OBJECTIVES: Upon completion of this module, the students should be able to:
→understand the values development for good citizenship
→ grasp the meaning of the preamble to the 1987 Constitution
→comprehend roots of and philosophy behind Filipino values
→differentiate what is nationalism and patriotism
→formulate personal development plan.

INTRODUCTION:

Every country aspires to become strong economically, politically and mighty in military way. These cannot be
achieved without the full support of its active, useful, progressive and law abiding citizen.
The family is considered as the “cradle of personality development” where individuals are trained to become a
good citizen not only in the community but to his country based on Filipino values MAKALIKASAN, MAKABAYAN,
MAKATAO and of course MAKADIOS.
The Filipinos has its own distinct and separate values that makes them different race of people. We have our own
brand of Culture and Arts that we can be proud of and a thing of envy to other people.
We showed our gallantry in times of war and our love of our country against invaders and proved our resiliency
during times of hardship, disaster and pandemic. We survived the hard times and the good times

hope of our Fatherland”, as Dr. Jose Rizal posited.

Preamble 1987 Constitution:

“we the sovereign Filipino people, imploring the aid of Almighty God (YAHWEH/JEHOVAH), in order to
build a just and humane society and establish a Government that shall embody our deals and aspirations, promote the
common good conserve and develop our patrimony, and secure to ourselves and our posterity the blessings of
independence and democracy under the rule of law and a regime of truth, justice, freedom love, equality and peace do
ordain and promulgate this constitution.

What is a preamble?

An introductory and preliminary statement in a document that explains the purpose of the document and
its underlying philosophy.
Philippines 1987 constitution preamble dictates that the Philippines and the Filipino are the sovereign
master of the islands.

Values-a monetary worth of a thing, marketplace price.


Distinctive character or quality, usefulness.
Relative worth or importance or excellent.

Filipino Values - are distinctive characteristics of beliefs, convictions and social principles borne out from traditions and
cultures of Filipino way of life.

Ex. 1. Family closeness and solidarity (pagkamalapit at pagkakaisa ng pamilya)

2. Politeness (pagkamagalang through the use of ho, at po, in visayan→palihug – mangayog


Katahoran Sama sa maayong buntag,adlaw, gabii, inubanan sa pagkuha sa kamot sa tigulang o
hamtong sa Nga tao ug ibutang sa atoang agtang)
3. Hospitality – willingness to serve or to be of service to other people like visitors or strangers (pagka
-ma-abi-abihon)
4. Gratitude – utang naloob, Visayan-pagkamapaslamaton.

Good Citizenship Values:

1. Love for God (pagkamaka-diyos) religiousness is a prime Filipino value, being the only Christian nation in
Asia.
→ Faith is deeply rooted submission to a Divine creator and believing in his
authority over all creations.
→"Faith without works is dead" (James 2:17,26) Believing is not enough it needs
application to one’s life what he believed is from Gods.
→ "Love of God means that he will have to follow his commandments. (1 John
5:3)
→ "Fear the true God and observe His commandments for this is the whole
obligation of man. (Ecclesiastes 12:13)
→ "Not all those who say to me lord, lord can enter the Kingdom of the Heavens,
but only those who have done the will of my Father.(Matthew 7:21)

2. Love for Fellowmen (Pagkamakatao) - The second commandment is this "Love your fellowmen as you love
Yourself". (Mark 12:31, Leviticus 19:18, Galatians 5:14, James2:8)
What is meant by love for fellowmen?
"Love means never do something bad/wicked to his neighbor, thus love is
the fulfillment of the Law. (Romans 13:10)
If we practice this love and apply to our dealings with our fellowmen there is no chaos, injustice, no crimes, no
bickering, instead there will be a True Pe4ace and Security in our midst.

3. Love for Country (Pagkamakabayan)


The progressive countries are able to attain their economic goals because the
people have trust and confidence in their governments and are actively
supporting their policies and programs.
4. Love for Environment (Pagkamaka-kalikasan)
Environment → refers to everything that surrounds us from the natural World and the man made physical
structures.
It is a must that we work hand-in-hand to protect our natural resources (kabakhawan-(mangoves), seas/lakes
(kadagatan/linaw) forersts (kalasangan) and ecosystem.

Strengths/Weakness of Filipino Values have their roots in many factors:


a) Home environment – low discipline/ lack of discipline
→Low independence training
→Atmosphere of love, affection
→Respect for age/authority (authoritarian)
→Taught to value family and give it a primary importance
→Rigid standards of behavior or performance are not imposed (indulgent atmosphere
meaning not strict)
Main components of Home Environment:
→child – bearing practices
→family relations

→family attitudes
→orientation

b) Social Environment – great gaps (distance) between rich minority and the poor majority
→these gaps are not merely economic but cultural as well
→the elite (socially, superior) being highly westernized are alienated from the masses
(majority poor)
→one must depend on relationships with others in order to survive (rich to rich, poor with
poor)
→Filipinos are very dependent on kinship and interpersonal relationships (friends, peers)
Main components of Social Environment:
→interpersonal relationship
→religious relationship
a) →community interactions

1) Culture and Language – Filipino Cultural ValuesWarmth, friendly and person orientation
2) Devotion to family
3) Joy and humor
4) Socializing forces in the family, school, peer group
5) Openness to the outside world ( OFW )
6) Religiosity

Language Values → Filipinos are beset with different ethical languages (dialect) spread along the Philippine
islands, is it a blessing or a curse? (disadvantage)
→ Theoretically Filipinos are united as one nation with the use of Tagalog (Filipino) as our national
language
→ Filipino as a national language is not usually practiced in some local communities, they prefer (value)
their own native language
→Some believed that introduction of English language in our medium of education is the greatest legacy
that the American colonial power has ever bestowed upon the Filipino people
→Some self-proclaimed nationalist disdain on the use of English language as our medium of instruction in
our educational system as they thought it will erase our sense of preserving our own Filipino Cultural identity
→Currently English language is the leading international language of the modern world
→English proficiency of the Filipinos made them the number one in line (demand) to work overseas
(OFW)

b) History – Filipinos are product of colonial history, (Spaniards and American, Japanese occupation in World War II)
→Colonialism mindset encourage us to think of the colonial power as superior and more powerful (true or
false?)
→Developed a belief that we are dependent on foreign powers
→American influence is more ingrained (deep-sealed, firmly planted) in the Philippines because the
Americans set up a public school system we learned English language and the American way of life
(Western ways)

c) Educational System – the problems (weakness) in our educational system: (as other people believed)
1. Use of foreign language
2. Lack of suitable local textbooks and dependence on foreign textbooks force Filipino students and teachers to use
school materials that are irrelevant to the Philippines setting
3. The influence of “hidden curriculum”: (silent influence on the students)
3.1 – Schools appear to be highly authoritarian
3.2 – teachers is the central focus
3.3 – student is taught to be dependent on the teacher as student attempt to record verbatim what the
Teacher says
3.4 – teachers reward obedient/well-behaved students
3.5 – teachers tend to be uncomfortable with those who ask questions and express a different view point

The modern approach of our educational system is greatly influenced by the spirit of global competitiveness wherein the
outcomes of our education must be at par and competitive with other learned countries thus student even in lower level
were encouraged to learn foreign languages and be adept (proficient, expert) in modern and sophisticated technology.

d) Religion – the root of Filipino optimism (positive thinking) and capacity to accept life’s hardship.
→however it causes division among Filipinos because of their differences in worship to God all are
claiming to be the one TRUE RELIGON, the true faith, true worship that God approved
→for Christians, the word of God which is the Holy Bible, is the cornerstone and the constitution of
Christian faith.
→the Bible is “inspired by God”. (2 timothy 3:16).
→the Bible is “the Word of God” (1 Thessalonians 2:13)
→to find the TRUE RELIGION is to read, meditate and apply to his life what does the Bible really teach
→although some are reading the Bible and trying to apply some Bible teachings but still they are
enslaved in believing on man’s traditions, superstitions, old men’s tale and observing customs/traditions
not found in the Bible
e) Economic Environment – many local traits are rooted in the poverty and hard life that is the lot (situation) of most
Filipino’s
→poverty has also become an excuse of graft and corruption (stealing government’s money) (uneven
distribution of govt. aids)
→poverty drives us to take risks (working abroad)
→impel (forced) us to work very hard leaving our family to work abroad resulting sometimes to broken
families thus losing Filipino family values

f) Political Environment – Philippine political environment is characterized by centralization of power, how? :


1. Political power/authority is concentrated in the hands of the elite (rich and influential)
2. Poor and ordinary people never had a chance to climb the upper ladder of political power
3. Poor and ordinary people’s participation in our Philippine politics is only through voting in elections
4. Basic services (water, electricity, roads, health services) from the government are concentrated in
Manila and other highly urbanized cities and provinces
→government structures/systems are often inefficient and ineffective (justice, education, police services)
→some political scientist believed that the leading factor of Philippine’s poverty is our political structures
and systems
→federalism (the transfer of political power/authority from the central office to local executives) as
envisioned by some political experts is conceived as an alternative option to recover the Philippines poor
economic state
g) Mass Media – believe to enforce our colonial mentality (negative)
→advertisements using Caucasians personalities, foreign movies, soap opera (TV shows) comics are
part of our daily lives (negative)
→on the other hand, mass media supplies us with latest information of global situation and news that may
affect national interest (positive)
→it encourage Filipinos to strive hard to excellence and competency of modern technology and other
state-of the-art invention that can help them quality to work abroad for greener pasture (positive)
h) Leadership and Role Models – Filipinos look up to their leaders as role models
→when our leaders violate the law, shows favoritism, condone (forgive) injustices it will result to a
negative impact to the Filipinos
Nationalism is generally used to describe two things:
1. The attitude of the members of a nation which includes:
a) National identity
b) Origin
c) Ethnicity
d) Cultural ties
2. The action that the members of a nation take when seeking to achieve/sustain full statehood with complete
authority over domestic/international affairs.
Patriotism – is love and devotion to one’s country
Filipino – originally referred to Spaniard born in the Philippines
Patris – a Greek word meaning “Fatherland”

Components of Personal Development Plan (Wells)
1. Your true self – begin with some introspection ( to look within, examine) to help defined your values, your
patterns, your beliefs
2. Make it personal – understand and success and achievement, and what it means to you and to others
3. Know your Outcome – set your goal and how to achieve them. Know where you are going.
4. Design Success – lay out your “success blueprint” when you knew already where you’re going, this is about how
you’ll get there
5. Harness the Power – determine to make your plans a reality
→in order to succeed you need more than a plan and
→the plan must be executed
6. Accept Success – establish a mind set to succeed in bringing your desired outcomes to fruition
7. Life is Circular – look forward to the future
→move on beyond the completion of your plan

A Value – literally means “the Worth/importance of a particular thing”


→something’s have greater value than others
→things with greater value are more preferred and sought by individuals
→they serve as a basis for decision-making since people normally choose those which will bring
them happiness and contentment…
