1.Brief Description of Scope of Work:-
The following work are to be commenced for relating the existing 380KV Tr. Line (Double ckt) to
proposed Gantry.
1. Construction of foundations for 2No. Prop Dead End Towers TW1 ( Approx. 200Mtrs away from
Existing Tower No.48) & TW2
2. Assembling of complete lattice tower i.e., Tower body, Cage and cross arm at ground level
3. Precautionary measures to be taken to protect the 132KV transmission line crossing

1.0 Scope:
This document provides general recommendations for selection of methods and procedures that have
been found practical for the installation of steel structure pier foundations with stub angles for
CONSTRUCTION OF Prop. Dead End Tower TW1 & TW2

3. Responsibilities:
The Main Contractor QA/QC Personnel together with approve third party and SEC representative are
responsible for inspection of material, sampling and testing. Closely monitor the activity for improper use
of tools and equipment during execution. Check for the validity materials, tools and equipment certificates
prior to work execution. Make sure all quality inspection checklists and testing procedures are being
followed on or before work execution as per SEC specification.
The Project/Site engineer is responsible for issuing copy of all related IFC drawings, HIRA (Hazard
Identification and Risk Assessment), installation procedure, PTW (Permit to Work) and educating the
construction crew involve of the content it pertains prior to work execution. Then closely monitor the
Tower Foundation activities and other related issues as per SEC specification.
The foremen are responsible in facilitating the Tower Foundation activities with complete needed proper/
correct tools materials and equipment. Conduct tool box meeting before the work starts, securing the
working area with safety barriers, danger/ warning sign and maintaining housekeeping before and after
work execution.
Certified Equipment operators are responsible for the working conditions, such as proper used of personal
protective equipment, equipment maintenance and operation for everyone safety as per specification and
standards.

The safety officer is responsible for inspecting site conditions prior to work execution to determine if
hazards are present, identifies the damaged equipment, defective tools and to establish procedures and
policies to overcome those hazardous situations for everybody safety. The safety officer inspects the
validity of Technicians, operators, tools and equipment’s TUV/ Calibration Certificates, then inform for
renewal a month before it expires. Has the authority to stop the activities, if an unsafe condition occurs.
4. QA QC Plan:
Availability of current approved Route Plan drawings indicating revisions shall be issued to the key
personnel at job site.
The markings along the route shall be cleared indicated in the plotted tower site locations.
The structure/ tower spotting shall be with required ground & road, power and pipeline clearances.
The Method Statement, ITP and HIRA will be prepared, issued and signed by every individual before every
allied activity involved in the foundation work.
The QC and Project Engineer shall be present along with Client/ SEC Representative during inspection.
It is the responsibility of Main Contractor CEPCO to locate underground facilities such as gas, water, sewer
lines, drain lines, electric power and telephone cables, etc., which may be encountered in
digging/Excavations and to perform work in such a manner as to prevent damage to such facilities. In case
of any damage, the Contractor shall repair immediately all such facilities, to the satisfaction of the facility
Owner.
The foundations for tangent structures shall be placed so that the longitudinal axis of the structure cross
arms will be lie in a plane perpendicular to the center line of the transmission line. The foundations for
angle structures except the terminal structures shall be placed so that the cross arms will be lie in a plane
bisecting the interior angle formed by the two intersecting center lines. The footings for terminal

structures shall be placed so that the transverse axis of the structure cross-arms shall be parallel to the
transverse axis of the gantry structures placed in the substation.
Top soil, stumps, bad material shall be removed. All excavated materials suitable for backfill shall be
placed in graded embank in the immediate area of the structure. Materials found to be unsuitable for
backfill or grading shall be disposed of at an approved disposal facility by SEC.
6.Pit Marking:
7.Excavation of Pit:
Depending up on the site requirement we can use TUV certified excavator or JCB is used to excavate the
pits, If hard rock is encountered then Rock breaker is used.
8. Stub Setting:-
Stub Setting can be done either by template or by prop center of foundation and stub arrangement prior to
foundation works.
After Completion of excavation proper dressing of the pit need to be done manually. All the loose soil is to
be removed and proper level is maintained as per the IFC drawings.
Backfilling material used for leveling of the pit if required as per the approved drawings.
Compaction is done for all the four pits with plate compactor of jamper compactor.
10.Lean concrete:

After the compaction completed in all the 4 pits, Ployethalyne sheet of 300 micron is laid inside the pits.
Concrete is transported from batching plant to site through concrete mixer trucks.
Lean concrete is done as per the approved drawing for all the pits approx.. 7CM to 10CM thick. This is done
in the presence of Main contractor representative and SEC engineer.
11.Reinforcement Binding:
As per the approved foundation drawing the reinforcement binding is done, the quantity of longitudinal
rebar’s laid in each direction need to be cross checked with the drawing.
Once the footing and pedestal rebar’s binding is completed they are
inspected by Main Contractor
representative and SEC Engineer.
After the inspection they are placed inside the pits with the help of boom truck or crane as per the site
condition.
12.Prop Setting:
Stub is placed inside the pedestal ensure the leads at the bottom are properly tightened
Prop are fixed to temporary hold the stub.
Surveyor will set the total station at the center of the location and
perform the stub setting with required
Manpower. During stub setting half diagonal, back to back, flange
distance, Slope of the stub, Verticality of
the Stub etc., are checked as per the approved drawing.
When all requirements are met the prop are fixed permanently until
the completion of the concrete.
After completion of stub setting, form box work is done, Form box
are installed for the reinforcement.
Waste engine oil/ back paint need to be used inside the form box
work for proper concrete finishing.
Cover block of at least 70mm need to be placed in sufficient number
to avoid expose of reinforcement.

Proper support is providing for form work and plate to plate gaps need to be filled with foam for avoiding
leakage of concrete.
Concrete temperature above 32 degrees Celsius shall be avoided, SEC recommended temperature need to
be achieved.
The Slump test is done in present of SEC and Main contractor representative.
If the collapse slump meets the design requirement as per the SEC standard, then we will proceed for
Pouring.
Concrete cylinder need to be made for each leg, later after 28 days need to be crashed to verify the
acceptance criteria as per SEC standard.
In the presence of SEC representative and main contractor concrete is poured and concrete shall be
consolidated by the use of vibrator to ensure the compaction of concrete.
The concrete is to be levelled properly.
The measuring mixing and placing of concrete shall conform to the latest requirements of ACI 318 and ACI 3
based on testing of cylinders by third party testing agency. Required slump shall be 175 + 25mm. Water cem
Once the footing is completed chimney form box work is done, proper support and spacers are fixed to
withstand the concrete load.

Stub Slope, stub distance, back to back and half diagonal need to be checked once again before concrete
Pouring.
Ensure that the earth strip and CU clad wire are connected to stub and reinforcement before pouring..
15.Curing:
The curing shall be carried out in accordance with project specification PTS- 20SO129 and SEC-SOA
Standard TCS-Q-113-03 (Rev. 01) & TCS-P-122-05 (Rev. 0).
Once the second stage is completed and form box is completely stripped, the concrete pedestal will
undergo curing. The concrete pedestal will be wrapped with 2 layers of burlap sacks and water will be
sprayed on it. To maintain the moisture of the burlap sacks, a plastic drum full of water with a very small
hole in it for the water to drain in form of drops. The plastic drum will be refilled daily. The concrete
pedestal will be cured for 21 days.
16.Protective Coating:
The protective coating shall be carried out in accordance with project specification PTS-20SO129 SEC-SOA
Standard TCS-Q-113-03 (Rev. 01) & TCS-P-122-05 (Rev. 0).
Concrete foundation shall be applied with the following concrete protective coating materials, a minimum
of thirty-five (35) days after concrete placement. The manufacturer’s recommendation shall be strictly
followed in all aspects of surface preparation, priming, coating application (first and succeeding coats and
interval therein) and curing and safety practices.
The protective coating shall be prepared with the following steps:
16.2.1Coating Application:
Below grades surface of concrete shall be coated with minimum of two (2) coats of coal tar epoxy. The
second coat shall be applied within the time interval (between successive coating application) specified by
the manufacturer.
The application of coal tar epoxy will depend upon the type of concrete foundation adopted by the
contractor. For open excavation (spread footing, pile cap), all concrete surfaces in direct contact with the
earth shall be applied with coal tar epoxy. For augured pier type foundation, coal tar epoxy shall be
applied from the last construction joint or bottom level of the anchor bolt or stub angle up to the
structure pad finished grade level.

16.2.2 Concrete Surface Above Grade:
All exposed surfaces above structure pads grade level shall be coated with elastomeric materials
(polyurethane water-proofing membrane). The coating application shall extend continuously down to 500
mm below structure grade level. This coating shall be applied after curing of the coal tar epoxy. Coating
materials shall be either spray-applied or brush applied.
The interface between the steel monopole and the concrete foundation shall be properly coated with
polyurethane coating membrane and shall extend 500 mm above the top of the non-shrink grout.
Similarly, the steel stub angles/concrete foundation interface shall be covered with polyurethane coating
membrane and it shall extend 500 mm above the top of foundation.
18. Grounding:
All grounding requirements shall be in accordance with the SEC Standards TES-P-
122.10 and TCS-P-122.21. All grounding materials shall be Copper clad steel.
The conductor for bonding foundation stub angle with the rebars and ground rod prior to concreting shall
be coated with two (2) coats of coal tar epoxy and mastic taped. Grounding conductor connected from the
stub angle to the ground rod shall be embedded in the concrete foundation and buried 500mm from the
ground level.
The grounding of the terminal structure (last structure before the gantry take-off structures) shall be
connected to the substation

Method Statement for Tower Parts Shifting, Stocking & Ground Assembly
1.0 Scope:
This scope comprises the storage of tower members at store yard and assembly at the respective locations
for Integration of 380/110KV SHB BSP SS.
3.0 Responsibilities:
The Procurement Personnel are responsible for Quality, Quantity & Supply of the transmission line towers at
the jobsite.
The QC Personnel are responsible for inspection of material Quantity received at stores and verification of
shipping document certificates. Inspect the materials received at work site location for damage if any or
correct and also during execution. Closely monitor the activity for improper use of tools and equipment
during execution that could lead to poor quality or workmanship. Check for the validity materials, tools and
equipment certificates prior to work execution. Make sure all quality inspection checklists and testing
procedures are being followed on or before work execution as per SEC specification.
The Stores in Charge is responsible for the orderly stacking of transmission line towers at designated places
for ease of access towards checking, loading & unloading and shifting of tower members with bolt & nuts to
the jobsite as and when required. He’s also responsible of maintaining records with to & for material
movements at job site.
The Security Personnel are responsible for the material placed at stores & jobsite during off days and
night times, wherever necessary.
The Project Engineer is responsible for the monitoring and issuing of required tower members at stores &
jobsite. He is responsible for the assembly of transmission line towers with approved IFC drawings, HIRA

the personnel involve of the content it pertains prior to work execution. Then closely monitor the tower
parts shifting, stocking and ground assembly activities as per SEC specification.

4. QA/QC Plan:
Availability of current approved erection drawings indicating revisions shall be issued to the key personnel at
job site.
The proposed Trailer and driver shall be TUV certified before induction at the site.
The Method Statement, ITP and HIRA will be prepared, issued and get signed by every individual before every
allied activity involved in the tower material shifting, stocking and ground assembly activities.

5. Safety Precaution:
Light vehicles shall have 4-wheel drive mode towards tough terrain access.
Qualified and Trained personnel are assigned as per the job requirement.
Required PPE safety dress, shoes, goggles, hand gloves and High visibility Vest shall be strictly adhered for
all working personnel at job site.
Prior to each construction activity HIRA (Hazard Identification and Risk Assessment), work plan and PTW
(Permit to Work) will be prepared and discuss to the concerned personnel.
The Safety Toolbox Meeting will be clearly explained to every individual involved.
The Safety Toolbox Meeting will be signed by the involved personnel and a copy to be kept at the work
spot for any time verification.
Throwing of material to the ground and skidding of steel members over each other is not permitted.
Tower members shall not be dumped, dragged, and dropped rolled or used as loading & unloading skids or
blocks.
Any remarks such as Galvanizing fault, Bent Members etc. or short fall may be noticed immediately to the
concerned for the replacement.
The verified tower members shall be sorted out and stacked by Tower wise and Erection Mark Number wise
over the wooded reapers, at the designated places.
Care shall be taken to avoid water accumulation, in such way during the stacking of tower members.
The tower member stacking shall be arranged in view of easy access towards counting & loading, as and
when required.

All Bolt & Nut and other accessories shall be stocked separately with a board indicating the size for easy
identification.
The sorting out activities shall be done by Storekeeper of Main contractor and Forman/ site engineer of
SPACCO.
The bottom portion of the particular tower shall be sorted out along with accessories and later upper portion
of that particular tower shall be sorted out along with accessories.
The copy of material list is referred and recorded for every Sorted-out Towers with Accessories and the same
shall be filled for future reference.
The sorted-out tower with bolt, nut & accessories shall be kept separately and marked with Tower Type for
easy loading with vehicle and transportation to particular location.
The sign boards such as number plate, danger plate, phase plate and anti- climbing device shall not sorted
out along with tower members, as it is required at later stage.
The tower material shall be shifted for ground assembly, within 5 to 10 days after completing 2 nd Stage
concrete.
The shift plan for excess length tower member transporting shall be submitted to PM approval, prior to
shifting. The escort with flag man shall be arranged wherever required.
The material list for the particular tower shall be verified at the time of loading to confirm all the members
and accessories are shifted to location.
While loading & unloading tower members, proper Polyester Slings shall be used to avoid member /
galvanizing damages. The wooden reapers shall be used during transport and re-stacking at locations,
wherever necessary.
The bolt, nut, washers and other accessories shall be kept in wooden boxes during transport & re-stacking at
locations. Care shall be taken to avoid spillage of material and properly banded with belt ropes so as any
tower members or accessories are not missing during transportation.
The tower members shall not be dumped, dropped or dragged during unloading. The heavy members shall
not be unloaded over lighter members.
The unloaded tower members and accessories shall be kept over wooden planks so as the soil contact is
avoided.

9.Preparation for Ground Assembly:
The tower members shall be unloaded with boom truck / crane from trailer and not be dumped at the
structure pads.
The unloaded tower members shall be arranged individually with section & length wise over wooden blocks.
The arranged members shall be easily accessible for lifting, during assembly.
The drift pin / spud wrenches shall be arranged in adequate quantity for easy tower joint matching / aligning
between tower members, during assembly.
The wooden blocks in sufficient quantity shall be arranged to avoid members contact with ground, during
assembly.
The required mechanic pan shall be made available to carry the bolt, nut & pack washers during assembly.
Bent, twisted, damaged or mis-fabricated members shall be removed from the site and replaced.
Reaming holes shall be done with approval from PM only.
The Contractor shall be responsible for the safety & stability of the structure at all stages of its erection.
Generally, the ground assembly of tower parts shall be up to 12m maximum lengths in segments. The weight
of any assembled segments shall not exceed more than 5T towards easy erection.
During assembly, the lifting & positioning of length / heavy members shall be done with the crane.
Each part of the structure shall be aligned as soon as practicable.
Permanent connections shall not be made between members until sufficient sections of the structure have
been aligned, leveled, plumbed & temporarily connected to ensure that members will not be displaced
during subsequent erection.
The maximum weight shall be limited to the ground-level section only. The segments from 2.0m to 12.0m
shall be limited to 4.5T. The tower peak segment shall be within 2.2T out in accordance with the tower
supplier’s drawing. The 8m height section from ground level shall be assembled in 4 segments, i.e., leg-wise
segments.
During the tower member assembly, the bolt nuts shall be partly tightened towards easy aligning between
the assembled segments, during erection. TT tower’s basic body assembly method is given below for
explanatory purposes.
• The main leg member (6m length) shall be placed horizontally over wooden blocks.
• The joint cleat with the cover plate shall be fixed with the required bolt nuts at the stub joint end.

• The main cross-bracing member shall be positioned as per the drawing over the wooden blocks and the
required bolt nuts shall be provided near the stub joint.
• The horizontal diagonal member shall be placed over the wooden blocks as per the drawing and the bolt
nuts shall be provided.
•The redundant members to keep the main lag to cross diagonal & cross diagonally to horizontal diagonal
members shall be placed over the main members and the bolt nuts shall be provided.
• The cross-sectional diagonal members shall be assembled for the required segments. Likewise, the
remaining section segments shall be assembled and placed over the wooden blocks.

Scope:
The Scope of this method statement is to explain the erection of self- supporting lattice steel tower,
tightening and torque checking for 2No. Proposed Dead End tower TW1 & TW2 for Integration of Shuaiba PV
Power Plant.
Preassembly technique shall be employed in the proposed OHTL towards more efficient erection
operation.
2.0 Reference:

hazards are present, identifies the damaged equipment, defective tools and to establish procedures and
policies to overcome those hazardous situations for everybody safety. The safety officer inspects the
validity of linemen, operators, rigger, tools and equipment’s TUV/ Calibration Certificates, then inform HO
for renewal a month before it expires. Has the authority to stop the activities, if an unsafe condition
occurs.
The load chart, valid operator TUV certificate for the proposed cranes shall be produced at the job site before
induction for the erection activities.
The Erection of towers shall be done with TUV Certified 100mt capacity mobile crane, having telescopic
extendable boom already inspected by PM.
Crane will always stand close to the legs where erection is to be done.
Tool and equipment such as shackles, slings and pulleys etc. to be used during assembly and erection will be
checked thoroughly before starting any activity.
All tools shall be connected with the linemen belt. No tool shall be held in hand while climbing to avoid
dropping from height.
During erection work nobody shall be allowed to stand or pass under the suspended load by crane.
The crane shall always be positioned at the required distance in view of safe angle of inclination and working
radius. The crane stabilizers shall always be fully extended over compacted ground/ structure pad.
The positioned crane shall be connected properly grounded through the grounding cable.

The communication between operator and rigger should be through visual signaling only by TUV Certified
rigger.
The elevation of lifted assembled part with crane hook should always be higher than the splice joint, to be
jointed/ bolted.
During unsafe circumstances, such as adverse weather condition, damaged tools use, the safety officer shall
suspend the work.
The assembled part should be closer to the extended telescopic boom, to avoid dragging of the assembled
part during lifting.
The competent tower climbers identified by SPACCO shall be inducted with tower climbing course conducted
by PM and TUV Certified.
Under any circumstance, the tower climbers shall not be allowed for free tower climbing.
The tower climbers working in Tower Erection should always use required PPE
i.e. safety dress, shoes, goggles, hand gloves, High visibility Vest and Full Body Harness Belt which shall be
hooked at different level during erection activities in addition to waist belt.
The tower climbers should have three-point contacts during working at any working level. During climbing,
climbers shall use step bolts and hook up the harness belt at horizontal tower members.
The man basket shall be placed within the reach of crane’s working radius, in the case rescue is needed for
workers working at height.
Main Contractor CEPCO shall take approval for shutdown of CKT-A. All documents shall be present at
CEPCO representative for taking shutdown.
Main Contractor shall arrange valid permit holders for shutdown works.
Two permits are required for this activity
1. Shutdown of CkT-A
2. Permit to work Over 110KV line crossing TL 658 & 659
Coordination with SEC representatives i.e., SEC operators, Consultant, Transmission line maintenance
engineer shall be available for shutdown.
After the shutdown of CKT-A, grounding cables shall be connected at the grounding sources at first and
then the line shall be clamped with the grounding.

On removal, the clamping with the line shall be removed at first and then the grounding sources shall be
removed.
Hot stick shall be used for providing & removing the grounding sets.
5.0 QA/QC Plan:
Availability of current approved Erection drawings indicating revisions shall be issued to the key personnel at
job site.
The proposed 100 Ton Crane shall be third party certified before induction at the site.
The Method Statement, ITP and HIRA shall be prepared, issued and get signed by every individual before
every allied activity involved in the tower erection and assembly work.
The QC and Project Engineer shall be present along with Client/ SEC Representative during inspection.
The erection of these towers shall be done with mobile cranes of Telescopic Booms. The cranes with
capacity range with mobile cranes of shall be used depending upon the height of towers and weight to be
lifted. Following are the 4 major considerations in Erection of Latticed Steel Towers with mobile cranes.
a) The weight of assembled segment of Tower to be erected should not exceed the rated capacity of
crane at particular Boom length, working radius and angle of inclination.
b) The elevation of crane hook always higher than the splice point, where lifted segment is to be spliced.
The parts to be lifted shall be close to the crane to avoid dragging of assembled portion.
c) Lineman working on Tower Erection shall use Full body harness. Full body harness shall be hooked –
up at different points with erected tower.
d) Lineman shall use Step Bolts to climb up and come down. They shall not work in High wind and lesser
visibility conditions.
e) Tower erection shall not be done in case the wind speed is more than 30km / hr.

Special Height Towers:
Towers designed to serve typical purposes are called “Special towers” They do not belong to family of
towers used in the project Leg and body extensions of these towers are exceptionally higher and
wider than the conventional towers. These types of towers need special erection procedure due to
wide spread legs and heavy segments to be lifted.
The height & weight of leg extension is derived from approved drawing accordingly the crane capacity is
selected.
Four (04) legs shall be assembled completely on ground neat each foundation. the Crane main boom shall be
parked in between two legs with outriggers fully extended.
Leg – A will be lifted first and erected above the stub. Bolts of main member joining with stub shall be
installed and roughly tightened. A Guy of 16mm rope shall be installed diagonally behind 7 meters high leg
Extension to stop it from falling inwards in the direction of its slope. Similarly, other 3 legs shall be erected
above e stubs and supported with back Guys.
It is necessary to state here that installation of Guys is must because all four legs stand alone on their
respective stubs without joining each other horizontally. It means that at Seven (7) meters height the four (4)
sides of leg extension are open from top and do not support each other.
Body extension shall be erected in three parts. The bottom part height & weight shall be derived from the
approved drawing. This part is specially designed for these towers as an adaptor between leg and body
extension.
Each adaptor is assembled on the ground and erected above leg. The crane can easily erect this portion
above each individual leg while standing in between two legs. The craftsman will insert the bolts in the main
member joint between leg and adapter. The body harness of craftsman will hook off with the first leg
extension.
The next adapter on Leg – B shall be erected and also spliced horizontally with leg – A. The back guy shall
again be installed behind this adaptor. With the erection of two adaptors two legs shall join and support each
other. Similarly, with the erection of remaining two adaptors all sides of the tower shall close. We will remove
the back guys.
The lineman can now go on the tower and install the redundant members in the four (4) corners and inside
the four (4) legs “View members”. This will complete the erection of Leg extension and now it is safe to stand
alone with back buys.

6.3 Lift No. 3: Erection of Body Extension Bottom & Middle Part:
This body extension part shall be assembled on ground in the shape of Four (04) individual triangular shaped
legs. The triangular shaped BE middle parts shall be erected on all four corners.
The height and weight shall be derived from the approved drawing of the towers and necessary capacity of
crane is selected for lifting.
The Crane with main boom shall be parked in between two legs with outriggers fully extended. This crane will
lift the first part (Leg – A ) and erect it above the leg extension.
The craftsman will insert the bolts in main member joint between leg and adapter. The body harness of
craftsman will hook off with the bottom part of Lattice tower. Bolts of main member joint shall be installed
and roughly tightened.
A guy of 16mm rope shall be installed diagonally behind this erected part corner to stop it from falling
inwards in the direction of its slope. Similarly other three (3) number Body extension bottom parts shall be
erected above leg extensions and supported with back Guys.
It is necessary to install the Guys because all four concerns of Body extension Bottom Part stand alone on
their respective legs without joining each other horizontally. It means that 6 meters’ height the four sides of
Body extension are open from top and does not support each other.
This high top part shall be assembled on ground in shape of Four (4) individual triangular shaped legs of Body
extension top part. The Triangular shaped BE top parts shall be erected on all four corners.
The height and weight of the part is derived from approved tower drawings and accordingly crane capacity is
selected with respective lifting height.
The crane will lift the first part ( Leg-A ) and erect it above the bottom part of body extension. The craftsman
will insert the bolts in main member joint between leg and adaptor. The body harness of craftsman will hook
off with the middle part of Lattice tower. Bolts of main member joint shall be installed and roughly tightened.
A Guy of 16mm.

parts and supported with back Guys.

It is necessary to install Guys because all four corners of BE top parts stand alone on their respective legs
until they are horizontally joined with each other. Once the top parts of two consecutive legs are erected
the horizontal members are joined and one sides of body extension can stand alone.
Basic Body shall be erected in Four (4) parts. All Basic Body part shall be assembled on ground in shape of two
sides. These sides shall be erected above the body extension one by one and back guys shall be installed
behind these sides. The crane main boom shall be parked in between two legs with outriggers fully extended.
The first part will be lifted with crane with main boom and erected on above body extension. Bolts of Main
Member joint shall be installed and roughly tightened. The craftsman will insert the bolts in main member
joint between leg and adaptor.
The body harness of craftsman will anchor on body extension. A Guy of 16mm rope shall be installed
diagonally behind this 7.6-meter-high side to stop it from falling inwards in the direction of its slope. Similarly,
other side of Body extension shall be erected supported with back Guys. The members and Braces between
already erected two sides shall be lifted one by one with crane to complete the other two faces. All four sides
of basic body first part shall be completed, and guys shall be removed.
The second part of basic body extension 8 meters shall be assembled on ground in shape of two (2) sides and
shall be erected same as first part.
The weight and height of the cage part shall be derived from approved design accordingly crane capacity is
selected with reference to lifting height.
The cage part -2 shall also be assembled on ground in shape of two (2) sides. These parts shall also be
erected exactly in the similar way as first part with suitable capacity crane having enough main boom and
capacity of ton.
After the cage part-1 & 2 is erected then cage part-3 shall be lifted by suitable crane and erected.

6.7 Lift No. 7: Erection of Cross Arms.
All the cross arms shall be assembled on ground as per the approved design prior to erection.
The weight and length of cross arm shall be derived from approved design and the height of lifting shall be
calculated for the selection of suitable capacity crane.
The cross arms serial (6) no. for phase conductor and two (2) no for shied wire shall be assembled and
erected individually with a Suitable capacity crane.
b) Before tightening, it shall be checked whether correct size bolts and washers are used, packing plates
/ flat washers are placed in required places / joints as per IFC drawings.
d) All bolts at every level shall be tightened simultaneously. For this purpose, there shall be groups
having 4 persons, for each face of tower separately.
e) The spanners to be used for final tightening of the bolts and nuts shall have the box head with the
handle of preferable standard size and length, as below: -

8.0 Torque Checking of Bolts:
After tightening all the bolt nuts, the one tower climbers per leg shall check the required tightened torque for
16mm bolt with calibrated torque wrench. One tower climber per two legs shall check the required tightened
torque for 20mm bolt with calibrated torque wrench.
Only torque wrenches, which properly fit the nuts and bolts, shall be used. The use of wrenches, which in any
way deform the nut or cut or flake the galvanizing is prohibited. Unless otherwise specified in the project
SOW/TS and/or recommended by the manufacturer, the bolts shall be torqued as per TCS-P-122.06 (Rev. 0)

1. Scope:
The Scope of this method statement is to explain the Precautionary measures taken for crossing of
110KV TL 658 &659 while working on 380KV OHTL for integration of Shuiba PV Power plant.

2. Safety Precautions:
HIRA shall be submitted in a timely manner prior to commence the activities for PM approval.

Before working on 380KV transmission lines TW 49 & TW 48 following precautions need to be taken:
1. Existing 110KV Transmission line TL 658 & TL 659 are crossing under 380KV TL TW 49 & TW48
2. Timber / wooden frame or beam shall be available with at least length of 10mtrs or above which
ever suitable.

3. Below figure shows the complete placement of cranes near the 110KV transmission line crossing
4. Wooden Beam are to be cleaned and checked for any cracks prior to lifting
6. The Hook of the cranes shall be lowered to the ground and the Chain shall be used to knot the
wooden beam
7. Once the wooden beams are tightened to the hook of the crane and inspected, the wooden beam
shall be lifted in coordination with other cranes.
8. Wooden Beam is lifted at least 3 mtrs above the existing 110KV transmission line conductors.

cuts and fall down then it will not fall on the existing 110KV tr. Line crossing. The conductor will be

competitive working personnel.
SPACCO is responsible for arranging the required T&P, man power, required cranes and vehicles, preparing
work plan for crossing under the existing 380kV OHTL lines and also the crossing permits from the concerned.
The SPACCO site engineer is responsible for executing the crossing activities in co-ordination with site
supervisors, safety officers and stringing team.

The Main Contractor QA/QC personnel are responsible for the inspection of required T&P, machinery &
material for stringing the ACSR/AW & OPGW conductor crossing under the existing 380kV lines.
The safety officer is responsible for hazard analysis involved with the live line crossing activity and to
implement the methods to avoid the analyzed hazards.
Accordingly, the safety officer has to educate the involved personnel, prior to start any activity.
The safety officer is responsible to control / stop the activity during adverse weather condition during cloudy,
humidity, sand storm, thunderstorm/ rain on live line condition.
The site supervisor is responsible for monitoring the workers, tower climbers for work activities as per the
submitted live line crossing stringing work.
The crane operator is responsible for positioning of crane & safe lift involved. The rigger is responsible for
safe rigging activities.
5. QA/QC Plan:
Availability of approved drawings indicating revisions shall be issued to the key personnel at job site.
All the materials and activities shall be checked for damages at stores before transportation.
The loading & unloading shall be done with proper polyester belt and manufacturer’s instructions shall be
followed.
The approved drawings indicating the revisions shall be issued to the key
personnel at job site.
The OPGW and ACSR conductor shall be checked for damages before the stringing activities.
The OPGW laying / termination at the respective tower peak, shall be confirmed in advance.
The communication between puller & tension machine, during passing of bull wire, ACSR/AW & OPGW
conductor under the existing live 380kV lines shall be through wireless communication sets.
The QC and Project Engineer shall be present along with Client/ SEC Representative during inspection.
6. Safety Precaution:

• Ensure to check all installation of winches and other lifting and pulling equipment and carry equipment
inspection 3rd party certificates all time
• Supervising Engineer and Foreman shall closely monitor the activity to ensure work is performed according
to procedure
• Wind speed to me measured if wind speed is more than 32km/h all the lifting activities must be stopped
• Safety harness to be inspected prior to be used by harness owner.
• No access/egress on ceramic/glass composite dishes
• Climbing, walking, standing on the installed corona ring shall not be allowed
• Hook ladder shall be used only for its intended purpose to provide safe access
• Inspect all equipment and tools if in proper color coding.
• Ensure a valid 3rd party inspection of man basket.
• Ensure proper attachment of man basket to crane hook be observed
• Raising the jumper to the Gantry tower maintaining the safe clearance.
• Connect the jumper at both ends with dead end compression joint.
• Ensure correct tension being applier to jumper conductor prior to final tightening
• Take Permission letter from traffic police during road crossing activities
• Close supervision is required during road crossing activity
The line crossing distance from the center of the TW48 is approx.49Meters and from TW49 is approx. 284
Meters.
Precautionary measures shall be taken as mentioned in MOS of Precautionary measures for 132KV live line
crossing.
These precautions shall be carried out throughout the completion of entire stringing work of existing
380KV transmission line.
8. Stringing Works
The basic methods, which are most widely used in electric power industry are
a) Slack or Layout Method:
In this method, the conductor reel is carried along the line on a vehicle and the conductor is deposited
over the ground. The conductor reels are positioned on reel stands mounted on a transporting vehicle.
Braking device is normally provided to prevent overrunning and backlash. While the conductor reel is
carried past a supporting structure, pulling is stopped and the

conductor is placed in the travelers attached to the structure before proceeding to the next structure.
This Method is mainly applicable to the construction of new lines in cases where maintenance of
conductor surface condition is not critical and where terrain is easily accessible to pulling vehicle.
This method is generally limited to Stringing of one conductor. It is not allowed to do stringing of 2 or
more conductors by this method.
This method is recommended to be used in urban areas where hazards exist from traffic or where there is
danger of contact with energized circuit and in areas where sand or sandy soil or rocky areas are
encountered because of possible damage to the conductor.
In SEC System, this method shall only be used for stringing of single but short spans with prior approval of
SEC.
All possible measures are adopted to avoid any contact of conductor with the ground.
Major equipment required to perform slack stringing includes reel stands, pulling vehicle, splicing cart.
It requires the pulling of the light pilot line in to the travelers, which in turn is used to pull in a heavier
pulling line (also called bull line). The pulling line is then used to pull in the conductors from reel stands
using a bullwheel tensioner and bullwheel puller.
For the lighter conductors, a lightweight pulling line may be used in place of pilot line directly pull in the
conductors.
Major equipment required for tension stringing includes reel stands, tensioner, puller, reel winder, pilot
line winder, splicing cart, and pulling vehicle.

i. Removal of Spacers
The ACSR/AW conductor clipping & line bundle spacer
removal for CKT-A shall be started after the successful
shutdown of existing transmission line CKT-A.
The insulators shall be shifted to the installation points with the factory packed crates. The loading and
unloading shall be done with rated nylon belt rope.
Each insulator shall be lifted by three personnel, two people at both ends & one person supporting at the
middle of stem and placed over flat plastic sheet.
The insulators shall be placed over separators used in packing, by supporting the stem. Care shall be taken to
avoid disc contact with ground.
The insulators shall be checked for damages and if required should be cleaned free of dust with dry/ wet
cloth only.

The insulator found with disc or end seal damage should be removed and discarded.
The hardware shall be assembled without twist or strain to the insulator, if required along with conductor
Aerial rollers. The Aerial rollers shall be made of fiber with 800mm dia. During hoisting, the lift line should be
attached at the insulator cap only.
The splicing of dead-end compression joints or middle compression joints shall be carried out in reference
with the SEC standard TCS-P-122.07, section 10.0 installations of conductor and ground wire accessories.
After the selection of location for conductor cutting in between TW48 and TW47. The arrangement shall
be made for cutting of conductor.
Conductor shall be cut one by one, its not allowed to cut all the 4 conductors at a time.
Come along grip or automatic clamps shall be fixed on the either side with at least 3 meters of the
conductor location. This automatic clamps or come long grip shall be tightened by the means of guy wire
of min. 25mm thick to the puller line or traveler to obtain the tension on the conductor.
By applying tension on the automatic clamps the conductor in between the clamps shall be without
tension. After achieving the no tension of the cutting location one by one conductor should be cut.
Once the conductor is cut the crane shall be used to hold the conductor along with the tension machine/
hydraulic puller or traveler at required locations.
Slowly the conductor shall be dropped near to ground and all the preparation need to be made for
protection the conductor.
After the dropping of the conductor. Two pulley aerial rollers are fixed at the TW2, TW1, TW49, TW47.
The conductor shall be shifted to the Ariel rollers and stringing shall be carried out to reach TW2 will small
amount of pulling tension.
The Stringing work for TW1 & TW2 shall be done by Slack/ Layout method with New conductor.

While using tension method:
Two-way communications between the people monitor the conductor sag with scope/ transit and with the
actual person control the sag activity shall be established.
The sag thermometer shall be installed near the section ends as per SEC standards TCS-P-122.07, section
9.7.1.
The conductor shall be tensioned slowly to attain the required sag level, in reference to the mark & scope in-
between the sag span towers.
At this stage the temperature & the given sag detail shall be verified/ confirmed.
Before starting ACSR/AW sagging activity, following data shall be derived/ collected.
• Placement of sag scope and target (target shall be in opposite direction to sun rays for clear identification).
The sag height in vertical as per given sag chart, along with travelers if required, shall be marked at the
desired span towers.
The sag scope/ transit shall be fixed at any one tower over the marking to monitor the conductor sag level
alignment with the marking/ target on the other tower.
Two-way communications between the people monitor the conductor sag with scope/ transit and with the
actual person control the sag activity shall be established.
The sag thermometer shall be installed near the section ends as per SEC standards TCS-P-122.07, section
9.7.1.
Initially ONE conductor of the quad configuration in the bundle shall be tensioned slowly to attain the
required sag level, in reference to the mark at the sag span towers.
At this stage the temperature & the given sag detail shall be verified/ confirmed.
If the sagging carried between tangent towers, remaining conductors shall be sagged as mentioned above.
If the sagging carried between section/ angle towers, the inner sub-conductor shall be marked & sagged as
per the design. Finally, the outer sub-conductor shall be sagged the same level as per the inner conductor.

Care shall be taken to avoid mismatch in-between bundle conductors.
On successful completion of all the bundle conductors sagging, marking on the conductor shall be done.
The compression dead end for ACSR/AW conductor shall be fixed at the section end towers along with
hardware & vibration dampers.
After the completion of the above method the grounding shall be removed, the procedure of grounding
removal shall be followed.
Inspection of the complete work shall be carried out and then the CKT-A shall be energized.
The Cross arms of the existing tower TW48 for CKT-A shall be dismantled. Crane with rigger shall be used
for dismantling of cross arms.
Inspected belt shall be used for dismantling crane shall hold the dismantling part and from the other side
the craftmen shall remove all the bolts and nuts for the hold portion.
Once all nuts and bolts removed shall be carefully kept in the empty box in the basket. The dismantled
part shall be slowly dropped down by means of crane.
While dismantling all safety precautions shall be taken, the area nearby TW48 has be barricaded so that no
one can enter near it.
Watchmen’s/ flag mans shall be appointed near the barricade to avoid any incident.
i. Removal of Spacers
The ACSR/AW conductor clipping & line bundle spacer removal for CKT-B shall be started after the
successful shutdown of existing transmission line CKT-B.
Spacers for the Quad conductor shall be removed on CKT-A from TW 49 to TW 47.
Proper personnel grounding shall be provided prior to clipping & spacer fixing activities
The required capacity nylon belt shall be used to lift conductor during the conductor clipping activities.

The preformed grip along with the suspension assembly shall be removed over the conductor and
transferred to the conductor suspension
point. The assembly bolt nut and split pins
shall be checked and removed one by one.
Conductor shall be cut one by one, it’s not allowed to cut all the 4 conductors at a time.
Come along grip or automatic clamps shall be fixed on the either side with at least 3 meters of the
conductor location. This automatic clamps or come long grip shall be tightened by the means of guy wire
of min. 25mm thick to the puller line or traveler to obtain the tension on the conductor.
By applying tension on the automatic clamps the conductor in between the clamps shall be without
tension. After achieving the no tension of the cutting location one by one conductor should be cut.
Once the conductor is cut the crane shall be used to hold the conductor along with the tension machine/
hydraulic puller or traveler at required locations.
Slowly the conductor shall be dropped near to ground and all the preparation need to be made for
protection the conductor.
Stringing of conductor shall be done by Slack/layout method or by tension stringing method for in
between TW49 to TW2, TW2 to gantry.
Same method shall be used for stringing of conductor from TW47 to TW1 and to gantry.

c. Shutdown/Outage of OPGW cable:
Outage/ shutdown for OPGW cable shall be taken.
Selection of OPGW cable cutting location shall be chosen such that the OPGW cable can easily be re-
routed from TW49 to TW2 to gantry. The other side of the cable shall be re-routed from TW47 to TW1 to
gantry.
The positioning of 8T capacity Puller and Tension machine shall be arranged with proper back guy
arrangement for the proposed section. The effective grounding shall be established for both Tension & Puller
machine.
12mm steel pilot line shall be laid along the proposed section. The passing of pilot line through the travelers
shall be done with 12mm PP rope.
The OPGW conductor drum shall be mounted with reel support, behind the Tension machine and passed
through the Tension machine groove.
The laid pilot line shall be attached with OPGW conductor along with Stocking Grip & anti-twist arrangement.
The running ground shall be provided in front of both Tension & Puller machine.
The two-way communications shall be established between Puller & Tension machine. The OPGW conductor
shall be pulled from Puller with required controlled tension at Tension machine.
The normal pulling tension for OPGW shall be applied, to maintain 10m ground clearance during pulling.
a) Sagging of OPGW:
The sagging of OPGW shall be started after pulling completion.
The sagging of conductor shall be done with transit & target method in reference with SEC standard TCS-P-
122.07, section 9.9.1.

A 1m diameter OPGW coil with not less than 15m coiling, excluding slack fiber looped inside the joint box and
5m from finished grade level shall be provided at angle towers involved in between OPGW sections.
The grounding for OPGW shall be provided with OPGW conductor bit with parallel groove connectors
having length.
Inspected belt shall be used for dismantling crane shall hold the dismantling part and from the other side
the craftsmen shall remove all the bolts and nuts for the hold portion.
Once all nuts and bolts removed shall be carefully kept in the empty box in the basket. The dismantled
part shall be slowly dropped down by means of crane.
While dismantling all safety precautions shall be taken, the area nearby TW48 has be barricaded so that no
one can enter near it.
Watchmen’s/ flag mans shall be appointed near the barricade to avoid any incident.
After dismantling of the tower, all the tower accessories and parts shall be shifted to store, this shall be
done by SPACCO if included in contract or shall be covered by main contractor.
After completion of the stringing work related to CKT-B, dismantling of Tower T48, the grounding shall be
removed from the CKT-B, first the grounding from line shall be removed before disconnecting from
ground.

d. Shut Down of Existing 380KV SHS-SISED TL (CKT-A):
After the Commencement of shutdown for existing 380KV TL SHS-SISED (CKT-A), the permit shall be
present at site with responsible personal. At least 1-week shutdown shall be taken.
