II. RATIONALE:

Naga College Foundation is a transformative learning institution that develops God-


loving, globally socially responsible individuals and leaders who will create a positive influence
and impact for the sustainable development of society.1 The class on Fundamental Accounting
/ Government Accounting continuously aims to attain the very goal of this institution. For the
last sessions we were able to discuss various accounting rules and standards of private and
government institutions including the very own institution we belong. Also, we were able
understand accounting theories, principles and concepts that for some time have become
puzzling and unclear to us. Accounting has been one of the most important part of an
institution, and for this matter, of government institution. Considering the various roles we are
holding in both public and private institution, it is just proper for us to uplift our knowledge by
providing relevant information and trainings for our personal and professional concerns. This
will further improve our morale and competence as a public servants and private employees
in doing our roles.
Thus, in line with the NCF’s goal, the class on Financial Accounting / Government
Accounting under Mrs. Salve O. Contreras MBA, would like to hold a benchmarking activity to
better understand those accounting practices in real-time. Aside from these theoretical
teachings, we wanted to grasp the actual applications of accounting theories especially of the
government accounting systems. This will also orient us on the different accounting concerns
affecting our work performance.
Furthermore, the conduct of this benchmarking activity is anchored on the NCF
Graduate Studies Mission that “we are committed to enhance professional competencies and
mould graduate students for proactive leadership.2”

III. GOAL AND OBJECTIVES

The main goal of this benchmarking activity is to uncover accounting practices of the
City Accounting Office (CAgO) in the effective delivery of services for the constituents of the
City of Naga as well as transactions with various government and private offices.
Specifically this training intends to:
1. Strengthen one’s personal and professional development;
2. Reflect in one’s personal awareness strengths and weaknesses to improve work
ethics; and
3. Capacitate and equip GS students with skills in relation to managing accounting
practices.

IV. PROCEDURE/METHODLOGY

The bench-marking activity session shall be conducted during class hour of the class
on which specific concerns will be discussed to familiarize and guide the students on
government accounting transactions following the national guidelines and policies to
effectively implement the accounting practices for the benefits of the city.
Objectives of this training will be achieved through series of lectures, video
presentations and group dynamics to be delivered by the City Accounting Head and/or her
representatives.
Likewise the speakers are advised to provide a hard copy and soft copy of their
lectures to the participants for their guidance.

VIII. MONITORING AND EVALUATION

The benchmarking activity will be monitored and evaluated by the Subject Professor
through observation, inspection of outputs and an evaluation form. An Individual
Accomplishment / Narrative Report shall be submitted as well as Class Narrative Report to be
submitted to the Dean of GS Students.
