BUSINESS CASE 2
With the expansion of Vietnam economy,
both production and consumption of
electrical and electronics products have
increased significantly in the recent years.
According to Global E-Waste Statistics
Partnership, Vietnam generated 257k tons
in 2019 and very low volume e-waste was
collected (Figure 1). In 2020, Vietnam
enacted a new Environmental Protection
2020 Act, which stipulated
manufacturers/ importers to recycle
e-waste.

Current Challenges

a) Supply Chain Costs: Analyse the provided data to identify areas within the consumer electronics company's
reverse logistics supply chain that incur high costs. Evaluate transportation expenses, refurbishment costs, and
recycling processes to identify cost drivers and inefficiencies.

b) E-Waste Recycling: Assess the existing e-waste recycling practices and infrastructure in the company's
supply chain. Analyse data related to e-waste collection rates, recycling capabilities, and compliance with
environmental regulations. Identify gaps and opportunities for improvement.

c) E-Waste Collection and Reverse Logistics: Assess the efficiency and effectiveness of e-waste collection
processes, including collection points, partnerships with collection agents, and reverse logistics coordination
with e-waste recyclers. Identify areas for optimization and innovation.
Solution Proposal
Based on the provided data, participants should develop a detailed solution plan encompassing the following
aspects:

a) Reverse Logistics Optimization: Propose strategies to optimize reverse logistics processes, including collection,
transportation, and recycling. Integrate innovative technologies such as smart collection bins, real-time tracking,
and route optimization algorithms to enhance efficiency and minimize costs.

b) E-Waste Recycling Partnerships: Identify and collaborate with e-waste recyclers that possess efficient
processes, high recycling rates, and sustainable practices. Strengthen partnerships to enhance recycling
capabilities, compliance with environmental regulations, and traceability of e-waste.

c) E-Waste Collection Network Expansion: Expand the company's e-waste collection network by establishing
partnerships with collection agents, retailers, and local communities. Optimize collection points based on
population density, customer convenience, and transportation feasibility.
Solution Proposal

Based on the provided data, participants should develop a detailed solution plan encompassing the following
aspects:

d) Sustainable Packaging: Introduce sustainable packaging solutions for consumer electronics products to reduce
waste generation and environmental impact. Explore eco-friendly packaging materials and designs that promote
circular economy principles and align with environmental regulations.

e) Carbon Footprint Reduction: Develop initiatives to minimize the carbon footprint associated with e-waste
collection and reverse logistics processes. Optimize transportation routes, promote the use of alternative fuel
vehicles, and implement energy-efficient practices within the supply chain.
Return on Investment (ROI) Analysis

Conduct a comprehensive ROI analysis to evaluate the financial impact of the proposed solution
plan. Calculate cost savings resulting from optimized reverse logistics processes, increased
e-waste collection rates, and improved recycling efficiency. Estimate the initial investment
required for implementing the proposed changes and project the anticipated financial returns
over a defined time frame.
About Environmental regulation on E-waste
In Vietnam, the Environmental Protection Law encompasses provisions concerning the management of electronic
waste (e-waste). The law entails several key requirements, which typically include the following:

Producer Responsibility: The law assigns the responsibility of e-waste management to producers of electrical and
electronic equipment (EEE). Producers are obligated to establish and implement take-back systems or participate
in collective schemes to ensure the proper collection and treatment of their products at the end of their lifespan.

Extended Producer Responsibility (EPR): EPR is a fundamental principle governing e-waste management in
Vietnam. Producers bear the responsibility for financing and organizing the collection, transportation, treatment,
and environmentally sound disposal of e-waste resulting from their products.

Licensing and Reporting: Entities engaged in the collection, transportation, treatment, and disposal of e-waste are
required to obtain appropriate licenses from relevant authorities. Additionally, they must maintain records and
submit periodic reports regarding their e-waste management activities.

E-Waste Treatment and Recycling: The law emphasizes the significance of environmentally sound treatment and
recycling of e-waste. Treatment facilities must adhere to technical standards and regulations to ensure proper
handling, dismantling, recycling, and disposal of e-waste.
About Environmental regulation on E-waste
Import and Export Control: The law establishes regulations governing the import and export of e-waste to prevent
the entry of hazardous or non-recyclable materials. Importing and exporting e-waste may necessitate permits and
compliance with specific procedures.

Public Awareness and Education: The law recognizes the importance of raising public awareness regarding
e-waste management and promoting responsible disposal practices. Public education campaigns and initiatives
are encouraged to inform and educate individuals, businesses, and communities about the environmental and
health risks associated with improper handling of e-waste.

These requirements under the Environmental Protection Law of Vietnam serve as guidelines for effective e-waste
management, aiming to mitigate environmental harm and promote sustainable practices in handling electronic
waste.
