MEMORANDUM

DETAILS OF INVESTIGATION:
That about 11 1330H, 2023, FO1 James B Layorn received a call from the
Office of the Prov’l Fire Marshal, Indang BFP informing the duty personnel of this
station that a residential fire was in progress in Brgy. Poblacion 3, Indang, Cavite.
Immediately thereafter, the Rayab firetrack 2 was dispatch driven by FO2 Guision G
Robertson with SFO2 Batty B Man, FA Jean E Warren and FA Arnold G Lee. The
firetruck 3 was driven FO2 Bert D Tindog, with SPO2 Chester R Bulaon, FA James F
Falcon, and FA Alraffy F Penus as crew and proceed to the said location. Upon
arrival the scene, the team conducted size- up of the situation and it was found out
that the ground floor is engulfed by fire. Responding firefighters laid their hoses and
conducted direct attack to suppress the fire. The fire was recorded under control at
around 1520H, the fire was totally extinguished and declared fire out at 1630H on the
same day. Investigation was thereafter conducted.
Involved in the fire incident was Eight (8) Storey Dream Apartment, was built
of mixed- structure, all- concrete, all- steel and all- timber. Owned by Mr. Ferdinand
Catungal
After the fire operations and declared fire- out by the ground commander, duty
investigator started conducting investigation of the fire scene, gathering different
evidences sample such as electrical wirings, cigarette butt and debris of the fire
origin for further analysis and possible will be forwarded to the BFP Arson Laboratory
Unit (ALU) to determine whether there is present of any flammable substance. Initial
investigation conducted revealed that according to the statement of Mr. Ferdinand
Catungal owner of the hotel, he was talking to his friend thru telephone when upon
hearing a loud explosion that originated from ground floor and followed by a power
outage. Immediately thereafter, he verified it to his bodyguard to the ground floor of
the hotel and found out it was already engulfed by fire, and then he asked for help to
the BFP Indang Station.
There were reported 12 killed, 18 injury and loss of property and damage
sustained due to this fire incident was estimated at about Forty Million Pesos
(P40,000,000).
RECOMMENDATION:
The cause of fire was under investigation. Progress and Final Investigation
Report to follow.
