What are competency standards? What are the ICT standards for teaching and learning in Philippine pre-service teacher
education?
Competency standards describe the knowledge, skills and attitudes needed to perform in a particular occupation.
Competency includes all aspects of the work including: skills to perform all the different tasks of the job, managing a range
of different task and activities required by the job, responding to problems, the unexpected and non-routine events, and
dealing with all aspects of the workplace, the organization and colleagues.
ICT Competency Standards (CHED- UNESCO) as provided in the 2017, Policy, Standards and Guidelines (PSG) for
Pre-Service Teacher Education “demonstrate proficiency in the development and utilization of Information, Communication
and Technology (ICT) resources in promoting quality teaching-learning process”.

Look at the two teachers in the pictures below. What does picture A show of the teacher? What about picture B?

Teacher A as we see in the picture is discussing her lessons by means of a visual presentation. Her students are paying
attention with the lectures and taking important notes.

Teacher B is using a digital platform. It allows his students to easily interact because the information sharing is simplified.

Who is better equipped to handle the 21st century learners? Teacher A or Teacher B? Why? Which of the two
teachers would you like to become when you graduate? Why?
A teacher using digital technology is more equipped to teach 21st-century learners than a teacher using traditional
technology. In the 21st century of teaching and learning, digital technology becomes a trend and a necessity in facilitating
the teaching and learning process. While traditional technology is still being used, there is a demand for the shift to digital
technology due to the effects of the pandemic.
Give reasons for choosing Picture A:
In teaching using traditional technology, most of the educational experiences occur in a group setting. Learners are
taking part in oral question-and-answer sessions, students also pay attention to the lectures. The teacher is primarily
responsible for presenting the content to the learners. Traditional technology includes chalkboard, TV, audio-visual
equipment, overhead projector, etc.
Give reasons for choosing Picture B.
In teaching with digital technology, the teacher's job is to manage the learning environment, diagnose students, guide
the use of available resources, coordinate information, etc., rather than actually convey the subject matter. Digital technology
in teaching and learning includes the use of online learning platforms, technological apps, and online tools.
Digital technology helps teachers develop 21st-century skills among learners such as critical thinking, communication
skills, creativity, problem-solving, collaboration, media and information literacy, technological skills, innovation skills, and
thinking skills. The use of various apps assists the teacher in crafting activities suited to the learner's needs and context,
promoting collaboration in either face-to-face or virtual classrooms, and increasing the opportunities for the learners to
engage.
Both traditional and digital technologies have advantages and disadvantages, what is important is the ability of the
teachers to design and facilitate the lesson with creativity. It is important that the teacher knows how to select the appropriate
technology to effectively deliver the lesson.
I prefer to be a teacher who is equipped with digital technology to share my ideas, knowledge or skills in convenient
and creative manner and help students to have better interaction, understanding and future ahead.

Based on the result we can say that Technology is playing an increasing role in education. Using technology to facilitate
student learning has come with many positive benefits. Using technology in classrooms has the potential to create increased
student motivation, increased social interactions, positive outcomes, enhanced student learning, and enhanced student
engagement. Technology is capable of unlocking keys of learning with all students.

I learned that having ICT in education or student learning is significant because it has a lot of advantages and benefits
to offer. It improves learning efficiency by reducing the burden of writing on board, making students easily express their
opinions or thoughts, and help teachers to quickly access information. It also simplified information sharing among teachers
and students by utilizing ICT resources. Learning through tablet devices and electronic materials for teaching also increase
student’s interest in class. The fun and freshness of using digital equipment makes it easier to motivate students to learn.

select and utilize necessary information.
