As stated in DepEd Order No. 57, s. 2011 on Policy Guidelines in the Implementation of Special Science for Elementary Schools (SSES) Project, Section 17, Article I! of the Philippine Constitution mandates the State to give priority to Education, Science and Technology to foster patriotism and nationalism, accelerate social programs and promote total human development. Section 10, Article XIV further states that Science and Technology are essential for nationalism, development, invention, innovation and their utilization. 2. _ Relative to this and in the implementation of MATATAG Agenda on TAke good care of learners by promoting learners well-being, inclusive education, and a positive learning environment, this Office through the Curriculum Implementation Division (CID) will institutionalize the division expansion of Special Science for Elementary Schools (SSES) for SY 2023-2024. Relative to this, the implementation of SSES is crafted with the following objectives: a. Ensure inclusive education for learners with special interests in Math and Science to prepare them in developing 21* century skills in elementary level; b. capacitate school heads and teachers in implementing and managing SSES schools; and c. Support STEM education to produce learners that are potential entrants to Science, Technology, and Engineering (STE) Program in the secondary level. 4. In this regard, there will be an online orientation and launching meeting via google meet on SSES Implementation with select elementary school heads, Science & Math Coordinator, and Division Supervisors on August 22, 2023 at 1:00 am to 3:00 pm. Service credits for teaching personnel and Compensatory Time-Off (CTO) for non-teaching personnel shall be granted in the conduct of screening/ assessment that will fall on holidays /teachers’ summer vacation or weekends in accordance with DepEd Order No. 53, s 2003 titled Updated Guidelines on Grant of Vacation Service Credits to Teachers. ‘Travel expenses and other incidental expenses shall be charged to MOOE/ local school funds subject to the usual government accounting and auditing rules and regulations. GUIDELINES IN QUALIFYING LEARNERS IN THE SSES CLASS 1, All incoming/enrolled Grade 4 learners of the current School Year in any government recognized schools are qualified to undergo screening and assessment. The required documents are the following: a. Certification of Learner's LRN from previous class b. PSA Birth Certificate or Certificate of Live Birth c. Results of Oral Reading Assessment d. Filled out Individual Registration Form 2. Oral Reading Post-test result must reflect that the learner is ready for Grade 4. 3. The Screening Committee has the final authority to make decisions on the admission to the SSES Class. As such, the committee must exercise outmost impartiality. Phase 1: Validation of Documents 1.1The teachers in-charge will receive all required documents vis-a-vis 2. limplementing rules and regulations. Phase 2: Oral reading screening test 2.1, The teachers in-charge will conduct oral reading test. Phase 3: Written examination and panel oral interview. 3.1 The teacher-in-charge will conduct written test. 3.2 Conduct panel oral interview 3.3 Consolidate the results of written examination panel oral interview. B. GUIDELINES IN THE CONDUCT OF ORAL READING TEST 1. After receiving all the documents of the Grade 1 entrants for Special Science Program, the in-charge for the oral reading test will inform the parents of the qualified learners on the date and the venue of the test. 2. The in-charge will call each qualified learners in the designated reading room and let the learner pick one (1) reading passage in English and one (1) reading passage in Filipino. . The teacher will assess the learner's reading ability using the assessment tool for reading. ‘The learners shall at least be classified as instructional readers both in Filipino and English to qualify in the written examination and panel oral interview. . Steps in Reading Performance Assessment 6.1 Orient the test-takers, establish rapport and administer the test on Oral Reading Comprehension. 6.2 Let the pupil read orally the selection. 6.3 After the child has read the selection, a multiple-choice items test shall be administered. 6.4 The student may read the question, or the teacher may read the options which the test-takers will choose from. Ask the child to answer the question by writing the letter of the option that he/she thinks has the correct answer. 6.5 If the child answers the question with response, "I don't know", mark the item on the scoring sheet with an X. 6.6 If the student asks to go back to the selection to look for the answer, he/she may do so. If the student is then able to answer correctly, mark the item on the scoring sheet as correct and write LB (Looked Back) ©. GUIDELINES IN THE CONDUCT OF THE WRITTEN EXAMINATION (60%) 1. After posting the name of the qualified learners, teachers in-charge will call the parent/guardian of the learner to inform them on the learner's schedule and room assignment on the written examination. Rescheduling is not allowed except on cases as indicated in DepEd Order No. 37 s. 2022 re: Guidelines on the Suspension of Classes. 2. Bach room shall consist of maximum of twenty (20) learners with one room examiner. The conduct of the written examination will be monitored by school head/ Public School District Supervisor / Partner Education Program Supervisor. 3. The written examination shall consist of thirty (30) multiple choice items, ten (10) items for English, ten (10) items for Science, and ten (10) items for Mathematics. Parents or guardians of the examiners are not allowed to enter or to roam outside the examination room at the whole duration of the test. They will be hold to a separate area designated by the school. 5. After the examination, the room examiners will collect the test questions and answer sheet of the learners. Teachers in-charge will check and record the results. 6. Only the upper 50 learners will undergo the panel oral interview. D. GUIDELINES IN THE CONDUCT OF THE PANEL ORAL INTERVIEW (40%) 1, There shall be at least three (3) members of the panel. 2. The panel will ensure the availability of open-ended questions for all the learners who will take the interview. 3. A member of the panel will call learner individually in the designated interview room. Preliminary questions will be asked to set the mood of the learners in the interview. Parents or guardians of the learner are not allowed inside the interview room. 4. The learner will pick and read one (1) question from the box. The interviewers will simplify the questions, if needed, to enable the learner to give his/her best answer. ‘The interview, excluding the preliminary questions, shall not exceed 5 minutes. 5. The panel will rate individually the learner's answer using rubrics. The final rating of the learner will be the average rating of the panel. CONSOLIDATION AND POSTING OF THE TOP 35 1. The teachers in-charge will consolidate the results of written examination (60% and panel oral interview (40%). 2. Thus, the City Schools Division of Cabuyao will provide opportunities for learners with special interests in Math and Science in the elementary schools to be more equipped with Science and Technological knowledge, skills and attitudes to prepare them for STEM education in secondary schools. In this SSES program, the elementary learners who will be immersed in this program will be the target and potential enrollees in the STE Program in secondary schools. Thus, this program will provide holistic approach to develop learners at early grade levels to excel in STEM education. Definition of Terms: Online/Blended Meeting/Monitoring: This refers to the established web- based and/or onsite platforms of the division to undertake meeting/monitoring on SSES implementation, — technical assistance and supervision activities to process the compliance of schools in the standards of SSES implementation, whenever applicable and possible. Program/Project Description and Its Objectives: This program is a supporting mechanism of the SDO Cabuyao City towards enhancing the Math and Science skills of learners in potential STEM schools that will equip teachers and learners to promote scientific and technological knowledge, skills and attitudes that will promote STEM education in MATATAG curriculum. Furthermore, efficiency in providing timely and relevant technical assistance can be achieved through online and/or blended learning platforms that will adhere with the standards of SSES curriculum in elementary schools. To ensure the attainment of the expected outcomes, the following objectives are set to guide the SSES implementers in mobilizing the program/project towards effective provision of technical assistance by CID section. a. Establish Special Science for Elementary Schools at the Division Level. b. Promote STEM education and increase number of enrollees in STE (Program) in secondary level. 5. Program/Project Mobilization To mobilize the activities involved in this program/project, the following steps shall be undertaken: A. Pre-Implementation a. Gather the necessary inputs in crafting the SSES program and the interim guidelines in the implementation of SSES at SDO Cabuyao City based on DepEd Order No. 57, s. 2011. b. Conduct online division orientation meeting to start up the planning and brainstorm on the interim guidelines in the implementation of SSES for SY 2023-2024. B. Implementation a. Launch the SSES Program among potential elementary STEM schools. b. Provide technical assistance to school heads, division focal persons, and all others concerned. ¢. Monitor the implementation and implement adjustments if necessary. d. As enrolment has started prior to the conduct of the program, the target entrants for SSES are Grade 4 learners who will meet the requirements as stipulated in the attached guidelines whereby teachers are encouraged to profile potential applicants for SSES program. Post-Implementation a. Evaluate the SSES Program to further improve its implementation. b. Implement the adjustments based on the results of the evaluation. Risk Management To ensure that the program shall proceed to serve its purpose, and effective implementation, the following risk management strategies shall be activated. a. A Focus Group Discussion (FGD) with the SSES Team shall be undertaken to facilitate the conduct of the activity. Observations, minutes of the meetings and other findings based on FGD shall be incorporated to ensure the effective flow of the SSES Program in its initial year of implementation. b. Division research team, EPSs, and PSDSs shall be tapped to propose study focusing on the effectiveness of SSES program in Science and Math skills of elementary learners enrolled in the program. ¢. Enrolled students in other schools who have special interests in Science and Math but are not yet enrolled in STEM potential schools (Cabuyao Central School, Mamatid ES and Southville 1 ES) or are enrolled in nearby schools may be considered in the screening process. d. Elementary school who opt to offer SSES in the e. The potential STEM schools will be the implementers of the special program in elementary as they will be the feeders of Science, Technology, and Engineering (STE) Program in Cabuyao INHS, Bigaa INHS, Pulo NHS, Gulod NHS and Southville 1 INHS. ‘The expansion of Special Science Program in elementary schools will be incorporated into the project proposal and an action plan for its approval in its institutionalization among Cabuyao ES, Mamatid ES and Southville 1 ES. The inputs and the results found during the implementation will be used as a basis in Monitoring and Evaluation for the crafting of Division Plan for Technical Assistance, Curriculum Innovations and Division PPAs. 7.
