The College of Graduate Studies (CGS), College of


Technology and Engineering (COTE), College of Maritime
Education (COMEd), College of Teacher Education (CTE),
and College of Arts and Sciences (CAS) are the five colleges
that make up Academic Affairs, along with the support units
of the Registrar, Learning Resource Center, Students'
Services, National Service Training Program (NSTP),
Students Internship Program in the Philippines (SIPP), and
Instructional Media Office (IMO). The academic affairs
strives for excellence through the comprehensive and
dynamic development of the students, the human resources, Dr. GREGORIO S. OCHAVILLO
the upgrading of physical facilities and equipment, the VP-Academic Affairs
accreditation of programs with AACCUP, Certificate of
Program Compliance (COPC) by the Commission on Higher Education (CHED), and the ISO
9001-2015 Certification by the DNV based in Norway, and compliance of the maritime education
programs to the requirements of the Standards of Training, Certification and Watchkeeping
(STCW) 1978, as amended and the regulatory and statutory requirements of CHED - MARINA,
and sustained local, national, and international links in order to develop a dynamic and
innovative, transforming, and life-changing culture and to create new knowledge.
Through curriculum enrichment, strengthened partnerships with the Royal Dutch
Shipowners Association (KVNR) and NOVA College, both based in the Netherlands, and the
creation of new ties with Tra Vinh University in Vietnam, the Texas University, the Ming Chi
University of Technology in Taiwan (MCUT), and the Ports World Academy in Malaysia for the
capacity building of faculty and students, efforts have been made to internationalize the
programs and curriculum.
As well as pursuing inclusive development for their stakeholders, the various colleges
and services are committed to integrating gender-responsive governance, programs, projects,
and activities into their academic, research, and extension services.
As a leading educational institution, we are committed to continuing to meet the
changing needs of our students using hybrid and cyclical learning (limited face-to-face and
online classes) and the broader community through cooperation, teamwork, and determination
among the implementers—the administrators and faculty—in cooperation with the relevant
stakeholders, including students, parents, and government and non-government organizations,
while prioritizing the preservation of mental health and the protection of life while sustaining
quality and excellence in higher education.
All five colleges, together with the Office of Student Development and Services (OSDS),
provided virtual admissions, orientation and onboarding, on-the-job training (OJT), field studies
and practice teaching, cultural and sporting events, campus journalism, job fairs, webinars, and
other similar activities.
Despite difficult conditions, we strive to provide a high-quality education to every one
of our students, and we believe that this annual report provides a comprehensive overview of

all these efforts.

Instruction

With reference to CHED-DOH Joint Memorandum Circular (JMC) No. 2021-004 on the
Guidelines on the Implementation of Limited Face-to-Face Classes for All Programs of Higher
Education Institutions (HEIs) in Areas under the Alert Levels System for COVID-19 Response,
the Institute has partially opened the campus to students for limited face-to-face classes. This
meant that as early as April 2022, the Institute had already started its transition from full online
learning and flexible learning to limited face-to-face classes, taking into account the observance
of safety and health protocols.

Relative to this, the College of Maritime Education has started its conduct of “Limited
Face-to-Face Classes—Batch 21" on April 4, 2022, until May 27, 2022, in cyclical mode. On both
the marine transportation and marine engineering sides, all 3 rd year students were grouped into
sixteen groups of eight (8) members each. The groups were limited to eight members in order to
give them more hands-on time with the various simulators and non-simulator equipment.
Meanwhile, in order to bridge the competency gap of the maritime students under the PIT-KVNR
Batch 20, make-up classes were also conducted. These batches of students were also grouped
into ten (10) groups with eight (8) members each. The make-up classes started on May 30, 2022,
and ended on June 27, 2022.

Moreover, during the opening of the School Year 2022-2023, specifically on August 15,
2023, the entire main campus of the institute was opened to all students through hybrid blended
learning and limited face-to-face classes at 50% capacity of classroom and laboratory facilities.
All undergraduate and graduate programs benefited from this forward-looking academic
undertaking of bringing classes back to the classrooms while still taking into account health
and safety protocols. The following guidelines were considered as follows: CHED-DOH Joint
Memorandum Circular (JMC) No. 2021-004 on the Guidelines on the Implementation of Limited
Face-to-Face Classes for All Programs of Higher Education Institutions (HEIs) in Areas Under
Alert Levels Systems for COVID-19 Response, and CHED Memorandum Order No. 06, s. 2022 on
Sustaining Flexible Learning in Higher Education: An Addendum to CMO No. 4, series of 2020.

To implement hybrid-cyclical-blended learning-limited face-to-face classes in the institute


starting the 1st semester of S.Y. 2022–2023, all classes were divided into 2 groups, i.e. Group 1
and Group 2: each group will have a face-to-face engagement with their instructor inside the
classroom once every week and another engagement in asynchronous mode. Depending on
their assigned day for a LF2F class, when one group has an LF2F inside the classroom, the
other group is on an asynchronous mode of learning. These two groups would exchange modes
every other scheduled day of class.

Curricular Offerings

In consonance with its mandate as a chartered state college and in its effort to attain its
vision to be a premier polytechnic university, PIT has offered curricular programs in maritime,
technology and engineering, management, education at the tertiary level, and graduate and
postgraduate levels. It continues to offer a limited number of sections of junior high school to
serve as the laboratory for the teacher education programs.

Table 2 shows the curricular programs’ accreditation status by the Accrediting Agency of
Chartered Colleges and Universities in the Philippines (AACCUP) or the Commission on Higher
Education (CHED). It also shows the certification status with regards to ISO 9001:2015
standards by a certifying body.

As shown in Table 2, except for the Bachelor of Science in Marine Biology (BSMB), which
is a new curricular offering starting S.Y. 2022-2023, all the rest of the curricular programs of the
Institute were either accredited by the AACCUP at various levels and by the CHED for the
COPC. In the calendar year 2022, the Bachelor of Arts in Communication (BACom) has obtained
its Level III reaccredited status from the AACCUP. While most of the graduate programs were
AACCUP Level IV reaccredited, the rest were CHED accredited.

Moreover, the two programs of the College of Maritime Education (COMEd), the Bachelor
of Science in Marine Transportation (BSMT) and the Bachelor of Science in Marine Engineering
(BSMarE), were the curricular programs certified under the ISO 9001:2015 standards. These
programs were certified by Det Norske Veritas (DNV), an international certifying body based in
Baerum, Norway.

As revealed in Table 2, the main campus has achieved 100% performance in terms of the
physical target—accreditation status.

Enrollment

Table 3 shows the enrollment profile of the curricular programs of the Main and Tabango
Campuses in Calendar Year 2022 which covered the academic terms Second Semester, S.Y.
2021-2022, Summer 2022, and First Semester, S.Y. 2022-2023.

Graduates and Employability

For the first time since the outbreak of COVID-19 Pandemic in 16 March 2020, the Institute
has conducted its physical graduation, both college and junior high school, observing safety and
health protocols. The Institute facilitated the graduation of a total of 851 students from different
programs, including senior high school, throughout the calendar year 2022. Table 5 shows the
distribution of graduates per program.

Academic, Co- and Extra-Curricular Activities

In compliance with issuances from regulatory bodies, the institute continued to conduct
curricular, co-curricular, and extra-curricular programs, projects, and activities (PAPs) through
flexible learning modalities. During the first semester of SY 2022-2023, classes and term
examinations were conducted as scheduled, following the approved school calendar and abiding by
the principles of inclusivity, student-centered learning, and most essential learning outcomes
(MELO). As face-to-face transactions were not yet allowed for the second semester, SY 2021-2022,
the students connected with the offices and their respective colleges and departments through the
program advisers and department chairs. Following the required protocols and as the region's alert
level decreased, on-site transactions for the application and collection of official records and official
identification cards were permitted in the registrar's office and the Office of Student Affairs. For the
first semester, SY 2022-2023, the classes were conducted through blended learning with
synchronous and asynchronous arrangements for those who had undergone full vaccination
against COVID 19. These academic activities were also conducted virtually for those students whose
conditions did not permit them to do so.

Medical and Dental Services

In the first six months of 2022, the existence of the COVID-19 pandemic was still evident, but
there was already a loosening of restrictions as long as the minimum health standards (proper hand
washing, wearing of face masks, social distancing) were practiced by everybody.
However, in July 2022, face-to-face enrollment at all year levels became a reality in spite of the
doubts and fears. Our main goal was to promote and maintain the health of the school population
by providing effective medical and dental services and promoting prevention awareness.

Capacity/Capability-Building Activities

A. DOST-NRCP RD Lead Program

The Palompon Institute of Technology (PIT), as a beneficiary of the RDLead Program, aspires
to enhance its research capabilities to further support its mandate as an institute of technology. PIT
tapped the expertise of Dr. Lanndon Ocampo, a professor in the Department of Industrial
Engineering at Cebu Technological University, through the RDLead Program implemented by the
National Research Council of the Philippines (NRCP). Bound by a memorandum of agreement, Dr.
Ocampo, together with his team, conducted an assessment, assisted in the development of an R&D
roadmap, mentored selected faculty, and conducted four different trainings in order to produce the
specified expected outputs or deliverables. As a result, five full research articles were produced,
two of which were published in Scopus-indexed journals in CY 2022.

As shown in Table 16, the FY 2022 budget from the National Government per General
Appropriations Act (GAA) RA 11639 received for the current year's appropriation/allotment
amounted to P277.804M, with additional Special Allotment Release Orders (SARO’s) released from
the DBM chargeable against the Special Purpose Funds (Pension Gratuity Fund) in the amount of
P2.588M, which was issued for monetization of terminal leave benefits of both teaching and non-
teaching personnel at the Main and Tabango Campuses. In addition, the allotment for the
Performance-Based Bonus (PBB) against Administrative Personnel Benefits was released.
Furthermore, National Budget Circular 588 mandated the implementation of the Third Tranche of
the Modified Salary Schedule on January 3, 2022.

Workforce

The total manpower complement of the main campus as of December 31, 2022, is 320, a
figure that is broken down into the following occupational positions: 4 key positions and 316 other
positions specifically enumerated as follows: 132 faculty, 58 general administration and support
services personnel, 2 auxiliary services staff, 2 research and extension services staff, 73 casual/
contractual employees, and 49 instructors under the contract of service.
Meanwhile, the Tabango campus has a total manpower of 89, which is broken down as
follows: 1 campus administrator, 27 faculty, 23 general administration and support services
personnel, 21 contractual employees, and 17 instructors under the contract of service.
