EXECUTIVE SUMMARY

Executive Summary

Culasi is located at 11o25’latitude and 122o04’longitude in the northern portion of the province of Antique in the Island of Panay. It is bounded on the
north by the municipality of Sebaste, on the south by municipality of Tibiao, on the west by Cuyo East Pass and on the east by municipality of
Madalag, Aklan, just behind Mt. Madja-as.

Its northernmost point is located at 11°32’05" latitude and 122°05’00" longitude. Its easternmost point is located at 11°30’50" latitude and 122°10’05"
longitude. Its southernmost point is located at 11°21’04" latitude and 122°02’08" longitude and the westernmost point is at 11o31’05” latitude and
122o03’08” longitude.

It is approximately 90 kilometers from San Jose de Buenavista, the capital town of the Province of Antique down south and 88 km. from Kalibo, Aklan
up north. It could be reached from all parts of Panay Island by land transportation, and it has direct access to Manila by sea travel.

Politically subdivided into forty-four (44) barangays, which are classified into three (3) island, eleven (11) upland, sixteen (16) coastal and fourteen
(14) interior/lowland barangays of which three (3) are urban barangays as Poblacion, Centro Norte, and Centro Sur.

According to the National Statistics Office (NSO) now, Philippine Statistics Authority (PSA) as of 2015 data reveal that Culasi has a total population of
41,228 with 10,326 households. The average household size is 4.8 and literacy rate both male and female is 30,839.

Culasi has 22, 856.00 hectares comprising forty-four (44) barangays. It has a slope of 8%. Eastern height ranges from 200-2,117 meters high at
thesummit of Mt. Madja-as. It has unbroken mountain range from barangay Batonan Sur in the south to barangay Salde in the northernmost. From

the peak of Madja-as mountain it gradually flattens down to a narrow strip of the coastal plain. Based on slope classification, the slope of 8% below
are flat to gently rolling with an area of 4,162.674 hectares. Other areas are rolling with a slope of 8-18% and there are areas which are mountainous
with a slope of 18.1% and above. There are 33 barangays which are considered flat to gently rolling and the rest are gently rolling on mountainous
barangays.

Land area roughly covers 68.59% upland and lowland comprises 31.41% of the land area with a slope of 18% and below. Forest areas comprise
almost half of the total land area covering 15,452.73 hectares. The length of its coastline is 18 kilometers.

There ares ix (6)major rivers, ten (10) streams with abundant water source and eight (8) natural springs that could be tapped for purposes of
domestic irrigation.The six (6) major rivers are Bacong River, Carit-an River, Panganta River, Bobog River, BitadtonRiver and Tig-anit Riverthat
supplies the irrigation system. Flooding is caused by the overflowing ofBacong river, Bobogriver and Panganta river during heavy rains or strong
typhoons and this would cover or affect barangays Camancijan, Poblacion, Centro Norte, Centro Sur, Jalandoni, Malacañang, Valderrama and San
Gregorio, Esperanza, Bitadton Sur and Bitadton Norte. For Bobog River it would affect barangays Bitadton Norte, Bitadton Sur and part of Naba and
for Pangantariver it would cover barangays Esperanza, Bagacay and part of Naba. Heavy rainfalls steep the surface preventing infiltration and
resulting in abundant surface run-off and rapid rise of water level.

It has five (5) kinds of soil namely: mountain soil (undifferentiated), alimodian sandy clay, umingan sandy loam, umingan clay loam and beach sand.

There are two favourable seasons; the dry and rainy or wet season that supplement the town’s physical attribute, makes the municipality suitable for
diversified farming and likewise a productive agricultural community.

The rolling hills of Mount Madja-as are rich in manganese, copper and coal found in Timbaban. Other metallic mineral deposits are white clay and
pebbles and white sandsin the island barangays of Malalison and Batbatan. Sand and gravel is being extracted in various rivers and used for
infrastructure. Another metallic mineral is the limestone deposit found in Sitio Bula, Camancijan and is used for agricultural and industrial purpose.

Most treasured one is the oil deposit in Maniguin Island explored by the Philippine National Oil Corporation (PNOC). Several companies drilled oil
deposit in Maniguin with black coal. Maniguin has a potential reserve of 28 million barrels to 250 million barrels based on the PNOC drilling project
report.

Out of the total area of 22,856 hectares, 2,415.89 hectares is devoted to agriculture which distributed to various crops such as rice, banana, corn,
coconut, abaca, coffee, legumes, vegetables and other root crops.265.240 hectares are Residential area, 21.07 hectares the commercial area, and
2.678 hectares are industrial area, while 20.041 hectares is an institutional area, 4,315.26 composed of grassland, 247.569 hectares the rivers and
creekswhile 143.738 hectares is the area of Municipal Marine Water Zone.

Municipal Waters of Culasi has a rich fishing ground for Culasiños that provide various species of fish and a great opportunity to small fishermen where
they depend their source of living. There are commercial fishing vessels that encroach the municipality. The coastal barangays including the islands
comprise the fishing ground of the municipality. Other barangays have potential area for fishpond and aquaculture development. Coastal barangays in
mainland have the aquatic habitat while island barangays are enriched with hectares of coral reefs that serves as the fishing grounds. Coral reefs
outside the protected areas are in poor condition. The coral cover in Gui-ob Marine Sanctuary is in fair condition with a percentage of 43.7 cover which
is above the national average of 36%. The marine has at least 50 hectares of seagrass for feeding and nursery.

Tuna and tuna like species, anchovies, Spanish mackerel, scads, Japanese mackerel , grouper, sardines ,sailfish, blue marlin, jacks ,snapper, fusilier,
surgeonfish, filefish , goatfish, wrasse and parrotfish are the most target species. Municipal fishers employ gillnet, simple hook and line, tuna line,
multiple hook and line spear, squid jig and fish/crab pots in fishing.

Fry sweepers operate in the month of March to November. Beach seine fishing is a cultural practice of the fisher folks.

There are 13 species of mangroves of which Lipata has 10 species and the highest among other mangrove sites. Centro Norte has 8 species, Poblacion
has 5 species and Fe has 4 species. Barangay Lipata has mangrove area of 4.4 hectares, Fe has 4.0 hectares, Centro Norte has 1.9 hectares, and
Poblacion has 1.8 hectares.

Maniguin Island is potential for seaweeds farming. It has an estimated seaweed area of 90 hectares where almost of the households are engaged in
seaweeds farming as their primary source of income. Seaweeds farming in Batbatanis seasonal.

Shallow reef between Malalison Island and Malacanang observed to be the breeding area for milkfish.

LIPASECU (Libertad, Pandan, Sebaste and Culasi) Baywide Management Council was organized as an alliance for the implementation of coastal
Resource Management.

Rivers, creeks and streams also provide various kinds of fishes for domestic consumption.

The Municipality is the 2nd rice producer in the province of Antique with a production yield of 15,633 metric tons per year. Rice is the primary product
of the municipality where farming and fishing are the main source of living of most of the Culasiños. Of the total land area 2,329.75 hectares are
devoted for rice production. Corn, coconut, mongo and vegetables are among the major crops planted. The remaining area is devoted to other crops
as banana, root crops, abaca, coffee and other fruit bearing trees.

Irrigated land comprises an area of 1,936.25 hectares or 83% of the total Riceland. Irrigate lands are planted even thrice a year with an average
production of 3.8 metric tons/hectare. Unirrigated lands and upland areas comprised 393.5 hectares or 17% with an average production of 2.8 metric
tons per year and is planted only once a year.

The Municipality’s Gross Annual Production (GACP) which is a peso equivalent to crops produced in the locality as supplied by the Office of the
Municipal Agriculturist is approximately P 223,479,002.00.

There are support pre and post- harvest facilities that are accessible to farmers such as Communal Irrigation System that supply water to a total of
1,267 hectares of irrigated rice lands managed and operated by 6 Communal Irrigators Associations. Those areas not covered by irrigation system are
supplied by private owner through the use of motor pumps. There are 11 water pumps, 2 Shallow Tube Wells, 49 Rice Threshers, and 7 Mechanical
Dryers, 1 Village Type Grain Dryer, 1 Rice Processing Complex which were provided by the Department of Agriculture. Class “A” slaughterhouse is
present in the locality. The National Food Authority is in existence as sub-station in northern Antique to support needs of farmers. Other agricultural
services are the breeding/research stations and mechanical and solar dryers provided by private individual.

A total of livestock slaughtered every week has 15 heads of cattle and 103 heads of swine serving the constituents of the municipality and other
neighboring municipalities. Every Sunday and Wednesday is the market day. Refrigerated vans delivered the products to the market.

Pastureland has an area of 4,315.26 hectares for grazing livestock.

The Municipality has a long stretch of coastline of 18km with abundant species of fish products and marine life. The MFARMC and BFARMC were
organized to support fisher folks needs and technical and financial assistance. There are 1,970 fisher folks with a total volume of 2,000 tons of fish
catch. There are 436 motorized boats, 705 non-motorized boats operating in the municipality, 150 using beach seines, 30 commercial fishing boats.

There are 123 bangus fry catchers. There is no ice plant but there is one storage facility that supply blocks of ice to the municipality. There are
proposed investors that would want to establish ice plant.

Based on the records of the Office of the Municipal Agriculturist, farming and fishing are main sources of living of most of the farmers and fisherfolks
with a total of 2,445 and 1,970 respectively. Crop farmer, livestock and poultry growers, orchard and ornamental grower are considered farmer while
fisherman include: coastal fishermen (fry catchers/gatherer and salt making), deep sea fishermen and aqua-farm cultivator.

As to CARP Land Tenure Improvement is almost 95% of the total area covered for Carpable areas and was distributed per program type. For Land
acquisition and distribution, there are 25 barangays for OLT with a total area of 46.6765 hectares with 70 farmer beneficiaries and for VLT/DPS it
covers an area of 233.7361 hectares with 149 farmer beneficiaries and for GFI/VOS 22.7412 hectares to 18 farmer beneficiaries. Non –Land Transfer
Program covers 31 barangays with a total area of 589.7246 hectares with 620 farmer beneficiaries. There are 6 barangays covering 46.6384 hectares
with 29 farmer beneficiaries for issuance of individual CLOA and 7 barangays for acquisition with a total of 38.0249 hectares of 29farmer beneficiaries.
Aside from these programs, still their office provide other services to farmers and farmworkers to enhance their dignity and improve quality of life
through greater productivity of agricultural lands.

Access to local and international networks groups are provided by SMART, GLODE and SUN Communication companies, Cable TV networks are
provided by Kalibo Cable and Pantelco and internet services. Internet Cafe is also provided by these companies.

Radio Natin FM Station operates in the locality and maintained by Manila Broadcasting Company on its daily broadcast. National and local newspapers
are circulating in the locality supplied by local distributor in San Jose, Antique and Kalibo, Aklan.

A Weather Station facility and a two way repeater system was installed in a strategic location in the Municipality supported by a handheld radios to
properly monitor the rainfall intensity and wind velocity.

Mails and packages are catered by Postal Office for ordinary mails and Luzon Brokerage Company Express, Inc. (LBC Express Inc.), the fastest
delivery.
Remittance centers are catered by Palawan Pawnshop, LBC, Western Union, Cebuana Pera Padala, MHuille Pera Padala located at Poblacion.
Land Bank of the Philippines and Banko Buena offers loans and remittances to government institutions private individuals and government employees.
These help clients augment their income.

Micro finance operating offers micro lending are ASHI, Taytay sa Kauswagan, Card Bank, Life Bank, Ugyon and Dungganon.

Barbaza Multi-Purpose Cooperative provide ATM services, savings and lending to the Culasinos, Sebaste and other neighboring municipalities.

Other lending companies are JGM, REAMRAMZ, Apo, At Credit Corporation, Role Finance and Investment Corporation and Bacolod ending Corporation.

Ticketing outlets for air and sea transportation are available in the locality, also RORO buses and trucking ticketing outlets for shipment of cargoes to
Manila and other places.

Antique Electric Cooperative, Inc. (ANTECO, Inc.) energized all barangays except three Island barangays with a total of 5,453 households. The
National Grid Corporation of the Philippines (NGCP) established their power transmission lines to augment supply of ANTECO power. With this
intervention, there is a possibility that there is no interruption of power supply.

Infrastructure is one of the thrust of the Local Government Unit to be implemented in the locality. One of the infrastructure facilities is the Farm to
Market roads. Some of the proposed roads are funded by the Department of Agriculture and the Department of Tourism in support to tourism

activities particularly in the upland and hinterland barangays and to provide better access to farmers in bringing their farm products to the market.
Other road projects are on-going and still others are on the pipeline waiting the funding institution.

National Road has a total length of 18.0 kms., Provincial Roads of 4.70 kms, Municipal Roads of 8.305 kms and Barangay Roads of 38.221 kms., and
Farm to Market Roads of 45.376 kms.

More bridges are constructed for better accessibility, there are 9 bridges along National Highway are Beaton Norte, Bitadton Sur, Esperanza, Bungol,
Hubag, Budiawis, Bacong, San Antonio and Batonan Norte while hanging bridges linking to the tourism destination are Condes, Alojipan, Flores and
Paningayan. To prevent overflowing box culvert was constructed at 4 barangays namely Caridad, Naba, Lipata and Fe.

Seaweeds plantation in barangay Maniguin was increased to 80 hectares and almost of the households engaged in seaweeds farming as their main
source of living.

Most of the Culasiños are Roman Catholic with a percentage of 41.11 % while the Iglesia Filipina Independiente has 35.38% of the total Culasiños and
the rest belongs to other religious groups.

As to peace and order situation, the Local Government Unit donated a lot for the construction of PNP building to cater PNP personnel to maintain
peace and order condition of the locality. The BJMP is stationed at Culasi covering the northern Municipalities. The BF has office at the municipality
with personnel complement and one Fire Truck operating in the locality and complementing to other nearby municipalities when needed.

Business establishments rapidly increased, five gasoline Stations exist, Petron Station in Poblacion and Centro Norte and Shell Station in Jalandoni, Sea
Oil in Caridad and Flying V in Naba. Other fuel companies are still planning to invest.

Seaport is located at brgy. Lipata with a distance of 4.0 kms from Poblacion. Improvement of Lipata Port is on- going for the RORO operation. The
port will be expanded to 14.0 hectares reclamation area for the expansion of docking facility due to the proposed RORO operation and other big
shipping vessels. All passengers and cargoes shipping vessels should dock at Lipata Port. It is managed and operated by the Philippine Ports Authority
(PPA).

The Northern Antique Tourism Cluster (Pandan, Culasi and Tibiao) was identified by the Department of Tourism in coordination with JICA for Basic and
Advance Tourism Statistics/Tourism Development Training Project Pilot municipalities.

Culasi has the longest coastal stretch potential for tourism. There are beach resorts located at barangays Naba, Malacanang, San Antonio, Malalison,
Batbatan and Maniguin for tourism activities and for lodging, there are hotels, pension houses and cottages located at Poblacion, Lipata, Lamputong,
Malacañang, San Antonio. Other prospective hotels and lodging houses will be established at other strategic barangays like Centro Norte and Centro
Sur.

Potential Tourist attractions are Mt. Madja-as for adventure, treckking and hiking, Falls at Batonan Sur, Buenavista, Rafflesia at brgy. Alojipan, Salde
and Simbola, Spring Resort at brgy.Camancijan and Natural forests at brgys. Alojipan and Flores that cater local and foreign tourists.

Background and Rationale

The Municipality of Culasi updated its Ten Year Comprehensive Land Use Plan (CLUP) last 2002 which needs to be updated as basis for future land use
development. It is the desire of the Local Government Unit to have an updated CLUP in order that it will not hamper growth and development of the
municipality.

Land use planning is a tool that sets the direction of the Local Government Unit in utilizing its land resources to protect and safeguard the use of such
properties. The objective of land use planning is to allocate lands to its uses to meet needs of the community.

It is a policy that designates and regulates the use of lands in order to improve the community’s physical, social efficiency, health, economic and well-
being. It helps identify the preferred land uses that will support local development goal for the welfare of the people and its communities thus creating
a healthful, convenient, equitable and attractive environment for present and future generations.

A document embodying set of policies accompanied by Maps and illustrations which represent the community desired pattern of population distribution
and for the future allocation of lands to various uses as residential, commercial, institutional, agricultural, industrial (agro-industrial), tourism
infrastructure and facilities, production and protection areas both land and marine. Adoption of ridge to reef approach in such sustainable
development, integrating Disaster Risk Reduction Management and Climate Change Adaptation in integrating to CLUP are the strategies to mitigate
vulnerable disasters and climate change.

CLUP and Zoning ordinance are very vital in order to regulate the development of the municipality in accordance with its development strategy. Thus
this CLUP will guide the future land use development of the locality.

Legal Bases and Mandates of the CLUP

The 1991 Local Government Code, Section 20 (a): Reclassification of Lands. “A city or municipality may, through an ordinance passed by the
Sanggunian after conducting public hearings for the purpose, authorize the reclassification of agricultural land and provide for the manner of their
utilization and disposition under the following cases:

(1) When the land ceases to be economically feasible and sound for agricultural purposes as determined by the Department of Agriculture (DA) or,
(2) Where the land shall have substantially greater economic value for residential, commercial or industrial purposes, as determined by the
Sanggunian concerned.

The 1991 Local Government Code, Section 20, I: Reclassification of Lands. “The local government units shall, in conformity with existing laws,
continue to prepare their respective comprehensive land use plans enacted through zoning ordinance which shall be the primary and dominant bases
for the future use of land resources: Provided that the requirements for food production, human settlements and industrial expansion shall be taken
into consideration in the preparations of such plans”

Republic Act 7279 or the Urban Development and Housing Act of 1992. This new law places heavy emphasis on the role of private developers,
non-government organizations and people’s organizations, and local government units in carrying out the new program on housing and urban
development.

Executive Order 90. The law empowers the Housing and Land Use Regulatory Board (HLURB) to review and approve or disapprove the land
use plans of cities and municipalities. It also authorizes HLURB to prescribe standards and guidelines in the preparation of land use plans, to monitor
the implementation of such plans and to adjudicate and settle disputes among LGUs over their land use plans and zoning programs.

Executive Order 72. The law provides for the preparation, review and approval process and implementation of the CLUPs and ZOs of LGUs
pursuant to the local government code of 1991 and other pertinent laws.

PROFILE OF THE MUNICIPALITY

HISTORICAL DEVELOPMENT OF CULASI

It is of legend and tradition that the Malays settled at Malandog, Hamtik, in the 13th century. As the years went by the need arose for the
other provinces, as Aklan and Irong-Irong to confederate under the rule of the wisest datu from Hamtik, DatuSumakwel, as the Supreme Ruler of the
Confederation of Madja-as. Legend and tradition has it also that every seven (7) years, the inhabitants of the different settlements in the island of
Panay converged at Culasi to renew their pledges to each other to give offerings to their God until the coming of the Spaniards to the island of Panay
in the 17th century.

Sometime in the middle of the 17th century in the center of a beautiful delta formed in the mouth of the river of Culasi stood a small number of
thatched roofed bamboo houses. This picturesque settlement in the center of that beautiful Culasi is known by the name of “Lipata” from the name of
a big tree which grew in the river basin. It was named as such after the river that meandered gently along the delta which made its turn exactly as if
acting by command of making the letter “C” before it flowed to the sea.

The old town of Culasi is the Lipata barangay now. The frequent attacks of the moro pirates, as well as for convenience, gave them reason to
move their settlement inland at Nalipao. However, they found the place unsuited to their needs so that settlers transferred their settlement to
Laguna. Years later Laguna could not afford to provide for the comfort of the increasing population. They moved down to the verdant plains,
seaward and once again settled near the shore and cultivated the open level plain to raise agricultural crops and to domesticate animals for food and
as beasts of burden. This is now the present location of the Poblacion of Culasi.

The government of the pre-Spanish Filipinos was patriarchal in form. The smallest unit of government was the barangay, named after a
sailboat that brought the early Malay immigrants to the Philippine shores. The barangay settlement contained 30 to 100 families.

From the middle part of the 17th century up to the beginning of the 19th century this form of government existed during the Spanish time.

The government during the Spanish occupation had in all aspects been operated for the subjugation of the natives. They suffered cruelties
and atrocities of the Spanish Officials and Friars. These triggered the necessity for a change and finally for an armed revolution. Rebellion caught fire
in the hearts of the masses and Culasi was not spared.

When the revolutionary forces of General Leandro Fullon landed to fight against the Spanish forces, the Culasiños were already ripe for an
open rebellion. With the help of General Fullon the “ Culasiños” were able to drive the Spaniards back to their ship, never to come back.

Under the Spanish regime beginning with the year 1735 the first appointed “Capitan” was El Sr. Uguid. Subsequently about thirteen other
“Capitanes” had been appointed from 1735 up to the coming of the Americans in 1900.

When the Filipino-American War broke out the province of Antique resisted and it was the last province in the Visayas to surrender to the
Americans. In April 1901 a civil government was established in Antique.

The life of the Culasiños returned to normal. They proceeded to their patient struggle for survival and like the Phoenix that rose above its own
ashes; the Culasiños emerged from the afflictions of the past to a community full of hopes and aspirations for the future. They knew that the
Americans were not here to colonize but to educate the people in the art of self-government.

This dream, however, did not last long. In 1941, the Second World War broke out and the Culasiños were not spared.

And again just as it did during the Revolution against Spain, Culasi played a strategic role in the liberation of Panay. Lipata Port was chosen by
the American Naval strategist as the ideal place for unloading arms, ammunitions, and other supplies for the guerilla forces in Panay, that in 1943 US

Gudgeon (US Submarine) surfaced at Pucio Point and landed 1 Officer, 3 enlisted men and 3 tons of U.S. Signal Corps. Eleven months after this,
U.S. Narwhall, a U.S. Submarine commanded by General F.C. Ratta surfaced at Lipata Point and unloaded arms, ammunitions and supplies for the
guerilla forces of Panay. This second landing of the U.S. submarine provided the guerilla forces of Panay with adequate firepower to remove the
obstacles at the landing sites of the Liberation Forces under General Douglas McArthur.

Japan surrendered and in 1946 the Philippines became independent. After the war, Culasi began her efforts to rebuild herself. The scars of
the war gradually wore off. New tissues appeared in places of scars. The spirit displayed by the Culasiños during the war years endured up to the
present. At the close of 1970, serious efforts to determine the problems, needs and the potentials for the development of Culasi were undertaken.
The advent of Martial Law only speeded up these efforts and today Culasi, the urban center in the northern part of Antique has been chosen Pilot
Municipality for the development programs of the country.

HUMAN RESOURCE

Population

The National Census and Statistics Office as of 2010 showed a total population of 39,086 which were distributed to 8,154 households. The average
household family size is 5. Of this population, 32,680 belongs to rural barangays and 6,406 in the urban barangays. Poblacion got the highest
population density of 2,456 per sq. km. and the lowest barangay is Tinabusan with a population density of 36 per sq. km.

PHYSICAL FEATURES

Geographical Location

The Municipality of Culasi is located on the northern part of the sea- horse shaped province of Antique. It is bounded on the north by the
Municipality of Sebaste, on the south by the Municipality of Tibiao, on the west by Cuyo East Pass and on the east by the Municipality of Madalag, just
behind Mt. Madja-as. It is approximately 90 kilometers from San Jose de Buenavista, the capital of town of Antique and 88 kilometers from Kalibo,
Aklan up in the north and 180 kilometers from Iloilo city. (Location Map shown below).

Culasi comprises 44 barangays of which 14 are lowland/interior, 16 coastal, 11 upland and 3 island barangays to its superficial extent of 22,856
hectares. It has 3 urban barangays as Centro Poblacion, Centro Norte and Centro Sur.

It is accessible to all types of transportation as air, sea and land with good road networks towards the municipalities of San Jose de Buenavista,
Antiques capital town in the south and Caticlan and Kalibo, Aklan in the north.

It is traversed by national road from Iloilo and Aklan that connects to Lipata Port which is accessible to sea transportation (Proposed RORO).

Topography

The municipality has a slope varying from 2.5% and above. Only 20% of lands are relatively flat to rolling. The rest are steep lands which are
15.10% and above. Eastern height ranges from 200 -2,117 meters high summit of Mt. Madja-as. It has a terrain narrow coastal plain. It has unbroken
mountain range from barangay Batonan Sur in the south to barangay Salde in the northernmost. From the peak of Mt. Madja-as, it gradually flattens
down to a narrow strip. Land covers 84.80% upland and 15.20% lowland with a slope 18% below.

Physical Characteristics

Based from the Mines and Geosciences (MGB) of DENR Reg VI, the geology of Culasi are composed of Pliocene-Pleistocene with a total area of
1,249.973 has, Oligocene –Miocene (Sedimentary and Metamorphic Rocks) with an area of 4,566.655, Upper Miocene-Pliocene (Sedimentary Rocks)
with an area of 671.647, Oligocene (Igneous Rocks) with a total area of 5,336.700 has., Oligocene- Mocene has an area of 120.901 has. and recent
has a total of 4,508.914 has. Igneous rocks has the highest percentage and Oligocene –Miocene has the lowest in terms of area.

Hydrology

There are6 major rivers comprises the municipality: Bitadton, Paningayan, Panganta, Bacong and Tibiao River. Subwatershed are distributed to
major rivers for Subwatershed I is Bitadton River, Subwatershed II is Paningayan River, Subwatershed III is Panganta River, Subwatershed IV is
Bacong River and Subwatershed V is Tibiao River, Batbatan Island and Maniguin Island. Other rivers are found in Carit-an, Tig-anit,Budiawis and
Bongol River. These major rivers supply water to irrigated lands.

Soils

The Municipality has 4 types of soils suited for agricultural production and other is beach sand. These Major soil types are: 1. Mountain Soil

PHYSICAL/INFRASTRUCTURE RESOURCE

TRANSPORTATION NETWORK:

External Linkages:

Culasi is accessible through a national road network and highway that serve the northern and southern artery of Antique. It has elongated
coastline covering 15 coastal municipalities from north to south of the province of Antique. The main artery is concrete and mostly asphalt at
the southern part of Antique. The municipality is accessible by all means of transportation facilities connecting Iloilo City in the south to Kalibo
,Aklans capital town up north. It is also accessible through Pandan- Nabas- Caticlan Road connecting Boracay as tourist destination. Caticlan
could be reached by almost one hour and thirty minutes by land and thirty minutes to Boracay by ferry boat. Travel time from Culasi to San
Jose de Buenavista is almost two hours and thirty min (2.5) hour by public utility and one and thirty minutes (1.5hrs.) for private vehicle and
for Kalibo, travel time is almost two hours. It is also accessible through Antique -Iloilo National Road connecting the Province of Iloilo as the
center of commerce and trade. It can be reached by land transportation in almost five hours ride.

The province of Antique has two national ports located in the municipalities of San Jose de Buenavista and Culasi where it is accessible to sea
transportation. Culasi port was expanded for the RO-RO to operate in the municipal port of Culasi. Likewise the province has two municipal
ports located in the municipalities of Libertad and Caluya, an island municipality with a private port at Semirara an island barangay of Caluya.

Another road at the eastern portion are the municipalities of Sibalom and San Remegio connecting San Jose de Buenavista, the capital town of
the province of Antique. The mountainous town of Valderama is connected to the main artery of national road by concrete road. The

municipality of Caluya is detached to the national highway because of its location. The municipality of Caluya is connected to the mainland by
the services of pumpboat every week coming from and docking in the ports of Culasi and Libertad.

Culasi is accessible to sea and land transportation. For sea transportation there are four bus companies of RO-RO operating in the municipality
as (Ceres Liner, Dimple Star, RM Liner and Valisno Liner) and for land transportation there are four companies of L300 Van (Susie Star, Culasi
Tours Rose Tours and Aladdin), Ceres and RM Liner all of these have terminals in the locality. These sea and land transportation operating in
the locality served as the external linkage in the entire province.

As to air transportation, Culasi could be reached by air transportation through Kalibo International Airport in Kalibo, Aklan, Caticlan Airport in
Caticlan, Aklan, Evelio B. Javier Airport in San Jose de Buenavista but stopped its operation in 2008 and the Iloilo International Airport in Iloilo
City. This air transportation serve as the external linkage to other places of the country.

Internal Linkages:

A. Roads

The municipality of Culasi is linked to adjacent municipalities of Tibiao in the south and Sebaste in the north through a national highway with a
road network of 69.226 kilometers distributed as follows: National Roads – 18.0 kilometers; provincial roads – 4.70 kilometers; municipal
roads – 8.305 kilometers and these could be found in the urban area of Poblacion, Centro Norte and Centro Sur and barangay roads - 38.221
kilometers. As to surface type, 100% of national roads were concrete; 55.32% of the provincial roads were concrete; municipal roads -
95.36% are concrete and barangay 97.46% are concrete. See Table below:

The Municipality has thirteen (13) concrete bridges and five (5) reinforced concrete box culvert. Ten bridges are located along national
highway and two bridges are located at the interior barangays and Bitadtonbridge is located at Bitadton Norte, Bobog bridge is located in brgy.
Bitadton Sur; Panganta bridge is located in brgy. Esperanza; Hubagbridge located in Centro Norte; Bongolbridge located in brgy. Fe;
Budiawisbridge located at Centro Poblacion; Bacongbridge located at brgy. Jalandoni; Balabago Bridge located at brgy. Malacanang San
Antonio bridge located at brgy. San Antonio; Carit-an bridge located brgy. Balac-balac; Batonanbridge located at brgyBatonan; Tig-anit bridge I

LAND TRANSPORTATION VEHICLE AND FACILITIES

Based on the data gathered there are 2,344 motor vehicles accounted for the Municipality of Culasi broken down as follows: Jeepneys 80;
automobiles-111; motorcycles 1,017; tricycle 560; owner type jeep 12 private; pick up 16; ambulance 4 (2RHU and 2 Hospital); truck 45; L-300 Van
29; Bus 7; trisikad 28; bicycle 361;rusco 15 and pumpboat 59. Public utility vehicles used to transport passengers from Culasi to Kalibo, San Jose and
vice-versa with an average of one trip per public utility as jeepney, L300 van and bus between points. On the other hand, tricycle is the common
means of transportation to all barangays . However, there are barangays which can be reached by motorcycles or habal-habal due to gradual increase
in slope of the area and lack of access roads. As to island barangays, there are pumpboats available for hire.

The municipality has no terminal for public utility as Bus, L300 Van, Jeepneys. The existing parking areas for jeepneys and tricycle is located in
front of the public market and along corners streets that becomes more congested to public particularly during market day considering the increasing
number of jeepneys and tricycle every year.

Although the municipality has no transportation terminal still the traffic congestion could be managed. However, there is still a need to identify
or allocate lot for transportation terminal to cater the transportation requirement of the locality due to the increasing number of vehicles operating
within and outside the municipality. This would respond to the economic growth of the locality. Transportation facilities would complement to tourism
industry once it is operationalized. Strategic planning is necessary so that it will not hamper the flow of traffic at the national highway. Legislation
should be passed by the Local Officials to ensure that provision of terminal be adhered. Management system should be in placed that will enhance the
economic and social activities of the urban area as the busiest area.

At the rural areas, there are still barangays that don’t have the road network going to the Poblacion as the center of all activities. Other barangays
have established and improved their road network so that they 3could bring their products to the market easily.

SOCIAL SERVICES:

Health and Sanitation:

The municipality of Culasi has a 25-bed capacity District Hospital, the Rural Health Unit and the Barangay Health Station that caters the needs
of populace most particularly in the northern towns of Antique. Northern towns composed of the municipalities of Culasi, Tibiao, Barbaza and Caluya.
The total of 25 manpower in the Rural Health Unit as one (1) Municipal Health Officer, two (2) Public Health Nurses, eight (8) Rural Health Midwives,
two (2) casual nurses, seven (7) casual midwives, two (2) Rural Sanitary Inspectors, two (2) casual drivers and one (1) utility worker. Extension
workers in every barangay work as Community Volunteer Health Workers, Barangay Nutrition Scholars and Trained Birth Attendants rendered
assistance to Rural Health Midwives assigned in respective barangays.

The rural health unit is located in Poblacion with 13 catchment areas called Barangay Health Station (BHS) manned by the RuralHealth
Midwives, nine (9) are located in the coastal and island barangays, two (2) in the upland barangays which can be reached by tricycle and one (1) in
Batbatan Island about 45 minutes ride and one (1) hour in Maniguin about 3 hours ride by pump boat respectively.

Each Barangay Health Station comprises five (5) catchment barangays depending upon the location of the barangay, one (1) Barangay Health
Station for every island barangay, two (2) catchment barangays in the upland barangays and in the lowland or coastal barangays per Barangay Health
Station.

As to midwife population ratio, there is one (1) midwife assigned to 364 population (1:364) or a maximum of one (1) midwife to 4,594
population for Barangay Health Station with three (3) catchment barangays.

The Rural Health Midwives were trained in the implementation of the different DOH programs and is responsible to manage health related
programs in their area of coverage. However, major health services which the barangay health station cannot handle are referred to either to the rural
health unit or to the district hospital. Programs extended by the health unit includes the following: Expanded Program on immunization, Nutrition
programs, Maternal and childcare, Control of Acute respiratory Inspection Program, National tuberculosis program, Control of diarrhea diseases, Family
planning program, Rabies control program , Environmental sanitation ,communicable and non-communicable diseases.

The Culasi District Hospital is one of the eight (8) hospital in the Province of Antique and has a 25 bed capacity with the services rendered on
minor surgical, birth deliveries, laboratory, x-ray and dental and is considered as 1st level referral hospital. It is manned by 49 permanent personnel
headed by the Medical Officer as Chief of Hospital

SOCIAL WELFARE SERVICES:

Culasi has a Municipal Social Welfare and Development Office that takes charge of the social welfare services serving 39,086 population of the
locality. It is manned by the Municipal Social Welfare and Development Officer, Social Welfare Officer I, Nutrition Officer, Youth Development Officer,
43 Day Care Workers, ECD Resource Worker, LGU Link and 12 Community Facilitators as counterpart to KALAHI CIDSS program serving a total
populace of 39,086. The programs and services delivered were:

The MSWDO aims to provide social welfare services to 39,086 populace of the municipality, various groups were organized such as senior
citizens, women and the youth. The Office supervises 43 day care workers with respective day care centers distributed to all barangays.

SPORTS and RECREATION:

The Municipality of Culasi through the creation of Municipal Sports Council is implementing sports and recreation I the municipality. The most
common sports activities played are basketball, volleyball , law tennis , table tennis, badminton and softball. These sports activities are implemented
particularly when there are sports competitions. Sports facilities are very limited in the municipality. Basketball courts are visible in 43 barangays out of
44 barangays. Some barangays used the multi-purpose pavement as their venue for sports and recreation.

Culasi uses Town plaza as the venue for sports activities where basketball court is located. Municipal covered court is also located at the town
proper where basketball, volleyball and lawn tennis is being played. All activities were catered in the covered court particularly during rainy days.
Another area for recreation is located in Northern Antique Vocational School with a huge playground and so it has its own covered court for volleyball,
table tennis and other sports activities. Like any other secondary schools it has its own playground but there is no covered court. Culasi Central School
has a wide area for sports activities uses for the track and field and softball. Most of these areas do not have playground devices.

UTILITIES:

A. Light and Power

The source of electric power in the municipality is the National Power Corporation (NAPOCOR) through Antique Electric Cooperative(ANTECO)
with sub-station in Culasi. Antique Electric Cooperative Inc. (ANTECO Inc.) energized 5,453 households including urban barangays. The National Grid
Corporation of the Philippines (NGC) will establish their transmission lines to augment the ANTECO power. All barangays have already energized by
ANTECO except three island barangays which were provided by geneators. Private generators are also available in the absence of ANTECO. Although
all barangays have energized, still there are households that don’t have the electricity maybe to due lack of financial capacity. Only 5,453 households
excluding island barangays have electricity out of 8,875 households in the locality. Commercial and Tourism development will spur in the because of
sufficient power supply.

Presently the Sun West Company (SUWECO) is proposing to establish hydro power plant at brgy. Flores, Culasi, Antique to augment power shortage in
the northern part of Antique.
B. Water Supplies Facilities

Culasi has existing waterworks system managed and operated by the Local Water Utilities Administration (LWUA) that caters 10 namely
Camancijan, Tomao, Poblacion, Centro Norte, Centro Sur, Jalandoni, Fe, Caridad, Lamputong and Lipata. It has total connections of 1,440 households
for domestic use and 17 households for commercial use and 27 for Government use. The water source is located in brgy. Camancijan with an
elevation of 27m above sea level and is 3.391km from Poblacion. The capacity of water source is 91 li/sec.

In 2010 survey, Culasi has a total of 8,383 households with water supply system, for Level I attain a total of 4,110, Level II is 2,092 and Level III is
2,187. Most of the barangays have water source as springs and develop as their water supply system ad usually uses the Level II type of water
supply. Other households still get their water source from deep well considering that source is scarce.

C. Communication Facilities

Telephone Services Facilities

Culasi is a fast growing municipality where communication facilities are very much necessary. Communication is very vital and easy to
disseminate developmental concerns. Communication system in the municipality has greatly improved considering that it is accessible to types of
communications. Culasi has existing communication facilities, PANTELCO provides telephone services in Poblacion, Centro Norte, Centro Sur,
Camancijan, Caridad, Lamputong and Jalandoni using fixed-wire system. Its services include domestic and international calls for its subscribers. Smart
and Globe telecommunications have established cellcite at the designated area of the municipality. Two smartcell cites was located at Centro Sur and
at brgyBitadton Norte and one Globe cell cite at Poblacion and one at Brgy. Lamputong. Mobile Phones improved communication system in the
municipality. However, remote brgys have access to communication using Smart and Globe mobile phone services.

Postal Service Facilities

A postal office is located in Poblacion serving a population of 39,086 populace. Based on the standard requirement, 1Letter carrier could cater
to 5,000 with two (2) personnel assigned in the station to deliver postal services

WASTE MANAGEMENT

The Municipality has created Solid Waste Management Board as policy making body which sets the overall solid waste management program
geared towards the institutionalization and sustainability of program based on the Solid Waste Management Plan as provided in R.A 9003 and other
environmental related laws. Barangay solid waste committee was also created and shall set the rules and regulations on the collection of wastes in the
households. The board formulated the 10 year Solid Waste Management Plan that set direction of the municipality in implementing the waste
management program.
The existing disposal facility at barangay San Juan was converted into New Eco-Park. The municipality cannot afford to adopt the Sanitary
Landfill system.
Wastes at the market were collected after- market days and every other day at the households in Poblacion.

SOCIAL SERVICES FACILITIES UTILITIES AND AMENITIES

Education facilities

The Department of Education in the district of Culasi has one district office supervising the 33 public elementary and primary schools of which
25 are complete elementary schools with 15 complete monograde and 10 multi-grade elementary schools and 8 are primary schools. With these 33
public elementary and primary schools, 12 schools are located along the national highway, 10 are in the interior barangays, 7 in the upland barangays
and 4 in the island barangays.

The district has a total land area of 22.7236 hectares distributed to 33 elementary and primary schools with 185 elementary and primary
classrooms and 68 classrooms for secondary schools. There are 213 teachers in the elementary schools having a total of 7,655 students and 3,620 in
the secondary schools enrollees. The teacher-student ratio is 1:36 and the classroom –student ratio is 1:41.

Secondary Education is provided by four (4) high schools, one (1) private school, one (1) vocational school and 2 national high schools.
Tertiary Education is provided by Vicente A. Javier Memorial Community College. It offers Bachelors degree courses as Bachelor of Business
Administration, Bachelor of Secondary and Elementary Education.

Religion

Roman Catholic dominates the number of Culasiños with a total number of 16,065 or 41.10 percent of the total populace, second is the IFI with a total
number of 14,288 or 36.86 percent and UCCP has a total members of 6,317 or 16.16 percent individuals and the remaining populace belongs to other
religious groups as Baptist, Protestants, Iglesia ni Cristo, Assembly of God, Seventh Day Adventist and Jehovahs Witnesses.

Health

As to health services Culasi has a 25 bed capacity District Hospital about half a kilometer from Poblacion. It caters the municipality of Sebaste and
Tibiao devolved to the Provincial Government. The Rural Health Unit devolved to the Local Government Unit where its function is on the preventive
aspect. It is manned by one Municipal Health Officer, two (2) Public Health Nurses, seven (7) Rural health Midwives, two (2) Rural Sanitary Inspectors,
one (1) Utility Worker, two (2) Clerks and 10 casual health workers. It has also extension health workers in every barangay such as Community
Volunteer Health Workers, Barangay Nutrition Scholars and Trained Birth Attendants assigned in their respective barangays.

Protective Services

The PNP assigned in the municipality leads the Protective Service delivery. There are 30 personnel assigned in the municipality with a ratio of 1:1302
with 12 Auxiliary Police under the Local government Unit. It has Patrol Car, a motorcycle.

Peace and Order is being maintained by the PNP personnel with the assistance of the Barangay Tanods and Auxiliary Police. Activities held at the
municipality are being coordinated with the PNP.

Housing

Housing is the basic need of the populace. Considering that there is a need of one housing unit for every household. Demand for housing needs may
be due to rapid increase of populace, those living in the buffer zone and those who don’t have the lot to own. There are 4,121 households, which
needs to be relocated particularly in the flood prone areas. The municipality identified areas for socialized housing to cater needs of displaced housing
unit, low- income groups and those that are highly susceptible to natural calamities. The Municipality has a total household population of 41,228 as of
2015 survey which comprises 10,239 households with an average family size of 5. By 2025 the population is projected to 52,365.

THE ECONOMIC STRUCTURE

Culasi is a 3rd class municipality in the Province of Antique with its economy boast primarily on rice farming and fishing, commerce and trade ,
tourism and small scale industries. Other sources that contribute to the economic stability of the municipality are the establishments of hotels and
pension houses. Tourism development boost the economic growth of the locality

Agriculture

The municipality of Culasi has a vast agricultural lands that attain the maximum productivity through the adoption of effective yet environment
friendly technologies. It is self -reliant in rice and fish production.

Rice farming is the main source of income of the municipality and is the most important economic activity of the people. The total land area for
agriculture is 2,436.48 hectares of which 2,265.75 hectares is devoted for rice and 170.73 hectares devoted to other crops. Out of 2,436.48 hectares
of agricultural land, 1,936.25 hectares is irrigated, 329.50 hectares rainfed and 170.73 hectares upland.

The municipality of Culasi is the 2nd rice producer in the province of Antique. It has a total land area of 2,728.6143 hectares of which
2,205.8451 hectares are irrigated lands and 522.7692 hectares are rain fed. The presence of 6 irrigators system facilities, provide farmers stable
supply of water. With such production, it was able to generate a surplus of 5,632.65 metric tons of rice and are distributed or traded to neighboring
towns and provinces.

Average production for irrigated is 85 cavans per hectare while rain fed areas produce 71 cavans per hectare and 69 cavans per hectare for
upland. In terms of rice production, it has a total of 13,987 metric tons of rice per year thus contributing to the Province rice surplus making it as 2nd
top rice producer in the province.

Culasi is a coastal municipality having a long stretch of 18.0 kms. coastline with 3 island barangays. It has fishery resources that yield fish and
other aquatic resources. Marine sanctuaries were established in five (5) coastal barangays. Mangrove plantations were also established in 3 coastal
barangays covering 40-50 hectares.

The Municipal slaughterhouse is a class A facility that augment local income of the locality. In 2014 the income generated from the
slaughterhouse has total of P 787,740.00 with a total heads of 710 cattle and 4,469 hogs slaughtered in a year. See Table No.6.

COMMERCE and TRADE

Culasi as the center for trade and commerce in northern Antique is doing its way to cater the needs of the constituents in northern part of the
province. It is 90 kilometer distance from San Jose de Buenavista, Antique’s capital town and 88 kilometers from Kalibo, Aklan down north. It is
strategically connected to the Ro-Ro port in Caticlan bound to Nabas, Aklan and Culasi, Antique. Presently the Lipata Port of Culasi, Antique is still
improving its structures and facilities to cater the operation of Ro-Ro and other passing vessels. It is accessible to all road networks as air, land and
sea. Greater opportunities for commercial activities such as tourism, hostels/hotels, lodging houses, transport services, trading goods, restaurants,
fast foods, business establishments, communication facilities.
The public market serves as the main center for business transaction both wholesale and retail, which operates daily business activity aside
from market day. Commercial center expands to two (2) urban areas in Centro Norte and Centro Sur and in some other rural areas.
The record shows that there are 330 commercial establishments operating in the municipality that contribute to the economic growth of the locality.
There are hotels/hostel and lodging houses that would cater transient and other tourists. There are two banking institutions in the locality such as
Land Bank, Bangco Buena and one Cooperative as Barbaza Cooperative and Micro lending institution are JGM, Bacolod lending and ROLE finance and
investment corporation; Micro Finance are ASHI, Taytay, Card Bank, Life Bank, Ugyon and Dungganon; Remittance Center are LBC, Cebuana and
Palawan.

As to pharmaceuticals, there are six pharmacies operating and mercury will soon be opened to cater the needs of the locality more particularly
the senior citizens who are eagle to avail of the benefits and the availability of the drugs.

INDUSTRY

Industry in the locality is greatly increasing because of its strategic location for industrialization and existing resources for industry like
blacksmithry abaca and bamboo craft, seaweeds, mineral resources and quarrying of sand and gravel which can be used in the establishment of small
scale enterprises. There are four general merchandizing engages in hollow blocks manufacturing and concrete products.
The Local Government Unit identified area for industries located at brgys. Lipata, Esperanza and Naba intended for agro and agri industrial activities.

The National Food Authority has substation in the locality assures that the municipality has sufficient supply of rice. During harvest season
most of the farmers and traders brought their rice products to the NFA. It caters products from the nearby municipalities as buffer stocks.

COMMUNICATION and TELECOMMUNICATION

Access to local and international Networks are provided by SMART and GLOBE Companies, Panay Telecommunication (PANTELCO). Cable TV
was provided by Kalibo Cable, Gsat and Cgnal. Internet are provided by PANTELCO, Kalibo Cable and Globe

The Municipality has a Weather Station installed at Poblacion to monitor the intensity of rainfall and wind velocity daily and was operated by
the Municipal Government Unit. All barangays have handheld radio to easily access condition of the area.

Radio Natin was operated and maintained by the Manila Broadcasting Company with a daily local broadcasting. Newspapers are circulating in
the locality supplied by the local distributor from San Jose and Kalibo. Another communication facility is the Luzon Brokerage Company Express Inc.
(LBC) stationed at Poblacion where mails and packages are catered and delivered at a specified addressee.

EMPLOYMENT:

The major source of living of the Culasinos are engaged in farming and fishing due to the vast agricultural land suited for farming and its long
stretch of coastline for fishing. Some are employed in the government and privately owned institutions, others are trying to work outside the country
to sustain their family. Based on the 2010 municipal survey, there are 4,408 professionals are employed in the government and private institutions,
711 are OFW and 12,908 are self- employed. This indicates that there are more individuals earn their living as self- employed rather than entering in
the government and private.

AVEREAGE FAMILY INCOME and EXPENDITURE

Based on the data surveyed by our office in 2010, the municipality has a total of 8,259 families of which, there are 3,473 families have income
of P 1,000.00-3,000.00; 3,640 families belongs to an income of P 4,000.00-15,000.00 which is below poverty threshold. The 1,117 families belongs to
an average income of P 16,000.00- 80,000.00 and only 29 families with income of P 81,000.00 up or .351% are above poverty threshold level.

EXISTING LAND USE AND LAND USE TRENDS

The municipality’s existing land Use Trend shows that the biggest area is forest occupying a total area of 15,377.90, next is
Pasture/grassland/shrubs with an area of 4,315.26 and the third highest area is Agricultural land with an area of 2,415.89 hectares, fourth is
residential occupying an area of 354.5974 hectares and fifth is tourism with an area of 507.42 hectares.

The trends of existing settlement development were concentrated on both sides of urban area. The directions for urban expansion of
development are going in the north and south and in the interior barangays. The center for trade and commerce is situated at Public Market of
Poblacion where Sunday and Wednesday are the market days with an area of 1.75 hectares.

The public market has 61 permanent market stalls and one Manpower Development Center, proposed additional 42 stalls at the first and
second floor facing Malalison Island, Josue Cadiao St. and facing Dioso St. With this, 53 stalls were already occupied and only 8 stalls are for rent. The
proposed 52 stalls are still within the public market second storey. The rentals vary depending on the location of the stalls. Stalls for meat and fish
were also established.

A class A slaughterhouse was established at barangay Esperanza requiring all livestock to be slaughtered at the slaughterhouse with
corresponding fees.

FUNCTIONAL ROLE OF THE MUNICIPALITY

The functional role of Culasi is based on its resources in agriculture, trade and commerce, tourism and industries likewise we consider the
resources of the neighboring municipalities like Pandan, Sebaste, Tibiao and Barbaza. The development growth of Pandan is centered on tourism and
commerce;Sebaste is centered on Tourism; Tibiao is centered on Tourism and commerce and likewise Barbaza envisioned also
tobe the commercial center. Based on the natural resources, Culasi is potential in agricultural based resources with its upland and coastal
community thus contributing the municipality self-sufficient in agricultural products as rice, fish and marine products. Considering Culasi has three
island barangays it is potential for tourism development in the coastal and Mt.Madja-as in the upland for adventure and hiking.

The very functional role of Culasi remains as a Commercial Center in the North and Eco Tourism since the decade of the 90”s which brought
Culasi to its economic growth when it widened its access to trade and commerce considering its 90 km distance from San Jose de Buenavista,
Antique’s capital town and 88 km distance from Kalibo, Aklan. Being the commercial center in northern Antique, it caters the needs of northern
municipalities. The boom in commercial activity started in 1992 where some businessmen start to establish business in the locality. Commercial
building rapidly rises at Poblacion and it was in 2005 that development was expanded such that commercial establishments boast like banking
institutions as Land Bank of the Philippines, Bangko Buena, Cooperatives, micro finance, remittances and lending institution and operationalized.
Expansion of Lipata port was constructed to cater the operation of (ROO) Roll on Roll off that will contributes greater revenue to the municipality
once it is operationalized. Other factors that contribute to the economic growth of Culasi are: accessibility of good road network and the availability of
transportation facilities that entice more businessmen. Culasi was declared as District Agro –Industrial Zone in northern Antique and has a great
contribution in the development of commerce in the north and probably next to San Jose de Buenavista in terms of Trade and commerce and tourism.

THE CONCEPT/ STRUCTURE PLAN

The Development Concept or the Structural Plan for the municipality of Culasi is conceptualized based on the development thrust and spatial
strategies. The concept structure plan determines the future needs of the locality based on its population and other related activities distributed over
its territory. Using the GIS technology, various thematic maps were overlaid to determine areas which are feasible and or appropriate for urban
development or expansion, areas for production, protection and conservation, areas for human development and areas for agriculture production. The
scenarios for development are interconnected with the vision and goals of the Municipality.

The Comprehensive Land Use Plan shows the rational integration of different land uses based on various sectors as economic, social,
infrastructure, environmental management and demography consistent with the development needs of the locality.

Comprehensive Land Use Plan 2015-2025

The Thrust of the Municipality is to expand urban growth center. Based on the structure plan prepared, the growth of development in the
future is of concentric form which will expand in the hinterland barangays such as Camancijan, Tomao, San
Juan, Buenavista and Bagacay. Support services should be provided such as circumferential road of the expanded growth center, facilities such as
water, power, parks and open spaces, market and institutional structures.

Considering its strategic location which is 90.0 Km from San Jose de Buenavista, Antique , the Municipality as the center for Trade and
Commerce in northern part and Tourist destination to cater the needs of the northern Antiquenos.

In order to attain growth of the municipality, another growth center should be established in adjacent brgys, a circumferential road from
Camancijan, San Juan, Buenavista and Bagacay should be constructed as an alternate road from brgy Esperanza to Poblacion and vice versa. This
would lessen traffic congestion in the national highway particularly when there are municipal and religious activities and market days.

The municipality has identified area for agro and agri-industrial zone. Solar Dryer and Bodega was constructed for the irrigators association to
operate and manage, corn sheller and dryer, Class A slaughter house with facilities was improved. The municipal wharf will be constructed at
Poblacion to cater small fishing bancas and a navigational lane for pump boats in support to tourism programs in Malalison Island. Lipata port was
developed for operation of RORO.

The two growth nodes are further located in Poblacion area and the other one is located in the hinterland brgys composed of Camancijan, San
Juan, Buenavista and Bagacay. To spur the development, infrastructure support facilities be established and maintained like roads. Provision of
delivery of basic services as health, education, commerce and trade, peace and order, transportation, communication, power and water would be of
great development.

Tourism development focused in coastal stretch of the municipality including the three island barangays most likely in Malalisonisland . The
coastal road will serve as access to tourism activities to both local and foreign tourists. Mangrove plantation will be established in estuaries and
swamps to mitigate coastline erosion and sustain the breeding of marine species.

Eco -tourism areas are situated in forest and agro –forestal zones located in Mt. Madia –as, brgy. Flores, San Vicente and Alojipan with a land
area of 69.0 hectares. These areas shall be developed in accordance with the forest protection and conservation guidelines and policies to maintain
the environmental nature of the area.

Forest protection and watershed development in coordination with the Upland Farmers Association and DENR shall be maintained in forestal
zones of upland brgys. in Flores, Magsaysay and Osorio with a total land area of 220.0 hectares intended for agro-forestry under the agro-forestry
program, ForClim and other environmental program of the National government and other foreign funding institutions.
Forest Land Use Plan should be formulated to provide proper forest used and zones to preserve and conserve the environment in the Ridge–to
–Reef approach of development.

The Municipal Waters declared by the National Mapping Resource Information Authority (NAMRIA) has a total area of 149,738.00 hectares for
fishing livelihood of marginal fishers and so with commercial fishers. Marine resources will be incorporated to augment the income of the municipality,
in return tourism opportunities of 16 coastal areas from Bitadton Norte in the north to Batonan Sur in the south.

Proposed General Land Use

The existing general land use of the municipality is based on the 2000-2012 Comprehensive Land Use Plan and the Proposed Land Use of 2015-
2025. Forest land got the biggest area equivalent to 15,231.43 hectares.

A. Existing Urban Land Use

Urban area covers three barangays namely: Poblacion, Centro Norte and Centro Sur having a total land area of 312.21 hectares representing
1.37% of the municipality’s land area. Land utilization in the urban area is as follows:

A. Existing Urban Land Use

Existing urban area comprises of 3 brgys. namely Poblacion, Centro Norte and Centro Sur. It occupies approximately 312.21 hectares
representing 1.37 % of the total land area.

The Urban Land Uses are as follows:

Residential

The total urban area intended for individual housing units is 31.83 hectares or 10.33% of the total urban area having a population
density of 2,028 persons per square kilometer. Most of the houses were built along the national highway and at the inner portion of the urban
barangays.

Commercial:

Commercial area covers 15.38 hectares or 4.99 % of the total land area for commercial purposes in the urban barangays. These areas
include the existing public market and business establishments along Cadiao St., National highway, part of Alojado St. of Poblacion, National
highway of Centro Sur and Centro Norte.

Institutional

Institutional area located in the urban roughly covers 8.27 hectares or 2.69% of the total land area. This consists of institutional
facilities such as Municipal building, public and private schools, churches and other government structures.

Agricultural

Agricultural lands in the urban area are approximately 182.61 or 59.29%. These are devoted to rice and other agricultural products

Resettlement

Areas intended for resettlement occupies an area of 8.30 hectares or3.083% of the urban area. These areas are utilized for the
homeless and underprivileged individuals who are living in the coastal zone and buffer areas.
Cemetery

Roman Catholic and Municipal Cemetery are located in Centro Sur occupying an area of 0.59 hectares or 0.19 % of the total urban
areas.

Parks and Open Spaces

The existing area being occupied by Parks and Recreation is 1.05 hectares or 0.34%. This consists of parks and plaza, children’s
playground and boulevard or bay walked.

Rivers and Creeks

Rivers, creeks and canals comprises body of water. This occupies 3.35 hectares or 1.09% of the total urban area.

Roads and Bridges

A total of 14.81 hectares or 4.81% of the urban area are utilized for roads and bridges. These are classified as National, Provincial,
municipal and barangay.

Buffer Zone

The areas for easements are along rivers, creeks, seashore and all waterways between conflicting zones.

B. EXISTING GENERAL LAND USE

The existing general land use of the municipality was based on the Comprehensive Land Use Plan 2000 and actual use of 2002-2012. Forest
land got the biggest share of 15,377.90 hectares followed by agricultural land.

Actual survey of land was conducted by the staff to determine its land uses. In interior and high density areas the survey was conducted by
riding a vehicle. The different land uses are the following:

Residential

Residential areas occupied approximately 265.24 hectares or 1.16% of the total land area of the Municipality.

Commercial

Commercial area covers 21.07 hectares or 0.09% of the total land area. These include the public market and commercial establishments along Cadiao
St., National Road, Alojado St. and portion of F.S. Alpas St. Commercial area was expanded to rural brgys. like Caridad and Naba where gasoline
station were established. There is a rapid increase of commercial establishments in urban areas because of the existing port that would contribute
greater impact on commerce as the center for trade and commerce in northern Antique.

Institutional

The institutional facilities occupy an area of 20.04 hectares or 0.09% of the total land area. This includes establishments of Municipal Building,
Barangay or Multi- Purpose Halls, Day Care Centers, Schools, Churches, Hospital, Health Centers or Stations and other government buildings.

Industry

The existing industrial activities in the municipality are hollow blocks manufacturing, bakeries, blacksmithery, wooden furniture, bamboo craft and
these could be found in the residential and commercial considering it’s a small scale industry. The existing NFA warehouse sub – station caters needs
farmers and traders.

The presence of Lipata port needs a large number of areas in support to agro industry activities. The industrial area occupies 2.67 hectares or 0.01%
of the total land area.

Agricultural Area to be validated with the Municipal Agriculturist

The municipality is predominantly an agricultural land where almost of the residents depend their source of living in agricultural activities.

The total agricultural land occupies an area of 2,415.89 or 10.57% of the total land area. Of which 2,329.75 hectares are devoted to rice and 86.14
hectares are other agricultural crops. Rice lands are distributed as follows: 1,936.25 hectares are devoted to irrigated lands, 337.50 hectares rain- fed
and 56 hectares upland.

Grassland/pastureland covers an area of 4,315.26 hectares or 18.88% of the total land area.

Resettlement

Resettlement area intended for the homeless and underprivileged residents of the municipality is located at brgy. Poblacion, Centro Sur and Naba.
These occupy an area of 9.8 hectares or 0.043% of the total land area.

Institutional Area

The institutional area occupies 20.04 hectares or 0.09% of the total land area. This includes the institutional structures in the urban and rural area as
government offices like Municipal Building, Day Care Centers, Barangay Hall, Churches, educational structures and health facilities as health centers or
stations.

Tourism

Tourism areas are located in three(3) island brgys as Malalison, Batbatan and Maniguin island, beach resorts along coastal portion of Malacanang and
San Antonio, boulevard (Poblacion, Centro Norte and Centro Sur), part of Camancijan, and Madia-as Mountain. This comprises an area of 184.50
hectares or 0.81% of the total land area.

Cemetery

Municipal and Roman Catholic Cemetery are located in the urban area of brgy. Centro Sur with an area of 1.81 hectares or 0.01% of the total land
area.

Parks and Open spaces

Areas within this category are open spaces, parks and plaza, school playground, covered courts and cockpit arena and other recreational area. This
comprise an area of 3.14 hectares or 0.01% hectares of the total land area.

Rivers and Creeks

Rivers and creeks cover an approximate area of 247.57 hectares or 1.08% of the total land area. The municipality has four major rivers and existing
creeks which served as tributaries to these rivers.

Roads and Bridges

A total of 110.01 hectares or 0.48% of the total land area is utilized for roads, railroads and bridges. This covers national highway, provincial,
municipal and barangay roads.

Buffer Zone

Easement provided on any land use activities along water ways covered approximately by 109.8217 hectares or 0.4805% of the total land area.

COMPARATIVE ANALYSIS OF TWO LAND USE MAPS

The formulation of Comprehensive Land Use Plan gives direction to the Municipality.

The 2015-2025 Land Use Plan is more comprehensive than the previous plan 2002- 2012. Disaster Risk Reduction Mgt. Plan and Climate
Change Adaptation were also integrated in the plan. Land Uses in the 2015-2025 is properly reflected in the map as Residential, Commercial and
Institutional while in the previous plan it is reflected as built up zone in rural barangays.

In the previous Land Use Plan, the development center on the urban area where commerce and trade are established. The proposed Land Use
Plan has extended commercial zone in rural barangays as Camancijan, Tomao, San Juan, Buenavista and Bagacay. Farm to market roads are reflected
in the plan.
Resettlement area has increased in the proposed Land Use Plan due to Yolanda.

Industrial zone has slightly increased in the proposed plan. Expanded areas are located in brgy. Camancijan and Jalandoni for agro and agri-
industrial zone.

The proposed Comprehensive Land Use Plan is implementing what the previous plan has started doing the same direction of development to
attain Municipality’s vision.

COMPARATIVE/COMPETITIVE ADVANTAGES

Agricultural Area

Rice farming is the most important economic activity in the municipality. The total land area for agriculture is 4,847.77 hectares in which 2,508
hectares are devoted for rice. Irrigated lands cover 1,948 hectares while 560.5 hectares are rain- fed. Other crops utilized an area of 2,339.02
hectares.

Commercial Area

The Public Market serves as the center of business transaction for both wholesale and retail that operates daily business activity other than
market day. It is the center for trade and commerce in northern Antique serving the needs of almost half of the province population.
It occupies an area of 21,8130 hectares or 0.095% of the total land area.

It has 381 commercial establishments operating daily activities aside from market days of Wednesday and Sunday.

Institutional Area

The urban and rural institutional structure occupies a land area of 32.143hectares or 0.1406% of the total land area. It includes government
structures as Municipal building, Multi- Purpose hall, Churches, Schools, Health Stations, Day Care Centers and other government structures.

Tourism Area

The areas for tourism activities were located in the island barangay of Malalison, beach resorts along coastal stretch, brgy. Camancijanand
portion of Alojipan. It has a land area of 184.50 hectares or 0.807% of the total land area. It is famous for its white sand and clear blue water good
for smorkeling and scuba diving.

Resettlement

The area intended for resettlement occupies an area of 9.80 hectares or 0.043% of the total land area. These are located in brgy. Poblacion,
Naba and Centro Sur.

Excellent Fishing Ground

The 18 - km coastal stretch from brgy. Bitadton Norte to Batonan Sur has a good fishing ground including the three island brgys. which is rich
in marine resources. There are five marine sanctuaries located at BatonanaSur ,Malalison, Lipata , Naba and Bitadton Sur that serve as breeding
ground for fishes. According to underwater study assessment conducted by UP Marine Ecosystem Resource Foundation ( MERF) it was found out that
Gui -ob sanctuary located at Malalison has high fish biomass.Malalison has a fish density that can be compared to the biomass of Tubataha Reef.

TERTIARY EDUCATION

The presence of Vicente Javier Memorial Community College provides great opportunity to less privilege group not only from the Municipality of
Culasi but it caters to the neighboring municipalities like Sebaste, Pandan, Bugasong, Valderrama and part of Aklan. It offers different courses such as

Bachelor of Elementary Education, Bachelor of Secondary Education, Bachelor of Arts and Bachelor of Science in Business Administration, and
Associate in Commercial Science.

COMMERCE

The Municipality is considered as the center for trade and commerce in northern Antique because of its strategic location which is good for
business establishment. It has its Public Mar
ket and influx of investors established their business in the municipality.

HEALTH

For Health facility, there is one District Hospital having a capacity of 25 bed catering northern Antique, one main Health Center and 10
Barangay Health Stations.

EDUCATION

In terms of education, there are 3 private pre-school, 7 primary school, 24 complete elementary school, 3 Public High School and 1 Private
High School.

TOURISM

Culasi was identified as one of the tourist destination in northern Antique. At present Malalison island was famous for its white sand and clear
blue waters that attract tourist.

ENHANCED DRR/CCA LAND USE AND WATER USE PLAN:

Residential Area

The municipality has existing residential area of 304.22 hectares and is proposed to increase to 463.31 hectares or 2.03%. The proposed
residential for expansion are located at the rural and interior brgys. Areas along the access road are zoned for residential to cater housing backlog and
demand due to the increase in population. Those who are living in the prone areas should also be prioritized for housing needs. Areas adjacent to the
commercial were also identified as residential zone, With this, relocation sites be allowed especially to those who don’t have the area to resettle and
those who are prone to danger or hazard area and within buffer zone.

Areas vulnerable to flooding and landslide shall be avoided for the residential establishment and or development. Safer structural design shall
be incorporated in the proposed structure in preparation for such hazard as earthquake and landslide. No build zone policy should be strictly
implemented to high vulnerable area.

Commercial Area:

The municipality has existing commercial area of 18.5075 hectares or 0.07 % of the total land area of the municipality. The proposed
commercial area is 43.558481 hectares or an increase of 67.81 hectares to accommodate spaces for commercial establishment expansion considering
its strategic location as the. center for Trade and Commerce in Northern Antique. It boost the economic growth of the locality and support tourism
development as the tourist destination in Antique.

The proposed area for commercial expansion were located in some areas of the urban center in Poblacion along Provincial road from the F.S.
Alpas St.(450 m right side and a portion on the left side____meters ) to boundary of brgy. Camancijan, Budiawis at Alojado St. located at Centro Sur,
and areas along national highway both sides.

In rural brgys., there are areas for expansion of commercial activity and could be located at brgy. Jalandoni, part of Malacanang, Fe, Caridad,
Lamputong, Lipata and Naba, these areas are potential for trade and commerce.

Institutional Area:

Culasi has existing institutional area with a land area of hectares, which include schools, churches, day care centers, health centers, tertiary
schools and multi- purpose hall. It has an area of 19.91 hectares or an increase of 28.21 hectares to cater the demand of school age population and
other benefactors or of community. The increase is expected to meet the needs of the increasing school age population and its increasing population.

Agricultural Area:

The existing land area for agriculture is 3,077 hectares or13.46 % of the total land area. Of the 3,077 hectares it was reduced to 2,753.391124
hectares intended for agricultural land of which, 1,936.25 hectares is irrigated, 337.50 hectares rainfed and 56.0 hectares upland. The decrease will
be due to the re-classification and conversion of of agricultural lands into non- agricultural uses to accommodate the area requirement for residential,
commercial, institutional, tourism, industrial, roads and bridges, rivers and creeks and other uses. Agricultural strategies such as provision of small
water impounding or irrigation facilities, construction/rehabilitation of farm to market roads will be adopted to increase productivity that would
augment farmer’s income.

Socialized Housing

The municipality has proposed 27.0 hectares for socialized housing to be located at barangays Poblacion, Esperanza, Naba, Bagacay, Balac-
balac, Batonan Sur and Bitadton Norte. These areas are intended for relocation of individuals living in a highly susceptible to hazards, displaced
housing units and development of low cost housing units

Forest Area/Timber Land

Culasi has a forest/timberland area of 14,856.0 hectares or 64.99% of the total land and it is proposed to rehabilitate the denuded area to
conserve and protect forest cover. Encroachment of built up area and other agricultural activities is discouraged that could deplete the environmental
condition of the forest is not allowed. Forest Land Use Plan should be formulated to ensure proper delineation of various forest land uses.
Conservation and preservation of degraded biodiversity shall also be incorporated in the plan. Regular project of the DENR should also be incorporated
as National Greening Project, Reforestation and Rehabilitation of Agro-Forestry Project at Integrated Social Forestry area and Contract Reforestation.
The GIZ is assisting the LGU for the FORCLIM project in preparation for Forest Land Use Plan. The proposed project to be implemented within the
forest area is within the FORCLIM Project in barangays Magsaysay, Osorio, Flores, San Vicente and San Pascual. Reforestation in the watershed areas
will be maintained to ensure the adequacy of water supply for agricultural, commercial and domestic uses.

The municipal policy on sustainable management of the watershed as an ecosystem and as a basic planning and management unit should be
developed in a technology-based, community –based and collaborative manner. Improved management of water requires collective efforts of the
individual farmers to empower local rural communities and rural institutions.

To mitigate the vulnerability of forest area to soil erosion and landslide, LGU in coordination with the DENR should implement policies on
environmental laws to prevent soil erosion and landslide like regular maintenance of Integrated Socio-forestry, rehabilitation and reforestation of

severely eroded areas. No cultivation and resettlement is allowed within forest areas. Soil conservation measures shall be adopted by planting suitable
crops based on the crop suitability and slope of area. To protect from landslide, slope protection should be established

Grassland/Pasture Land Area

The municipality has an existing 3,500 hectares of grassland/pasture/shrubs or 15.31% of the total municipal land area. Grassland /pasture
area is proposed to reduce to 3,764.24 hectares or 16.47 percent intended for the utilization of non-agri uses as structure and infrastructure projects
considering the increase in population size. The remaining area of pastureland/grassland will be used as grazing areas for animals, prone areas for soil
erosion should be planted with agro-forestry and other crops based on the suitability of soil.

INDUSTRIAL AREAS

Agro-Industrial Area

The municipality has an existing agro–industrial of 79.15 hectares or 0.346% of the total land area and proposed to increase to 220.748
hectares. The existing area will still be zoned and used mainly for its purpose. The additional area identified for agro-industrial will be utilized solely for
its purpose as agro- industrial zone such as rice dryer, corn sheller and dryer, rice mills and bodega and sugar mills, poultry and livestock. The areas
identified will be located in brgy. Esperanza and Lipata.

Light Industrial Area

The municipality has no identified area for light industry but there are existing industries located in a residential and commercial zone as
furniture making, concrete hollow blocks making, sawali and nipa making. Other industries identified such as bamboo and rattan furniture and basket
weaving, manufacturing of wine and manufacturing of ice with cold storage facilities. The area is located at Esperanza, Lipata and part of Camancijan.

Tourism Area

Existing tourism areas occupy a total of 684.500 hectares or 0.02995 percent of the total land area. Considering the strategic location of the
municipality for tourism, it has proposed to increase its area by 55.89 hectares or 0.24 percent for tourism development. These projects will be located
in Malalison Island which is famous for its diving, snorkelling, fishing, hiking, Batbatan, Rio-guintongaban, Camancijan, Alojipan, San Juan,
Malacanang, San Antonio, Mt. Madja-as, San Juan, Kipot, Paningayan, Lipata, Alojipan, Boulevard.

Parks and Recreation and Open Space

The existing land use for parks and recreation and open spaces occupies an area of 64.904 hectares or 0.284 percent of the total land area of
the municipality. These are municipal plazas, basketball courts, multi-purpose hall. The area is proposed to increase to 37.545684 hectares for
evacuation center located at Poblacion, Camancijan, Bitadton Norte, Bitadton Sur, Lipata, Lamputong and Batonan Sur.

Infrastructure and Utilities (Buses/Terminal/Mini Port/Fishing Wharf)

The municipality has no transport terminal facility. The front of public market serves as the terminal facility of vehicle and tricycle. The
Transport terminal is proposed to be located in Poblacion with an area of 2.0 hectares and Municipal Wharf is located at Poblacion as a jump off point
going to Malalison Island.

Road Network

The municipality has an existing road length of 146.261 kilometers which composed of National road, provincial, municipal, barangay and farm
to market roads. There is proposed additional road length of 12.0 km to cater the present needs of the municipality. These are located in Lipata,
BaywanCamancijan to Bagacay, Carit-an – San Luis, San Antonio- Buhi road. These roads would provide access to coastal areas proposed for the
operation of Lipata Port to avoid traffic congestion and for upland brgys. to promote tourism development activities.

River Buffer/Water Easement

The proposed land use plan has delineated buffer zone areas for rivers, creeks and seas or water easement.

Rivers and Creeks

The Municipality has five major rivers namely: Bacong River, Panganta River, Paningayan River, Bitadton Norte and Tibiao River and Carit-an
River occupying a total area of 239.900917 he.ctares. These rivers will be provided with policies and regulations based on the Water Code, and other
mitigating measures to avoid over flooding and erosion. Climate change is expected to increase rainfall variability which leads to greater risks of

floods, droughts, storm surge and other extreme events that adversely affect the quality and potability of ground water surface. In coastal areas, sea
level rise will further reduce the surface water quality through salinity intrusion, pollution of freshwater sources and depletion of water sources, thus
affecting the quality of safe drinking water. To combat the climate change a ridge to reef approach must be adopted through planting of trees in forest
and in watershed areas to mitigate erosion. Strict implementation of policies on buffer zone, sanitation code, Solid Waste Management Act (RA 9003)
to preserved and conserved the water sources.

Change of water levels will affect the food supply, ecosystem, health, transportation and industry. As temperature rises, evaporation also rises.
Water seeps downward into drier soils and reduces the underground water sources.
These effects of climate change have greater impacts on the communities particularly on water resources. Impacts on climate change on water
resources include: Food shortage – food production will reduce due to shortage of water supply in irrigating farmlands; flooding and landslide –
coastal flooding will affect mostly to those who are living near the shoreline or in the buffer zone and those who are in the upland area.

DRR/CCA and Mitigating measures:

To reduce vulnerability of water supply to drought, more watershed areas should be established and properly maintained to preserve and
conserve water sources. Existing watershed should be rehabilitated and maintained.

To reduce vulnerability of water supply to typhoons, flooding and damaged water supply facilities should be rehabilitated for abundant water
supply.

Culasi has 19 coastal barangays with a coastal length of 33.45 kilometers. Municipal waters has an area of 149,738 hectares with boundary

The plan is to divide Municipal Waters into zones with the allowable uses:

Zone I– Fresh Water Tributaries and Brackish water fishpond. This refers to all river system including its tributaries, estuaries and all
brackish water fishpond (developed and undeveloped)

Zone II – Beach Resort Areas: This refers to areas 30 meters from the shoreline up to maximum of 1 kilometer inland, established for
recreational activities.

Zone III - Mangrove and Estuarine Areas: This refers to an area where mangroves and nipa grows naturally and those areas potential
for the growth of mangroves and other species

Zone IV – Bangus Fry: This refers to an area from the shoreline up to 20 meters intended for gathering bangus prawn and fry of other
species.
Zone V - Shallow Water Fishing Area: This refers to an area 20 meters from the shoreline up to 1 kilometer distance. This area is for
hook and line, longline, shallow water fish coral.

Zone VI - Deep Sea Fishing (Conform with RA 8550): This area refers to more than one kilometer from the shoreline using bintay
fishing gears as follows: 1.1 to 5.0 kilometers – hook and line; 5.1 -7 kilometers –all types of nets.

The proposed policies, strategies, programs, projects and activities are to establish municipal water boundary coordinates marker between
municipalities using floating buoyant within the identified coordinate points. The municipal water shall be protected and conserved through
sustainable management. Barangay Fishery and Aquatic Resource Management (BFARMC) and Municipal Fishery and Aquatic Resource
Management (MFARMC) shall be strengthened, deputation of bantaydagat shall be established to safeguard municipal water from illegal fishing
activities. Revision of fishery code shall be done if needed. Development plan on fishery sector shall be formulated to sustain the fishery
management activities which will include RA8550 implementation (Fisheries Code of 1988), establishment of hatchery, establish community-
based fish sanctuaries and improve fish habitat through provision of fish shelter and dispersal of tilapia fingerlings. Seaweeds farming/culture
shall be established within a distance of not more than twenty (20) meters from each farm lot. Designate an area for Fish landing or port for all
docking vessels and unloading their catch in Lipata port.

Marine Protected Area

There are six (6) barangays designated for Marine Protected Area with an area of 199.835766 hectares. These are located in Barangays
Batbatan, Malalison, Bitadton Sur, Naba, Lipata and Batonan Sur. There are areas identified for fish sanctuary and breeding ground of various species,
protection of coral reefs and establishment of artificial reefs. Fishing activities is not allowed within these areas.

Docking and Anchoring Area

Lipata Port and Municipal Wharf are the established areas for docking and anchoring of boats and other vessels during typhoon and to other
areas where there are no corals and other protected areas.

Conservation and Rehabilitation Area

No fishing activities allowed within the marine protected areas like fishing, mangrove, collecting of coral species and waste disposal.

Beach Seine Area

Fishing activities are allowed in beach seine area as long as no fine meshed nets used and should be conducted every other month except for
the month of May where no fishing activity in the beach seine zone.

LAND AND WATER USE POLICIES

This section embodies the policies for each of the areas delineated in the land use plan. The policies will serve as guide for the enactment of a
zoning ordinance and other regulatory measures.

I. LAND USE POLICIES

SETTLEMENTS

a) The development of settlements shall be guided by the existing laws, ordinances and issuances.
b) Socialized housing and settlement areas shall be established only on alienable and disposable lands.
c) Existing housing and residential developments with geo-hazard areas maybe allowed, provided that mitigating and/or protective measures
are adopted to address the potential danger or risk to lives and properties within such settlements.
d) Resettlement Program should be included in the development plans of the municipality.
e) Identified informal settlers from hazard prone areas should be given priorities for relocation.
f) Basic amenities for the development of resettlement sites must be strictly implemented.
g) Regulating installation of telecommunication facilities with adverse effects on the health and safety of the community.
h) Encourage and strengthen LGU partnership with the private sector to provide appropriate housing types which will enable high level house
and lot ownership.
i) Formulate and implement a comprehensive plan and policies on public safety, disaster mitigation and preparedness in settlement areas.
j) It is the policy of the municipality that no permanent structure will be allowed in the salvage zones, riparian zones and road right of ways
according to the respective prescribed limits.

k) It is also the policy of the municipality to relocate/resettle houses built along fault lines, erosion prone areas and coastal areas prone to the
hazards of sea level rise and storm surge.
l) No industrial establishment shall be allowed without anti-pollution plan and buffer zones plan. Plan on social responsibility of the
establishment shall be required.

SETTLEMENTS

m) Establish an alliance among government, civil society and private sectors to develop urban areas and take active roles in
development/redevelopment and financing of settlement areas.
n) Settlements shall not be allowed along river banks, shorelines and in flood prone areas.
o) Socialized Housing and Settlement areas shall be established on a hazard – free alienable and disposable lands.
p) Housing or residential developments within geo-hazard areas may be allowed provided that mitigating and/or protective measures are
adopted to address the potential danger or risk to lives and properties with in such settlement.

AGRICULTURE

a) Prime agricultural lands and specific type of lands necessary for attaining food self-sufficiency in rice, corn and other basic commodities as
determined by the Department of Agriculture, subject to mandatory consultation with the Local Government Unit.
b) Upland and rain fed areas shall be developed or processed for potential development of high value crops .
c) Prime agricultural lands shall be given full protection from conversion.
d) All irrigated and irrigable lands, all lands developed or possessing the potential for development of high value crops, and all agricultural
lands that are ecologically viable.

e) Fragile and whose conversion will result in serious environmental problems shall be given full protection from conversion.
f) Organic agriculture shall be promoted to protect and preserve the natural condition of the soil as well as to check the depredating condition
of farm soil.
g) It shall be a pre-requisite for establishments to have a study of the water (fresh) bodies and or watersheds that may be affected by its
existence.
h) Limit the reclassification of agricultural lands into other uses. Provided that the subject of classification is not a prime agricultural land and
that the DA issues a certification as to the agricultural productivity of the land.
i) Link agricultural areas to markets through developed infrastructure support facilities.
j) Introduce climate change resilient crops and cropping pattern.

COMMERCE AND TRADE

a) Establish and maintain linkages that lead to economic growth, improved production efficiency and market access.
b) Industrial and commercial establishment which produce loud noise are restricted from the buffer zone.

FORESTRY

a) The existing timberlands shall be preserved and enhanced and utilization and management of the resources shall be in accordance with the
Forest and Land Use Plan of the municipality. Both the flora and fauna shall be given due attention.

INFRASTRUCTURE

a) The provision and implementation of infrastructure projects shall be made compatible with existing environmental conditions and the
physical, whether natural or human-made, and cultural character of the area.
b) Mandatory public consultations pursuant to existing laws and regulations shall be held prior to the conduct of all infrastructure projects that
will be necessarily involve dislocation or displacement of people in the area shall follow the rules on just and humane eviction or demolition
under Section 28 of R.A. No. 7279 or the Urban Development Housing Act (UDHA).
c) Infrastructure support in the form of “riprapping” or the construction of creeks, rivers and shore protection walls shall be implemented to
prevent soil erosion.
d) Strict implementation of Building Code and integration of green architecture and provision for greens for new buildings.

ENVIRONMENT

a) Adopt a partnership or co-management arrangements between LGUs and NGAs in the management of the environment through proper
land use planning and zoning.
b) No mining policy of mineral resources.

INDUSTRIES
a) Only light to medium industries will be allowed in industrial zones.
b) Regulation of mining exploration and industries.

FOREST ZONES

 No development use or activity shall be allowed in Forest Zones unless consistent with the Department of Environment of Natural
Resources (DENR) Development Regulations for Forest Zones and a permit, lease or license is issued by the DENR such as Integrated
Social Forestry Program (ISF).
 The various land uses within forestlands must complement each other to promote between ecological and economic concerns (e.g.
Biological diversity and timber production and to optimize benefits).

The management of forests and forestlands is a shared responsibility between and among the national government, the local government,
the private sector, and the local communities.

a) Areas for fishing grounds shall be used primarily for such purposes.
b) Mangrove forest shall be declared as reserved and protected areas. The cutting of mangroves or conversion of mangroves areas into
fishponds and other uses shall be strictly prohibited in Accordance with Republic Act 8550 or The Philippine Fisheries Code of 1998.
c) The Municipality thru the FARMC shall enforce fishery laws, rules and regulations pursuant to R.A 8550 concerned municipal waters to
regulate the use of fishing gears and other human activities that may affect the fishing grounds.
d) Regulating/prohibiting construction or establishment of any structures in the creeks, rivers, or bodies of water that would obstruct the flow
of water.
e) Households located near the bodies of water or rivers must be prohibited from disposing their waste directly to the water.
f) Water security through continued rehabilitation of existing watershed areas.
g) Strict implementation of RA 9275 or the Clean Water Act to improve the quality of water bodies.
h) Intensification of mangrove rehabilitation activities to serve as nursery ground for fish and other aquatic species.
i) Promote conservation and ensure sustainable and equitable utilization of our coastal areas and resources.
j) Adopt the ridge to reef approach in the sustainable development of coastal resources.
k) Recognize the importance of coastal and marine resources as clean development mechanisms as well as climate change proofing
mechanisms to cope with disaster risks.
l) Marine Protected Areas and Sanctuaries shall be established and protected to revive the condition of the municipal waters.
m) No illegal construction along Waterways.
n) Establishment of buffer zones along riverbanks and seashores.
o) Regulation of illegal quarrying and illegal structure along shorelines.
p) Fish sanctuary strictly preservation and no activities allowed.
q) Encourage people’s participation in the sustainable development, conservation, utilization and management of the coastal resources.
