II – RATIONALE
The establishment of the school-wide reading program “Project BRIDGE” has
helped reduce the number of non-readers from 92 at the beginning of the school
year 2022-2023 down to 17 at the end of the school year. The proposed reading
intervention camp is anchored to Deped Order No.014, s. 2023 – Policy Guidelines
on the Implementation of the National Learning Camp (NLC). The Intervention Camp
was composed of 17 identified non-readers as a remainder of Project BRIDGE and
38 incoming Grade 1 learners. The consolidation Camp is composed of 80
instructional readers whose reading performance improved during the intensive
“Three O’clock Reading Habit” of Project Bridge. And one hundred (100)

independent readers including the little teachers utilized as reading buddies during
the differentiated reading activities will compose the Enhancement Camp.
III - OBJECTIVES
In line with the MATATAG agenda and the goals of the National Learning Recovery
Program (NLRP). The different Learning Camps specifically aim for the following:
1. Learners in the Enhancement Camp shall experience support to achieve greater
depth, breadth, and complexity of grade-level competencies in learning areas;
2. Learners in the Consolidation Camp shall experience support to consolidate the use
and application of grade-level competencies in learning areas.
3. Learners in the Intervention Camp shall experience support to achieve Foundational
Mathematics and/or English skills.
IV – PROJECT LOCATION AND PROCEDURE
A. ENHANCEMENT CAMP – is designed to assist advanced learners in
enriching their current knowledge, skills, and understanding of grade-level
learning area competencies. Although voluntary in nature, this targets one
hundred (100) independent readers from Grade 1 - Grade 5 currently
enrolled learners. Four teachers will handle the camp. The activities will
focus on STEM-R (Science, Technology, Engineering, and Mathematics –
Reading). STEM disciplines and Reading shall go hand in hand as the
former require the interpretation of technical texts’ content-specific
vocabulary, critical thinking, and the ability to communicate these complex
contexts to others verbally and in writing while allowing learners to gain
skills in problem-solving, exploratory learning, and critical thinking.
B. CONSOLIDATION CAMP – is designed to provide further practice and
application of previously taught competencies. Opportunities are provided
to identify links connecting concepts and skills across grade-level
competencies. The target learners in this camp are the seventy-five (75)
learners who improved during the Project Bridge implementation.

Registration in this camp is compulsory for all slow to instructional
readers. This group will be handled by four pre-assigned teachers.
C. INTERVENTION CAMP - The Kindergarten learners will be taught by the
Kindergarten Teacher separately. The non–to–slow readers will have the
first session which is two (2) hours in the morning and the identified fast
readers will have classes in the second session which lasted for one (1)
hour.
The 17 non-readers will be divided into two classes which will be handled
by one (1) teacher per class to focus on basic literacy and numeracy skills.
Reading intervention activities will be three (3) hours.
Registration to this camp is compulsory to all identified learners.

V – IMPACT
As a result and impact of this project proposal, its outcome will be
beneficial among learners by helping them get ready to face the challenges of the
next school opening. It is therefore projected that there will be positive results in the
BRIDGE “Bring Rigid Intervention, Direction and Guidance to Empower
Learners”

learner’s participation in other subject areas since they are likely to be motivated to
participate in the class lectures and activities since most of the subject uses English
as the medium of instruction.
VI – FUNDING SOURCE
The main source of funds will be coming from the school MOOE.
Another source of funds will be coming from stakeholders’ support through
donations in cash or in kind.

Partners and Roles:
A. Teachers
Teachers involved in the conduct of the program shall be capacitated
on the content and pedagogical knowledge and skills required for the NLC.
Following DO 42, s. 2017, teacher capacity building shall be guided by the
Philippine Professional Standards for Teachers (PPST).
Education Program Supervisors (EPS), Public Schools District
Supervisors, and school heads shall provide technical assistance to teachers as
needed. Two days every week shall be dedicated to fostering collaborative
expertise through Lac and other activities.
Since the NLC entails services of teachers beyond regular school days
they shall be provided with the following incentives subject to government rules
and regulations:

a) a vacation service credit exclusive of 15 days maximum (stipulated in DO
53 s 2003 – Updated guidelines on the grant of vacation)
b) one workday of vacation service credit shall be granted per accumulated
eight hours of service rendered as certified by their respective school
heads
c) a Certificate of Recognition
B. PTA and LGU
The Parent-Teachers Association and the Local Government Unit of
Barangay Paradise are target sponsors for the snacks of learners who will
undergo under the NLC.
