Background of the organization
In1916 the imperial government formed a civilian municipal guard in Addis Ababa to ensure
obedience proclamation. Nearly all of the members were inefficient at preserving public order or
investigating criminal activities.
In1935 the emperor authorized the establishment of formal, British-trained police in Addis
Ababa and four others cities.in 1945 the authorities opened the Ethiopian police college at
Sendafa.
In 1977 the Mengistu regime reorganized the national police, placing a politically reliable
commissioner in command. A security committee formulated policy, which then was
implemented by the ministry of interior. The army assumed a larger role in criminal investigation
and in maintaining public order.
The current federal police were established under the proclamation number 313/2003. Is
responsible to maintain peace and security of the public by complying to, and enforcing, the
constitution and other laws of the country, and by preventing crime trough participation of the
people.
Based on the current, the Federal police force (FPF) of Ethiopia is organized into different
departments. The main department of the FPF are
 The federal police central bureau
 National police research center
 National crime investigation and crime prevention department

From these, the department which is responsible for the management of criminal records is the
national crime investigation department. This department is responsible for investigation
economic crimes, crimes against public organizations, crimes against privet companies and
crimes committed against the people. It investigates crimes which ought to be handled by the
central bureau as would be specified by rules and regulations. It gives professional and technical
support to regions in keeping crime records and providing information to concerned bodies.

Statements of the problem


The existing means od management of the criminal records in woreda police stations of Addis
Ababa and the federal police criminal records center is traditional and manual. The existing
system could not cope with the high volume of records and high flow of case records.
Its certain that many of the existing records could be discarded either because the person to
whom the record is attributed is dead or hasn’t committed crime for many years. In addition, the
records are not updated when court convicts a criminal or when he/she is released after finishing
his/her prison term. There is no clear policy that gives guidance as to what to do with records
which remained inactive for a number of years or sometimes for decades.
Most of the activities is performed through the use of human labor and paper for instance when a
suspect is arrested, he/she is fingerprinted, a person description is completed using forms, and
the detail of the crime is recorded. Then the file is sent to woreda records center, its documented
and archived on paper forms. The record may be retrieved sometimes later when it’s needed by
the court or the top police management. This system couldn’t handle the large volume of
information flowing in daily, which needs for the introduction of modern system.

The use of this new modernized police criminal record management system as we know it
computers have the ability to process at incredibly lesser time than the human being, they can
store vast amount of information using different devices and retrieve the needed information
immediately from the archive and also its easier to update and can give online services.
This computer system supports in producing various standard documentations such as charge
sheets, forms that help to record details of cases reported to the police. It also helps to classify
fingerprints of criminals and to retrace their previous crime records.
This kind of computer based criminal records have been applied in many developed countries
like US, Canada, UK, Japan and may others.

Objective of this study


General objective
The general objective of this proposal is to examine the problem of existing traditional way of
criminal record management system of the Ethiopian police force and then to introduce advanced
and modern techniques and tools of criminal management system which helps the police force to
improve its service.

Specific objectives
The specific objective of this proposal is: -
 to examine the police criminal records management system currently in use in the police
force and investigate its major problem.

 To identify the potential users, od the criminal record within the police force itself, other
law enforcement agencies, other governmental and non-governmental organizations and
the civilians.

 To analyze and identify the information needs of different categories of users and define
their information requirement
 To define the networks system between the federal criminal records center, the police
head office and the woreda police station.

 To define the functions and design database for the system

 To suggest ways of implementing the system

Scope of the project

The project will concentrate on the files of police criminals form the simplest crime to the
heaviest ones and also will record their criminal file history and their sentenced year. It’s also
manages in providing information for certain government and non-government bodies.
Limitation
 It will not include citizens of other countries
 Its will not include criminals under the national defense force
 It will not include authorization for civilians.

Significance of the study


In this study we are trying to improve the criminal file management system by changing the
traditional and manual system with well improved and more secure management system.

Literature review
This new system will provide a more organized way criminal file. It gives access to the user to add new
file, to see criminal history to crosscheck file and many more.

Methods of data collecting
Data collecting is central to any system analysis and design process, much of the analysis
activities was collecting data using the following methods

Back ground reading


To familiarize ourself with the objective, activities of the function of the police file criminal
management system the researchers undertaken background reading journals related to police
criminal file management system, application of information system to police areas.

Interview
The researchers were sent out to gather information through interview from police officers,
kebele, and some individuals this method helps us to see the holes on the system from different
perspective.

Observation
We tried to see the environment in which the traditional way of police criminal file management
system is performed.
