The themes in the DMA provide a lens for considering a current
maturity level for a row or topic. They may be useful in understanding
the drivers of high or low maturity. The scope of each of the themes
is described below.

Maturity levels
These are the main characteristics of each level of the five levels of
maturity in the DMA. When read in order, the characteristics in each of
the levels describe a progression from low to high maturity. Each row
in the DMA Framework provides greater specificity of the progression
in relation to the topic and theme being evaluated.

Level 1: Beginning Level 2: Emerging
