1. GENERAL

It is the intention of GTIM to use the schedule of work detailed out by CONTRACTOR as a basis
for measuring the progress and performance through out the execution.
The CONTRACT shall commence, or be deemed to have commenced, upon the EFFECTIVE
DATE, and shall continue, subject to the provisions of Article 21 of the AGREEMENT, until
completion of all of the WORK under the CONTRACT.
CONTRACTOR shall execute the WORK in thirty eight (38) months, as a maximum, between the
EFFECTIVE DATE to the issuance date of the PROVISIONAL ACCEPTANCE CERTIFICATE
(PAC) and shall develop, submit for APPROVAL and maintain a Detailed Work Time Schedule for
Engineering, Procurement, Construction, Pre-Commissioning, Commissioning, Start-Up and
PERFORMANCE TESTS for the PLANT, showing the critical path, in compliance with:
 The WORK TIME SCHEDULE set out in this EXHIBIT IV,
 The requirements of EXHIBIT X (Planning Monitoring and Physical Progress Measurement).
In addition, the duration between EFFECTIVE DATE and issuance date of COMPLETION
CERTIFICATE shall not exceed thirty five (35) months.
For the Pre-Commissioning and Commissioning period, a Schedule by SYSTEM shall be defined
and used for the execution targeting the RFSU stated in the Contract.
CONTRACTOR’s schedule shall comply with all the KEY DATES defined in section 3.
In addition, CONTRACTOR’s schedule shall include provisions for:
- The number of days specified in the CONTRACT (including in particular EXHIBIT XVI) for
review and APPROVAL by GTIM of CONTRACTOR’s documents.
- The number of days specified in the CONTRACT (including in particular EXHIBITS XVI and
XIII) for notification of dates for inspection and / or tests at SUPPLIERS fabrication shops or
other establishments.
- The durations required for obtaining all necessary APPROVALS from GTIM and
authorisations from Certifying bodies, Authorities, third parties and the like.
- Weather adversity, construction equipment breakdown, customs formalities, transport,
handling and the like.
In accordance with the provisions of Sub-Article 8.2 of the AGREEMENT in the event of failure to
achieve any of the respective COMPLETION DATES set out in section 3 of this EXHIBIT IV, GTIM
shall have the right to apply the liquidated damages for late deliveries or completion.

4. PLANNING AND SCHEDULING

The structure of the WORK planning shall be based upon the requirements of the sub-sections
here after.

4.1. Scope of application


The procedure is valid for the initial Scope of Work and for each individual OPTION when
exercised by GTIM. In case GTIM decide to exercise an OPTION, CONTRACTOR will individually
report on progress for each scope and will also issue consolidated progress, schedules and
reports, as per this procedure.

4.2. PROJECT Work Breakdown Structure


The Work Breakdown Structure (WBS) will identify the main phases and functions of the WORK.
The WBS provides a hierarchical connection between the various schedule levels and is the means
of providing a link to the cost control system in order to provide time-based cost reports such as
cost expenditure curves and Value Of Work Done (VOWD) reports.
CONTRACTOR shall establish the CONTRACT Work Breakdown Structure based on:
 The identification of Work Packages and Work Units shown in EXHIBIT II;
 The details of the Levels of scheduling.
The Work Breakdown Structure organization shall allow the specific consolidation of data and
information as identified in:
 Scheduling activities in order to permit Level 1 and Level 2 reconciliation using detailed data
from Levels 3 and 4,
 Progress reporting calculation and presentation of reconciled items.
The WBS shall be part of the CONTRACT control procedure to be submitted for APPROVAL within
one (1) month after the EFFECTIVE DATE.

4.3. Basic Activities


The scope of WORK shall be broken down to identify basic activities.
A basic activity is a task which can be completed with no restraint from any other activity.

4.4. Activities Network


A precedence network, which details the logical sequence, and duration of activities required to
complete the WORK, shall be developed and implemented. The precedence network shall be
activity based with activities numbered and coded such that all major subdivisions of the different
phases of the project may be submitted and aggregated. Activities shall be self explanatory, and
the precedence network shall be detailed in line with the progression of the WORK.
The precedence network shall identify all activities, critical or not, with their respective floats.
Critical path analysis method shall be used for logic networking of which the lowest level rolls into
higher levels. The network shall highlight the key dates and main phases of the WORK. The Work
Breakdown Structure shall be used in the development of the networks and schedules.
The detailed schedule shall be developed from an overall network, which shall provide a step by
step illustration of the entire scope of WORK. The detailed schedules shall show in sufficient detail
the logical sequence, relation and duration of the entire scope of WORK to illustrate the strategy for
achieving the Schedule of Key Dates identified in EXHIBIT IV.
The schedules will be developed and updated at the planning levels stated in this EXHIBIT.
Schedules shall reflect the actual sequence, with durations, and performance of all the project
activities for all phases of the WORK.

4.5. Estimate resources and duration


The resources are always estimated using experienced ratios expressed in man-hours per unit.
The duration for each activity shall be determined using a level of resources which provide the
optimum productivity factor.

4.6. Critical path


The critical path is, within the activities network, the path of activities with no float. This is defined
as the shortest path to the completion of WORK until thesignature of thePAC.

5. CONTRACTOR LEVEL 2 SCHEDULE OF WORK

CONTRACTOR’s preliminary level 2 schedule, in accordance with the WORK TIME SCHEDULE
defined in the present EXHIBIT IV, is enclosed for information in ATTACHMENT IV-A.
In the event of any discrepancy between this schedule and the sections 2 and 3 of the present
EXHIBIT IV, the requirements set in sections 3 and 4 shall prevail.

6. EXECUTION PROJECT SCHEDULES

6.1. PLANNING LEVELS


6.1.1. Baseline Planning
When APPROVED, CONTRACTOR’s schedules shall become the baseline planning for the
CONTRACT. Re-baselining exercises shall not be performed by CONTRACTOR, even in the case
GTIM recognizes that the WORK TIME SCHEDULE (WTS) is not going to be met.
All planning updates / revisions thereafter must show the Baseline planning as a reference. The
Baseline planning will be shown as a bar under each activity’s current actual/forecast bar and the
variance from the early start and finish dates shown.The levels of planning included in the Detailed
Work Time Schedule shall be as shown in the table here below.

6.1.2. CONTRACTOR Planning Levels

Each planning level shall aggregate the corresponding lower levels.


CONTRACTOR shall submit for APPROVAL, the Detailed Work Time Schedule comprising each of
the planning levels mentioned above and described hereafter.

6.1.3. CONTRACTOR planning level 1 – CONTRACT Summary Schedule


It shall show separately all CONTRACT Work Packages and phases, including:
 COMPLETION DATES, KEY DATES and PAYMENT MILESTONES;
 Sub-contracting activities, highlighting the main sub-contracts;
 Procurement and transportation activities, highlighting the procurement of main equipment
(usually five to ten items: MP turbo-compressor, turbo-expander, turbo-generators,
pipelines…);
 Fabrication, Construction, Pre-Commissioning, Commissioning and Start-up activities shall be
shown separately.

6.1.4. CONTRACTOR planning level 2 – CONTRACT Schedule


It shall provide for each CONTRACT Work Package separately:
 The Work Units broken down by Sub Work units and disciplines,
 COMPLETION DATES, KEY DATES and MILESTONES.

6.1.5. CONTRACTOR planning level 3 – CONTRACT Detailed Schedule


The Level 3 schedule will form the basis of the planning and scheduling system. The plan will be
based upon a fully developed and logically linked precedence network, utilizing the following
formats:

 Activities up to Pre-Commissioning
 Each activity of the network shall be allocated with a code enabling any sorting or grouping of
activities in full compliance with the PROJECT WBS.
 The agreed Contract Milestones shall be clearly identified and logically linked into the body
of the plan so that the achieved progress will show the impact to their agreed completion
dates. With the the full definition of the Milestones and the supporting documentation required
to demonstrate satisfactory achievement.
 Any logical links shall represent the real physical constraints that dictate the sequencing of
individual tasks.
 Each activity should generally be no longer than 1 month in duration apart from those activities
covering the manufacture of Major equipment.
 The activity durations will be in working days.
 Each activity will have assigned a Project calendar that will take account of all holidays,
religious feast days, shift patterns and working practices of the country where the activity will
be executed. These events shall be taken into account and clearly shown on any schedule.
 Activities of SUBCONTRACTORs should be integrated into the plan and uniquely identified as
such within the coding structure to allow separate reporting.
 Determination of the critical path and sub-critical paths. This critical path and its associated
sub-critical paths shall be issued to GTIM for APPROVAL.
The work content for each activity shall be estimated and, where possible, expressed in man-hours
(planned man-hours). CONTRACTOR shall evaluate planned man-hours in the light of his own
experience (ratios).
The Time Analysis Network shall remain a useful tool. However the number of activities to form a
network logic diagram shall be determined by the following rules:
 Each activity shall only cover one or several work element(s) of the same nature, measurable
by physical quantity or using progress scale to apply to a man-hours content,
 Each activity shall be sized in such a way that no other task(s) shall interfere in the course of
its achievement,
 Between two activities, the “finish to start” constraint shall be used as a general rule; “start to
start” and “finish to finish” constraints shall be avoided, wherever possible.
 It is essential to ensure that the use of target starts, target finishes and other imposed dates
are kept to a minimum. Where such dates are utilized then they should be clearly indicated.
When the WORK cannot be covered, the associated network shall be made of several separated
diagrams. The same principle applies to different CONSTRUCTION YARD(S), which shall be the
purpose of separate diagrams.
Early dates only shall be retained for activities and progress curves calculations.

 Activities from Pre-commissioning to the Provisional Acceptance Certificate


The planning of Pre-commissioning, Commissioning, Start-up and PERFORMANCE TESTS
WORK shall be structured using the breakdown of Pre-commissioning, Commissioning, Start-up
and Performance Tests Systems/sub-systems.
In any case breakdown and follow up will be in accordance with pre-commissioning,
Commissioning, Start-up and PERFORMANCE TESTS documents and specifications of the
CONTRACT.

 Interfaces Management
All planning interfaces with either GTIM or other CONTRACTORs or other partie involved at the
interfaces of the WORK must be clearly highlighted. In addition they should include such interfaces
on a separate interface register that should show the date when the interface item will be required
and the total float available, or when the interface item will be complete and ready for
CONTRACTING AUTHORITY or other CONTRACTORs schedule needs.

 The information to be provided by activity shall include as a minimum:


 Activity number,
 Activity description,
 Activity code,
 Activity weighting
 Activity duration,
 Imposed date (if any),
 Predecessors and successors,
 Early start and finish date,
 Late start and finish date,
 Total float,
 Free float,
 Critical path and sub critical paths,
 Resource content.

6.1.6. CONTRACTOR planning level 4 – Work Element Schedule


This schedule represents the most detailed level to which the WORK is progressed. It shall
describe, quantify and estimate separately each work element.
This planning level shall be made of registers or other activity listings and shall include bar charts
as appropriated such as:
 Deliverables follow-up registers (drawings, specifications, data sheets...),
 Equipment or material purchasing follow-up register,
 CONTRACT or sub-contracts award report,
 Job cards execution bar chart(s)…
Each individual work element shall be time located with planned start and finish dates.
All Level 4 activities shall be coded in order to ensure further level summarization of the WORK.
Each activity shall be resourced to allow for:
 Limited Resources Time Analysis,
 Development of Progress Curves,
 Development of Histograms.
For engineering activities, particular attention shall be given to the development and then
APPROVAL of SUPPLER documentation to avoid hold points (likely to cause delays).
The method of calculating activity weighting will be agreed with CONTRACTOR prior to the
Contract Signature; however all activities will have to be weighted and consequently it is likely that
cost will be the only common factor capable of achieving this. As a consequence CONTRACTOR
will have to be prepared to establish the cost of each of their activities in line with their budget in
order to establish weightings for weighted % progress and Value of work done (VOWD)
calculations. Upon approval of the Level 3 - Contract detailed schedule, these weightings will be
under no circumstances subject to modification, as their totals will form the basis of the progress
reporting system.

6.1.7. Six weeks look-ahead schedule


CONTRACTOR shall issue six weeks look-ahead plans which are front end schedules at level 3
activity network.It shall provide detailed information with respect to the forthcoming activities.

CONTRACTOR schedules shall be updated at cut-off dates.
CONTRACTOR planning schedule levels 1 and 2 shall be updated using a split bar presentation
where the upper section of the bars represents the planned dates as set out in the APPROVED
Detailed Work Time Schedule and the lower section shows the actual and forecast completion
dates.
A string line representation can be used at level 1.
The remaining duration of an activity under progress, shall always be estimated using relevant
productivity factors.
Schedule updates shall start from the lowest level (work element) and will automatically update the
higher levels (Work Packages).
During the CONTRACT, the Detailed Work Time Schedule comprising Levels 1, 2, 3 and 4 shall be
updated as follows:
 All levels on a monthly basis and to be submitted for review, plus critical path analysis,
 Level 4 on a weekly basis.
Together with the schedules, CONTRACTOR shall submit associated progress S-curves and
histograms (characterized by a drop or a rise at the revision date).

6.2.2. Planning revision


Should at any time in GTIM's opinion:
 The workscope reflected within any level of the cost & planning system be at significant
variance with the known scope; or
 The actual achievement be at variance with the Contract Master Schedule requirements;
CONTRACTOR, at GTIM's request, shall revise the schedule within the current approved Contract
Master Schedule time parameters and submit to GTIM the revised package within ten (10) Days.
The revised package shall include planning documentation at all levels of the planning system
including a statement on how any of such a variance can be mitigated without impacting the
Overall Contract Master Schedule completion date and how much growth CONTRACTORS can
absorb without alteration to that date.
All revisions will be referenced (title and revision number) and dated.

6.2.3. Incorporation of Workscope Changes


Changes to CONTRACT KEY DATES as a consequence of a workscope change initiated by GTIM
shall be recorded as per CONTRACT requirements.
CONTRACTOR shall submit a procedure for incorporating changes into the schedule for
discussion with GTIM and APPROVAL.
The procedure should include but not necessarily be limited to:
 Preparing method statement
 Categorizing the change
 Approving the change
 Incorporating the change into CONTRACTORS’ planning system
 Identifying schedule delays
 Proposing start date for performing the Work
 Minimizing any delays
 Procurement of materials
 Amendment of Drawings
 Identification into Milestone scope of Work.

7. EXERCISE OF OPTIONS

PLANT Base case.
Note 2: OPTION 3, if exercised, will have dedicated schedule with Start-Up and Provisional
