PARTICULAR SPECIFICATIONS AND CONDITIONS

1. General

a. These specification and conditions will be read in conjunction with those laid down in C
& W Schedule of Rates 2022 amended to date and those shown on drawings. The provi-
sion given here under shall take precedence and decision of Accepting Officer shall be fi-
nal and conclusive in case of variance or any doubt in interpretation. The
method of construction and workmanship where not specifically stated in above men-
tioned documents shall conform to the current recognized and best engineering practice/
principles.

b. A work diary shall be maintained at site by the department, which shall be signed both by
the contractor and supervisory staff every day. This diary will show the daily employ-
ment of the contractor i.e. tools/plants and labour receipt/consumption with balance of
stores. Record shall also be made available for the equipment employed, weather condi-
tion, particulars of work in hand and ant other information/matters effecting the execution
of work. It will also be produced to the Engineer in charge/Controlling officer, inspecting
officer and got signed from them in token of their inspection so carried out.

c. The contractor shall be deemed to have satisfied himself before submitting his tender as
to the correctness and sufficiency of the rates quoted by him which shall except in so far
as it is otherwise provided in the contract, cover all be deemed to have satisfied himself
as to the scope of work, site and other local facilities available effecting the execution and
completion of the work. No extra charges subsequent on any misunderstanding in this re-
gard shall be allowed.

2. Scope of Work.

This mainly comprises of “Development of Infrastructure works in Extension 111, Phase1 in


P.G.E.C.H.S (DC Colony) Gujranwala” specifications not provided in the drawing shall be sup-
plied as and when required by the contractor while the work proceeds. Department shall not be
bound to restrict to the specifications as contained in the drawings but may order any charge
necessary or additional works not included in the schedule ‘A’ Bill of Quantities or vice versa.

3. Work Programme and Procurement of Material Fitting / Fixtures.

a. Within 15 days of receipt of work order, the time and progress schedule shall be prepared
by the contractor and supplied to the Engineer in charge for approval. It shall be in direct
relation to the time stated in Schedule ‘A’ and shall include the forecast of the dates for
commencement/completion of various works/services included in the contract. The work
in overall shall be carefully planned with due consideration of all factors like availability
of skilled/unskilled labour normal weather effects and other site conditions/customs pre-
vailing in the area.

b. Timely procurement of material shall be ensured to avoid hamper age of work on this
account. In this regard samples of fittings/fixtures shall be got approved through the En-
gineer in charge well in advance.

4. Cutting, Crossing and Back Filling.

Any cutting damage made by road/paths, floors walls etc during execution shall be made good
immediately and structure brought of their original shape without extra charges. In case of fail-
ure to rectify/repair to breakage done within 24 hours on demand the work shall be carried out at
the cost of the contractor.

5. Layout and Excavation.

Excavation for foundation where required shall be done at places to the dimensions in the draw-
ings and as directed by Engineer in charge. Any excavation done in excess of specified depth
shall be made good with cement concrete (1:4:8) by the contractor at his own expense. No store
will be issued for this purpose. Classification/bearing capacity of foundation soil will
be predetermined by the department and work executed accordingly.

6. Materials

a. Coarse aggregate for (1:1½:3) , (1:2:4) & (1:3:6) concrete works only be of crushed hard
stone confirming to the grading as specified in MES Schedule of Rates 2014 amended to-
date and as approved by the Engineer-in-Charge. For all other mix it shall be shingle/
gravel as approved by the Engineer-in-charge.

b. Fine aggregate for all works shall be best available coarse sand confirming specified
grading and free from silt and other organic and inorganic impurities as approved by the
Engineer in charge.

(1) Timber for woodwork and joinery where required will be first class softwood
(DEODAR) unless specified otherwise. Hard wood where specified shall be
“SHISHAM”.

(2) Only seasoned timber shall be used for joinery etc and any timber work which has
shown wrapping should be replace by the contractor at his own cost. Contractor
will provide sample before actual incorporation of timber in the work.

c. Bricks shall be hand molded hard square with well defined arises, sound, well burnt regu-
lar in colour, uniform in size and free from nodules of time. When bricks are struck to-
gether they shall give clear ringing sound. Bricks containing lime, Canker, roots etc shall
not be used in masonry work and shall be rejected. The specifications of burnt brick class
‘A’ First class shall be as under:-

(1) Compression strength - 1800 Lbs/Sq Inch

(2) Water absorption after one Hour - 1/6th of the weight of bricks (max).

(3) Water absorption after 24 hours - 1/5th weight of bricks (max)

d. Materials rejected by the engineer-in-charge shall be removed by the contractor within


48 hours failing which the same will be got removed at risk and expense of the contrac-
tor.

7. Concrete Work.

a. Concrete mixing work shall be done by concrete mixing machine.The concrete shall be
cured properly keeping wet for fourteen days from the date of pouring and seven days
shall be allowed for dry curing. All the reinforcement cement concrete will be mixed with
batching plant and carried out with pumps according to Engineering practice and code.
Laboratory test will be carried out before starting the concrete.

b. All concrete for columns beams slabs & Raft will be of 3000 Psi Cylindrical strength at
28 days.

c. All concrete for shear wall, retaining wall & columns will be of 3000 cylindrical strength
Psi at 21 Mpa which shall confirm to the specifications provided with the tender docu-
ments.

d. Concrete shall be compacted while being placed. Immersion surface type vibrations shall
be used to produce dense concrete especially for reinforced cement concrete work. Ar-
rangement for spare vibrator shall be made before pouring to cater for breakdown. Too
much floating or toweling shall be avoided to have all concrete work free of Laitance”.
Porous/honey combed concrete will be rejected and redone at the risk and cost of contrac-
tor.

e. Concrete shall be tested for crushing strength through Cylinder test of 150mm x 300mm
long. Test samples shall be taken from any batch mix of pour and number of Cylinder for
test required shall be decided by the Engineer-in-charge for any particular por -
tion of the work. Proper record showing dates and part for structure for which test Cylin-
der have been shall be maintained. Any work for which test Cylinder show crushing
strength less than the following values shall be rejected:-

f. Crushing strength of concrete used for precast boundary wall Planks and Columns shall
be 5000 Psi cube strength after 28 days.

g. All expenses of making cylinders and getting them tested in a laboratory as directed by
the Engineer in Charge shall be borne by the contractor.

h. Only steel shuttering for all concrete works shall be such as to impart true lines, corners,
edges and smooth surface to work when shuttering is removed. Shuttering shall be water
tight stable and shall be inspected / approved by the Engineer in Charge for steel rein-
forcement and supports etc before concerning Certificate to this effect shall invariably en-
dorsed by the Engineer in Charge in work site order book before pouring.

i. Work ability and consistency of concrete mix shall be controlled by carrying out slump
test. Desirable slump for plain concrete shall be 25mm to 65 mm and for reinforced con-
crete or

j. roof shall and beams etc shall be 40mm to 75mm. all expenses for carrying out slump test
shall be done by contractor.

8. Reinforcement.

Steel for reinforcement shall be arranged by the contractor confirming to relevant ASTM stan-
dards unless specified otherwise. The contractor as directed by the Engineer in Charge shall
carry out requisite test of various sizes. Steel procured by the contractor should have the same
specifications duly verified by test results and all the expenses for testing shall be borne by the
contractor. Payment should be made for the overlap shown on drawings. No allowance for
rolling margin and any additional overlaps due to short length shall be allowed and the contrac-
tor shall be deemed to have provision in his quotations for any variation in this regard and no
claim whatsoever shall be admissible on this account.

9. Wood Work and Joinery (Where Applicable)

Hollow/Solid Flush Door:

 shall be produced from one of the reputed proprietary manufactures which shall conform
to the specifications contained in tender documents and shall be got approved from the
Engineer in charge before incorporation.

 Malaysian ply for shutters etc of Solid flush doors shall be 3mm thick ply. Glazing shall
be as shown on drawings.

 Framed/paneled doors shall be first class DEODAR & shall be got approved from Engr in
charge before incorporation in the work. Wooden doors/windows shall be manufactured
to the sizes of members & thickness strictly in accordance with the drg. Thickness shall
be dead & no tolerance plus or minus shall be allowed in this respect.

 Backs of doors and windows Frames or Chowkats shall be treated with one coat of Tar
before fixing.

10. Aluminum Doors / Windows / SCWS (Where Applicable)

All aluminum doors and windows used shall be extruded with aluminum alloy confirming to the
International Standard for alloy quality and extraction and shall be the product of reputable
manufacturer and of best quality.All the doors and windows shall be approved by the Engineer-
in-Charge before fixing. Glazing shall be as shown in drawings.

11. Fitting and Fixtures.

a. Mongery for wooden joinery and steel windows/CSWs etc shall be the best indigenous as
shown on drawings or included in BQs in addition to what is specified in the C & W
Schedule of Rats 2022. The monger shall be got approved be Engineer in charge. Before
fixing, all mongers shall confirm to weight given in section 08 (iron monger). Whatever
material of iron

monger has been given in BQs/drawings, it shall be taken as wrought iron/brass C.P mon-
ger. Necessary adjustment has been made in the BQs.

b. The contractor also submitted required docu to prove their genuineness and also ensuring
submission of their Lab test, warranties, tax/Import invoices etc as per requirement of
contract agreement.

c. Sanitary Wares

shall be approved best available indigenous as per approved list by the Chief Engineer or
other equaling as approved by the controlling officer for quality and colour.

d. Water supply & sanitary fitting/fixtures & water tubing GI shall be one of the approved
manufactures and confirming to relevant BSS as decided by the controlling officer.

e. Electric lights fitting, switches, switch sockets, lamp holder main switches, distribution
boards, electric meter and fan shall be one of the approved makes as decided by the
controlling officer.

12. Water Supply / Plumbing / Sanitary Ware.

a. Sanitary Works and Sewage Disposal. The work of internal sewage/sludge disposal
includes all fitting/fixtures, accessories manholes around the building required for
sewage/ sludge disposal including their internal connection. The scheme shall be so fin-
ished that it is readily available for ultimate disposal through external sewage.

b. Disposal Scheme. Cast iron spun/sand cast /UPVC soil waste and ventilating pipes
including fittings of required diameter should be used.
c. Water Supply Works.

(1) This work comprises of all inside/outside piping works, provision of fittings/fix-
tures all water connections from existing water supply mains.

(2) Water Supply work shall be considered complete after necessary tests are carried
out.

(3) GI pipe used in the work will be of approved make as per approved list as ap-
proved by Chief Engineer.

d. Electrification Works

(1) The work comprises of all electrical works inside / out-side building, provision of
fittings/fixtures and connections of mains to buildings.

(2) All the material/fittings shall be of the best quality & shall conform to the relevant
BS specifications.

(3) Electrification work inside the building shall be carried out simultaneously with
building work as it proceeds as not to disturb the finished work.

(4) Cable shall be of approved makes tech cable / Newage shall be bought in rolls &
got approved from the Engr in charge before incorporating in the work. A certifi-
cate that genuine cable have been procured from the approved dealers /agents of the
manufactures shall be also supplied by the contractor.

(5) Wiring inside the building shall be carried out with PVC conduit concealed. PVC
conduit shall be of “approved” make.

(6) Test for int/ext electrification shall be carried out by licensed supervisor of the
contractor in the presence of the Engineer in charge or his representative and test
report prepared/handed over to the Engineer in charge later.

(7) Transformer /LT panels shall be following approved make as approved by


Engineer-in-Charge, PEL, Power Link, SIEMENS, J&P and MK Engineering.
13. Samples

a. A sample board for all kinds of fitting/fixtures attachments required for joinery, electric,
water supply and sanitary fittings etc shall be provided by the contractor free of cost and
got approved through Engineer incharge well in advance before their actual incorporation
in the work to avoid any held up. The approved samples and sample boards shall become
property of the deptt and will be displayed at site office of the contractor for ready refer-
ence.

b. Al the material fitting and fixture/equipment to be according best quality and shall con-
form to relevant specifications’. These shall be one of approved make as mentioned in
approved list of Chief Engineer. The contractor shall get these items approved by the
Chief Engineer before incorporation I the work. The contractor shall also submit required
documents to prove their lab test, warranties tax/import invoice etc as per requirement of
contract agreement.

14. Completion of Work Clearance.


On completion of work or part thereof, the site of work should be cleared of all debris and other
unused material. The trenches shall be properly back filled, rammed/ consolidated and area
dressed within a reasonable period (to be specified by the engineer-in-Charge) failing which the
same shall be done at the risk & cost of the contractor through any other agency.

15. Termite Proofing

a. Termite proofing of building/accommodation, including wooden joinery, ceiling and


floors shall be provided with anti termite treatments as approved by Pakistan Council of
Scientific & Industrial research. Strength of the termicides (EC) and their dilution ration
to obtain working solution shall also comply with the recommendations of the Council.

b. Foundation etc of building/accommodation shall be provided with anti termite treatment


with approved chemicals as provided with a warranty of 15 years from the date of com-
pletion of bldg/accn (to be certified by Engineer in charge) during which the contractor
shall without any extra charge be liable for redoing the entire process of this work includ-
ing making good breakage/damage so necessitated/done to the building/accommodation
to its original shape/condition.

16. Completion.

On completion of work, site shall be cleared by disposing off all rubbish and excavated spoil etc.
as directed by the Engineer-in-charge without extra cost and the building shall be handed over
fit for habitation/use in all respects, failing which the same shall be done at the expense of the
contractor through any other agency.

17. Soils and Materials Laboratory

The Laboratory of university of engineering and technology, Lahore shall be utilized


for conducting all tests on the projects on payment basis. Any test which is not available will be
conducted by laboratory specified by (Society name here)
