A. Introduction
This study aimed to design and develop a web-based Barangay Information and Record
Management System. It integrated Short Message Service (SMS) to provide a more accessible
means to distribute barangay announcements. The project utilized a developmental method of
research. The proponents have designed and developed the system based on user
requirements and specifications, observation and interview results among the key barangay
officials, and analysis of the manual processes available documents. The designed and
developed web-based system has been developed using different software development
analysis and design tools and models such as Gantt chart, Use-case Models, Entity-relationship
models, and Data flow diagrams. The proponents were able to design and develop the system,
and it was found out that the developed system could provide better means of delivering
services at the barangay level.
Keeping Barangay records is a one way to easily track resident’s information. BIRS is capable
in recording this bulk information and can be stored in a long period of time. This system can
meet strategic objectives for reducing paper consumption and reducing time consuming file
retrieval from bulky documents. BIRS can track residents record such as personal to family
information, complaints to civil settlement information (Barangay Justice System) and can
create daily reports for the Barangay.
STATEMENT OF THE PROBLEM
(1) Why is it necessary to develop a system for smooth the collection, storage, and retrieval
of essential information within the Barangay, including resident data, property records,
and civil registry information?
(2) Why is it important for local governance to enhance its efficiency and effectiveness, and
how does accurate, update data play a crucial role in achieving this?
(3) hat specific essential services are targeted for improvement, and how will resident data
inform the enhancement of these services?
(4) Why is it crucial to ensure the security of residents' personal information, and how does
it relate to the overall goals of the initiative?
(5) Why is it necessary to have a dedicated module within the system for registering and
updating comprehensive information about Barangay residents?
These objectives collectively outline the scope and purpose of a Barangay Information
Registration System, aiming to empower local governments, enhance services, and engage the
community through efficient data management and modern technology solutions.
(1) Develop a system that efficient the collection, storage, and retrieval of essential
information within the Barangay, encompassing resident data, property records, civil
registry information, and more.
(2) Enhance the efficiency and effectiveness of local governance by providing Barangay
officials with accurate, update data to inform decision-making and resource allocation.
(4) Ensure the security of residents' personal information by implementing robust data
security measures, including encryption and access controls, while also complying with
data privacy regulations.
(5) Develop a dedicated module within the system for registering and updating
comprehensive information about Barangay residents, including personal details, contact
information, and household composition.
Scope and Limitation of the Study
In general, the focuses of this study is directed towards the design and development of a
citizen’s registration information system of Barangay Marinig.
Barangay authorities will benefit from this study since it will make it easier for them to manage
their data and information for the purposes of issuing, approving, and clearing permits.
Community the proccessing of your needs will fasten and getting of clearances etc. will be
automated.
This study will serve as a guide for developers to determine the demands of the barrio, the
procedures that are part of the barangay, and the significance of automating the following
operations.
Future developers. The said research will be your reference and guide to do better output.

Definition of terms
Barangay. is a words used by native Filipinos to describe a village or district, which is a small
administrative division of the Philippines. The barangay is divided into puroks, or zones, and is
run by the captain, other council members, secretary, and treasurer.
Information System. is any system that is organized for gathering, organizing, storing, and
communicating information. It is the study of complementary networks that individuals and
groups use to gather, filter, process, produce, and disseminate data, to be more precise.
