1. Introduction
This feasibility study aims to assess the need and demand for the establishment of Restituto O. Caloñge
Memorial Institute of Technology, Inc. (ROCMIT) and its relevance to the development of the community.
Additionally, it will evaluate the capability of the school to implement its objectives, as well as the
viability of the proposed courses, particularly in terms of demand for graduates, prospective students,
and existing schools offering similar programs within the community.
2. Background
Restituto O. Caloñge Memorial Institute of Technology, Inc. (ROCMIT Inc.) is an educational institution
located at Poblacion, Mabuhay, Zamboanga Sibugay. Formerly known as Western Mindanao State
University - Mabuhay (WMSU Mabuhay), the school was granted a permit to operate the Senior High
School Program during the school year 2016-2017. WMSU Mabuhay faithfully followed all the laws,
rules, regulations, and standards of the Department of Education (DepEd) governing the operation and
adaptation of the Senior High School Program under the Enhanced Basic Education Program. However,
on July 1, 2022, the school received a cease-and-desist letter from the WMSU Main Campus, formally
revoking the use of the Western Mindanao State University name. As a result, the school is now in the
process of changing its name to Restituto O. Caloñge Memorial Institute of Technology, Inc.
ROCMIT Inc. currently offers the Senior High School Academic Track with the Humanities and Social
Sciences (HUMSS) Strand. Additionally, it plans to apply for the Technical-Vocational-Livelihood Track,
specifically the Agri-Fishery Arts Strand. Graduates of the HUMSS strand can pursue successful careers as
journalists, lawyers, politicians, and educators. The Agri-Fishery Arts Strand is designed to equip students
with the necessary knowledge and skills related to agriculture and aquaculture, promoting the
development and care of local products.
In order to provide a continuous learning pathway for students, ROCMIT intends to apply for a Junior
High School program and ensure that students are guided accordingly. The school's incorporators consist
of chosen LGU Mabuhay Office heads and members, led by Municipal Mayor Edreluisa O. Caloñge. The
decision to change the school's name was made after the re-election of the board members, honoring
the late founder of the school, Restituto O. Caloñge.
Situated at the heart of the island, ROCMIT Inc. serves the communities of Mabuhay, Talusan, and
Olutanga. The Municipality of Mabuhay encompasses 18 barangays, while Talusan and Olutanga have 14
and 19 barangays, respectively. Within the municipality, there are three existing high schools: Mabuhay
National High School (Public), Mabuhay-Agro Industrial High School (Public), and Xavier High School
(Private). Mabuhay National High School plans to open in the upcoming school year 2023-2024, offering
the same Academic track and HUMSS strand as ROCMIT. However, it reportedly faces issues of
overcrowding, with nearly 70 students per classroom. Agro-Industrial High School does not offer the
same strand, and Xavier High School, although offering the same Academic track and HUMSS strand,
operates as a private institution, collecting tuition fees and miscellaneous charges which parents mostly
cannot afford.
ROCMIT aims to alleviate classroom overcrowding and provide an environment conducive to learning
without the burden of tuition fees. Although privately governed, ROCMIT operates similarly to a public
school, serving the community and ensuring access to education. Considering the financial constraints
faced by most parents in enrolling their children at Xavier High School, Restituto O. Caloñge Memorial
Institute of Technology offers free tuition, making it an attractive choice for families. Additionally, the
island has only one college, the Western Mindanao State University- Mabuhay External Studies Unit,
which exclusively offers courses in education (elementary and secondary) and agriculture at affordable
rates.
Given the affordability, accessibility, and educational opportunities provided by Restituto O. Caloñge
Memorial Institute of Technology, Inc., enrolling in ROCMIT is indeed a favorable choice for students
