WHEREAS, REPUBLIC Act No. 7610 (Special Protection of Children Against Child Abuse,
Exploitation and Discrimination Act) provides for stronger deterrence and special protection against
child abuse, exploitation and discrimination, and its corresponding penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the government
shall establish Councils for the protection of children taking into account that children are the ones
who are most vulnerable to abuse, neglect, and/or exploitation among others.”;
WHEREAS, DILG Memorandum Circular 2021-039 dated April 7, 2021, directs all LGUs to
organize/reorganize the Provincial, City, Municipal, and Barangay Councils for the Protection of
Children to assist the LGU in the identification, implementation and monitoring of projects, programs
and activities for the protection of children in their respective localities;
Section 1. Composition – The Barangay Council for the Protection of Children (BCPC) shall be
composed of the following:
