Feasibility Study

Establishment of Restituto O. Caloñge Memorial Institute of Technology, Inc.

1. Introduction

This feasibility study aims to assess the need and demand for the establishment of Restituto O. Caloñge
Memorial Institute of Technology, Inc. (ROCMIT) and its relevance to the development of the community.
Additionally, it will evaluate the capability of the school to implement its objectives, as well as the
viability of the proposed courses, particularly in terms of demand for graduates, prospective students,
and existing schools offering similar programs within the community.

2. Background

Restituto O. Caloñge Memorial Institute of Technology, Inc. (ROCMIT Inc.) is an educational institution
located at Poblacion, Mabuhay, Zamboanga Sibugay. Formerly known as Western Mindanao State
University - Mabuhay (WMSU Mabuhay), the school was granted a permit to operate the Senior High
School Program during the school year 2016-2017. WMSU Mabuhay faithfully followed all the laws,
rules, regulations, and standards of the Department of Education (DepEd) governing the operation and
adaptation of the Senior High School Program under the Enhanced Basic Education Program. However,
on July 1, 2022, the school received a cease-and-desist letter from the WMSU Main Campus, formally
revoking the use of the Western Mindanao State University name. As a result, the school is now in the
process of changing its name to Restituto O. Caloñge Memorial Institute of Technology, Inc.

ROCMIT Inc. currently offers the Senior High School Academic Track with the Humanities and Social
Sciences (HUMSS) Strand. Additionally, it plans to apply for the Technical-Vocational-Livelihood Track,
specifically the Agri-Fishery Arts Strand. Graduates of the HUMSS strand can pursue successful careers as
journalists, lawyers, politicians, and educators. The Agri-Fishery Arts Strand is designed to equip students
with the necessary knowledge and skills related to agriculture and aquaculture, promoting the
development and care of local products.

In order to provide a continuous learning pathway for students, ROCMIT intends to apply for a Junior
High School program and ensure that students are guided accordingly. The school's incorporators consist
of chosen LGU Mabuhay Office heads and members, led by Municipal Mayor Edreluisa O. Caloñge. The
decision to change the school's name was made after the re-election of the board members, honoring
the late founder of the school, Restituto O. Caloñge.

Situated at the heart of the island, ROCMIT Inc. serves the communities of Mabuhay, Talusan, and
Olutanga. The Municipality of Mabuhay encompasses 18 barangays, while Talusan and Olutanga have 14
and 19 barangays, respectively. Within the municipality, there are three existing high schools: Mabuhay
National High School (Public), Mabuhay-Agro Industrial High School (Public), and Xavier High School
(Private). Mabuhay National High School plans to open in the upcoming school year 2023-2024, offering
the same Academic track and HUMSS strand as ROCMIT. However, it reportedly faces issues of
overcrowding, with nearly 70 students per classroom. Agro-Industrial High School does not offer the
same strand, and Xavier High School, although offering the same Academic track and HUMSS strand,
operates as a private institution, collecting tuition fees and miscellaneous charges which parents mostly
cannot afford.

ROCMIT aims to alleviate classroom overcrowding and provide an environment conducive to learning
without the burden of tuition fees. Although privately governed, ROCMIT operates similarly to a public
school, serving the community and ensuring access to education. Considering the financial constraints
faced by most parents in enrolling their children at Xavier High School, Restituto O. Caloñge Memorial
Institute of Technology offers free tuition, making it an attractive choice for families. Additionally, the
island has only one college, the Western Mindanao State University- Mabuhay External Studies Unit,
which exclusively offers courses in education (elementary and secondary) and agriculture at affordable
rates.

Given the affordability, accessibility, and educational opportunities provided by Restituto O. Caloñge
Memorial Institute of Technology, Inc., enrolling in ROCMIT is indeed a favorable choice for students
seeking quality education in the area.

3. Objectives of ROCMIT

The objectives of ROCMIT include:

- Providing high-quality education to Senior High School students in the community.

- Offering free tuition fees to make education more accessible to families who cannot afford private
institutions.

- Addressing the overcrowding issue in existing classrooms by providing an alternative option with a
conducive learning environment.

- Introducing the Agri-Fishery Arts Strand to equip students with the necessary knowledge and skills for
careers in the local agriculture and aquaculture sectors.

4. Need and Demand Analysis

4.1 Community Development

The establishment of ROCMIT is crucial for community development. By offering free education
and addressing the overcrowding issue in classrooms, ROCMIT aims to provide a more inclusive
learning environment for students in Mabuhay and neighboring municipalities. The introduction
of the Agri-Fishery Arts Strand is aligned with the island's rich resources in agriculture and
aquaculture, creating opportunities for students to contribute to the local economy and
sustainable development.

4.2 Demand for Graduates

The HUMSS Strand offered by ROCMIT provides students with a foundation for successful
careers as journalists, lawyers, politicians, and educators. These professions play essential roles
in society and are in demand in various sectors. Graduates equipped with the necessary skills
and knowledge can contribute to the community's growth and development.

4.3 Prospective Students

ROCMIT's free tuition policy makes it an attractive option for families who cannot afford private
education. By offering quality education without financial barriers, ROCMIT increases access to
education for a larger number of prospective students. This, in turn, contributes to the personal
and professional growth of individuals and the overall development of the community.

4.4 Existing Schools Offering Similar Courses

Currently, Mabuhay National High School and Xavier High School offer the same Academic track
and HUMSS strand as ROCMIT. However, Mabuhay National High School faces overcrowding
issues, impacting the quality of education. Xavier High School operates as a private institution,
collecting tuition fees and other charges, making it financially inaccessible for many parents.
ROCMIT's approach of providing free tuition and a conducive learning environment positions it
as a viable alternative for families seeking quality education without financial burdens.

5. Implementation Capability

5.1 Infrastructure and Resources

ROCMIT will require appropriate infrastructure, including classrooms, laboratories, library

facilities, and administrative spaces. Assessing the existing facilities and ensuring the availability
of necessary resources are critical for the successful operation of ROCMIT. Collaborations with
local government units, community organizations, and potential partners can support the
acquisition of resources needed for effective implementation.

5.2 Staffing and Faculty

Recruiting qualified and experienced staff and faculty members is crucial to achieving ROCMIT's
objectives. Educators with expertise in humanities and social sciences, agriculture, and
aquaculture should be prioritized. Providing professional development opportunities for
teachers can enhance the quality of education offered by the institution.

5.3 Financial Sustainability

Ensuring the long-term financial sustainability of ROCMIT is vital. Exploring various funding
sources, such as grants, sponsorships, partnerships with local industries, and potential
collaborations with government agencies, will contribute to the financial stability of the
institution. Implementing effective financial management practices, including budgeting and
revenue generation strategies, is essential for sustaining ROCMIT's operations.

6. Conclusion

Based on the analysis conducted, the establishment of Restituto O. Caloñge Memorial Institute of
Technology, Inc. (ROCMIT) appears to be a viable and relevant initiative for the community. The
proposed Senior High School courses, particularly the HUMSS Strand, align with the demand for careers
in journalism, law, politics, and education. Additionally, the introduction of the Agri-Fishery Arts Strand
reflects the island's rich resources and offers potential opportunities for local development.

Considering the limited options for higher education on the island, ROCMIT becomes an appealing
choice for students seeking tertiary-level education beyond Senior High School. By offering free tuition
and a conducive learning environment, ROCMIT aims to serve the community and provide quality
education to students who cannot afford private institutions.

To ensure successful implementation, ROCMIT needs to address infrastructure and resource

requirements, recruit qualified staff and faculty, and establish a sustainable financial model.
Collaborations with local stakeholders and strategic partnerships will contribute to the overall
development and success of ROCMIT.
