1. DIRECTOR OF PHYSICAL PLANNING, JOB GROUP ‘R’ (CPSB 03) ONE (1)

a) Requirements for Appointment


For appointment to this grade, the candidate must:
(i) Have experience of not less than twelve (12) years in Physical Planning;
(ii) Have Bachelor’s degree in any of the following disciplines: Urban and
Regional Planning, Urban Planning or Town Planning from a recognized
institution;
(iii) Have Master’s degree in any of the following disciplines: Urban and Regional
Planning, Urban Planning or Town Planning from a recognized institution
(iv) Have a Certificate in Strategic Leadership Development Programme lasting
not less than six (6) weeks
(v) Be a corporate member of Kenya Institute of Planners or Architectural
Association of Kenya (Town Planning Chapter);
(vi) Be registered by the Physical Planner Registration Board;
(vii) Have a certificate in computer application skills from a recognized
institution;
(viii) Have proven administrative ability and professional competence necessary
for the effective performance of work at this level;
(ix) Have demonstrated managerial and professional competence in work
performance and exhibited a thorough understanding of national and
County policies, goals, objectives and ability to relate them to the Physical
Planning functions;
(x) Have good inter-personal and communication skills; and

b) Duties and Responsibilities

(i) Preparing and implementing annual work plans;


(ii) Preparing budget estimates, annual development and procurement plans;
(iii) Preparing County, urban and local physical development plans;
(iv) Advising the County Government and private agencies on development and
land use;
(v) Developing, implementing and providing feedback on physical planning
guidelines and standards;
(vi) Managing and maintaining physical planning data;
(vii) Providing advice on development control and ensuring compliance to
approved plans; and
(viii) Preparing annual, quarterly and monthly progress reports.

a) Requirements for appointment


For appointment to this grade, the candidate must:

settlements;
(ii) Have a Bachelor’s degree in any of the following disciplines: Civil Engineering,
Real Estate Management and Valuation, Quantity Survey, Construction
Management, Architecture or any other relevant qualification from a
recognized institution;
(iii) Have Master’s degree in any of the following; Civil Engineering, Real Estate
Management and Valuation, Quantity Survey, Construction Management,
Architecture or any other relevant qualification from a recognized institution;
(iv) Have Certificate in Strategic Leadership Development Programme lasting not
less than six (6) weeks;
(v) Be registered as a Physical Planner under the Physical Planners Registration
Act 1996;
(vi) Have a certificate in computer applications;
(vii) Have proven administrative ability and professional competence necessary for
the effective performance of work at this level;

(ix) Have exhibited a thorough understanding of National and County policies,

b) Duties and Responsibilities


(i) Developing and coordinating the review of housing policies, programmes and
strategies;
(ii) Developing the implementation of the Departmental Annual Work Plan;
(iii) Preparing budget estimates, annual development and procurement plans;
(iv) Coordinating real estate development and programmes;
(v) Overseeing housing construction development projects;
(vi) Supervising inspection of Buildings;
(vii) Promoting Appropriate Building Technologies;
(viii) Coordinating provision of housing infrastructure;
(ix) Carrying out County housing surveys;
(x) Coordinating leasing and housing administration;
(xi) Coordinating the supervision of the registration of new buildings;

(xii) Renovating of old County Government estates;
(xiii) Administering tenant placement and rent assessment; and
(xiv) Preparing annual, quarterly, monthly and weekly progress reports.

3. CIVIL ENGINEERING HOUSING, JOB GROUP ‘P’ (CPSB 05) ONE (1) POST

a) Requirements for Appointment

For appointment to this grade, an officer must:


(i) Have experience of at least eight (8) years in civil Engineering;
(ii) Have Bachelor’s degree in Civil Engineering from a recognized university;
(iii)Have a Master’s degree in Civil Engineering from a recognized university;
(iv) Have Certificate in Strategic Leadership and Development Programme lasting
not less than six (6) weeks from a recognized institution;
(v) Be a registered member of the Engineers Registration Board of Kenya; and
(vi) Have a certificate in computer applications;

b) Duties and Responsibilities

(i) Plan and budget housing and Urban development works in the county;
(ii) Supervise all projects given to consultants;
(iii) Maintain up-to-date inventory of all county houses; and
(iv) Prepare and submit progress reports on projects and programmes.

4. LAND VALUER, JOB GROUP ‘L’ (CPSB 08) ONE (1) POST

(iv) Have a certificate in Computer Applications; and
(v) Have shown merit and ability as reflected in work performance and results.

a) Requirements for Appointment

For appointment to this grade, a candidate must have:


(i) Bachelor’s degree in any of the following disciplines: - Land Surveying and
Photogrammetry, Geomatics, Geomatics Engineering, Technology in Geomatics,
Geo-spatial Engineering, Philosophy in Technology (Survey), or any other
relevant qualifications from a recognized institution;
(ii) Be a registered member of a relevant professional body;
(iii) Proficiency in computer applications; and
(iv) Good inter-personal and communication skills.

b) Duties and Responsibilities

(i) Carrying out angular and distance measurements, computation for medium
and high density cadastral, topographical, engineering and sub-divisional
schemes;
(ii) Planning and implementing survey programmes;
(iii) Review and up-date geospatial data for use by other agencies;
(iv) Ensure the safety of survey records, tools and equipment; and
(v) Prepare monthly, quarterly and annual progress reports.

For appointment to this grade, a candidate must:
(i) Have a Bachelor’s degree in any of the following disciplines: Urban and
Regional Planning, Urban Planning or Town Planning or any other relevant
qualification from a recognized institution;

(v) Must have good inter-personal and communication skills.

b) Duties and Responsibilities

(i) Preparing physical development plans;


(ii) Undertaking feasibility studies on physical, social, economic and
environmental characteristics;
(iii) Implementing physical plans for County, Regional and Urban Areas;
(iv) Processing development applications;
(v) Providing logistical support to physical planning liaison committees;
(vi) Updating and Maintaining physical planning records; and
(vii) Any other duties that may be assigned by the County Director of Physical
Planning.

Management and Valuation, Facilities Management, Building Economics,
Architecture, Regional Development/Urban Planning, Building/Construction
Management, or any other equivalent and relevant qualification from a
recognized university;
(ii) Be a Registered member of a relevant professional body;
(iii) Have proficiency in computer applications;
(iv) Have good inter-personal and communication skills; and

b) Duties and Responsibilities

(i) Review, formulate, monitor and evaluate County housing sector policies;
(ii) Co-ordinate housing sector incentives;
(iii) Document County’s status on housing and human settlement by undertaking
housing survey;
(iv) Implement housing development programmes including housing schemes;
(v) Conduct feasibility studies on housing development; and

(vii) Any other duties that may be assigned by the County Director of Housing and
Urban development.

(iii) Have Proficiency with AutoCAD and ArchiCAD;

and

b) Duties and Responsibilities

(i) Carrying out drawing tasks;


(ii) Collecting and analyzing geographical data for preparing development plans;
(iii) Digitizing Physical Development plans;
(iv) Drawing physical development plans;
(v) Updating plans;
(vi) Conducting site inspection; and
(vii) Any other duties that may be assigned by the County Director of Physical
Planning.

(i) Inspect and oversee building constructions;
(ii) Ensure building codes and NEMA requirements are adhered to during
constructions;

(iv) Ensure prescribed fees is paid;
(v) Monitor and evaluate suitability and habitability of buildings;
(vi) Issue completion and occupation certificates; and
(vii) Any other duties as may be assigned by County Director of Physical Planning.

cadastral, adjudication and general survey.

(i) Drawing survey and deed plans, large area, registry index maps, large area
boundary schedules and preliminary index diagrams;
(ii) Preparing topographical base maps for special purpose maps;
(iii) Reviewing base maps from aerial imageries;
(iv) Collecting data from geo-spatial data sources;
(v) Acquiring raster, vector and geographical names, data sets; and
(vi) Repairing mapping records.
