CHAPITRE 1 : INTRODUCTION

GENERAL:

The purpose of this document is to describe the plan of PASSAVANT ENERGY & ENVIRONMENT
for the execution of “THE REHABILITATION AND EXTENSION OF THE SUD MELIANE II WWTP”.
This project includes in the first phase, the rehabilitation and extension of the WWTP SUD
MELIANE II and in the second phase, the demolition of the WWTP SUD MELIANE I.
This document covers the PEE plan, for the implementation phasing of the Civil Engineering part of
this project.

GOAL:
The purpose of this document is to describe the PEE plan, methodologies, strategies and schedule
for project implementation. This plan identifies pre-construction activities and summarizes key
activities during project execution.

CONTEXT
The National Sanitation Office ONAS officially launched the rehabilitation and extension works of
the SUD Meliane wastewater treatment plant in Rades. This work is a part of the depollution
program for the Mediterranean, DEPOLMED, co-financed by the French Development Agency
FDA, the European Union EU and the European Investment Bank EIB.

The objective of this DEPOLMED program is to contribute to the preservation of the quality of the
waters of the Tunisian coast by reducing water pollution. It plans to rehabilitate and extend the
following 4 purification stations:

- SUD MELIANE wastewater treatment plant


- SOUSSE HAMDOUNE wastewater treatment plant
- JEDAIDA wastewater treatment plant
- KELIBIA wastewater treatment plant
Thus, whether it concerns the installation or renovation of approximately 540 km of networks, 53
pumping stations and 29,000 connection boxes. It will connect 60,000 inhabitants to sanitation
networks and improve the quality of service for nearly 1.2 million people.
As part of the DEPOLMED Program, it is also planned to strengthen the capacities of the ONAS in
key areas of its mission such as:
- Investment management
- Operation and maintenance of substructures
- Release monitoring
- Control of industrial sanitation and communication to the public.
The SM wastewater treatment plant extension project consists of building a substructure to treat
urban and industrial wastewater from the southern suburbs of Tunis with a view to:
- Ensure the protection of inhabitants against water pollution.
- Ensure the protection of the Oued Meliane, which is the outlet for treated water,
and which constitutes a sensitive ecosystem in the region.
- Control the nuisances of the WWTP, the site of which is in an urban area.
The project consists of the extension and modification of the treatment modules of the existing
station to increase and improve the treatment capacity of the current site.
The recommended actions align with the existing DAO (carried out in 2012) by updating it according
to the recommendations inherent in the DEPOLMED program.
The actions to be implemented for the SUD Meliane WWTP are summarized as follows:
 Horizon :
- Increase in the treatment capacity of the WWTP to 90,000 m3 / d
- Creation of two separate water reception structures allowing the operation of two
separate lines of the same capacity, one predominantly urban and one
predominantly industrial
- Anaerobic digestion of sludge and recovery of biogas by cogeneration
- Reinforcement of the deodorization system
- Consideration of the option of implementing a physico-chemical treatment by
adding FeCl3 to the aeration basins

PROJECT PRESENTATION:

Site of the wastewater treatment plant

The planned demolition and reconstruction of the SM I module will be carried out on the current
site of the SUD Meliane station. The SUD Meliane WWTP is located in Rades, in the
governorate of Ben Arous.
Its location corresponds to a latitude of 36 ° 44'29.89 "N and a longitude of 10 ° 16'0.35" E. The
discharge of water purified by the WWTP is done directly at the level of the Oued Meliane, 4 km
upstream from the outlet in the small Gulf of Tunis.
The project site is limited by a close perimeter as follows:
- The national road N1
- The grappled water treatment plant
- The outlet for treated wastewater; Oued Meliane and Golf de Tunis
- The Olympic stadium and the forest of Rades

BRIEF DESCRIPTION OF THE PROJECT:

The SUD MELIANE purification center essentially consists of two WWTPs; SMI & SMII with a
total capacity equal to 75,700 m3 / d.
The project consists of the rehabilitation and extension of the SMII station to have a total
capacity of around 90,000 m3 / d which will be delivered by two separate treatment lines.

- An industrial wastewater treatment line with a capacity of 40,000 m3 / d.


- An urban wastewater treatment line with a capacity of 50,000 m3 / d.

SCOPE OF PROJECT WORK:

Based on the scope of the work, PEE will perform:


 Work's extent :

 Civil engineering work


 Mechanical works
 Electrical, Instruments, Control & Automation Works (EICA Works)
 Inspection of works:
 WMS and QCP
 Field test such as hydraulic test and leak test
 Lifting equipment and operator and certificates

 Testing and commissioning assistance

PROJECT SCHEDULE:

The baselines of the timeline for this project are 36 months. This period includes all the services of the
studies of the technical, specific design and execution of the rehabilitation and extension works of the
SUD MELIANE II wastewater treatment plant, the commissioning phase and the trial period phase.
This 36 months period will be distributed as follows:
- Civil engineering phase: 2022 for both lines industrial and urban.
- Construction work phase
- Commissioning phase
- Trial period phase

For Civil engineering phase: 6 months starting from JANUARY 20, 2022 to JULY 20, 2022 for both lines
industrial and urban.
Regarding the other phases will be:

 For the industrial line:


- Construction work phase: 15 months starting from MARCH 16, 2022 to JUNE 30,

- Commissioning phase: 3 months starting from JULY 01,2023 to SEPTEMBER

CHAPITRE 2 : PHASING OF THE
PROJECT
The Work Schedule shows 4 distinct phases in order to not disrupt the operation of the existing SUD
Meliane I & II stations:

CHAPITRE 3 : PREPARATION ACTIVITIES

CONSTRUCTION SITE INSTALATION:

LANDISCAPING AND IMPLEMENTATION:

The location of site facilities is selected to ensure a minimum of disturbances during the construction
of permanent structures. For this purpose, the site installation was chosen considering the ease of
accessibility to the site without disturbing the operation of existing structures.
The site of installation of the chosen construction site consists of a part of the drying beds of the
SUD Meliane WWTP not currently used on the east side of the entrance to the WWTP.
The site installation and organization plan relating to the rehabilitation and extension of the SUD
Meliane II wastewater treatment plant contains the following elements:
- One equipment storage area by type: storage area for new equipment and another for
dismantled equipment.
- A storage area for the materials required for the construction of new hydraulic structures.
- A traffic plan showing the path that will be followed (machinery, vehicles, pedestrians) during the
transfer of materials or waste, without causing a traffic problem within the WWTP and or in the
surrounding area.
- Signs (vertical and horizontal signs) warning of the presence of a work zone and exit of
construction machinery, before a few tens of meters from the purification center and within it.
- A machine park lot area
- A vehicle park lot area
- A sanitary installation and any other protective measure.

Site offices

The offices are installed at the entrance of the site to ensure the staff a minimum of comfort and hygiene
during the work, to accommodate the various site meetings, suppliers and subcontractors. Also allow the
storage of tools and small equipment.
The main premises are the offices, meeting room, sanitary facilities, WC.
The number of rooms and their surface area depend on the type of site.
We consider three types of site:

Type 1 Site less than 15 days regardless of the number of workers, or from 15 days to 4
months up to 20 workers

Type 2 Site from 15 days to 4 months with more than 20 workers


Type 3 Site of more than months with whatever the workforce

Our site is type 3.

The offices will be installed according to the site installation plans. They include:

For ONAS staff:


- Meeting room for 20 people
- 4 Offices of 15 m2
- 1 sanitary room

For PEE staff:


- 8 offices of 15 m2
- 1 office of 27 m2
- 1 office of 28 m2
- 1 meeting room
- 2 sanitary rooms

Storage area and workshops:

The storage areas will be distributed as follows:



Storage area for formwork and materials necessary for the construction of new hydraulic
structures next to secondary clarifiers and industrial digesters.

Reinforcement storage area next to secondary clarifiers and industrial digesters.
 Equipment storage area by type, one for storage area for new equipment and another for
dismantled equipment.

The SIP also provides for:

 Temporary access roads to the site


 The temporary traffic routes of the machinery
 The location of handling and lifting equipment necessary for carrying out civil works

The installation of a concrete plant on site is not to be expected, the supply will be directly by certified and
authorized concrete plants with a diameter of around 15 km.
Also, the SIP does not provide for a machine washing and maintenance station. In fact, these tasks will be
carried out in stations near the wastewater treatment plant.

The SIP, show the crane towers locations, we will have 4 crane towers for the two phases of the project.
- First phase: Crane towers location for the construction of the industrial line. (see attached SIP)
- Second phase: Crane towers location for the construction of the industrial line. (see attached SIP)

PREPARATORY WORK

The preparatory works are mainly:

 Topographic survey
 The delimitation and the marking of existing networks crossing which
constitute an obstacle with the new structures
 Project polygonal placement
 Stripping topsoil and shrubs
 Deviation from provisional networks to final networks.
 Implementation of the new rejection channel

Topographic survey:

A topographic survey of the site will be carried out to specify the existing situation of the
site.
A contradictory verification of general dimensions on the drawings with the site
implementation, in particular compared to the limits of parcels, existing buildings and
location of networks in place.

Project polygonal placement

The establishment of the base polygonal will be linked to the general leveling of Tunisia.
Level marks attached to the general markers will be placed near and in the right-of-way
of the stations. A drawing showing the location of these bench marks and their
dimensions will be provided.

Delimitation of existing networks crossing:

In the preliminary phase, it is imperative to identify all the existing underground networks
and the intersections between them which may be subject of a constraint during the
execution.
Marking is mandatory before starting work. It identifies the location of the networks and
must be maintained along the duration of the work.
During the identification of the existing networks, it turned out that some network pipes do
not work as shown in the project’s general layout.

Considering the following existing networks pipes as shown in the project’s general layout:

Stripping of topsoil and shrubs:

Earthworks will be carried out with suitable mechanical means. Earthworks include:
- Brush clearing, weeding and uprooting of shrubs over the entire area
where the new works will be carried out

Deviation from provisional to final networks

After all network pipes identification, it reveals that;


 The water flowed in successively, the existing network pipe N° 2,N°3, N°4 and
N°6, is flowed by gravity
 Because of the siphon under the intersection of pipe N°2 & N°3, the water
flowed in the pipe N°3 is no more the desired flow or which the SMII was built.
 The existing network pipe N°4, actually flow untreated water to the emergency
basin but the emergency basin is closed (water doesn’t flow the OUED
MELIANE)
The solution figured out by ONAS is:
 To use the pipe N°4 as a return pipe, it means that the water collected in the
emergency basin (over flow from SMI & the flow from SR2), will return back to
SR2 once the water side in the emergency basin is higher that the water side
in the SR2)
 The existing network PIPE N°5, will flow pumped water( returned from
emergency basin and other input to SR2) from the SR2 to the SMII

After having defined and delimited the crossing of the existing networks, they must be
diverted since the station must be kept functional.
The lines will be replaced by others, always ensuring the same flow rate and the same
section of the pipes.

Note that Pipe N°5 and Pipe N°6 , stand in the way of the construction of some structures of
both line and industrial, the solution proposed by PEE is to,
 Replace the Pipe N°6 by another one flowing purified water directly in the new
discharge water channel from the industrial WWTP
 Replace the pipe N°5 by another fly PEHD pipe flowing pumped water from the
SR2 to the SMII.

WATER DISCHARGE CHANNEL:

The discharge channel is a reinforced concrete channel of dimensions (2.00m / 1.60m) going up to
more than 513 m in length from the water reception structure until reaching the discharge channel in
a pit with a slope of around 0.4%.
This channel intersects with existing networks and with new modifications.
- Intersection Canal / existing networks:
 the Bypass line to the SUD MELIANE II station (Φ800 in concrete) coming from
the SR2 pumping station
 The line for discharging purified water from an industrial wastewater treatment
plant (cluster water station)

intersection (DN2000 from U261),

For water discharge channel intersections with the new networks, their identification is used to
properly plan reservations for pipes crossing the channel.
This is why its installation will be done by moving back from the point of contact with septic
discharge channel towards the reception structure.
Before the realization of this channel, it is necessary to identify, mark and plan all the networks
passing above and below this structure in order to avoid any overlap problem during construction.

PROCURMENT PHASE

CIVIL ENGINEERING STUDY AND CALCULATIONS:

We ensure the completion of the required study drawings according to the specifications and
specifications of the project.
According to the provisional schedule of the project, the study work is subdivided into the following
steps:
- Study and civil engineering calculations of the industrial line
- Study and civil engineering calculations of the urban line

The stages of the civil engineering study phase encompass the following tasks:

PROCUREMENT PHASE:

For the procurement PEE should submit the technical documents to ONAS, for review and
approval, ONAS on his part has 5 to 6 days to approve the documents.
After ONAS approval PEE precedes to purchasing and EX-works for each equipment.
Regarding the supply to site, we will have 2 delivery times, one for the industrial line’s
equipments and common structure equipments, which lasts 3 months starting from December
2022 to February 2023.
The supply to site, for the urban line’s equipments also lasts 3 months starting from December
2023 to February 2024.

The procurement phase will be done in two volleys:

CHAPITRE 5 : INDUSTRIAL LINE
CONSTRUCTION WORKS

Considering the constraint of maintaining two functional SM I and SM II stations during the
construction period, the work program is to begin the construction of the entire industrial line
including the rehabilitation works and common structures necessary for its operation, with
some works of the urban line after switching to the construction of urban line.
After commissioning of the Industrial line, flows will be balanced on this line and work on the
urban line can begin.

The stages of carrying out work on the industrial line are as follows:

PRELIMINARY ARRANGEMENTS:

Earthworks:
The earthworks concern the earthworks necessary for the construction of reinforced concrete
structures and those necessary for the construction of underground networks and roads.
The earthwork methodology as well as the techniques and tools envisaged are the subject of
an execution procedure "earthworks execution procedure"
Foundations:

The foundations are defined according to the nature of the soil in place while respecting
the recommendations of the geotechnical study.
We will have two types of foundations to make according to the geotechnical investigation
carried out:
- Shallow foundations
- Deep foundations for I420 & U420 digesters only

These two types of foundations are subject to two execution procedures: "shallow foundation
execution procedure" & "deep foundation execution procedure"

Installation of pipes and underground installations:

The installation of pipes and installations concerns the installation of all the drainage, sludge
and wastewater pipes before the construction of the final roads.
We distinguish the following types of pipes:
- GRP pipe
- PVC pipe
- Concrete pipe
- HDPE PIPE

This phase includes the earthworks in the trenches, the excavation shielding, as well as the
temporary plugging of existing networks.
This installations steps and methods are detailed after in an execution procedure “execution
procedure of pipes & undergrounds installations “

NEW CONSTRUCTIONS:

Formwork and Formwork removal:

Any type of formwork to be used must be clean and well cleaned of dust before concreting and
maintained during each use. The formwork must be perfectly waterproof and not dripping.
In the case of using a sliding formwork, an installation procedure will be provided to the client
for approval.
For the formwork removal, it must be done carefully without impact. The various elements will
be stripped in an order to not resulting a dangerous stresses for the works.
In the case of a sliding formwork, the method of execution; installation of reinforcements,
formwork for the holes and sealing to be reserved in the walls will be well described in an
execution procedure to be approved by the customer called "sliding formwork execution
procedure".
Concrete

The concrete to be used will be a ready-mixed concrete delivered on site to a nearby certified
concrete plant within a radius of 15Km maximum.
Concrete formulations will comply with the requirements set according to the exposure classes
to which the concrete will be subjected.
Reinforcement:

The reinforcements will be shaped in such a way as to present exactly the lengths and shapes
provided for in the working drawings and delivered to the site for installation.
At the time of their installation, the reinforcements must be clean, free from loose rust, no
traces of earth, paint, grease or any harmful matter.
The correct installation of the reinforcement and the necessary amount of shims between the
reinforcement and the formwork as well as the final concrete layer will be carefully reviewed
before placing the concrete.

For concrete and reinforcement, the technique and methodology will be more detailed in a
procedure note "procedure for the execution of reinforced concrete"

REHABILITATION OF EXISTING STRUCTURES:

Indeed, this work must disturb the operation of the existing lines as little as possible while
guaranteeing the same quality and quantity of treatment of the existing Meliane I and Meliane
II stations.

For the aeration basins a successive rehabilitation of the basins of the industrial line and that
of the urban line will be carried out, with consecutive hydraulic isolation of one basin after
another, will allow the maintain the operation of the station
The phasing principle is to switch all the incoming flow of wastewater to the urban line aeration
basin, make the necessary stoppings and drain the basin and after the rehabilitation
intervention.

Switching the treatment of wastewater to the future urban line, the rehabilitation of other
existing works of the industrial line no longer pose a problem.
The rehabilitation interventions will be detailed in a procedure "rehabilitation works
execution procedure"

CHAPITRE 6 : URBAN LINE CONSTRUCTION
WORKS

Work on the remaining works of the urban line begins after finishing those of the industrial line,
following the same strategy for the construction of new structures and the rehabilitation of
existing structures.
The construction steps for this line are the same as for the industrial line.
For rehabilitation works, once the industrial line is operational, the wastewater flow to be
treated will be divided between the SUD MELIANE I treatment plant and the new industrial line
during the rehabilitation intervention.
The precautions and network stoppings necessary for this phase will be planned in advance.

CHAPITRE 7 : DEMOLITION OF EXISTING
STRUCTURES

The last phase of the project will be the demolition of the existing structures. In accordance with the
Specifications, the decommissioned structures of the existing SMI station will be demolished and the
sites redeveloped. This also concerns certain abandoned SMII structures.
Demolition concerns all structures located above ground level and up to 0.5 m below ground level,
followed by upgrading by backfill to fill at ground level.
This work concerns the following structures:

CHAPITRE 8 : QUALITY CONTROL

All stages of construction will be inspected according to the associated Quality Control Plans
(PCQ).
The inspection methodology will be well detailed in the Project Quality Plan (PQP).

RESPONSIBILITIES:

 QA / QC manager:

He is responsible for:
 Review all quality documentation and approve as necessary.
 Plan, establish and maintain effective project quality management systems to guide
and provide feedback on project performance.
 Compliance monitoring of all inspection and testing activities.
 Assist and approve inspection points when specified in the QCP
 Provide guidance and advice on all inspection and testing activities
 Management and monitoring of non-conformities and corrective actions,
 Plan, organize and attend the audit
 Check compliance with quality requirements by the project organization
 Knowledge of the activities of QC inspectors.
 Follow-up of Client complaints.
 Track and obtain “original” inspection and test documentation.

 QA / QC inspectors
They will be in charge of:
 Monitoring of control operations, according to the QCP
 Application of quality control standards and requirements as defined with the Client
and also with the project specifications
 Development of the "Final documentation Dossier "

QUALITY CONTROL PLAN (QCP)

A quality control plan covering the activities of material and equipment supply, prefabrication
and construction will be applied in order to ensure compliance with all contractual
requirements specified during the execution of the project.

For each step of the process, these plans present:

INSPECTIONS AND RECORDS

Inspection and testing must be performed in accordance with the project documentation and project
requirements.
Preparation, collection and archiving of all quality records proving that the inspection has been
carried out. These records should clearly indicate necessary information of the item inspected.
QC records should include at least the following information:
 Article under test
 Type of control, inspection and test
 Person performing the test
 Instrument identification number (if applicable)
 Possible illustrative drawings or sketches of the item being checked and the location
where the non-destructive testing was carried out
 Reference document for requirements
 Test result

All controls and tests are recorded at each level of their performance.
All inspections and tests must be recorded in the appropriate inspection reports.
A traceability register of inspection reports will be generated.
The final checks and tests validate all the checks and self-checks previously carried out.

CHAPITRE 9 : HEALTH SAFETY ENVIRONMENT

HSE requirements must be strictly observed and maintained by the HSE organization at the
construction site.
The project team should organize an HSE committee made up of the project manager, the
HSE advisor and the construction manager.
The HSE committee must:
 Monitor and ensure the proper functioning of the HSE program.
 Lead, coordinate and guide HSE activities.
 Promulgate the dissemination of policies, objectives, rules and / or regulations.
 Research, detect and identify risky conditions.
 Carry out a thorough investigation of all accidents and review the recommendations to
avoid any recurrence of the accident.

RESPONSIBILITY:

 Project Manager
He must:
 Have primary responsibility for ensuring the security of the site.
 Establish a realistic HSE policy and HSE objectives for the site.
 Promote the implementation of the HSE plan, regulations and rules and an HSE
training plan, etc.
 Organize and chair the HSE committee.

 HSE manager :
He must:
 Organize a weekly meeting of the HSE committee.
 Coordinate HSE activities
 Review and approve the HSE Construction program and procedures,
 Advise and recommend the necessary corrective actions.
 Director of construction:
He must:
 Be responsible for all HSE activities including fire prevention during the construction
period.
 Organize the HSE committee.
 Submit a work program including HSE measures for the work to the field HSE advisor
before the start of the work.
 Establish, implement and maintain the HSE program through the HSE supervisor and
workers.

 Independent audits to ensure compliance with the established HSE program and
perform
 Determine the effectiveness of individual elements of the program.

 Field HSE Supervisor:


He must:
 Perform a daily HSE report to the HSE manager.
 Conduct an HSE program under the direction of the HSE manager.
 Periodically patrol the job site to verify that the work is performed in safe conditions,
without violations of HSE requirements.
 Promptly advise construction supervisors and workers on corrective action if unsafe
conditions or violations are observed.
 verify each work procedure from an HSE point of view and notify construction
supervisors before work begins and / or during work
 Maintain published HSE literature, HSE regulations, codes and other communications
in accordance with the contract.
 Carry out an in-depth analysis of statistical data through inspections, delimit problem
areas and make recommendations for solutions.
 Verify the use of all types of personal protective equipment, assess effectiveness and
suggest improvements

REPORTS / MEETINGS AND HSE ADVICE:

Any accident must be immediately reported orally to the supervisor in the cases described
below and will be followed by a written report.
 ALL fatal injuries.
 ALL injuries requiring first aid.
 ALL fires.
 ALL releases or spills of hazardous materials.
A written accident report should detail the circumstances and include the results of the
accident investigation and analysis. This report describes the accident classification, cause,
time, date, location, etc.

ENVIRONMENTAL CONTROL:

The construction team is responsible for the environmental control specified for the job site,
including all equipment and machinery used.
Do not throw used oil or liquid wastes directly into the ground, pit or storm drains. Dispose of
these materials only in properly labeled containers.
