Micro Project Report

“ FCC regulations for spectrum allocation”

1.0 Rationale:

The Federal Communications Commission (FCC) is an independent agency of the United

States government created by statute (47 U.S.C. § 151 and 47 U.S.C. § 154) to regulate
interstate communications by radio, television, wire, satellite, and cable. The FCC
maintains jurisdiction over the areas of broadband access, fair competition, radio
frequency use, media responsibility, public safety, and homeland security. The FCC was
formed by the Communications Act of 1934 to replace the radio regulation functions of

10
the Federal Radio Commission. The FCC took over wire communication regulation from
the Interstate Commerce Commission. The FCC’s mandated jurisdiction covers the 50
states, the District of Columbia, and the territories of the United States. The FCC also
provides varied degrees of cooperation, oversight, and leadership for similar
communications bodies in other countries of North America. The FCC is funded entirely
by regulatory fees. It has an estimated fiscal-2016 budget of US $388 million. It has 1,688
federal employees, made up of 50% males and 50% females as of December, 2017. The
FCC’s mission, specified in Section One of the Communications Act of 1934 and
amended by the Telecommunications Act of 1996 (amendment to 47 U.S.C. §151) is to
“make available so far as possible, to all the people of the United States, without
discrimination on the basis of race, color, religion, national origin, or sex, rapid, efficient,
Nationwide, and world-wide wire and radio communication services with adequate
facilities at reasonable charges

2.0 Aims of the Micro-project:

FCC regulations for spectrum allocation aims to implement the communication laws,
regulates the communications industries, interstate and international communications
across various forms of transmission

3.0 Course Outcomes Achieved:

C22533.d: Select relevant wireless technology suitable for various wireless protocols

C22533.e: Test the performance of various wireless protocols

4.0 Literature Review:

11
Introduction to FCC Regulations
Federal Communications Commission plays in regulating the communications industry.
The FCC is responsible for overseeing all aspects of communication, including radio,
television, and the internet. Its mission is to promote competition, protect consumers, and
ensure the efficient use of spectrum. In today’s fast-paced world, communication is more
important than ever before. We rely on our phones, computers, and other devices to stay
connected with the world around us. However, without proper regulation, these
technologies can be misused or abused, leading to serious consequences. That’s where the
FCC comes in. By setting clear guidelines and standards, the FCC helps to ensure that
communication is safe, reliable, and accessible to everyone.

What is FCC?
The Federal Communications Commission, or FCC, is an independent government
agency responsible for regulating interstate and international communications by radio,
television, wire, satellite, and cable in the United States. The FCC was established by the
Communications Act of 1934 and is charged with ensuring that the communications
industry operates in the public interest. The FCC's role in regulating the communications
industry includes licensing and renewing licenses for radio and television broadcasters,
enforcing rules regarding obscenity and indecency on broadcast media, promoting
competition among providers of telecommunications services, and allocating spectrum to
different types of users. The FCC also regulates the rates that cable companies can charge
their customers and oversees the transition from analog to digital broadcasting.

Spectrum Allocation
Spectrum allocation refers to the process of dividing the electromagnetic spectrum into
different frequency bands and assigning each band for a specific use. The Federal
Communications Commission (FCC) is responsible for regulating spectrum allocation in
the United States.

12
The FCC determines how spectrum is allocated based on a variety of factors, including
the type of service being provided, the geographic area being served, and the needs of
different industries. For example, the FCC may allocate certain frequency bands for use
by television broadcasters, while other bands may be reserved for wireless
communication services.

The impact of spectrum allocation can be significant for different industries. For instance,
the allocation of spectrum for mobile broadband services has enabled the growth of the
smartphone industry and has allowed people to stay connected on-the-go. Similarly, the
allocation of spectrum for satellite communication services has enabled global
communication and has facilitated the growth of the aerospace industry

Significance of FCC Regulations:

FCC regulations play a crucial role in promoting competition in the communications
industry. By ensuring that no single company has a monopoly over the airwaves, FCC
regulations encourage innovation and growth. For example, the breakup of AT&T in the
1980s paved the way for the rise of new competitors like Sprint and MCI, which helped
to drive down prices and improve service quality

In addition to promoting competition, FCC regulations also protect consumers from

harmful practices like fraud and deception. For instance, the agency has cracked down on
companies that use robocalls and spam texts to harass customers. By enforcing strict rules
against these practices, the FCC helps to safeguard the privacy and security of consumers.

13
Finally, FCC regulations are essential for ensuring the efficient use of spectrum. By
allocating frequencies to different users and technologies, the agency helps to prevent
interference and congestion. This is particularly important as more and more devices
become connected to the internet, creating a growing demand for bandwidth.

Overall, FCC regulations are critical for promoting a healthy and vibrant communications
industry. By fostering competition, protecting consumers, and ensuring efficient use of
spectrum, the agency plays a vital role in driving innovation and growth

Conclusion:

FCC regulations play a crucial role in promoting Innovation and growth in the
communications industry. By establishing technical, operational, and licensing standards, the
FCC ensures that consumers are protected, competition is encouraged, and spectrum is used
efficiently.Through spectrum allocation, the FCC also has a significant impact on different
industries, from wireless providers to broadcasters. It’s important for all stakeholders to
understand the various types of FCC regulations and their impact on the industry.

7.0 Skill Developed/Learning outcome of this Micro-Project:

This micro-project helped us to easily explore concept of mobile communication. It also

contributed to develop industry identified skill like PCB designing, handling different
components, developing networks. Also helped to inculcate troubleshooting skills and
maintain different entities in mobile communication system. It also helps to develop
industry identified competency” Maintain mobile communication system”
Studying FCC regulations for spectrum allocation not only equips learners with knowledge
about this innovative communication method but also encourages critical thinking about its
applications and implications in various industries.

Skills developed by such micro-projects are:

 Build personal area network.
 Inculcate different strategies of developing network.
 Maintain mobile communication system.
 Identify the components of mobile phone
 Identify components of GSM network
 Test different components and input output devices of mobile phone
 Identify faults in different sections of mobile phone

8.0 Chart/ Outcome:

15
9.0Applications of this Micro-Project:

 In Aircrafts: In air crafts, passengers get high-charges on low-speed internet, but

using Li-Fi provides affordable fees for high-speed internet.
 Health technologies: WI-Fi has been replaced by Li-Fi in many hospitals because use
of Wi-Fi in hospitals interferes with mobile devices and computers that block the
monitoring equipment signals.
 Traffic Application: Li-Fi can be used in traffic management, which interact with
LED lights of vehicles such as buses, which can help in viably dealing with traffic and
can regulate accidents by warning other drivers when vehicles are excessively close.
 Disaster management: Li-Fi can be used as groundbreaking methods of
correspondence in the midst of disaster, e.g. seismic tremor or, on other hand,
hurricanes as subway stations and passages; common dead zones do not impede Li-Fi.
 Power Plant application: Li-Fi is progressively safe, bottomless availability in all
regions of power plant as utilization of Wi-Fi and other radiation source isn’t
acceptable.
 Indoor Communication: Li-Fi can be used in environments where radio frequencies
are restricted, such as hospitals, aircraft cabins, and industrial settings.
 Data-Intensive Environments: It's suitable for scenarios requiring high-speed data
transfer, like HD video streaming and large file downloads.
 Secure Environments: Li-Fi's limited range and use of visible light enhance security,
making it suitable for secure data communication.
 Internet of Things (IoT): Li-Fi can enable communication between IoT devices
using existing lighting infrastructure.
