward classes will be given seat in the
next academic year i.e. 2023 if becomes due and so on (Vide letter
No.22/10/2013-1GSIII Chandigarh, dated 28.02.2013 issued by the
Government of Haryana). For this purpose, a roster has been maintained with
effect from academic year 2014-15. Fraction of each year shall be carried
forward till total comes to one, then one seat shall be indicated in the prospectus
and admission on this seat will be made on the basis of inter-se merit of ESM
and FF candidates.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking category certificate (Annexure-
VI) along-with latest Income Certificate (Annexure-VII) issued on or after
01.04.2023 by the competent authority. The children of person(s) having
gross annual income of upto 6 lakh rupees shall get the benefit of
reservation in admission. The sections of the Backward Classes earnings
above 6 lakh rupees per annum shall be considered as creamy layer.
(ii) Candidates claiming reservation under Deprived Scheduled Castes as per
Annexure-IV, shall have to submit, at the time of document checking
Deprived Scheduled Caste Certificate (Annexure-V) issued by the
competent authority.
(iii) Candidates claiming reservation under Economically Weaker Sections (As
per Govt. of Haryana letter no. 22/12/2019-IGS-III dated 25th February,
2019) shall have to submit the latest Income and Asset Certificate issued
by the competent authority on or after 01.04.2023 at the time of
document checking as per Annexure-VIII.
(iv) In case, the candidates are not available in one particular block of BC,
the seats shall be filled up from the candidates of other block of BC
during physical/mop-up counselling.
(v) In the event of the quota reserved for persons with disability remaining
unutilized due to non-availability of suitable handicapped candidates, it
may be offered preferably to the Ex-servicemen and their wards and the
dependents of freedom fighters in that order to the extent of 1% each to
these categories.
(vi) In case the seat(s) remain(s) vacant in VCI Categories due to non-
availability of eligible candidate(s), the same will be converted in the State
Quota seat(s) as per roster/reservation policy and will be filled up in
physical/mop-up counselling.
(vii) If, seat reserved for any category in State quota still remains vacant that
shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list during physical/ mop-up counselling. No
sliding will be done in Mop-up (Final) counselling.
3. Admission to the state quota seats is only for Haryana resident candidates while
for admission to the management quota seats, the candidates from all over India
(including of Haryana Domicile) will be eligible, subject to fulfillment of eligibility
conditions.
4. Admission to all the seats (except NRI) will be made on the basis of the inter-se
merit of the candidates in the NEET (UG)-2023 to be conducted by NTA.
5. Admission against State Quota Seats will be made as per the State Merit list and
against Management Quota Seats as per the All India Merit list to be prepared
on the basis of marks obtained by the candidates in NEET (UG)-2023.
6. NRI seats shall be filled up as per the guidelines laid down in para 5 of Chapter-
IV of the prospectus. Seats remaining vacant from NRI quota will be filled up
under the management quota.
7. Document checking, fee deposition, registration and all other formalities, related
to admission for State Quota, Management Quota and NRI seats will be held at
LUVAS, Hisar. The details of counselling related schedule and process shall be
displayed on the University website later on.

RULES & REGULATIONS GOVERNING POST GRADUATE
ADMISSIONS
ELIGIBILITY FOR ADMISSIONS
i) The candidate must have obtained B.V.Sc.&A.H. and M.V.Sc. degree with
minimum OGPA/OCPA of 6.50/10.00 or 65% marks in M.V.Sc. degree
from a college recognized by the Veterinary Council of India (VCI) and
that college must be within the list of VCI Schedule of recognized
Veterinary Colleges /Institutes.
ii) The candidates must have completed Master's programme and result
notified. The eligible candidates will be considered in order of their merit
in the ICAR- AICE (All India Competitive Examination)- JRF/SRF(Ph.D.)-
2023 conducted by NTA for ICAR. If the Master's degree and transcript
are not issued to them by the University till the date of Counselling, they
shall have to produce a certificate from the Dean, Post-graduate
Studies/Registrar of their University indicating the OGPA and date of
qualifying the viva-voce examination and notification of completion of
M.V.Sc. degree.
iii) Such candidates who have not obtained B.V.Sc. & A.H. and M.V.Sc.
degree from a veterinary college/institute recognized by VCI will not be
eligible for admission to Ph.D. programme and admission form fee will
not be refunded.
iv) Score card/Rank of NTA-AICE - JRF/SRF(Ph.D.)-2023 conducted by
NTA for ICAR.
v) Copy of Aadhar Card.
vi) For availing benefits of Haryana Govt. Schemes, please enclose copy of
Parivar Pehachan Patra (PPP ID) along with admission form.
vii) The candidate must be registered with the State Veterinary
Council/Veterinary Council of India.

1.4 The applicants seeking admission to the M.Tech. degree programme will
fill up the offline admission form available on the University website
www.luvas.edu.in. The last date for submission of admission form in the
office of Dean, PGS, LUVAS, Hisar is 16.08.2023 without late fee and
21.08.2023 with late fee of Rs.600/-. Admissions in M.V.Sc. and Ph.D.
Programme will be made during the 2nd semester of the Academic Year
2023-24.
1.5 The colored 2”x2” size photograph (taken on or after 01.08.2023 for
M.Tech. and taken on or after 26.03.2024 for M.V.Sc. and Ph.D.) to be
pasted on the admission form should depict the name of the candidate
and date of taking photo. The focus should be on the face (80% face
coverage, ears clearly visible, on white background). The photograph
should be without cap and dark glasses. If the photograph is old, with cap
or dark glasses or disfigured the admission form shall be rejected.
Spectacles are allowed only if being used regularly.
1.6 The candidates having passed the qualifying examination from any other
university and seeking admission to Post-graduate programmes of this
university shall have to produce a Migration Certificate from the
previous university latest by the registration date of the 2nd Semester of
their study, failing which their admission shall be cancelled.
1.7 Eligibility for ICCR/NRI nominees for M.V.Sc. and Ph.D. programmes.
There will not be any entrance test for such nominees. The candidate
must have obtained B.V.Sc. & A.H. /*equivalent degree and Master’s
/*equivalent degree.
The NRI candidates having B.V.Sc. & A.H. and Masters’ degree
from any Indian Institute/University should be from a VCI recognized
college. The candidate must be registered with the State Veterinary
Council or Veterinary Council of India.
2. Admissions to M.V.Sc. and Ph.D. programme for Haryana Domicile/ other states
candidates will be made on the basis of National Testing Agency (NTA) score of
Indian Council of Agricultural Research, All India Entrance Examination for
Admission (AIEEA)-PG-2023 and AICE (All India Competitive Examination)-
JRF/SRF(Ph.D.)-2023, respectively. There will be no requirement of NTA score of
ICAR entrance test for ICCR/ NRIs/RVC and other Foreign Nationals for
admission to M.V.Sc and Ph.D. programmes. There will be no entrance test for
admission in M.Tech. Programme. In-service LUVAS faculty members are also
exempted from AICE (All India Competitive Examination)-JRF/SRF (Ph.D.)-2023
entrance test for admission to Ph.D. programme.
2.1 Those candidates who scored zero or negative marks in the AIEEA (PG)-
2023 are not eligible to participate in counseling for M.V.Sc. programme.
2.2 Those candidates who scored zero or negative marks in the AICE-
JRF/SRF (Ph.D.)-2023 are not eligible to participate in counseling for
Ph.D. programme.
Notes:
i) Only the performance of preceding three years in the games as listed at
Annexure- XXIII will be considered. The cut-off date for counting
preceding three years will be 30th June, 2023 for the admissions in
academic session 2023-24.
ii) Required eligibility performance will be considered only if the participation
certificate of the lower level is attached or if for any reasons next lower
championship has not taken place then a certificate to this effect from the
concerned authorities has to be attached/produced. However, the
Admission Committee shall satisfy itself about the genuineness of sports

the weightage for achievements made during residential requirements of a
programme is as under:
i) First three positions at National level competitions (sponsored 5%
by the Association of Indian Universities).
ii) Participation at National level competition/position at Zonal 4%

All India Inter-Veterinary/ Inter-Agricultural University
competition(sponsored by the ICAR).
iii) Participation in All India Inter-Veterinary/ Inter-Agricultural 3%
University competitions (sponsored by ICAR) or participation in
Zonal level competitions (sponsored by AIU).
iv) First three positions at State/University level competitions 2%
(organized by any University or Govt. Department.)
v) Participation in recognized State/University/ICAR 1%
Competitions.
As regards Ph.D., if there are two or more candidates securing equal marks in
ICAR AICE-JRF/SRF(Ph.D.)-2023, merit will be decided on the basis of marks
obtained in the qualifying examination (M.V.Sc.). If in the qualifying
examination, percentage of marks remaining the same then the merit will be
decided on the basis of lower degree B.V.Sc. &A.H. If still there is a tie, then the
candidate senior in age will be considered higher in merit.
5. PROCEDURE OF COUNSELLING-CUM-ADMISSION
5.1 Admission shall be allowed on the basis of merit in the entrance
test/academic merit plus weightage, if any and availability of seat(s). The
eligible candidates shall be required to report for Counselling and
registration for M.V.Sc./M.Tech. and Ph.D. programmes as per the
schedule given in prospectus, failing which they shall have no claim for
admission. No intimation letter regarding Counselling or registration
shall be sent to any candidate. Admission of Foreign Nationals shall,
however, be made in absentia on the basis of documents received through
the Competent Authority. Sponsoring Authority will be informed about the
admission of foreigners with a copy to the candidate.
During the Counselling the roster system as indicated in letter no. 22/10/
2013-1GSIII dated 15.07.2014 Govt. of Haryana and instructions received
from time to time from Govt. of Haryana will be followed. The candidates
of reserved categories who are able to find place in the general merit will
be considered to have been admitted against the general category seats.
Seats lying vacant for any reserved category due to any reason and non-
availability of eligible candidates in the 1st Counselling will be filled up in
the subsequent counselling from amongst the candidates of respective
category. If the seats still remain vacant these will be filled up on the basis
of combined Merit list. The benefit of reservation will be given only to
Haryana Domicile candidate belonging to the respective category.
The candidates of other states will be considered in subsequent
counselling as mentioned in the counselling schedule after filling seats
from amongst Haryana Domicile candidates. However, preference will be
given to the Haryana resident candidates, if any during the counselling for
other state candidates.
Note: (i) Candidates claiming reservation under Backward classes shall have to
submit, at the time of document checking latest Income Certificate
(Annexure-VII) issued on or after 01.04.2023 by the competent authority
5.3 The candidate before reporting to the Admission Committee should see
the latest position of the number of seats available on the chart. He/She
should present himself/herself before the Admission Committee and give
an undertaking regarding choice of discipline. Thereafter, he/she will be
allowed provisional admission on the basis of merit, as per rules and
subject to the availability of the seat. The in-service candidates must
bring No Objection Certificate issued by the Employer/ Head of the
Institution at the time of Counselling, otherwise he / she will not be
considered for admission. In-service candidates must produce copy of
relieving order and sanction order of leave allowed by the concerned
department before joining the classes.
5.4 The Admission Committee for M.V.Sc. and Ph.D. will be as under:
(1) Dean, Post-graduate Studies Chairman
(2) Dean, COVS Member
(3) Registrar Member
5.5 Candidates are required to bring relevant original documents and self-
attested two copies on the date of Counselling and in-service candidates
must bring copy of NOC issued by their employer / Head of the
Department (Annexure XX/XXI), failing which they shall be refused
admission. Original documents of the candidates admitted shall be
retained by the Dean, PGS office and temporarily provided on a written
request to the candidate for a week or upto one day before the next
Counselling, whichever is earlier and if not returned by the date
committed, admission shall stand automatically cancelled. These
documents will be kept in the office of Dean, PGS till completion of degree
programme.
5.6 Original and two sets of self-attested copies of the following documents are
required to be deposited with the Admission Committee at the time of
Counselling and failure to produce any of the original documents shall
make the candidate ineligible for the admission:
Such candidates will also have to appear before the medical board of
LUVAS for determining the percentage of disability and for assessment
whether they are fit to carry out the duties of a veterinarian/Dairy
technologists despite being handicapped. The finding of the university
board shall be final, superseding the certificate already submitted by the
applicant. The applicant should not suffer from the followings:
i) Disability of total body including disability of chest/spine more than
50%,
ii) Disability of lower limb of more than 50%,
iii) Disability of upper limb,
iv) Visually handicapped candidates and those with hearing disability,
v) Candidate with progressive diseases like Myopathies etc.,
vi) Disabilities which otherwise would interfere in the performance of the
duties of a Veterinarian/Dairy Technologists.
5.9 The candidates selected for admission shall have to deposit the fees and
other charges in the office of Dean, College of Veterinary Sciences (COVS),
LUVAS, Hisar through Debit/Credit Card in the office of Dean, COVS,
LUVAS, Hisar, after getting themselves medically examined from the
Senior Medical Officer, Campus Hospital of CCS HAU, Hisar, submit
medical certificate on the same day of Counselling in the o/o Dean, PGS
and complete the registration on the scheduled date and time failing
which they will forfeit their claim of admission. Candidates found
medically unfit shall not be allowed admission and the fees deposited will
be refunded. The admission of those candidates, who fail to report for
registration on the scheduled date and time, shall stand cancelled and on
the request of the candidate the dues paid shall be refundable as per
rules.
5.10 The completion of admission process involves the followings:
i) Submission of all the original documents along with self-attested
photocopies as given in Rule 5.6 and verification at the time of
Counselling.
ii) Medical examination on the day of Counselling.
iii) Uploading of the details of the students on e- Governance portal of
LUVAS.
iv) Deposition of fees and other charges.
v) Registration on the due date and time.
vi) Submission of Registration Card to the office of Dean, PGS, LUVAS
on due date and time.
Admission procedure will be completed only after the registration.
5.11 Presence of the candidate is must for the following events failing which
the admission shall be treated as cancelled and the seat considered
vacant and filled up as per rules:
i) At the time of Counselling.
ii) Medical examination on the day of Counselling.
iii) Registration as per schedule given.
hostel dues and other charges shall remain the same as applicable to
the Indian/Haryana residents.
v) The candidates seeking admission on the basis of NRI status are
required to produce duly attested photocopies of NRI / citizenship
certificate, verified and attested eligibility and passport or any other
valid document.
vi) The admission under NRI category for the above programme is
primarily restricted to the candidates having ancestral background in
Haryana provided they fulfill other conditions. However, in the event of
vacant seats after admitting them, NRI candidates who have already
applied from other Indian states will be considered.
5.19 Rules and regulations for admission of Foreign Nationals (other than
NRI)
iv) The candidate must have studied in English medium or should submit
documentary evidence of proficiency in English language.
*The Institutional Economic Fee shall be chargeable as prescribed by
the GOI/ ICAR from time to time.
Note: 1. Bank collection charges of Rs.800/- will be charged extra if the bank
draft is not payable at any branch of a scheduled Bank at Hisar.
2. Other charges as applicable shall be charged in Indian currency.
6. ADMISSION CAPACITY
The number of seats for the purpose of admission is decided by the Academic
Council as per provisions under Section 15 of Lala Lajpat Rai University of
Veterinary and Animal Sciences, Hisar Haryana Legislature Act No. 7 of 2010.
All other provisions regarding the admission policy etc. are governed by the
provisions of the above said Act, existing Statutes and any other rule framed by
the Competent Authority from time to time under this Act.

migrant Kashmiri Pandits / Kashmiri Hindu Families. Waiving off domicile
requirements for Kashmiri Migrants only. Kashmiri Pandits/Kashmiri Hindu Families
(Non-Migrants) living in Kashmir Valley are required to submit domicile certificate.
** Candidates from Jammu & Kashmir: The Principal Secretary to Govt. Haryana,
Department of Higher Education has notified vide memo no. 23/09-2017
Coordination (3) dated 01.06.2017 that the State Govt. of Haryana has decided to
provide the following concessions to the students belonging to Jammu & Kashmir
for their admission in the colleges and universities of Haryana:

6.2 A few nominees of the Indian Council for Cultural Relations (ICCR) under
Cultural Relations Exchange Programme from foreign countries may be admitted

M.V.Sc. programme.
Note:
1. For M.V.Sc. seats: The ICAR M.V.Sc seats will be filled from the ICAR
nominated eligible candidates during the first counselling for M.V.Sc.
programme.
2. During the Second Counselling the vacant ICAR seats will be converted to the
State quota seats and will be filled up from the Haryana Resident Candidates
as per reservation policy along with the State Quota seats in the following
manner as per Counselling Schedule (to be notified later on)
i) Eligible candidates resident of Haryana will be considered in the respective
discipline as opted in ICAR AIEEA-PG-2023 on the basis of merit of
Rank/Score in ICAR AIEEA-PG-2023 entrance examination. The vacant
seats thereafter, if any, will be filled up in the following manner:
ii) If candidate(s) fail to get admission on the basis of merit of the NTA-ICAR-
AIEEA (PG)-2023 in the respective discipline/subject, then on the basis of
merit of the OGPA/OCPA/Percentage in the B.V.Sc. & A.H. in the
discipline/subject other than his/her NTA-ICAR-AIEEA (PG)-2023
discipline/subject.
iii) Candidates other than residents of Haryana (who have already applied as per
specified date) in the respective discipline as opted in ICAR AIEEA-PG-2023
on the basis of merit of Rank/Score in AIEEA-PG-2023 entrance
examination. However, preference will be given to the Haryana resident
candidates, if any.
iv) If other state candidate(s) fail to get admission on the basis of merit of the
NTA-ICAR-AIEEA (PG)-2023 in the respective discipline/subject, then on the
basis of merit of the OGPA/OCPA/Percentage in the B.V.Sc. & A.H. in the
discipline/subject other than his/her NTA-ICAR-AIEEA (PG)-2023
discipline/subject. However, preference will be given to the Haryana resident
candidates, if any.
3. The M.V.Sc. seat reserved for any category in State quota still remains vacant
that shall be converted to open (General) quota and shall be filled up on the
basis of combined merit list in Final Mop-up Counselling (Cut-off date). All
the unfilled seats in all M.V.Sc. programmes (ICAR or State) will be filled up
by the applicants of with preference to Haryana Residents and then to the
residents of other States who have passed B.V.Sc.&A.H. from a VCI
recognized constituent college of State Agricultural/Veterinary Universities or
ICAR Institutes, as per sequence i) to iv) above.
Note: 1. Admission against ICAR Ph.D. seats shall be finalized by the ICAR. The
candidates must report for admission on the date of 1st Counselling notified
by this University. The ICAR seats which remain unfilled during 1st
Counselling shall be filled up from applicants of category of Haryana
residents in order of their merit in the ICAR- AICE (All India Competitive
Examination)- JRF/SRF (Ph.D.)-2023 in the 2nd Counselling.
2. The unfilled seats in all Ph.D. programmes (ICAR or State) after 2nd
counselling may be filled up by the applicants of Haryana Residents and

RULES REGARDING PREVENTION OF RAGGING
Title, Commencement and Applicability
These Rules shall be called the “Lala Lajpat Rai University of Veterinary and
Animal Sciences Rules on Curbing the Menace of Ragging, 2013”. The University has
adopted the UGC Regulations on Curbing the Menace of Ragging in Higher Educational
Institutions, 2009 as well as the directions of the Hon’ble Apex Court.
They shall apply to all the students enrolled in certificate, diploma, UG and PG
degree programmes or any other category of courses in which instruction/education is
imparted by the Lala Lajpat Rai University of Veterinary and Animal Sciences and
which includes its Departments, Constituent/Affiliated colleges and all the premises,
whether being academic, residential, playgrounds, canteen or other such premises of
the University whether located within the campus or outside/outstations/Research
Stations, and to all means of transportations of students, whether public or private,
accessed by students for the pursuit of studies in this University.
Objectives
v) any act by a senior student that prevents, disrupts or disturbs the regular
academic activity of any other student or a fresher;
vi) exploiting the services of a fresher or any other student for completing the
academic tasks assigned to an individual or a group of students;
vii) any act of financial extortion or forceful expenditure burden put on a fresher or
any other student by students;
viii) any act of physical abuse including all variants of it: sexual abuse, homosexual
assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily
harm or any other danger to health or person;
ix) any act or abuse by spoken words, e-mails, post, public insults which would
also include deriving perverted pleasure, vicarious or sadistic thrill from actively
or passively participating in the discomfiture to fresher or any other student;
x) any act that affects the mental health and self-confidence of a fresher or any
other student. With or without an intent to derive a sadistic pleasure or showing
off power, authority or superiority by a student over any fresher or any other
student.
Anti-Ragging Committee
(xv) Attempts to commit any or all of the above mentioned offences against the
victim(s);
(xvi) Threat to commit any or all of the above mentioned offences against the
victim(s);
(xvii) Physical or psychological humiliation;
(xviii) All other offences following from the definition of “Ragging”.
Provided that the Deans/Principals shall forthwith report the occurrence of the
incident of ragging to the Vice-Chancellor. Provided further that the Constituent College
shall also continue with its own enquiry and other measures without waiting for action
on the part of the police/local authorities and such remedial action shall be initiated
and completed immediately and in no case later than a period of seven days of the
reported occurrence of the incident of ragging.
Administrative action in the event of ragging
Suspension
1 After having regard to the nature and gravity of the incident of ragging,
the Dean of the college concerned/Principal of the Constituent/Affiliated
College with respect to the students is satisfied that it is
necessary/desirable in the interest of the University to place under
suspension, the student found involved in an act of indiscipline, he/she
may place such student under suspension. Such suspension will not
amount to any penalty having been imposed under the provisions under
these rules.
2 Such suspension will debar a student from availing any facility of the
University.
