Brief History of Traffic Management:-

During the year 1956 Government of Mizo District and Police Department officials realized that it is
necessary for Aizawl to have trained traffic police. In the year 1957 head constable Pataia and
Chalhmuna started learning traffic signals and necessary information needed for handling traffic and
eventually started applying for the first time on Bazar Bungkawn. Due to the less number of vehicles
it was not capable to be continued. In the late 1970’s a petition Was made that newly trained police
should be used for traffic police. Since men trained police are now selected for traffic police. In 1974
a separate post for Officer-In charge traffic was created and a Sub-Inspector S.Gagoi became the first
O.C. In 1979 a separate Traffic branch was established and become independent from Aizwl Police
Station. Prior to 2008 Traffic police was considered part of the District Police. However with the
increasing numbers of vehicles and congestion problems faced by the city, the Government created a
separate traffic unit headed by officer of the rank of superintendent of Police. Presently, H.
Ramthlengliana MPS holds the position of SP traffic unit who is assisted by Additional superintendent
of Police and two Deputy SP and other subordinate stuffs.

Brief History of Traffic Co-ordination Committee

On 28th August 2000 the Governor of Mizoram has constitute a Co-ordination Committee on Traffic
management to take appropriate steps for improvement of traffic in the Aizawl city. The main task of
Co-ordination body is to initiate and monitor the safety measures and other activities in the field of
road safety, to direct and co-ordinate activites related to education of traffic congestion, accidents
etc. Traffic Co-ordination Committee is poised to enter new era in effective and efficient road traffic
management in Aizawl City. The main mission is to provide in the public interest for co-operation and
co-ordination strategic planning, regulation, facilitation and law enforcement in respect of traffic
matters by the national, pronominal and local spheres of Government.

Traffic Co-ordination Committee is formed by different stakeholders there are about 20 committee
members from different field and this committee seems under the Chairmanship of the Home
Minister.

HISTORY OF TRAFFIC MANAGEMENT

 This lecture traces the story of aircraft accident investigation in the UK from the setting up of
the Public Safety and Accidents Investigation Committee of the Royal Aero Club in 1912 to
the present day. It covers the appointment of a former member of the Club committee as the
first Inspector of Accidents of the RFC in 1915 and the official setting up of the first civil
Accidents Investigation Branch of the Air Ministry in 1919. The known activities of the Branch
during the inter-war years and the process of Public ‘Court’ enquiries are also described. The
return to a largely military organisation through the Second World War followed by the role
of the Chief Inspector of Accidents in drafting the international protocols for Investigation of
Accidents on International Civil flights which were adopted as Annex 13 of the ICAO
convention in 1951, is also addressed.
 The function of the Branch in supporting the public enquiries between 1946 and 1972 and as
advisors to military Boards of Enquiry from 1945 until 2011 will be highlighted, together with
the AAIB contribution to the safety of the expanding UK airline industry and all other aspects
of post war civil aviation after 1946.
 The progress to independence from regulatory activity following the setting up of the CAA in
1972 is outlined and the movement away from the process of Public Enquiries will be noted.
Finally the present arrangements for both civil and military accidents investigation in the UK
and overseas will be described.

(A) “Motor Sasakyan ay nangangahulugan na ang anumang sasakyan na propelled sa
