MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement is entered into this ______ day of _______________, ______
in Marilao, Bulacan, by and between:

Sangguniang Kabataan of Loma de Gato, a political subdivision under the law of the Republic
of the Philippines, with principal address at Barangay Hall, Pook Luwasan, Loma de Gato,
Marilao, Bulacan, and represented in this Agreement by its Chairperson, Ma. Veronica S. Dela
Cruz, Filipino, of legal age, hereinafter referred to as the “First Party”:

Loma de Gato Elementary School, with School Identification Number 104907, a public
elementary school with principal address at Pook Poblacion, Loma de Gato, Marilao, Bulacan,
and represented in this Agreement by its School Principal IV, Rosalinda G. Gabriel, Filipino, of
legal age, hereinafter referred to as the “Second Party.”

WITNESSETH:

Whereas, under Republic Act 10742, the state recognizes the vital role of the youth in nation-
building .and thus, promotes and protects their physical, moral, spiritual, intellectual, and social
well-being, inculcates in them patriotism, nationalism, and other desirable values, and
encourages their involvement in public and civic affairs.

Whereas, the First Party is mandated to (d) initiate and implement, in coordination with any
national government agency and/or any private or nongovernment institution, programs and
projects designed to promote general welfare, development and empowerment of the youth.

Whereas the First Party shall implement a relevant environmental project known as the “Palit
Bote Project” and wishes the Second Party to engage in the said project actively.

Whereas, the Second Party, under the Department of Education (DepEd), is mandated by
Republic Act 9155, also known as the Governance of Basic Education Act of 2001, to formulate,
implement, and coordinate policies, plans, programs, and projects in the areas of formal and non-
formal basic education. Likewise, it is mandated to supervise all elementary and secondary
education institutions, including alternative learning systems, both public and private, in
protecting and promoting the right of every Filipino to quality, equitable, culture-based, and
complete basic education.

Whereas, the Second Party, under its Matatag Agenda, shall take good care of learners by
promoting learner well-being, inclusive education, and a positive learning environment.

Whereas, the Second Party, under existing policies, shall take part in said project to promote the
agenda of the Department of Education.

NOW, THEREFORE, for and in consideration of the previously stated premises, the parties
thereby agree as follows:

DESCRIPTION OF THE PROJECT

The project aims to lessen the environmental impact of plastic use. Thus, the Sangguniang
Kabataan conceptualize the “Palit Bote Project.” Through the project, the Sangguniang
Kabataan, through its Katipunan, shall collect plastic bottles filled with cut plastic wrappers from
learners of Loma de Gato Elementary School. The Sangguniang Kabataan shall exchange every
filled plastic bottle with school supplies. Both parties shall agree upon the volume of school
supplies and the number of bottles.

JOINT ROLES AND RESPONSIBILITIES

A. The First and Second Parties shall create a joint technical working group to create an
action plan to operationalize the project.
B. Both Parties shall develop a project identity by specifying the goals, objectives,
description, success indicators, financial requirements, process flow, and other necessary
steps to conceptualize the project.
C. Both parties shall engage in a quarterly meeting to discuss the strengths and weaknesses
of the projects, including necessary and relevant insights.

RESPONSIBILITIES OF THE FIRST PARTY

A. Assign a competent focal person to oversee and ensure the efficient full implementation
of the project.
B. Provide inputs on projects’ direction.
C. Advocate the project to the entire community for sustainability.

RESPONSIBILITY OF THE SECOND PARTY

A. Determine a competent school coordinator to oversee the implementation of the project in


all stages. The school shall provide a designation letter duly signed by the school head
and SK chairperson.
B. Ensure the alignment of the project with the institutional goals as indicated in the School
Improvement Plan.
C. Create a monitoring plan to ensure the sustainability of the project.

EFFECTIVITY

This Agreement shall take effect upon the signing of both party's representatives and will
automatically be extended should the parties agree on it. For revocation of this Agreement, a
formal notice stating the intention and appropriate explanations should be served.
