Resolution Paper
Please pay careful attention to the following guidelines when drafting and submitting your
position papers. Please follow these guidelines carefully when submitting your work to the
Secretariat. Each topic should be addressed briefly in a succinct policy statement representing
the relevant views of your assigned country. You should also include recommendations for
action to be taken by your committee.
Draft Resolutions
Draft resolutions are all resolutions that have not yet been voted on. Delegates write
draft resolutions. There are three main parts to a draft resolution: the heading, the
preamble and the operative section. The heading shows the committee and topic. It
also lists the draft resolution’s signatories (see below). Each draft resolution is one
long sentence with sections separated by commas and semicolons. The subject of the
sentence is the body. making the statement (e.g., Plenary Committee). The preamble
and operative sections then describe the current situation and actions that the

The pre-ambulatory clauses states all the issues that the committee wants to resolve on
this issue. It may state reasons why the committee is working on this issue and
highlight previous international actions on the issue

Sample Resolution
Recalling previous relevant United Nations resolution 242 (1967), and resolution 338 (1973)
which illustrate previous attempts to address the situation between Israel and Palestine,
Emphasizing the growing urgency of the issue with the growth of the Arab population in Israel,
the West Bank and Gaza which is predicted to encompass the majority in 2014,
Noting the attempt by Palestine to become a state within the United Nations,
Aware of the need to address the capital Jerusalem, the growing amount of refugees, the increase
of Israeli settlements, the borders which will be established between both nations, and of UN
support to allow for an effective transition into diplomacy.,
Recognizes the decision made by the Quartet on the Middle East, on September 23, 2011 to issue
a new schedule to resume negotiations between the Israeli government and the Palestinian
Authority and a completion of negotiations by the end of 2012,
