WHEREAS, it is the duty of local governments, the law enforcement agencies, the prosecution
services, and similar institutions of government operating in the locality to assist local chief
executives in the proper enforcement of the laws and the administration of justice;
WHEREAS, government efforts at peace and order need to be fully coordinated to effectively
prevent and suppress criminality and to maintain public order and safety in the land;
WHEREAS, Section 116 of the Republic Act No. 7160, otherwise known as the “Local
Government Code of 1991”, mandates local government units to establish a local peace and
order council, and pursuant to Executive Order Numbered Three Hundred Sixty-Six (E.O. No.
366), s, of 1996, as amended, the local peace and order committee shall have the same
composition and functions as those prescribed in the said executive order.
WHEREAS, Section 2 of E.O. No. 366 provides that every barangay shall organize a Peace and
Order Committee to serve as implementing arm of the City/Municipal Peace and Order Council
at the Barangay level. Such Committee shall be composed of the following members:
1. The Punong Barangay as Chairman;
2. The Chairman of the Sangguniang Kabataan;
3. A Member of the Lupong Tagapamayapa;
4. A Barangay Tanod;
5. A Public-School Teacher (to be designated by the School Principal or School Head Teacher);
6. A Representative of the Interfaith Group;
7. A Senior Citizen;
8. At least three (3) Members of existing Barangay–Based Anti-Crime or Neighborhood Watch
Groups or an NGO Representative well-known in his community; and
9. A PNP Officer (the Police Chief or any one designated by him).
WHEREAS, the barangay peace and order committee is reconstituted customarily as a whole or
without exception whenever major changes exist in the local administration or in the
composition.

SECTION 2. ROLE AND FUNCTION OF THE BPOC. – The Barangay Poblacion Peace and
Order Committee (BPOC) shall have the following role and function as provided under DILG
Memorandum Circular 2015-130 dated November 3, 2015:
b. Recommend measures to improve or enhance peace and order and public safety in the
community;
c. Monitor and coordinate the implementation of peace and order programs and projects at the
barangay level;
e. Monitor and report, to appropriate authorities, suspicious illegal activities and personalities
involved within their jurisdictions, including insurgent activities;
f. Maintain continuing dialogue, close coordination and rapport with the higherlevel POC and
law enforcement units;
g. Coordinate the operation of all community-based anti-crime groups within the barangay;
h. Make periodic assessment of the prevailing peace and order situation in the barangay, and
submit a report, with appropriate recommendations, to the higher-level POC;
i. Submit annual BPOC Functionality Report pursuant to DILG Memorandum Circular No.
2008-101; and
SECTION 5. REPEALING CLAUSE. – All Executive Orders, Rules and Regulations and other
related issuances or part thereof, which are inconsistent with this Executive Order, are hereby
amended, modified or revoked accordingly.
SECTION 6. EFFECTIVITY CLAUSE. – This Executive Order shall take effect immediately.

WHEREAS, Section 384 of the Local Government Code of 1991 states that the
Barangay, as the basic political unit, “shall serve as the primary planning and
implementing unit of government policies, plans, programs, projects and activities
in the community”;
WHEREAS, Section 106 of the Local Government Code of 1991 states that,
‘Each local government unit shall have a comprehensive multi-sectoral
development plan to be initiated by its development council and approved by its
Sanggunian’;
WHEREAS, the Barangay Development Council plays a pivotal role in the overall
development and progress of the barangay and is considered as the mother of all
special bodies in the barangay being the umbrella organization of all barangay-
based institutions (BBIs); The Barangay Development Council is required to
submit a copy of its approved BDP and Annual Investment Program (AIP) to the
local finance committee (Article 410, IRR of LGC).

Whereas, pursuant to Executive Order No. 366, a Barangay Peace and Order Committee shall be
organized in every barangay to assist the country in its peace and order efforts;
Whereas, the Peace and Order Committee shall be created and established Barangay Crime Watch
Centers as an Effective community-based crime prevention monitoring and coordinating mechanism.
Now Therefore, on mass motion of all Sangguniang Barangay Members present and seconded by the
same, Resolved as it is hereby resolved by the Sangguniang Barangay to create the Barangay Peace and
Order Committee
Resolved further, that the Barangay Peace and Order Committee shall be composed of the following:

BPOC Functions:
Monitoring and coordinating the implementation of Peace and Order programs and project at the
barangay level;
Serves as a information-gathering mechanism;
Monitor and check the nefarious activities of criminal elements;
Identify barangay constituents with strong deviant behavior for referral to appropriate
authorities;
Maintain continuing dialogue, close coordinating and rapport with the higher levels of the peace
and order and public safety councils in their area of responsibility;
Monitor, coordinate and supervise the operation of all community -based anti-crime movements
within the barangay;
Make periodic assessment of the prevailing peace and order situation in their respective areas of
responsibility and submit report with appropriate recommendations to the higher level Peace.
Under the supervision of the Punong Barangay, the barangay tanod shall:
1. Assist the barangay officials in the prevention of crime and the promotion of public safety;
3. Report to the concerned barangay officials or through Hotline “117” the occurrence of any crime,
fire, accident, public disturbance, and environmental degradation activities and other untoward incident
in the barangay;
4. Monitor the presence and or activities of suspicious persons, criminals, and other lawless elements
within their jurisdiction and report the same to the proper authorities or through Hotline “117”.
5. Conduct surveillance on crime breeding areas within the barangay / purok and report their
observations / findings to the proper authorities or through Hotline “117”.
6. Assist the police and the lupong tagapamayapa in the execution of warrants and other judicial
processes such as tracking the whereabouts of missing persons, in arresting escaped prisoners and other
fugitives from justice, and in the recovery of stolen properties;
7. Coordinate closely with the barangay officials and police / local authorities in the drive against all
forms of crimes such as terrorism, smuggling, car napping, drug trafficking, drug pushing, illegal
gambling, child abuse, crime against women, all forms of vices and syndicated crimes;
10. Detect all forms of fire hazards and other public safety hazards / violations and to institute corrective
measure with their capability;
