DUTIES AND RESPONSIBILITIES OF ORGANIZED PTA/ SGC


The President.
The president shall have the following duties and powers:
a. Shall coordinate with school officials in all SES-PTA activities.
b. Shall exercise general supervision and control in the management of the affairs of the
organization.
c. Shall preside at all meetings of the officers, Board of Directors and general assembly.
d. Shall be primarily responsible for the implementation of the policies, plans and programs
of the organization.
e. Shall represents the organization in all its official functions and activities.
The Vice President.
The Vice President shall have the following duties and powers:
a. Shall automatically succeed in case of permanent vacancy in the office of the
president.
b. Shall take the place of the president in case of temporary absence and performs the
powers and duties inherent to the office of the president.
c. Shall exercise such powers and performs such duties inherent to his position as may
be delegated by the president.
The Secretary.
The secretary shall have the following duties and responsibilities:
a. Shall coordinate all activities of the organization with officers.
b. Shall give or cause to be given all notices and announcements required to update
the members of all activities of the organization.
c. Shall act as the official keeper of all documents, minutes and other records.
d. Shall perform such other duties and responsibilities as may be assigned by the
president of the board.
The Treasurer.
The Treasurer shall have the following duties and powers:
a. Shall collect, receive and issue receipts for all money, contributions and donations of
the organization.
b. Shall be the custodian of all properties, funds and accounts of the organization and
keep records pertaining thereto.
c. Shall be at all times have a true, correct and detailed statement of his/her receipts
and expenditures and of the assets of the organization.
d. Shall handle all funds of the organization and make disbursements only in amounts
and in cases duly appropriated and provided for by the board, which shall always
bear the approval of the president. Shall submit to the president and the board of
directors quarterly reports of properties, funds, accounts and financial standing of the
organization duly certified by the auditor, or such time as may be required by the
president or the board.
e. Shall perform such other duties and responsibilities as may be assigned by the
president or the board.
The Auditor.
The Auditor shall have the following duties and responsibilities:
a. Shall make a detailed and periodic audit of all the properties, funds and accounts of
the organization and at the same time make appropriate suggestions and
recommendations to the board.
b. Shall submit audit report to the board after examination and validation of the
treasurer’s report.
c. Shall perform such other duties and responsibilities assigned by the president or the
board.
The Press Relation Officer.
The Press Relation Officer shall have the following duties and responsibilities:
a. Shall take charge in disseminating information concerning plans, program and
activities of the organization.
b. Shall be responsible for the preparation of press releases.
c. Shall perform such other duties and responsibilities assigned by the president or the
board.
The Business Manager.
The Business Manager shall have the following duties and responsibilities:
a. Shall discharge the function of transacting business for the SES-PTA.
b. Shall perform such other duties and responsibilities assigned by the president or the
board.
The Peace Officer.
The Peace Officer shall have the following duties and responsibilities:
a. Shall secure peaceful and orderly deliberations during meetings and conferences of
the officers and members of the organization.
b. Shall moderate peaceful negotiations on conflicts from among the officers and
members of the organization

CHILD PROTECTION COMMITTEE

Public Information, Engagement and Participation

Keeping children and young people safe is everyone's job and the CPC must be able to
demonstrate that its work is informed by the perspectives of children, young people and their
families. CPCs will maintain an overview of levels of knowledge and confidence in child
protection systems within their area and address issues as required within their Improvement
Plans. Each CPC will develop, implement and regularly review a communications strategy that
includes:
 raising awareness so that members of the public, including children and young people,
know what child protection means and what to do if they have a concern for a child or
young person

 explaining and promoting the role of services in protecting children and young people

 engaging with local communities to raise awareness of indicators of concern

 increasing understanding of the role that communities and all adults have in protecting
children and young people

 involving children, young people and families in its design and delivery

 taking account of new and emerging risks

Continuous Improvement

 CPCs have a pivotal role in the continuous improvement of the protection of children
and young people. A number of functions relate directly to this role.

These are:
Policies, Procedures and Guidance
Clear and robust inter-agency guidance is vital to the protection of children and young
people.

Each CPC will:
 ensure that local child protection policies, procedures and guidance are informed by this
guidance.

 systematically develop, disseminate and review the effectiveness of inter-agency policies,


procedures and guidance
 ensure that policies, procedures and guidance are developed around current and
emerging issues where there is agreement that this is required

Data and Evidence


CPCs will have an overview of performance from key services about their work to protect
children and young people in line with the shared dataset. This will include qualitative and
quantitative data on the effectiveness of services in improving the experiences of, and outcomes
for, children in need of protection. They will ensure this is used to influence improvements in the
quality of services to protect children and young people. CPC members will ensure that they
have appropriate data collection arrangements and analytical capacity in place so that activity,
trends and themes can be proactively identified and escalated. This should reflect the national
child protection minimum dataset.

Quality Assurance and Self Evaluation


CPCs have responsibility for the development and implementation of inter-agency quality
assurance mechanisms. Each CPC will:
 establish systematic approaches to quality assurance and self-evaluation which focus on
the experiences of, and outcomes for, children, young people and families

 use the learning from this activity to develop, implement and measure the impact of
improvement plans

 involve key stakeholders including frontline staff, managers, children, young people and
families in aspects of undertaking, reviewing and learning from quality assurance and self-
evaluation activity

 take account of learning from sources including research; inspection locally and
nationally; and other CPCs in order to promote good practice and contribute to improved
outcomes for children and young people.

Conducting Initial and Significant Case Reviews


CPCs, on behalf of the Chief Officers, are responsible for undertaking any ICR and
reporting / recommending a significant case review when the agreed criteria are met and they
must do so in line with the most up-to-date relevant guidance
CPCs must use the learning from ICRs/SCRs to promote good practice, improve
practice and contribute to improved outcomes for children and young people.

Learning and Development


Learning and development for those in contact with children, young people and families
must be undertaken at both single-agency and inter-agency level, in line with the National Child
Protection Learning and Development Framework. CPCs are responsible for publishing,
implementing and reviewing an inter-agency child protection learning and development strategy.
They should quality assure and evaluate the impact of that learning and development activity.
The CPC Learning and Development strategy's aim is to ensure that each partner has a suitably
skilled, confident and competent workforce to deliver the CPC's priorities and meet the needs
for children and young people in their area.

Strategic Planning and Connections

CPCs must ensure strong and robust strategic planning links to wider integrated
children's services planning arrangements in their local area in order to ensure that the need for
support and protection of children and young people can be comprehensively met in well
designed, effective and sustainable local services, programmes and initiatives.
CPCs must link effectively with other multi-agency partnerships and structures locally, regionally
and nationally, including Chair and Lead officer participation in Child Protection Committees.

Annual Reporting

CPCs must produce and publish an annual report, endorsed by the Chief Officers, which
sets out the work undertaken by the Committee, delivery against key performance measures in
that year as well as identified priorities for the year ahead.
The reporting period for the annual report should be aligned with the reporting period for the
shared datase.

ROLES AND FUNCTIONS OF BID AND AWARDS COMMITTEE (BAC)


The BAC shall have the following functions:
(a) advertise and/or post the invitation to bid/request for expressions of interest;
(b) conduct pre-procurement and pre-bid conferences;
(c) determine the eligibility of prospective bidders;
(d) receive and open bids;
(e) conduct the evaluation of bids;
(f) undertake post-qualification proceedings;
(g) resolve requests for reconsideration;
(h) recommend award of contracts to the HoPE or his duly authorized representative:
(i) recommend the imposition of sanctions in accordance with Rule XXIII;
(j) recommend to the HoPE the use of Alternative Methods of Procurement as provided in Rule
XVI hereof;
k) conduct any of the Alternative Methods of Procurement;
l) conduct periodic assessment of the procurement processes and procedures to streamline
procurement activities pursuant to Section 3(c) of this IRR; and m) perform such other related
functions as may be necessary, including the creation of a Technical Working Group (TWG)
from a pool of technical, financial, and/or legal experts to assist in the following:
1.) Review of the Technical Specifications, Scope of Work, and Terms of Reference;
2.) Review of Bidding Documents;
3.) Shortlisting of Consultants;
4.) Eligibility Screening;
5.) Evaluation of Bids;
6.) Post-Qualification; and
7.) Resolution of Request for Reconsideration.

The Roles and Functions of the School Planning Team

 School Head
- Convenes the planning team;
- Provides leadership and guidance in the development of the school
improvement plan
- Facilitates actual planning workshop
 Teacher Representative
- Provide needed information relative to teaching and learning process;
- Actively participate during the development of SIP.
 LGU Representative
- Share valuable information on the interest of the community in school
improvement.
 PTA Representative
- Commit available resource in the implementation of the plan.
 Pupil Representative
- Share unique insights about their difficulties in the school.
 Guidance Designate/ Child Protection Policy
- Helping learners or clients to explore their difficulties and concerns,
and to develop their capabilities and resilience;
- Fostering conditions in which a client can grow and develop as a
person;
- Offering leadership and sharing expertise in promoting positive
relationships;
- Promoting awareness of and respect for difference;
- Advocating for those who are disempowered.
 School Disaster Risk Management Committee
- Identify, assess and ,manage the hazards and risks that may occur in
the locality;
- Communicate about hazards and risk, their nature, effects, early
warning signs and countermeasures;
- Identify and implement cost- effective risk reduction measures or
strategies;
- Carry out recovery activities;
- Establish linkage and network with other local government units for
disaster risk reduction and emergency response purposes.

ROLES AND FUNCTIONS OF SCHOOL DRRM TEAM


The Disaster Risk Management Office at the Region, Division, District and School Levels shall
also be organized which shall have the following functions:

 Identify, assess and manage the hazards and risks that may occur in their locality;
 Communicate about those hazards and risks, their nature, effects, early warning signs and
countermeasures;
 Identify and implement cost-effective risk reduction measures or strategies;
 Take all necessary steps on an ongoing basis to maintain, provide or arrange the provision
of trained and competent personnel for effective and efficient disaster risk management in
their areas of jurisdiction;
 Respond to and manage the adverse effects of emergencies in their area of jurisdictions;
 Carry out recovery activities;
 Promote and raise public awareness of and compliance with policies and directives issued
by the Chairman of DRRMO relative to disaster risk management;
 Develop, approve, implement and monitor School Disaster Risk Management Plans and
regularly review and test the plan consistent with other national and local planning programs;
 Establish linkage and network with other local government units for disaster risk reduction
and emergency response purposes;
 Formulate, prepare and issue Orders, Memoranda and Issuances consistent with the
requirements of the National Disaster Coordinating Council (NDCC);
 Integrate risk reduction into school development plans, programs and budgets as a strategy
in schools’ sustainable development and improvement plans;
 Establish an operating facility to be known as the Region/Division/District and School
Disaster Operations Center; and
 Prepare and submit to the Regional Disaster Risk Reduction Management Office, National
Disaster Risk Reduction Management Office and the National Disaster Coordinating Council
damage and needs assessment reports; and
 Include as part of the School Improvement Plan disaster risk reduction measures to ensure
safety, and security of all teaching, non-teaching and school children.

The Chairman

 The Chairman shall advise the School DRRM Coordinator a and other members on the
current status of disaster/crisis as well as on the programs and operations being undertaken
by the Department to reduce the impact of the emergency situation;
 Establishes policy guidelines and sets priorities in the allocation of resources and services;
 Advises the leaders of the different action teams in accordance with the information/advisory
given by warning agencies like PAGASA and PHIVOLCS of an impending occurrence of
hazards and activates the operationalization of the contingency plans;
 Announces the suspension of offices/and or classes on the basis of advisories given by the
warning agencies;
 Provides assistance to the National Disaster Coordinating Council on advocacy and
information dissemination campaigns on disaster risk reduction and management through
integration in the basic education curriculum;
 Ensures that disaster risk reduction concepts are being mainstreamed in the education
system and integrated in the basic education curricula;
 Ensures the provision of safe learning environment, child friendly spaces, alternative learning
activities to displaces families/individuals/schoolchildren housed in schools as temporary
holding centers;
 Activates the Disaster Operations Center and authorizes the 24/7 services of pre-designated
officers and members of the concerned team;
 Convene and presides over meetings and conferences.

Vice- Chairman

 Assists the Chairman in all his functions;


 Performs the functions of the Chairman in case of absence/leave or incapacity of the latter;
 Develops a disaster preparedness plan for the School;
 Organizes and supervises the Disaster Operations Center;
 Ensures that appropriate trainings and capability building be set up for teachers, and school
children;
 Maintains cooperative and collaborative efforts with principal officers of other government
agencies and arranges for obtaining assistance relative to disaster risk reduction activities;
 Serves as overseer and evaluator during emergency/evacuation drills and exercises; and
 Does related work as may be assigned by the Chairman.

Response and Resource Mobilization

 Maintain an updated database of all available response resources in the Department that
can provide capacities to the schools like airlift operations, fire suppression, emergency
health services, ambulance service/emergency evacuation, security, emergency social
services, environmental emergencies, hazardous materials emergencies, search and rescue,
engineering and basic utilities in coordination with the different SDRRMO Teams;
 Assist in the formulation of mobilization SOPs for those response resources and operational
support and arrangements like MOA and MOUs with partner agencies and cluster members
and rehearse them as far as practicable;
 Facilitate the conduct of a post mobilization debriefing for all units deployed and utilized to
look into areas of strength and areas for improvement.

Information Management

 Maintain an updated database of relevant baseline information on school population,


demography in the different regions, hospitals, school facilities, etc.
 Collate, validate and analyze information and undertake the appropriate steps to be taken
based on pre-delegated tasks and responsibilities, otherwise recommend to the NDCC
 Executive Officer or the NDCC Chairman the necessary steps to be taken based on
processed information for an enhanced decision-making process.
 Document all past disaster situations to include a review of the pre and post disaster
activities undertaken by all key actors, and maintain a database of these documents;
 Development and integration of Disaster Risk Reduction in the curriculum.
 As a matter of standard operations procedure, all concerned shall take into consideration the
reporting and flow of activities during and after a disaster to ensure timely, accurate, and
reliable data gathering and reporting.

Coordination for Operational Capability


 Maintain active linkages with other SDRRM the synchronization of programs for operational
capability upgrade;
 Provide operational guidelines on the management of the School DRRMO.

Communications and Warning Team


 Provide warning in close coordination with National warning agencies and through all
available means, to areas threatened by slow onset disasters like storms, typhoons and
consequent flooding, providing school officials, teaching and schoolchildren a clear
understanding of what to expect and advises on appropriate precautionary measures to be
undertaken;
 Alert available response team and closely monitor the conduct of disaster response
operations, mobilizing additional resources available as may be needed in the field; and
 Monitor the transition from emergency response and relief to recovery phase.

Damage Analysis Needs Analysis Team

 Evaluates crisis situations and determines courses of actions to be followed, and formulates
guidelines in assessing the situation;
 Assesses information and advises the Chairman of DRRMO on possible measures to be
undertaken in order to lessen the impact of the crisis;
 Submits recommendation for allocation of needed resource;
 Coordinates the plans and actions of the Group with the proper authorities whenever a crisis
occurs;
 Monitor the probable consequences of potential, ongoing and past disasters or emergency
situation around the country in close coordination with internal and external stakeholders in
education;
 Coordinate pre-defined pre and post disaster operational activities being undertaken by
relevant agencies and ensure that all key actors are taken on board;
 Initiate and lead the conduct of a multi-agency damage and needs assessment mission as
the post disaster situation warrants;
 Facilitate the conduct of a multi-agency debriefing of past disaster situation to look into areas
of strength and areas for improvement;
 Promote synergistic multi-agency approach in managing the potential consequences of
disasters in the country; and
Does related work.

Advocacy and Public Information Team

 Conducts information dissemination campaign on DRR concepts and what to do before,


during and after the occurrence of hazards;
 Serves as resource person during trainings, seminars and for a relative to disaster risk
management;
 Provides learning modules and DRR materials to schools and the public;
 Publishes information on emergency situations, reports disaster damages and rehabilitation
efforts to the National Disaster Coordinating Council and to the Office of the President;
 Coordinates with media and the Public Information Agency (PIA) on matters relative to
advocacy and public information activities;
 Conducts studies and researches on DRR and disseminates results and recommends
appropriate action.

ROLES AND FUNCTIONS OF SCHOOL ALUMNI


1. Develops, coordinates and evaluates programs and projects to promote alumni relations
and educational programs designed to connect alumni through academic channels such as
programs/departments/schools/colleges.
2. Plans, coordinates, and attends events, meetings, or other activities as requested by
academic units. This may also include alumni and volunteer recognition banquets,
receptions, homecoming, and reunions.
3. Identifies, cultivates, and stewards alumni and volunteers. Helps current volunteer
leadership to identify potential new volunteers and future leadership.
4. Coordinates and produces reports, proposals, and analyses for management, to include
monthly budget to actual reviews of areas of programmatic responsibility, periodic reports to
reflect relevant data gathering and analysis, and post-event reports and recommendations.
5. Develops, sustains, and strengthens alumni chapters which focus is on establishing and
maintaining connections through academic/degree programs.
6. Collaborates with other office staff on programs which engage alumni through multiple
channels such as academic program and geographic location combined.
7. Collaborates with appropriate staff from the UNM Foundation to share information on events
and alumni engagement opportunities.
8. Develops and presents educational programs for alumni, including lectures, seminars, and
workshops.
9. Coordinates and trains volunteers who work on events, projects and programs.
10. Represents the organization at various community and/or business meetings, committees,
and task forces; promotes existing and new programs and/or policies.
11. Serves on committees relating to alumni relations, and serves as liaison between UNM and
the community.
12. May supervise and train lower graded staff, student employees, volunteers, and/or interns,
as appropriate.
13. Performs miscellaneous job-related duties as assigned.

SCHOOL BASED MANAGEMENT TEAM ROLES AND FUNCTIONS


Chairperson
Takes the lead in implementing the school based management specifically in the areas
of:

a. Policies and standards;


b. Monitoring and evaluation; and
c. Technical assistance
SBM Coordinator
Act as the focal person for SBM in the school in relation to SBM
Implementation.specifically on the following:

a. Gathering, analyzing and interpreting SBM related data;


b. Submitting regular quarterly reports on the status of SBM
implementation to the school.
c. Preparing and implementing the Work Plan for Technical assistance

Members:
Assists the Chairperson and the SBM Coordinator in:

a. Establishing the structures and mechanism of SBM;


b. Initiating collaborative meetings with other stakeholders to maintain
efective partnerships; and
c. Maintaining data- base system in the school.
