TESTING METHOD STATEMENT

1.Introduction
• The purpose of carrying out site testing is to ensure substation equipment, protection relays, control
and interlocking schemes are functioning as per design. This to secure continuous operation of
substation and safety of electrical personnel.

2.VCB & Busbar Hipot Test


Test Equipment:
• GDYD Auto Hipot Test
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.
Document Reference:

Purpose of the test:
• To measure leakage current and insulation between CB/busbar and ground and other phase.
Test Procedure:
• Rack in VCB to switchgear and close it.
• Short busbar Y&B phase to earth when test Red phase,while B&R when test Yellow phase and R&Y
when test Blue phase.
• Inject 18kV AC for 1 minute and record down leakage current and make sure no any indication of
breakdown.
• Record down the result in the test form.
• This test is done after busbar coupling.

3.Analog Ammeter Test


Test Equipment:
• Omicron CMC 3 phase secondary injection test set
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.
Document Reference:
• -
Purpose of the test:
• The test is to check the ammeter measurement and confirm its functions are working as per design.
Test Procedure:
• Connect test lead to Analog Ammeter CT terminal block.
• Inject 25%,50%,75% and 100% nominal current to R phase and note down the reading on the
ammeter.
• Record the results in the test form.
• Repeat the test for Y and B phase

4.Overcurrent/Earth Fault Relay Test


Test Equipment:
• Omicron CMC 356 3 phase secondary injection test set
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.

Purpose of the test:
• The test is to check and confirm the pickup/drop off current and operating time of the relay are
according to design.
Test Procedure:
a) OC Minimum Operating Current Pickup & Drop-off Test
• Set the relay to final setting.
• Inject RY phase current and slowly increase until over current (OC) element start pickup and slowly
decrease the current until OC element drops off.
• Record the pickup and drop-off current in the test form and compare its operating time with the
expected value.
• Repeat the test for YB, BR and RYB phase fault.
b) OC Operating Time Test
• Inject RY phase current with 2, 3 and 4 times its OC operating current setting.
• Record the operating time in the test form.
• Repeat the test for YB, BR and RYB phase fault.
• Record down the result in the test form and compare its result with expected value.
c) EF Minimum Operating Current Pickup & Drop-off Test
• Set the relay to final setting.
• Inject RN phase current and slowly increase until earth fault (EF) element starts pickup and slowly
decrease the current until EF element drops off.
• Record the pickup and drop-off current in the test form and compare its operating time with the
expected value.
• Repeat the test for YN and BN phase fault.
d) EF Operating Time Test
• Inject RN phase current with 2, 3 and 4 times its EF operating current setting.
• Record the operating time in the test form.
• Repeat the test for YN and BN fault.
• Record down the result in the test form and compare its result with expected value.

5.Current Transducer Test


Test Equipment:
• Omicron CMC 356 3 phase secondary injection test set
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.
Document Reference:

Purpose of the test:
• The test is to confirm the accuracy of transducer and confirm that it is functioning as per design
Test Procedure:
• Set up three phase test equipment to Current Transducer’s current terminal block .
• Inject the current transducer with 1.0A current.
• Measure the current transducer’s mA DC output at SIC panel with 3 decimal process meter.
• Record the test result in the test form.
• Repeat the test for current injection value of 0.8A, 0.6A, 0.4A, 0.2A and 0A.

6.Scada Alarm,Status & Control


Test Equipment:
• Digital Multimeter
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.

Purpose of the test:
• The test is to check the SCADA status and confirm its control schemes are functioning as per design.
Test Procedure:
a) Status and Control Test
• Test the SCADA status and control according to test sequence stated in SCADA test form.
• Operate the Local/Remote switch and Remote/Supervisory switch at Switchgear (+S) and Control
Relay Panel (+WR), respectively.
• During Pre-Comm test, switchgear device’s position status will be checked at interface cubicle via
multimeter. CB close/open command will be initiated at interface cubicle as well during Pre-Comm test by
shorting the close/open command terminals.
• During Final SCADA test, switchgear device’s position status will be checked by SCADA personnel at
RTU/SDC. CB close/open command will be sent from RTU/SDC as well during Final SCADA test by SCADA
personnel.
• Record the test results in the test form.

b) SCADA Alarm Test


• Test the SCADA alarm according to alarm signal list stated in SCADA test form.
• Initiate the SCADA alarm signal from switchgear and control relay panel.
• During Pre-Comm test, SCADA alarm signal will be checked at interface cubicle via multimeter.
• During Final SCADA test, SCADA alarm signal will be check by SCADA personnel at RTU/SDC.
• Make sure the triggered SCADA alarm is tally with alarm operated at annunciator.
• Record the test results in the test form.

7.Control & Interlocking Test


Test Equipment:
• Nil
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.

Purpose of the test:
• The test is to confirm the control and interlocking scheme of substation equipment and ensure that
they are working as per design.
Test Procedure:
• Prepare switchgear’s control and interlocking test based on the approved schematic drawing.
• Make sure the substation equipment is functioning as per design.
• Test the control for local and remote operation at Switchgear (+S) and Remote Control Panel (+WR),
respectively.
• Record the results in the test form.

8.Busbar Contact Resistance


Test Equipment:
• Contact Resistance Tester (Megger MOM200A)
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.
Document Reference:
• IEC62271
Purpose of the test:
• The test is to ensure the contact for busbar is good after coupling. Loosen contact may cause
temperature rise at the point of contact.
Test Procedure:
• Rack out breaker from MGL5 and MIL5.
• Connect red current cables and red sensing cables to busbar side at MGL5 while connect black current
cables and black sensing cables to busbar side at MIL5
• Turn the knob on the variable transformer until injecting current reaches 100A.
• Press resistance R. The instrument will interrupt the current flowing to the test object and enter
calculation mode.
• Record the calculated result from the test set.
• Repeat it for other phase.
• Acceptance Criteria: Shall be consistent for all phases

9.Underfrequency Scheme Check


Test Equipment:
• Nil
Safety Precaution:
• Check the integrity of tools required for work are in safe and sound condition.
• Make sure the live part is properly isolated and have valid permit to work.
• Barricade the working area and post warning signs at designated location.

Purpose of the test:
• The test is to confirm the underfrequency trip scheme are working as per design.
Test Procedure:
• Make sure the test is carried out when half busbar shutdown.
• Close VCB for tested feeder and simulate underfrequency tripping based on drawing,make sure VCB is
trip and underfrequency operate alarm at annunciator.
• Open VCB for tested feeder and simulate underfrequncy tripping based on drawing , make sure nothing
happen and no underfrequency operate alarm at annunciator
• The UF scheme check perform during half-bus shutdown.
